Stephanie Rawlings-Blake to the mayor’s office on
Feb. 4 will set off a new power struggle within the
Baltimore legislature.
City Council members will conduct a majority-

him. So it was bittersweet
to let him go,” Stafford’s

Obamas Solicit
Nominations for
Citizens Medal
The late Oseola McCarty
dreamed of becoming a nurse.
But she had only completed
the sixth grade when she left
school to take care of her
family, and McCarty never
realized her goal. Instead,
she ended up cleaning other
people’s houses for 70 years.
But when she died in
1999, McCarty left her life
savings of $150,000 toward
a scholarship for needy
students.
For her humanitarian
vision, McCarty became
one of a host of individuals
during the past four decades
to be awarded the Citizens
Medal—the nation’s second
highest civilian award next
only to the Presidential Medal
of Freedom.
On Jan. 21, President
Barack Obama and first lady
Michelle Obama announced
the continuation of that
tradition with an invitation
to the public to nominate
candidates.
“No matter who they are
or where they come from,
recipients of the Citizens
Medal are united by an
unwavering desire to serve,”
the president said in a video
message. “And that’s why this
year, we are asking you to
help nominate candidates for
this extraordinary honor who
exemplify the kind of selfless
dedication that inspires us all
to greater heights.”
In her letter to the White
House’s e-mail list, Michelle
Obama noted that the
president would be looking
for “several qualities” in the
next medal recipient.
“People who have
demonstrated a commitment
to service in their own
community or in communities
farther from home; who
have helped their country or
their fellow citizens through
one or more extraordinary
acts; whose service relates
to a long-term or persistent
problem; or whose service
has had a sustained impact
on others’ lives and provided
inspiration for others to
serve,” the first lady wrote in
the letter.
“While many Americans
work every day to serve
others, this year’s Citizens
Medal will specifically
honor those who have shown
exemplary service to help
others outside of their normal
jobs,” Obama wrote.
Other recipients of the
honor have included Colin
Powell, Rosa Parks and
Muhammad Ali, as well
as everyday heroes like
McCarty.
Nominees must be
citizens of the United States
and fulfill specific criteria.
Nominations, which will be
reviewed by White House
staff, can be submitted to
www.WhiteHouse.gov/
citizensmedal. They should be
received by 11:59 p.m. EST
on Thursday, Jan. 28.
The president will award
the Citizens Medal in a
ceremony at the White House
in late spring.

All-Day Kindergarten: A Ticket to Later Success?

While critics debated
full-day kindergarten at its
inception, Baltimore students
are now remarkably showing
its benefits.
For the 2008-2009 school
year, 72.4 percent of third-
through eighth-grade students
in the city of Baltimore scored
proficient or advanced on
the reading section of the
Maryland State Assessment,
up from 67.6 percent the
previous year. Students also
performed better on the math
portion of the test in which
the percentage was 63.5
percent, opposed to 55.6
percent in the preceding year.
While some of these
students were not affected
by the requirement of full-
day programs, a majority
of the students were, and
some believe there is a direct
correlation.
“I do believe children
learn so much more in all-day
programs as opposed to half-
day programs,” said Marietta
English, officer of The
Baltimore Teacher’s Union. “I
believe kids involved in these
programs participate more.”
In 2002, there were 1,359
full-day kindergarten classes
in 475 schools. The plan to
implement these classes was
backed by numerous studies
that proved that students
involved in such programs
generally develop better
learning skills later in life.
Research highlighted by the
Maryland State Department
of Education included that
positive effects on cognitive
growth was a result. Now,
all schools in Maryland
are required to have these
programs, as required by the
Bridge to Excellence in Public
Schools Act.
Still, parents and educators
argue that children’s success
is not determined by being in
a full-day program. When the
idea was proposed in 2001, it
was met with criticism from
board members statewide.
However, officials pressed on
despite criticism.
“I believe [all-day
kindergarten] is certainly an
important piece of children’s
later success,” said Bill

Board of Education. “We have
also linked pre-k to Maryland
State Education and I believe
that’s helped.”

Volunteering can be powerful ‘medicine’

(ARA) — Some research
suggests volunteering can
have a positive effect on
overall health and well-
being – and may help
improve your disease. Many
Americans who suffer from
chronic conditions can get
involved with volunteering
to stay active.
And, for the more than
1 million Americans with
the chronic condition
rheumatoid arthritis
(RA), volunteering may
help them better manage
the disease. RA is an
autoimmune disease that
affects the joints and can
cause pain, disability
and leave people feeling
limited or isolated by their
disease. Women are two to
three times more likely to
have RA than men, and the
disease is most commonly
diagnosed between the
ages of 30 and 50.
A new nationwide
initiative – Hand in Hand
for RA – aims to change
that by demonstrating to
people living with RA that
they can do more. In fact,
results of a recent survey
showed that a majority of
people with RA want to be
more active and not feel
limited by their condition.
Moreover, four in 10
want to give back through
volunteering or public
service to prove they are
not limited by their RA.
“It’s the first time that
we are bringing together
people living with a form
of arthritis like RA who
would otherwise be held
back a little bit by their
condition, and give them
an opportunity to help
out in their community,”
says Seth Ginsberg, co-
founder and president of
CreakyJoints, a grassroots
arthritis group and a
supporter of the Hand in
Hand for RA campaign.
“We want people to go to

find resources or share their
stories of things they’ve
done in the past, and help
out a little bit.”
Lending a helping
hand
Debbie McGrady, 55,
of Greenwood, Ind., has
joined the campaign and
gives back by driving
senior citizens in her local
community to doctor
appointments and to run
errands.
“When I was diagnosed
with RA 11 years ago, it
was pretty devastating for
me,” Debbie says. “But
after seeking out the right
doctor and working with
him to get my disease
under control, I also
changed my life – started
eating healthier and
exercising more often; then
I found volunteerism. It’s
just been a wonderful thing
for me. It takes the focus
off your disease and you
can help others.”
Many ways to give
back
When it comes to
public service, there is

and this city, who believe falsely that Mumia
Abu-Jamal is some kind of a folk hero,”

Abraham told CNN. “He is nothing short of an
assassin.”

Losing Baltimore
The 2010 census is upon us. In little
over a month, a deluge of 2010 census
forms will be mailed to every individual
in the Baltimore region. And a short time
thereafter, the future of our community for
the next 10 years will be set in motion. Our
ability to effectively educate our children,
our ability to address the expanding needs
of our neighborhoods, our ability to improve
the services provided by our local policemen
and firemen and our ability to enhance the
overall quality of life for all
who live in our community will
be placed on the line.

Baltimore lost a number of elected
representatives in Annapolis as a result
of the 2000 census. If Baltimore fails to
respond to the 2010 census, this community
stands on the precipitous edge of further
erosion in the number of its elected officials
in Annapolis and in Washington. Former and
current officials say Baltimore’s 2000 census
participation rate was among the poorest
census responses in the country. If we allow
this abysmal trend to be repeated in 2010,
Baltimore will no longer wield the political
clout in Annapolis or on Capitol Hill to
generate the budgetary fund allocations
badly needed to address the necessities of
the future. We cannot afford to permit this to
happen.
Every neighborhood has to develop a
strategy to insure that no individual is left
out or overlooked in the 2010 population
count. Every church, every neighborhood

Saving Democracy
The political landscape of the entire
country was quietly changed last week
when the Supreme Court in a 5-4 decision
in Citizens United v. Federal Elections
Commission ruled that the government may
not ban corporation spending in candidate
elections. In reaching its decision, the
majority of the Court extended the basic
First Amendment guarantee of “freedom of
speech” beyond individual people, and for the
first time has clothed inanimate corporations
with such rights as if they were human.

asserting an undue influence over a process
originally intended to primarily involve and
benefit individual citizens. In recent years,
special interest groups have emerged as a
type of corporate entity which solicits dollars
that are pooled to amplify issues promoted
for voters’ attention. The power of these
special interest groups will now be virtually
free of restrictions and we fear the influence
of such groups will now explode and possibly
out pace that of the existing Democratic and
Republican parties.
We believe the legislation enacted over the
years on this issue was adequate in protecting
the interests of the individual voter in the
already chaotic environment of modern
day political campaigns. The Court has
brushed away over 100 years of legislation
and replaced it with dramatically new law.
The Court has not only created bad law, its
decision in this case is overreaching—the
very thing Chief Justice John Roberts Jr.,
vowed not to do when he took office—and
wrong.
We implore our representatives to take
immediate action to correct the unfortunate
action of the Court. We encourage
Congresswomen Donna Edwards to pursue
her quest for a constitutional amendment
on this issue; a process we recognize will
take time. We also encourage Sens. Barbara
Mikulski and Ben Cardin to support Sen.
Charles E. Schumer of New York who has
reportedly initiated draft remedial legislation
in anticipation of the Court’s bad decision.
Time is of the essence. The next election
season is fast approaching; democracy needs
to be saved.

-In March of ‘09, he appeared on CNN with a liberal host and dismissed Rush Limbaugh as

When some Republican leaders rightfully criticized Steele for his slams against
Republicans, Steele told them to: “Get a life... If you don’t want me in the job, fire me. But
until then, shut up.”
Michael Steele is a weak leader and he needs to resign or be fired. We need someone who’s
not afraid to boldly promote strong conservative Republican ideas. The only reason Steele is
still RNC chair is because he’s Black and the party is terrified of the implications of firing him.
The Republicans have a serious leadership problem with Steele at the helm and they had
better correct it, or what could be a historic November election could instead be a disaster, and
in 2012 Barack Hussein Obama—God forbid—could even be re-elected!

have complicated the growth
of Black elected officials
by their 5-4 conservative
majority giving corporations

corporations have First
Amendment rights to spend

and losers in American elections, and since data from the
2008 elections indicated that corporations gave twice as
much money to Republicans than Democrats, it tilts the
playing field strongly in their direction.

Blacks who campaign for office have traditionally
had far less funding than their White counterparts which
is why many opposed the McCain-Feingold campaign
finance law that placed limits on soft money. Black elected
officials were disproportionately recipients of soft money
in their campaigns, and studies show that within the Black
community they could raise enough money to run campaigns
successfully.
The Supreme Court decision however, not only destroys
McCain/Feingold by inviting even more money into
campaigns, it places Blacks, especially those who would
run in “White districts,” in a highly competitive bind. It is
still very difficult for Blacks to run in such districts and win,
and they are placed at a huge disadvantage because money
generally goes to White candidates in those districts.
This means that although Blacks have run successfully
in many White majority districts, representing 40 percent of
the Congressional Black Caucus, it will be more difficult
to expand the number of elected officials beyond what now
exists.  Republican magical devices would not work. Yet, true to form,

being elected with corporate funds, it could skew the
democratic process within legislative bodies toward the
interests of the upper class. This point is vividly seen in

care to 30 million people. Someone said it right, the impact
of the United Citizens decision is that rather than having
senators and representatives serving the interests of their
constituents in states, more of them will essentially be owned
by corporations.
Laws limiting the participation of corporations in
elections have been around for nearly 100 years, so
this decision of the conservative wing of the Court is a
monumental disrespect for precedent. In that connection,
Senate Democrats were suckered into supporting Chief
Justice John Roberts, largely on the strength of his promise
to respect judicial precedents. In the last decade, conservative
justices have thrown precedent aside in rolling back rights
that supported broad democratic participation in society and
favoring dominant, racial, political and economic interests.
This decision of the high court, together with the actions
of Republican conservatives in the Congress, illustrates how
determined and single-minded progressives must be to defeat
them. The ball limiting money in American elections has
been tossed back to the White House and the Congress; let’s
see how much Democracy they really want.

Italian sushi, fresh grilled meats, pastas, bruschettas and assorted
flatbreads. The shrimp and salmon bruschettas have become my
favorite.
Wanda Watts, David Scott, Valerie Stewart, Albert Brooks and
Jamie were out celebrating Pierre Stewart’s birthday when we
stopped in Saturday night. We also saw Kenneth Patterson, Tony
and Paula Hawkins enjoying the elegance of Milan. Located at
Eastern Avenue and Exeter Street, they offer valet parking. The
dress is casual, including jeans, but the fun and atmosphere is
definitely high end.

Bozeman said he expects his
team to improve every game,
he meant it. There have been
moments when the Bears
have completely pummeled
opponents, yet Bozeman still
spoke in frustration of what
his players did wrong and
how they could have played
better.
When MSU blasted
Howard University, 90-58,
on Jan. 9, you could still hear
Coach Bozeman shouting
from outside the locker room
of how his players should
“strive for perfection every
time, even if perfection is
impossible. You still strive
for it!”
Perhaps that’s why the
Bears have progressed every
Bears coach Todd Bozeman has led Morgan State to season since he took over as
a ranking among the CollegeInsider.com Top 25 Mid- head coach in 2006. In three

No. 23, marking the second
time the Bears has joined the
Top 25 in two seasons. They
ranked just ahead of No. 24
University of Green Bay
and behind the 22nd-ranked
University of Portland. The
No. 1 Mid-Major team is
currently Gonzaga.
Morgan State advanced
up the rankings after beating
down University of Maryland-
Eastern Shore, 91-54, on
Jan. 25 at Hill Field House,
recording its largest margin of
victory since beating UMES,
87-52, last season.
Bears senior star Reggie
Holmes, the sixth-ranked
scorer in the nation at just
less than 23 points per game,
scored 25 points in just 27
minutes of play, along with a
team-high eight rebounds and
three steals. The Baltimore
native out of St. Frances
Academy High School didn’t
have to play much because
the lead was so large, but his
teammates handled UMES
just fine without him. MSU

“His energy lately has been a

recorded five steals and
Rodney Stokes blocked four
shots.
The lopsided win marked
the sixth straight for the
Bears, and also improved
them to 5-0 at home, their
eighth consecutive victory at
Hill Field House dating back

11th consecutive MEAC win
over a stretch of two seasons.
Morgan State (14-7
overall, 6-0 MEAC) will
now attempt to extend their
winning streak when they
travel to Norfolk, Va., to face

only two conference games
this season, so this matchup
may result in another lopsided
victory for Morgan. With 12
games left on schedule, if
the Bears can find a way to

hasn’t offered much of an
improvement in terms of wins
and losses. But at least Bison
students, alumni and fans can
celebrate some of the school’s
greatest sports legends.
The Mid-Eastern
Athletic Conference recently
announced that longtime
Howard Sports Information
Director (SID) Edward Hill
and former Bison quarterback
Ted White (1995-‘98) are
among five members to be
selected to the 2010 MEAC
Hall of Fame. 
“We are excited to
recognize another outstanding
class of inductees who have
made a significant impact
on their institutions and
our conference during their
collegiate days and beyond,”
said Dennis E. Thomas,
MEAC commissioner. “I’d
like to congratulate the 2010
MEAC Hall of Fame Class
for all of their achievements
both athletically and
professionally.”
The Hall of Fame
inductees were chosen by an
11-person committee made
up of administrators from

‘Not a Superhero’
I was standing in the buffet line at one of
my favorite eating joints when a guy came
up to me and said, “Aren’t you Tim Lacy?”
I acknowledged that I was, thinking that he
may have seen my picture in this periodical.
This has happened from time to time and
it gives me a little ego boost. But not so this
time. He explained that he remembered me
from a golf event where we were teamed
together. I managed to smother my ego and
cover my embarrassment while we chatted.
I plated my pork chops and moved on to
the gravy, all the while thinking that there
is a lesson in this encounter. My thoughts
surrounded the dilemma Tiger Woods finds
himself in at the moment, and how this could
sneak up on the public so suddenly.
I am just a run-of-the-mill scribe who
hacks out a column every week, and about
five or six times a year somebody recognizes
me from my column picture. Other people
who find my face familiar associate the
resemblance to my Pop. Do you see where I
am headed?
In 1991 when Tiger won the Junior U.S.
Open, he got the attention of the media.
When he repeated in ’92 and ’93, eyes
started to open in other quarters. When he
ran the table from ’94-’96, leaving all other
amateurs in the dust, his face was firmly
implanted on the brains of golf fans around
the world as a force to reckoned with. There
were mothers all over the country who gazed
upon the countenance of this fresh-faced kid
and welcomed him as a star on the horizon.
When Tiger won the Masters
Championship in 1997, every kid in America
was Tiger Woods in their imagination. Golf
clubs were being sold by the thousands.
I said all of that to say this: Tiger Woods
is one of the most recognizable people on the
planet, yet he has managed to have affairs

only the third Black coach in the NFL’s
70-plus-year history to win a Super Bowl after
Dungy and Tomlin.
But he was subject to criticism last month
when he passed on a rare opportunity of
becoming the first African American to lead
a team to a perfect regular season record.
Caldwell had decided to bench his best players
during the second half of a week 15 matchup
against the New York Jets, which gave Indy
its first loss after a perfect 14-0 start to the
year. He preferred to rest his starters for the
playoffs, so they could have the best chance of
reaching the Super Bowl.
His theory proved best when the well-
rested Colts beat the Jets, 30-17, in the AFC
Championship on Jan. 24.

misdemeanor charge of attempted carrying a
pistol without a license.
The 22-year-old Atlanta native apologized
for what he called an “embarrassment” and
also claimed the incident was out of character.
Crittenton’s attorney told the media his client
brought the gun to work because he feared
Arenas would make good on previous threats.
Arenas, 28, also pleaded guilty earlier this
month to a felony gun charge and has been
suspended indefinitely from the NBA.

Reviewing School Programs and Buildings
to Maximize Success for Baltimore City
Public Schools Students
The Baltimore City Board of School Commissioners (”Board”) has
received a report titled Expanding Great Options II: Transforming Great
Schools for Great Kids (”Report”). The Report recommends creating new
school options that have strong chances of success, expanding those
programs that are already proving effective, and transforming or closing
the school system´s lowest-performing schools that are not working for
kids. The Board will conduct two public hearings on the proposed
school closures, but will also accept public comment on the entirety of
the recommendations that are before it.
The Board´s two public hearings will be held at the following dates,

written testimony submitted by the public; and the provisions of the
Board´s Implementation Procedures for Closing Schools and Reassign-
ment of Students. (A copy of the Board´s Implementation Procedures
for Closing Schools and Reassignment of Students may be obtained by
writing to the Baltimore City Board of School Commissioners, 200 East
North Avenue, Room 406, Baltimore, Maryland 21202.)
When the Board makes a final decision to close a school or schools, it
will announce its decision at a public meeting and the decision subse-
quently will be made available in writing. The written decision will include
a rationale for the closing.
Notification of the final decisions will be provided to the community(s) in
the geographic attendance area(s) of the schools to be closed or
relocated and the schools to which students will be reassigned.
