PRIVILEGE SPEECH

January 6, 2015
The Presiding Officer, Colleagues in this august body, ladies and gentlemen,
Good Morning.
I rise today as a matter of privilege.
Before anything else, I would like to greet everyone a Happy New Year! Hinaot
unta na mas malipayon pa ning 2015 para sa atong tanan.
However, 2015 started on a sad note. Jose Louie Papas Villafuerte, one of our
brothers in public service, passed away last January 3, 2015.
Like his father before him, Louie had a long career in public service. He served
as a Barangay Kagawad of the Calinan Barangay Council from 1989 to 1991 then as
Punong Barangay from 1994 to 2004. He then served this august body for 9 years from
2004 to 2013.
Louies legacy of long and faithful public service is being continued by his wife
Hon. Mary Joselle D. Villafuerte, a fellow member of this esteemed body. They have 4
children, namely: Lorenzo Benjamin, Louise Marie, Lourdes Nicole, and Leilani
Gabrielle.
For people who knew him, Louie is viewed as someone who is kind, humble,
ready to help anyone, and easy to talk to..kanang dali duolan og storyahon. Mao jud
siguro ni ang kamingawan sa mga tao sa pagkawala ni Louie.
To the bereaved family of Louie, our most sincere sympathies are with you. This
may be a difficult time but let us also be reminded that Louie is now in a better place
because he is now with our Lord and Savior.
In line with this, I would like to ask to pass the following resolutions:
First, a Resolution commending the outstanding public service of Jose Louie
Papas Villafuerte; and
Second, another Resolution expressing our deepest sympathies to the bereaved
family of Jose Louie Papas Villafuerte.

A RESOLUTION COMMENDING THE OUTSTANDING PUBLIC SERVICE OF JOSE

LOUIE PAPAS VILLAFUERTE

WHEREAS, JOSE LOUIE PAPAS VILLAFUERTE was born on December 29, 1959 in
this City;

WHEREAS, Louie, as he was usually called, was married to our colleague Hon. Mary
Joselle D. Villafuerte and together they raised four (4) children;

WHEREAS, Louie had a long record of public service. He started as a Barangay

Kagawad of the Calinan Barangay Council in 1989 to 1991. He served as Punong
Barangay in 1994 to 2004 then he served in the City Council from 2004 to 2013;

WHEREAS, Louies long and dedicated service to the public is laudatory and deserves
a commendation from the council with which he served for several years;

NOW THEREFORE, BE IT RESOLVED, that the Sangguniang Panlungsod of Davao

City hereby gratefully records its sincere appreciation to JOSE LOUIE PAPAS
VILLAFUERTE for his long and dedicated service to the citizens of Davao City;
RESOLVED FURTHER, that a copy of this Resolution be furnished to the family of
JOSE LOUIE PAPAS VILLAFURTE for his record.

A RESOLUTION EXPRESSING OUR HEARTFELT SYMPATHIES TO THE

BEREAVED FAMILY OF JOSE LOUIE PAPAS VILLAFUERTE

WHEREAS, JOSE LOUIE PAPAS VILLAFUERTE had a long record of public service.
He started as a Barangay Kagawad of the Calinan Barangay Council in 1989 to 1991.
He served as Punong Barangay in 1994 to 2004 then he served in the City Council from
2004 to 2013;

WHEREAS, Louie was popular amongst friends and family for being kind, friendly and
always willing to render a helping hand;

WHEREAS, Louie rendered public service to the people of Davao City with utmost
compassion and dedication;

WHEREAS, Louies long and dedicated service to the public is laudatory and deserves
a commendation from the council with which he served for several years;

NOW THEREFORE, BE IT RESOLVED, that the Sangguniang Panlungsod of Davao

City hereby gratefully records its sincere appreciation to JOSE LOUIE PAPAS
VILLAFUERTE for his long and dedicated service to the citizens of Davao City;
