Sealed tenders in two Bid system (Techno-commercial Bid + Sample & Price Bid) in separate envelopes are invited
for supply of following items during year 2014-15 on Annual Tender basis. The quantities mentioned below are for
the total year and rates for item no. 1 is to be quoted on quarterly basis.

Vendors interested for supply of materils to our pesticides formulation plant may please get registration with HIL
Bathinda unit. Registration is valid for three years.
* Quantity required for solvent in first quarter is 100 MT.

The tender documents can be down loaded from HIL website (www.hil.gov.in) and can be used for quoting provided the
tender accompanies Demand Draft towards cost of tender documents as mentioned above. Tender documents / Prescribed
Application forms containing detailed technical specifications with terms & conditions can also be obtained from the
office of Dy. Commercial Manager Hindustan Insecticides Limited Bathinda between 10.00 Hrs. and 16.00 Hrs. on any
working days on or before respective due dates at the address given above on payment of Rs. 500/- (Rs. Five hundred
only) by Demand Draft. Prescribed Application Form for item no. 21 shall be issued free of cost. Please enclose EMD
with Techno-commercial Bid in the prescribed Performa along with terms & conditions(signed & stamped by bidder) of
our tender document by way of D.D. in favour of HINDUSTAN INSECTICIDES LIMITED, payable at Bathinda. Bidders
who want to participate in more than one item should submit their bids separately on item wise basis. The sealed tenders
will be accepted only till 15.00 hrs. and only Techno-commercial Bids will be opened in the presence of bidders present at
15.30 hrs on the due dates shown above. Price Bids of pre qualified bids will be opened later with prior intimation. HIL
reserves the right to accept or reject any or all the tenders or part of it without assigning any reason thereof.

Important instructions: Note : The quantities mentioned in tender notice are for the total year and bidders are requested to
quote their rates on quarterly basis for item no. 01 and on yearly basis for all other items.
You are requested to read the General terms & conditions (Annexure-I) of this tender before submitting your
offer. Tenderers who do not comply with the conditions with documentary proof (wherever required) will not
qualify in the Tender for opening of price bid. Also please refer condition no. 4 (e) at page no. 2 of tender
documents.
The Techno Commercial bids shall be opened as per the different dates mentioned in our NIT in the presence
of interested bidders but Price bids of bidders whose Techno commercial bids have been found acceptable by
HIL, only shall be opened later with intimation to parties.
Note:
The tenderers are advised to offer their best possible rate. There would generally be no negotiations hence
please submit your most competitive prices while submitting the price bid. However in case the lowest rate
appears to be reasonable taking into account the prevailing market conditions, the order may be awarded to the
lowest bidder and if the rate is still considered high the tender may be cancelled and re-tendering may be done
at the absolute discretion of the company.
An EMD amount should be furnished either by way of DD/Pay order in favour of Hindustan Insecticides
Ltd. payable at Bathinda, or Bank Guarantee, as per clause No. 9 of the tender documents, alongwith
Techno Commercial bid. Offers if submitted without EMD/ Bank Guarantee shall be rejected.
HIL will not entertain any request for adjusting the EMD from the tenderers due/running bills or from the
EMD/Security Deposit of any other tender participated by the tenderer.
HIL reserves the right to accept or reject any or all tenders at its sole discretion without assigning any reason
whatsoever and HIL is not responsible for postal delay or any other delay in submission of bid on due date and
in time.
Please note that duly signed tender documents may please be submitted strictly as per the clause no. 3 of
General Terms & Conditions (Annexure-I).

Annexure-I
This document (Annexure-I) must be submitted alongwith Techno Commercial bid (Annexure-II)

Tender Documents, when issued in Hindi & English, must be filled up in only one language either English or
Hindi.
GENERAL TERMS AND CONDITIONS OF TENDER
1. SUBJECT OF TENDER :Tender for supply of __________________ to Hindustan Insecticides Ltd.,
Bathinda (Punjab).
2. SCOPE OF WORK : Details of the scope of work including specification and guarantee are given in the
tender papers.
3. MODE OF SUBMITTING TENDER : Tender in the prescribed terms as given in tender papers should be
sent either by Courier Service/Speed Post/Regd. A.D. OR personally delivered in SEALED Envelopes
addressed to the Dy.Commercial Manager Hindustan Insecticides Ltd., A-4, Industrial Growth Centre, Mansa
Road, Bathinda-151001 (Pb) in two separate bids i.e. Techno Commercial bid (Annexure-II) accompanied
by EMD as given at clause 9 below and duly signed General Terms & Conditions of Tender (Annexure-I)
in one sealed envelope and price bid (Annexure-III) in another sealed envelope. Both these sealed envelopes,
duly super scribed as Techno Commercial Bid and Price Bid must be put in one separate sealed envelope
super scribed as TENDER for .............................................................._ DUE ON ..........................___ before
submitting the same in the tender box kept at HIL Bathinda office at above mentioned address. The price
quoted should either be typed or written in clear legible terms both in figures and in words. In case of
variation in figures and words the words version shall be taken as final. Over writing in the tender is not
allowed. Correction made in the tender should be initialed by the tenderer and each page of the terms and
conditions, tender forms duly filled in should be signed and dated by the tenderer.
Tenderers may also download the Tender document from HIL Website (www.hil.gov.in) and submit
their offer as mentioned above by enclosing the required Tender cost by way of Demand Draft/ Pay
Order in favour on M/s Hindustan Insecticides Ltd. payable at Bathinda alongwith Technocommercial bid.
4.
(a) List of supplies effected giving full addresses of the parties where such supply was made in the past along
with photostat copies or duly attested true copies of any certificate in support of similar satisfactory supplies.
(b) Organizational details of the tendering firm viz: proprietary/partnership/private Ltd. or Public Ltd. In case
of proprietary firm copy of registration certificate, partnership firms a copy of partnership deed and in case of
Private Ltd. /Public Ltd. Company a copy of articles of association/memorandum should be submitted.
(c) Income Tax Regn. No. of the firm should be submitted.
(d) Income tax clearance certificate should be submitted as per prevailing Govt. guidelines.

(e) Interested parties/Manufacturers or their authorized agents/traders/ representatives may quote their rates.
In case of agents/ traders an authorization letter from the manufacturer authorizing them to quote on their
behalf alongwith their agreement copy valid at least upto the period till HILs contract has to continue must be
produced alongwith the tender documents otherwise tender may not be considered.
(f) When the annual Total Delivered value of the quoted item is Rs. 20.00 lakhs or more the tenderer
including S.S.I & PSU should also submit copies of their audited Balance sheets for immediately preceding
three financial years.
(g) The bidders who have not supplied the tendered material to HIL earlier would be required to submit
documentary evidence of being in business for tendered product alongwith satisfactory performance
certification from their customers for the last three years. Such bidders would be subject to satisfactory testing
of their samples whenever required.
5.LAST DATE FOR SUBMITTING TENDER : The sealed tender should be sent so as to reach on or before
respective due dates at 15.00 Hrs. Tender received after this date and time may not be entertained and
considered.
6.DUE DATE FOR OPENING TENDER : The Techno commercial bids under sealed envelopes will be
opened at 15.30 HRS on respective due dates in the HIL office in the presence of such tenderers or their duly
authorized representative who desire to be present personally.
7.TENDER PRICE : The price break-up should be quoted for all the materials equipments/services separately
and should be given separately for Delivered at HIL premises Bathinda. The price should be quoted in the
prescribed price bid format (Annexure-III) only.
There would generally be no negotiations hence please submit your most competitive prices while submitting
the price bid.
8. Statutory levies and Taxes: Sales Tax, Excise duty and any other taxes or levies payable if any in addition
to the quoted item-wise price should be mentioned separately. HIL shall provide the C form to avail the
concessional Central Sales Tax rate. Since HIL is a manufacturer of pesticides it would be possible for HIL to
obtain material and equipment at concessional duty rates for the specific purchase for utilizing the same in the
production of insecticides/pesticides provided the intimation is given to Hindustan Insecticides Ltd., for
necessary action.
Please note that any tax/levies imposed by the State Govt./Local authorities other than octroi after submitting
the tender shall not be considered by HIL and the cost attributed on this account will be borne by the tenderers.
However any change in Excise duty and CST shall be on HILs a/c after order placement.

9. EARNEST MONEY : Earnest Money deposit, should be submitted alongwith Techno Commercial bid as
per the following slabs for each item.
(i)
For quoted tenders total delivered value upto 20 lac EMD of Rs. 20,000/-.
(ii)
For quoted tenders total delivered value above 20 lac to 50 lacs EMD of Rs. 50,000/-.
(iii)
For quoted tenders total delivered value above 50 lacs to 1 Crore EMD of Rs. 75,000/-.
(iv)
For quoted tenders total delivered value above 1 Crore EMD of Rs. 1,00,000/-.
EMD shall be given in the form of a Bank Draft/Pay Order in favour of M/s. Hindustan Insecticides Ltd.,
Bathinda on any Scheduled Bank at Bathinda. Tender received without EMD shall be rejected. Request
for adjustment of EMD against pending bills will not be entertained. EMD deposited against our earlier
tenders shall not be adjusted. EMD is to be deposited along with this tender afresh. Tenderers may submit
EMD in the form of Bank Guarantee also from any scheduled Bank as per Performa enclosed. The Bank
Guarantee should be valid for 6 (Six) Months from the date of Tender opening. However, in case of successful
tenderers the same should be extended till 30th April 2014. The EMD amount shall be converted into
Security Deposit for all the successful tenderers and same shall be refunded to them after completing the order
satisfactorily. No interest shall be payable by HIL on EMD/ Security Deposit amount.
10. FORFEITURE OF EARNEST MONEY : If any tenderer subsequently withdraws his tender or makes
any modification/alteration unilaterally in the tender after opening of the tender, the earnest money shall be
liable to be forfeited.
11. VALIDITY PERIOD OF THE TENDER :The tender should be valid for a period of 90 days for
acceptance from the date of the opening of the price bid.
12. ACCEPTANCE OF TENDER : M/s. Hindustan Insecticides Limited, reserves the right to accept or reject
any or all tenders without assigning any reason.
There would generally be no negotiations hence please
submit your most competitive prices while submitting the price bid. HIL may seek clarification on the tendered
prices and the terms and conditions before accepting any tender.
13. INCOMPLETE TENDER OR LATE TENDER : Tenders received late, unsealed or without superscription
and without Earnest Money deposit or incomplete in any other respect are liable to be rejected. For such cases
the decision of the tender opening committee constituted by HIL management will be final.
14. SUCCESSFUL TENDERER : The successful tenderer shall be informed of the intention of HIL to award
the work through letter of intent/ Purchase Order before the date of expiry of the validity of the tender.

15. PURCHASE ORDER/AGREEMENT : The successful tenderer shall be issued a Purchase Order or shall
be called upon to enter into an agreement for execution of supply work/services after the issue of letter of
intent to the successful tenderer as per clause 14 above and such successful tenderer shall be called hereafter
SUPPLIER.
16. PRE-DESPATCH INSPECTION : HIL reserves the right to undertake pre-dispatch inspection of any or
all items at the works of the tenderer and therefore the contractor shall have to intimate HIL before dispatch of
any item. Any such inspection shall however not absolve the tenderer, of his responsibility for the guarantee
of the sample.
17. QUALITY OF MATERIAL/EQUIPMENT/SERVICES : The supplies made must be strictly in
accordance with specifications as per tender and samples approved by HIL, R&D and or its Units. Supplies
deviating from the specifications and sample shall be liable to be rejected by HIL at its sole discretion.
18. DESPATCH INVOICE : Alongwith each consignment a detailed packing list and invoice should be sent.
19. PAYMENT : Our Normal Payment term is 60 days from the date of receipt and approval of the material by
our respective Unit through Cheque. Any deviation from this term has to be specifically mentioned by you at
column no 14 of our Price Bid. The evaluation of price will be made taking 60 days credit as a yard stick i.e.
extra or less credit offered would be taken into account while evaluating the offer.
20. LIQUIDATED DAMAGE: Any breach of the terms of the purchase order contract including timely
completion of the order as per the schedule and to the satisfaction of HIL as per specification and scope of
work laid down, in full or in part that would put HIL to loss HIL shall have right to impose a liquidated
damages @ % of the total value for every week or part thereof of delay, subject to a maximum of 5% of the
total order value for such failure to comply with the terms and conditions of the Purchase Order.
21.
SHORTAGE: No shortage is admissible as the supply is on FOR basis. The net weight of material at
HILs Weighbridge shall be taken as final.
22.
RISK PURCHASE: In the event of failure or delay on the part of the supplier to fulfill his obligation in
the execution of the order/contract to HILs satisfaction, HIL shall have the right to terminate the
order/contract and make necessary alternate arrangements for completion of the order/contract through other
means at delinquent suppliers risk and cost. In such an event the earnest money deposit will be forfeited
without prejudice to HILs right to claim compensation from supplier for the loss incurred by HIL as a result
of suppliers failure to fulfill his obligation under the contract/order conditions. The damages so claimed by
HIL consequent to the termination of the order/contract will be in addition to the liquidated damages
recoverable by HIL as mentioned in our liquidated damage clause. The supplier shall have no claim for
compensation for any loss that may accrue from any material he might have collected or engagements, he may
have entered into on account of the order/contract.

23.
INCREASE OR DECREASE IN THE SCOPE OF SUPPLY : The quantity shown in the tender is
only approximate and can be increased or decreased and the quantity is to be lifted in staggered manner based
on the requirement of the production unit. The payment will be made on the basis of actual receipt of the
approved quantity by the HIL unit.
24.
A challan in triplicate giving full details of each consignment should be sent to concerned unit of
Hindustan Insecticides Ltd. The challan should give full reference of the order number against which supplies
are sent.
25. LOSS/DAMAGE to HILs property due to the negligence or commission of the contractor or his
personnel working at the premises of HIL will have to be made good by the contractor/supplier.
26. PRICE QUOTED SHOULD BE PER KG/MT/UNIT/LTR. INCLUSIVE OF ALL TAXES SURCHARGE,
EXCISE DUTY ETC. AND SHOULD BE INCLUSIVE OF CHARGE FOR DELIVERY OF THE
MATERIAL AT STORES/WAREHOUSE OF HINDUSTAN INSECTICIDES LIMITED, BATHINDA.
Octroi charges would be reimbursed by HIL on actual basis subject to submission of documentary proof
of octroi deposit.
During the pendency of order no revision of price shall be entertained. Conditional tenders will not be
accepted. Price breakup should be shown distinctly in the Price Bid.
Price offered by the tenderers should remain firm during the validity of order from the date of issue of
LOI/Placement of order as the case may be. The supplies shall be taken in staggered manner as per
HIL's requirement.
If within 30 days from the receipt of goods with defect or deviation of any kind from the specifications are
detected a report to the suppliers for the replacement of such goods, shall be made by HIL and the supplier will
replace goods at his own cost within seven days of the receipt of information. In case defective or rejected
goods are not lifted by the supplier within 10 days of receipt of intimation of rejection, storage charges at the
rate of half percent of the value of the rejected goods per day or part of a day shall be recoverable from the
supplier. For purpose of calculation of price for recovery of storage the tendered price will be accounted. In
case the rejected material is not lifted within 30 days it will be disposed off at the risk and cost of supplier.
27. Supplies will be received only from 9.30 A.M. to 4.00 P.M. on working days and no supply will be
received on Saturday/Sunday/Holiday unless specific permission is given by HIL to that effect. Delivery
schedule may be altered as per our consumption without any commitment on HIL part.
28. Small scale Units registered with NSIC are exempted from Tender Document fee &EMD but
Authenticated copy of the valid NSIC certificate should be submitted alongwith Techno commercial bid of the
tender to qualify for such exemptions.
29.
HIL reserves the right to split its requirements between two or more suppliers, at its sole
discretion. HIL also has the right to order only part of the tendered quantity.

PURCHASE PREFERENCE: Purchase preference shall be given to all Central Public Sector
Undertakings (PSUs) as per the guidelines issued by Ministry of Heavy Industries & Public Enterprises (Govt.
of India) Department of Public Enterprises.
31. Transit Risk & Insurance: - Transit insurance, if any, should be arranged by the supplier at their
cost since the material is to be supplied on F.O.R. our Stores basis.
32. Delivery: - The delivery of the material shall be taken in staggered manner throughout the year i.e. from 1
April 2014 to 31 March 2015.
33. There would generally be no negotiations hence please submit your most competitive prices while
submitting the price bid.
34. While evaluating the lowest bidder discounts such as prompt payment discount or discount on particular
day of payment would not be taken into account though our order may include this option.
35. FORCE MAJEURE: If the execution of the work by the successful tenderer is delayed beyond the
stipulated period given in the purchase order as a result of outbreak of war, acts of God, fire, flood and earth
quakes, strikes, riots or acts of nature the supplier shall not be held responsible for such delay and HIL and the
supplier shall immediately consult with each other to determine the measures to be taken.
The Supplier shall have to provide proof of existence of such condition of force majeure as stipulated above to
entire satisfaction of HIL duly certified by an appropriate authority as required by HIL in the event of
enforcement of the force majeure clause to justify the delay in execution of the work. The supplier shall not be
allowed to sublet or assign the work awarded hereunder to any other party unless approved by HIL in writing.
36. ARBITRATION: All disputes and differences arising between the parties in respect of the order/contract or
breach thereof will be decided by a sole arbitrator appointed by chairman & Managing Director, HIL. The
Arbitration is to be proceeded under the Indian Arbitration Act and the rules framed thereunder. The decision

37. LEGAL JURISDICTION : Dispute, if any, arising out of supplies made against purchase order for
Bathinda Unit shall be subject to the jurisdiction of Bathinda (Punjab) Courts respectively for all legal matters
pertaining to the Purchase Order, as the case may be.

Methodology for evaluation of tender
Offers received against open/Limited tender from various bidders for supplies of the materials are evaluated as
under:
(i) All the offers are compared on delivered net of MODVAT (CENVAT) basis i.e. total delivered price
excluding CENVAT element & VAT credit wherever it is applicable .
(ii) Payment linked discounts are not considered for evaluation of offers.
(iii) Offers are evaluated on our normal 60 days payment terms basis from the date of receipt of material at our
unit stores and differential interest is calculated based on prevailing rate of interest for offers received with
more or less credit period than 60 days (for credit more than 60 days differential element calculated as above is
reduced from price whereas for less than 60 days. The same is added to the cost.
(iv) SHORTAGE:- Bidders who ask for shortage to be allowed in quantity, their prices would be loaded by
that much extent to which shortage has been asked for while evaluating the Price Bids.

PERIOD OF CONTRACT :
The period of contract initially be for one year from 01 April 2014 to 31 March 2015. The period of
contract can be extended for further period of one year or for shorter period at the discretion of the
company on the terms and conditions mutually agreed upon. However transporter may give their rates for
the period 01 April 2014 to 31 March 2015. Company reserves the right for contract period.
2.
SCOPE OF WORK.
a)
All the consignment shall be transported by the transporter as per instruction of General Manager or
Deputy Commercial Manager of the company or the authorized representative of the company.
b) The goods will be collected by the transporter either by the company/factory/warehouse/depot or from any
designated place as advised by company official within a city in a single truck. No addition charges will
be paid for multiple loading points.
c)
The body of each truck provided by the transporter to the company must be clean and dust free. The said
truck would have sufficient tarpaulins for covering the goods bottom and top properly.
d) The consignments weighing 3 MT or 3 KL and above (by weight or by volume) the transporter shall
arrange collection from companys godown as well as delivery to the consignee party in reasonable time
without local charge/collection charges.
e)
The transporter should undertake to deliver all consignment at the company declared destinations or
places indicated by the company or at their Godown in safe and sound condition. Should any
loss/damage/shortage occur after the goods have been delivered to the transporters the claim as assessed
by the company shall be recovered from the transporter.
f)
The transporter shall invariably state in their challan the weight and condition of the goods when handed
over to them for onward delivery positively.
g) The transporter shall indemnity the company to the extent of the loss suffered by the company on account
of non fulfillment by the transporter if any of the terms and conditions mention herein. The transporter
shall also keep the company indemnified against all acts of omission or negligence, dishonesty, theft or
misconduct of his servants or agents or any of these engaged by you for this purpose.
The transporter shall not any time mortgage, charge, hypothecate, pledge or other wise encumber the
goods or any of these which belongs to the company.

h) It is expressly understood and agreed by the transporter that they shall be in readiness to the transport the
goods without delay as and when and in whatever quantity handed over to the them. Should the company
suffer any loss due to the transporter failure to carry the goods when asked for the same as assessed by
Company shall be recovered from them.
In the event of failure on the part of the transporter, the company reserve right to engage any other
transporter and the extra expenditure incurred by the company shall be recovered from the transporter
without prejudice.
i) The company may, at its so discretion, decide to appoint more than one transporter in the interest of the
company.
Share of the business will be decided by HIL once in every six month based on the transporter performance on
the following parameter.
a) Timely placement of trucks.
b) Timely delivery.
c) Number of customers complaints.
d) Timely submission of proof of delivery.
However the share of business can be changed in between if the performance of any transporter is found to be
unsatisfactory.
3.
a)
Part_I Techno commercial bid must be submitted along with earnest money deposit of Rs.100,000/_
(Rupees One Lakh Thousand only) by DD in favour of Hindustan Insecticides Limited. Payable at
Bathinda. The earnest money deposit of successful tenderer/bidder shall be treated as security deposit
after award of contract. No interest shall be payable either on EMD or security deposit. The security
deposit can also be deposited in the form of Bank Guarantee issued by Nationalized Bank.
b) The Earnest money of the unsuccessful bidder shall be refunded within a month of finalization of tender.
c)
The security deposit of the successful bidder shall be refunded within three month of the successful
completion of the contract after recovery of any or all dues of the company under this contract.
4.
TRANSIT PERIOD
The transporter shall transport consignment within the allowed delivery period as under.
a) Time limit for delivery of small/part load 10 15 days
b) Time limit for full trucks load
7 9 days
5.
PENALTY
a)
The transporter will be liable to pay penalty towards recovery of freight for small consignment as well as
for full trucks load/Chartered Trucks as under:
@ 5% upto delay of 5 day over and above transit period.

b) Chartered Truck/Full Truck should be placed within 48 hours for Truck load on clear notice/instruction
either in writing or on phone. Otherwise, total penalty of Rs.500/_ (Rupees Five Hundred) only will be
charged per load per each day of delay.
Company, However reserves the right to waive off penalty in case of genuine reasons.
6.
PAYMENT
a)
The transporter shall submit their bills, induplicate along with supporting documents, for transport charges
at the rates accepted by the company after handing over the goods in sound condition at destination. Bills
shall be paid on to be billed at Bathinda basis credit 20 days after receipt of bill, subject to being found in
order and after deducting any amount due to the company.
b) The amount of claim if any shall be recovered from the transporters bill. Should the amount of bills fall
inadequate, the balance shall be paid by the transporter in case on demand or the same shall be recovered
from their pending bills.
c)
Income Tax or any other tax or cess imposed by Government will be deducted from transporter bills as
applicable for which certification will be issued by our accounts division.
d) Octroi charges, if any shall be reimbursed by the consignee to the transporter against production of
receipt/evidence.
7.
General Conditions:
a)
The company reserves the right to bifurcate the work of transportation . The company reserves the right
to terminate the contract period without assigning any reasons. The agreement may be terminated by
either side by giving 60 days prior notice insisting .
b) All consignments shall be insured by the company but the transporter shall not be absolved of the
responsibility as a carrier and they shall be held responsible for any damage or loss occurring in transit or
while the goods are in their custody due to their negligence.
c)
In the event of an accident or breakdown in transit the transporter shall do the following:
i)
Immediately inform the designated person of the company regarding the accident or breakdown or delay
by telephone or e_mail giving details of the accident, breakdown or delay.
ii) Would furnish the proof of occurrence of the accident or break down in every case by way of a copy of
police panchnama, requisite photographs and other documents.
iii) In the event of accident or breakdown the transporter would ensure that the goods are delivered at the
destination at their cost through alternate arrangement.
d) Insurance of drivers and the other employee will be the responsibility of the transporter. The company
shall not be liable for any claim whatsoever that made by any of the transporters employees servants and
agents or any third party

e)
For the consignments booked during the tenure of the contract , the company will not responsible for any
penalty /detention /demurrage, warfage, if demanded by the transporter , in any circumstance. This will be
the sole responsibility of the transporter to obtain documents required enroute from consigner while
accepting goods at loading point.
f)
The vehicle use for transportation of company goods shall have the necessary permission from various
authorities including road transport authorities for operating these vehicles and the transporter shall ensure
that at all time they comply with all applications, regulations for the time being in force .
g)
In case the transporter lift the material beyond the restricted load limit as per New Motor vehicle Act and
if materials are conficated by the government authorities at enroute , the entire responsibility will be on
transporter and the entire loss will be recovered from them.
h)
For weight load exceeds 9MT (FTL) the prorate freight payment shall be admissible . However, prorate
deduction will be made for the load less than 9 MT , if the transporter fails to load full truck quantity even
after availability of material.
i)
Transporter shall have to make their own arrangements for requisite labourers for handling of all
consignments. All consignments will be delivered to the companys destination at door delivery of the
godown.
j)
For damage/shortage /pilferage , the cost of entire loss shall be debited to transporters account and no
freight shall be released against the consignments.
k) The transportation also includes transportation of various inputs/stores of approx. 100 MT from any
destination to our side in emergency only. The quantity is indicative and may vary to any extent.
l)
Weight of full truck load will be on the basis of 9 MT/15MT/20 MT. only.
m) The tenderer or transporter should have a place of business in the state of Punjab from where the goods
would be supplied to various destinations and should hold a valid registration certificate true copy of
which should be provided to Hindustan Insecticides Limited.
n) Validity of offer will be 90 days.

ARBITRATION
All disputes and differences arising between the parties in respect of the W.O. or breach thereof will be
decided by arbitrator will be appointed and the case will be settled as per prevailing guidelines of Indian
council of Arbitration applicable for PSUs. The decision of the arbitrator in all questions will be final and
be binding to all parties. The law applicable will be the Law of India and subject to the jurisdiction of the
Court of Law in Bathinda ,Punjab on account of this order.

1. DESCRIPTION: M.S. Drums of 20 Liter capacity in Round Shape Leak Proof Plain
Sheet of 26 Gauge fitted with Tri sure Neck having poly gasket & sealing
arrangement painted outside with green colour along with cap seal with HIL LOGO.
2. BODY DETAILS : The Body shall be made from single piece of M.S. Plate. The
top and bottom shall be made in one piece and jointed to the body by a lock seal and
shall be suitably compound lined and welded properly. The side seam of the body
shall be suitably treated outside.
3. COATING: The Drum shall be with Double Epoxy lacquer coating suitable for
Pesticides. The Coating should be minimum 5.6 grams per square meter. Side seam is
to be protected by applying Anti-Rust Compound uniformly.
4. GROSS CAPACITY: Between 21.00 to 21.50 Liter.
8. HANDLE PULL TEST : The handle of the drum when tested shall be capable of
withstanding a gradually applied vertical force of 72 Kg for a period of 2 minutes.

1. GENERAL DESCRIPTION
Decorated rectangular/round leak-proof double-ended containers made from Tin
plate/sheet.
2. BODY DETAILS
The body shall be made from single sheet of tin plate. The top/bottom shall be made
from one piece and joined to the body by a lock seal and shall be suitably compound
lined and welded properly for complete leak proof. The side seam of the body shall be
suitably treated for outside for preventing leak.
3. NECK DETAILS
The container should be provided with vertical integrated neck (built neck) and the
threading of the neck should be such that it should hold the PP cap firmly after sealing.
The neck placement should be as per IS: 1406-1981 and its subsequent amendments.
4. CLOSURE
Closure should be decorated and pilfer proof made from Aluminum and having HILs
logo printed on the outside of the closure. Pilfer proof cap should be fitted with cork or
equivalent material which is not soluble in solvent like Aromex/ Garlas /Kerosene/C-IX
/Remax II& I/Bunmex/Xylene /Heavy Aromatics etc. Thickness of Pilfer Proof cap
should be 0.25-mm. With cork or equivalent material it should have minimum thickness
of 1.6 mm to fit the PP cap for the above neck of the container. After sealing the PP cap
should not rotate, should fit tight.
