REPORT ON THE 8th STEERING COMMITTEE MEETING OF


COSCAP-GULF STATES
DUBAI, UNITED ARAB EMIRATES
June 1-2, 2011
Introduction
The 8th Steering Committee Meeting (8th SCM) of COSCAP-Gulf States (GS) Program was held in
Dubai, United Arab Emirates (UAE) on June 1-2, 2011 and hosted by the General Civil Aviation
Authority (GCAA) of the UAE.
The meeting was attended by representatives from the Civil Aviation Authorities of COSCAP-GS
members (Bahrain and UAE), GACA of Saudi Arabia, Sultanate of Oman, Sudan CAA and French
DGAC.
Cairo ICAO Regional office was represented by the Director, Mr. Mohamed Khonji. Other
representatives from the industry, such as Etihad Airways, Boeing, Airbus, as well as international
civil aviation organisations, such as IATA, World Food Program (WFP), EASA and FAA have
participated actively.
The meeting was attended by a total of 22 participants.
The list of participants is attached at Appendix A.
Both his Excellency, M. Saif Mohammed Al Suwaidi, GCAA Director General and Chairman of the
COSCAP-GS, and Mr. Omar Bin Ghaleb, Deputy Director General, were unable to attend the meeting.
Captain David Chapman, GCAA deputy Flight Operations Chief acted as Chairman of the meeting
during the first meeting day. Mr. Ismael Al Balooshi, Flight Safety Director took the leading on the
second meeting day, as well as during the closed session, which was held at the meeting end.
Kuwait DGCA representatives could not attend the meeting, due to internal administrative
constraints.
Indeed, M. Shaheen Al Ghanim kindly called COSCAP-GS Project Coordinator at the beginning of the
meeting, to apology regarding Kuwait DGCA absence.
The meeting was held in Al Kayal Conference room of Al Bustan Rotana Hotel, in Dubai.
Opening
Capt. David Chapman, Deputy Flight Operations Chief at U.A.E. GCAA, and Acting Chairman of the
meeting opened the meeting by welcoming all participants to Dubai and to the meeting. He also
thanked the participants and sponsors for their contributions since the last meeting and wished
them a productive and successful meeting.

Self Introduction of Participants


The self introductions were carried out. The Project Coordinator extended a special welcome to
both:

Capt. Sami Al Bassam, Flight Operations Inspector from Saudi Arabia GACA, and

Eng. Abdullah O. Rajab Al Ojayli, Assistant Director General for Safety, Civil Aviation Affairs,
Sultanate of Oman.
Indeed, they accepted the invitation to attend 8th SCM, in order to assess the potential benefits of
COSCAP-GS program, to their respective CAAs; of Saudi Arabia and Sultanate of Oman.

Adoption of the Agenda

The Agenda of the meeting, which had been circulated to members in advance, was adopted by the
meeting. The meeting was divided into two parts: a) an open session to be attended by the Steering
Committee Members and observers; and b) a closed session to be attended only by the Steering
Committee Members. Accordingly, the Steering Committee proposed to keep certain topics for
discussion in the closed session meeting to be convened at the last part of the second day of the
meeting.
The summary of discussions below is consistent with the order of the adopted agenda, as follows:

Review of Action Taken on the Decisions of the 7th Steering Committee Meeting
SC8/DP1
The meeting noted the presentation provided by COSCAP-GS Project Coordinator (PC) on the Record
of Discussions of the 7th SCM, including actions taken on various items in the intervening period:
1) Cooperation with Top Level Safety Team (TLST) actions:
Indeed, under the umbrella of Cairo ICAO Regional office, COSCAP-GS undertook, during
2011, several tasks and contributed actively to the group work, such on:
i. the performance of the Gap Analysis study for 5 States from the MID region, and
ii. the development of Risk Mitigation strategies related tools for the purpose of
awareness raising and training. In cooperation with TLST, COSCAP-GS PC drafted 30 DVD
with various guidance and training tools on Risk Mitigation Strategies, and disseminated
them to interested regulators and to the industry.
2) State Safety Plan:
Such as requested during the 7th SCM, actions on the development and implementation of
the related tools were added to the program.
A regulatory text as well as several associated working procedures were drafted and
transmitted to the members, on April and May 2011, for comments.
Two SSP/SMS training events are under planning, in cooperation with ICAO and WFP for
December 2011 and March 2012.
Further assistance is proposed to the member States in terms of implementation on site.

3) Additional training events:


i.

a Foreign Operator Certification Forum (event hosted in Abu Dhabi on May 2011, in
cooperation with EASA);
ii. an Introduction to Performance Based Navigation (PBN, RNP/AR) Course for
Airworthiness Inspectors (planned for 3rd quarter 2012), in addition to the course held in
Abu Dhabi, on March 2011 for the flight Ops, and
iii. an Inspector Basic Course, suitable as an introduction for new Airworthiness and Flight
Operations Inspectors (to be planned for 2nd quarter 2012).
The P.C. also presented the work load, planning and list of activities/achievements (refer to
SC8/DP1), such as revised according to the decisions of the 7th SCM (held on September 2010, in
Dubai) and to other additional requirements.

Review of the work program, such as revised by the Project Coordinator (PC), (refer to
SC8/DP1, here attached)
The PC presented the work plan revised for 2011-2015, the tasks already performed as well as the
on-going and future ones.
The methodology for preparing the plan was discussed, with reference to the immediate objectives,
resources and constraints.
The PC also provided the meeting with information on the concept of evolving the COSCAP to
Regional Safety Oversight Organisation (RSOO) to be considered for the future.
She also informed the meeting on ICAO Symposium on RSOO (Montral, 26-28 October 2011).
During the presentation, she put the emphasis on the following:
-

Actions for the purpose of COSCAP-GS program extension to additional member States in
the MID region;

Status of COSCAP-GS deliverables (regulatory documents and guidance material);

Planning of events (training sessions, workshops, seminars, ..) for 2011/2012 period;

Assistance of the member States in their thoughts/preparation regarding the establishment


of a Regional Safety Oversight Organization (RSOO), taking into account the similarities and
differences of their respective contexts.

Finally, the P.C. presented the program for the coming terms:
-

Short-term 2011/2012: consisting in the completion of the regulatory basis and the basic
training program;

Mid-term 2013/2015: consisting in preparation of the Terms of Reference, legal and


technical framework of the possible RSOO to establish;

Long-term, beginning 2015: Actions of the CAA(s) under the umbrella of an RSOO.

COSCAP-GS Website Update

The PC provided a briefing on COSCAP-GS website, and proposed its total redesign by outsourcing
the tasks to a relevant company, skilled in the matter.
The emphasis was placed on the secure access of the members, necessity to communicate via a
Forum, and link to significant portals.
The deliverables contents and events details will be displayed and regularly updated online. The web
site will enable a better interaction and optimization of the daily communication between the
members.
Action item:
The new designed web site to be online at end 2011;
The members agreed on the outsourcing tasks.
5.

Regulation Harmonization

The PC proposed the principle of a Cross-Reference-Table, which is under drafting for Part M
regulation. It is a new tool, enabling more efficient and optimized revision of the regulatory
documents by member States.
Indeed, the cross-reference table shows for each regulatory provision, the reference to ICAO SARPS
and EASA regulations, thus, enabling, the member States to easily make the changes/revisions.
Action item:

The P.C. to finalize the table for a presentation to member States before end December
2011.
ICAO MID regional office on ICAO new initiatives

The Director of ICAO MID Regional Office presented the organization for the upcoming RASG-MID
and emphasized the importance of cooperation of COSCAP-GS and MEASR (Top Level Safety Team
(TLST)) within RASG-MID.
He also delivered a presentation on Continuous Monitoring Approach (CMA) and informed the
meeting about the RASG-MID/1 meeting planned for September 2011 and the Runway safety
workshop planned for November/December 2011, both in Cairo.
7.

FAA presentation on Aging aircraft and aircraft corrosion/fatigue

The presentation gave an overall reminder of the factors that pushed to a longer use of Aged
aircraft. It also explained FAA safety standards and policies when inspecting aging aircraft.
8.

EASA Briefing on Third Country Operators (TCO) EASA policy

EASA provided a comprehensive presentation of its policies in terms of Third Country Operators
surveillance, as well as the content of TCO-NPA, which was under comments period.

GCAA UAE Reporting Of Safety Incident (ROSI) Presentation

UAE provided a briefing on the GCAA-developed ROSI occurrence reporting system. The benefits of
an end-user developed system over complicated and less tailored programs, such as European Coordination Centre for Aviation Incident Reporting Systems (ECCAIRS) were discussed. The GCAA will
make the ROSI system available to Member States for evaluation. The possibility of a shared
reporting system was discussed.

Boeing Aviation Safety Regional Strategy

Boeing Director for Africa and Middle East, M. Chamsou Andjorin, presented Boeing's approach to
aviation safety through a high level strategy (Global Aviation Safety Roadmap), regional
perspectives, at the country level and Boeing initiatives. The presentation was included in the
Steering Committee Meeting document. Boeing offers a global approach to aviation safety through
multiple regional programs, such as the combination of efforts between RASG-MID, TLST and
COSCAP-GS. Boeing's support of COSCAP initiatives was detailed.
He also showed accident rates worldwide (e.g of MID region with 2.0% from 2.6% in the previous
years)
The PC thanked Boeing for a most complete briefing and for their generous support of aviation
safety initiatives in general and COSCAP-GS programs in particular.
11.

Airbus briefing on Runway Overrun Prevention System (ROPS)

Airbus provided a comprehensive presentation that included runway excursion at landing, which is
the first source of claims for aviation industry, and how to reduce this risk through innovative
avionics. The presentation described also ROPS, which is already available solution on Airbus fleet.
12.

Commercial Aviation Safety Team (CAST)

CAST team provided an insightful presentation on aviation safety data analysis and risk mitigation
strategies employed by the CAST. The presentation was tailored to the Gulf area, exploring regional
data from the last ten years. CAST offers proven, deliverable strategies that can be expeditiously
deployed in the MID region.

World Food Program (WFP) of Sharjah office

WFP representative provided a briefing on its activities in the region and world-wide. He also
stressed on the inspection and surveillance mission accomplished in the domain of flight safety, and
State Safety Programs.
14.

IATA presentation on Safety Audit for Ground Operations (ISAGO)

IATA regional office in Sharjah, was represented by M. Iyad Hindiyeh, who described IATA ISAGO
strategy and policies.

15.

Open Session Meeting-Closing Remarks

The PC provided a summation of the open-door session of the meeting. The participants and
sponsors were thanked for their highly informative presentations, their insightful guidance and their
generous support of the COSCAP-Gulf States.
Closed Session Meeting
The closed meeting took place only with COSCAP-GS full members (UAE and Bahrain), ICAO Regional
Director, and the representatives of respectively Oman DGSAS and Saudi Arabia GACA.
16.

Project Funding and Budget


a) The budget documents were reviewed by the Steering Committee;
b) A positive balance is still available from 2010 budget, due to the non replacement yet of
the Ops expert;
The present members confirmed their need of an Operations expert and asked for his
recruitment as soon as possible. They also agreed on the experts age factor. The PC will
notify to ICAO-TCB to avoid aged experts;
c) The members also agreed on the outsourcing of the Web site design review, and proposed
the PC to establish a request for that purpose, to submit for COSCAP-GS Chairman
approval,
d) The present Member States (UAE and Bahrain) are in agreement with the budget
requirements and had no issues to report.

17.

Potential for Expansion of COSCAP-GS

The benefits and efficiencies of scale under the COSCAP model were discussed. It was agreed that a
complete plan and budget is now in place and that the Project may now be attractive to other States
in the Area.
A special welcome to Sultanate of Oman was made. Indeed, they already attended several of
COSCAP-GS events since beginning 2011. The member States invited DGSAS of Oman to join officially
COSCAP-GS members.
Oman DGSAS representative asked COSCAP-GS PC to plan a visit to Oman in order to present the
project activities, benefits and advantages to Oman.
As for GACA of Saudi Arabia, they were welcome as a new observer to the project, and kindly invited
to attend COSCAP-GS coming events. Period after which, they will have to provide their thoughts
regarding a possible involvement within COSCAP-GS project.

Action Items:
The Steering Committee decided that several States in the Gulf region would be invited to evaluate
the potential benefits to their administrations of joining the COSCAP-GS.
18.

Other actions to undertake in the near future:


a) In line with Paper SC8/DP1 presented by COSCAP-GS P.C., she was asked to provide a
Mission Program for 2012 to member States;
b) The P.C. was also asked to present a study on EASA data base for foreign air operators
surveillance;
c) For a better daily interaction with COSCAP-GS PC and a better efficiency, the member States
were asked to nominate a focal point.

19.

Dates and Venues for Future Steering Committee Meetings

The Steering Committee decided that future Steering Committee Meetings will be held on a 6
months-basis. Because of November and December 2011 busy period, the 9th Steering Committee
Meeting will be held in the UAE in February 2012, at a date to be decided as appropriate.
