INTRODUCTION
Section C4, Scope of Work has two parts; C4-General Scope of Work describes the general
Scope of Work and Services required to undertake and manage the Contract, and Section C4Specific Scope of Work provides specific requirements and further information relating to the
Work to be carried out under the Contract.

1.1

Project Description
The project comprises the installation and tie in of one Once Through type Heat Recovery
Steam Generation unit (HRSG) on the back end of the GTG Unit at Amal Power Station.
The HRSG Unit shall be designed for unmanned operation and under normal operation will be
remotely controlled and monitored from the Amal Steam Control Room.

Definitions
As Built shall mean updating of master Drawings to reflect the project As-Built status.
Commissioning shall mean putting into operation all the equipment so that the entire system
can Work as a whole to achieve the intended purpose. This shall also include protection relay

settings, timer settings, and alarm and trip settings under operating conditions and handing over
to Operations in working condition.
Design Consultant shall mean a specialised Engineering design consultant who is registered
with the Company to perform work in the particular engineering discipline or specialist area
applicable to the work in accordance with the latest revision of the Companys Approved
Contractors List.
Detailed Design shall mean all documents, Drawings, specifications and requisitions executed
during Engineering by the Contractor in developing the Design Basis to a level defined by the
Company in order to satisfactorily procure all Materials and construct, complete and maintain the
Work to the acceptance of the Company.
Drawings shall mean the Drawings listed in Section C6 of the Contract or those that will be
issued by the Contractor from time to time, during the execution of the Work.
Engineering shall mean all Work carried out in developing the Detailed Design from the Design
Basis, including all necessary research, studies, investigations, analyses, technical calculations,
drafting, detailing, locating and obtaining all approvals.
Design Basis/Front End Design shall mean all documents, Drawings, specifications and
requisitions prepared by the Company and issued to the Contractor for the purpose of defining
the Scope of Work, and are the basis for Engineering and Detailed Design to be executed by the
Contractor.
HRSG Package shall mean all Material being supplied from Nooter Eriksen as described in their
Technical Proposal 1902-09
Install/Provide shall mean, unless specifically stated otherwise, design, manufacture, Works
testing, packing for ocean or airfreight, shipment, insurance, delivery to Site, unloading at site,
complete erection and installation, painting, site testing, Pre-commissioning and Commissioning,
30 day reliability run, putting into commercial operation and warranty prior to Completion
Manufacturer shall mean the original party responsible for the manufacture of equipment and
provider of services used to perform the duties and obligations specified by the Contractor.
Original Equipment Manufacturer shall mean a party responsible for the supply of Material or
related services.
Milestones shall mean the Milestones as stated in Schedule E of Document C5.
Other Contractors shall mean any other contractor, working concurrently on existing facilities or
new facilities forming part of this or other developments on the Site, or in the immediate vicinity
not engaged by the Contractor.
Pre Commissioning shall mean checking and testing of all equipment for correct installation
and operation in preparation for Commissioning (refer Section C6-21).
Performance Tests shall mean those test performed by the HRSG OEM to verify the HRSG
meets its HRSG Grantees.
Plant unless specified otherwise this term shall refer to the entire facilities related to the HRSG
and its associated BOP being installed under this Contract.
Specifications shall mean the Specifications as given in Document C6 of the Contract.
Shall shall be understood as mandatory.
Tie-ins shall mean tie-in to the existing facilities and shall include but not limited to fuel gas,
substations, SCADA, PLCC, microwave, fibre optic communication network, access road.
Vendor shall mean a party responsible for the supply of equipment, Material or product related
services, to the Contractor and excludes free issue Material supplied by the Company.

2.0

CONTRACTORS SCOPE OF WORK

2.1

General
The Scope of Work under this Contract shall include everything necessary, including the design,
manufacturing, factory testing, packing, transport, insurance, delivery, unloading, erection,
painting, testing, Pre-commissioning and Commissioning of the complete Work for the efficient
operation of the HRSG at Amal Power Station. The project shall be executed in compliance with
the Specifications provided in Section C6, which includes Company and Shell Group standards
and specifications (SPs and DEPs etc), Drawings and documents enclosed and international
standards.
The Contractor shall check the feasibility of using the Data/Drawings furnished to him, to
proceed with the Detailed Design. However, the Contractor shall carry out their own survey and
verify the details provided by the Company. The Contractor shall include the cost of all such
items, which may be required for successful Commissioning for the project without affecting the
project schedule.
Duration for Completion of the Work is specified in C-1 Form of Agreement.
The Contractor shall be fully responsible for the EPC Work in full compliance with all terms and
conditions of this Contract from the Effective Date of the Contract through to Completion and
shall be responsible for all aspects, including but not limited to:

Project management for Engineering, procurement, construction and Commissioning.


Project control, management and supervision of all elements of the Work, whether
being executed at site or elsewhere
Competent and timely execution of all Work to meet the Contract Milestones
The provisions and implementation of a Contract Execution Plan (CEP) and progress
monitoring and reporting. The CEP should cover Detailed Design, procurement,
construction, Pre-commissioning, pre start up audit and Commissioning activities up
to the Contract closeout.
Quality management, including the provision and implementation of a Contract Quality
Plan (CQP) and Quality Control Plan (QCP)
Carry out FED Verification, produce FED Verification Report and proceed for Detailed
Design and Engineering.
Engineering, including surveys, geotechnical testing, interface assessments, design
studies, calculations, reports, records, lists, plans, arrangements, layouts, submittals,
construction Drawings, and As-Built Drawings.
Procurement of all plant, Materials for both the permanent and temporary Work,
including all management, administration, organisation, co-ordination, liaison,
handling and transport necessary for delivery to the Work Site.
Management and supervision of Subcontractors and Vendors.
Recruitment of all manpower for the Work, including the provision of all suitable
accommodation, messing, welfare, transport and Facilities. This shall include for all
training, in particular with respect to compliance with the requirements of the HSE
Specification, including the latest Company HSE Manuals and HSE Training as
specified in Section C9.
Scheduling and progress reporting for Engineering, procurement, construction, and
Commissioning.
Planning and scheduling including the provision and implementation of shutdown
plan.
Competent and timely execution of all the Work to meet Contract Milestones.
Provision of designated Site access areas when working within or near operating
facilities to enable construction work to proceed whilst the plant is in operation.
Construction, including site preparation, grading, raising, clearing; rerouting;
demolition, removal; modification; temporary Facilities; temporary Work; site services;
foundations; equipment unloading, handling, storage, setting, installation and erection;
supply and installation of commodity items; building, erection; and construction testing
and records.
Obtaining all necessary permits and approvals required by the Company to execute
the Work including adaptation to Life Saving Rules.

Management of interfaces
Subcontractors, and Vendors.

The Contractors Scope of Work includes for all licenses and permits, e.g. civil
aviation, roads, Right of Ways (ROWs), etc to start and complete the Work.
Co-ordination and liaison with the Company and other parties associated with the
Work
HSE management, including the provision and implementation of a Contract specific
Health, Safety and Environment (HSE) plan covering the Subcontractor's scope.
Provision and operation of Site sanitary facilities
Telephone and telecommunications
Training of Companys operation & maintenance personnel, including use of
Contractor's Training Simulator.
Demolition Work, if any shall be identified beforehand and prior approval in writing
shall be obtained from CSR before undertaking any of the Work.
The establishment of Work Site(s) which shall include all necessary offices,
workshops and material storage facilities together with office and sundry facilities for
the Company. The provision of accommodation and all utilities to service these
facilities and to complete the Work effectively - covering the Sub Contractor's scope.
Construction Site security through to Completion.
Project Certification and Completion Management System (CCMS)
Collection, editing and provision of data onto templates for input into the SAP/R3
system for all the new assets data and maintenance procedures.
Provision of Authorised Electrical Personnel (AEP) for erection, testing and
Commissioning approved by Company.
Preparation of a combined detailed changeover and tie-in execution plan for
mechanical, electrical and instrumentation work to avoid any schedule impact. This is
to be agreed by the Company Site Representative prior to implementation.

during Pre-commissioning, pre start up audit and Commissioning.

The Contractor shall be responsible for reviewing and evaluating the existing operational
facilities, Site circumstances, local environment, prevailing regional climatic conditions in relation
to the Work, and for ensuring that he takes full account of these and all other such factors which
will affect the ultimate operation, maintenance and performance of the complete Work to be
constructed under this Contract.
The Contractor shall, if required modify the construction programme to suit maintenance or
operational requirements as necessary. The Contractor shall allow flexibility in his programme
to allow for planning and approval of shutdown requests, approval/withdrawal of permits and
consequential re-scheduling of the Construction Schedule.
Any item of plant or component which fails to comply with the requirements of the Specifications
in any respect whatsoever at any stage of manufacture, test, erection or on completion at Site
may be rejected by the Company either in whole or in part as considered necessary. After
adjustment or modification, if so directed by the Company, the Contractor shall submit the item
for further inspection and/or tests. Materials or components with defects of such nature that
adjustment or modification cannot fulfil the requirements of this Specification shall be replaced
by the Contractor at his own expense and to the satisfaction of the Company.

3.0

COMPANYS SUPPLIED MATERIAL AND SERVICES


With respect to this Project the following Material will be Free Issued to the Contractor:1 x Once Through type HRSG Package of which preliminary details are provided in
Attachment 1 for information only.
Company provided information in relation to the HRSG Package shall be treated as preliminary
information as received from the HRSG OEM. This information is subject to review by the HRSG
OEM during the detail design process and may result in changes. The Company shall not be
liable for the accuracy or sufficiency in this information and providing such information shall not
relieve the Contractor from their obligation to perform the Work in accordance with the Contract
Specifications.

4.0

PROJECT MANAGEMENT

4.1

General
The Contractor shall be responsible for providing a high standard of project management for all
Work associated with this Contract. The Contractor shall pay particular attention to the
management of the interfaces with the Company's operations department so as to avoid
disruption to Company's normal operations.

4.2

Contractor's Organisation
Contractor shall provide an organisation including office, support services, administration and a
project organisation to manage and control the Work.
Contractor shall comply with, and implement, the planning, co-ordination, communication,
administration, control and reporting requirements of Section C8 - Procedures for Contractor.
Contractor shall ensure that the Work is adequately supervised at all times and that all
Contractor personnel, Subcontractor personnel and Vendor personnel shall have the skills and
qualifications necessary for their assigned tasks and that they shall have in their possession all
licenses and certificates required for the performance of the work to which they shall be
assigned which shall be presented to Company upon request.
Contractor's project support organisation shall include as a minimum but not be limited to:
1. General, project, department and section management.
2. A Contract Manager who shall be responsible for all activities associated with the Work.
3. Camp Manager, HSE Advisor, QA/QC Manager and all necessary medical personnel for
a contract of this size.

4. All necessary supervisory, administrative, procurement and financial personnel.
5. The Contract Manager and all Key Personnel reporting to him shall be assigned
exclusively to this Contract.
The activities of the Contractors organisation shall include but not be limited to:
1. Implementation and maintenance of Quality Assurance;
2. Implementation and maintenance of Project Certification and Completion
Management System (CCMS)
3. Implementation and maintenance of HSE systems;
4. Management, planning and supervision of Contractor's Engineering,
procurement, construction, Pre-commissioning, Commissioning and initial
operations activities;
5. Management of Subcontractors;
6. Provision, implementation and maintenance of all procedures including
modification of Contractor's own procedures and methods for execution of the
Work and other activities to be performed by Contractor as part of the Work;
7. Preparation, implementation and the regular update of plans and schedules for
the Work and reporting progress to Company against these plans and
schedules, including provision of all supporting documentation as requested by
Company;
8. Establishment of a cost control system to monitor cost and commitments under
the Contract and the preparation of current and forecast expenditure reports;
9. Provision of all supporting documents and training of personnel as required by
the Contract;
10. Obtaining all necessary permits, licenses and regulatory authorisations and
approvals;
11. Administration and control of all documents and Drawings related to the Work;
12. Management of interfaces.

4.3

Planning
The Contractor shall develop and maintain a preliminary Contract Execution Plan which shall
fully document the Contractors management functions for the overall project. The plan shall be
submitted within 42 days after Effective Date. A separate Contract Execution Plan for the
construction stage of the Work may be submitted at a later date with the prior written approval of
the Company, in which case the initial Contract Execution Plan shall include a preliminary outline
plan for the construction Work.
The Contract Execution Plan shall demonstrate to the Company that the Contractor has a
comprehensive plan in place to efficiently complete the Work, on schedule and on budget
without compromise and shall address the following, as a minimum:
Project management structure and procedures,
Design engineering management and procedures,
Mobilisation/Demobilisation of resources
Design quality control,
Procurement management and procedures,
Procurement quality control,
Material control (inspection, expediting and logistics),
Factory acceptance testing,
Vendor management,
Construction management structure and procedures, including organisation chart,

The Contract Execution Plan shall cross reference standard Contractor procedures where
possible.
Copies of any referenced procedures shall be made available by the Contractor as required by
the Company.

4.4

Progress Reporting
Contractor shall, for the duration of the Contract, provide accurate and timely reports of the
progress and HSE status of the Work. The reports shall highlight all trends that impact on the
Programme and/or the Contract Price. The reports shall include explanations for deviations
from the Programme overall Completion of Contract and proposals for remedial action, together
with any revised plans, schedules and projections.
The detailed format and content of Contractor reports shall be developed by Contractor and
approved by Company.
Contractor shall comply with the dates for reporting. Any consequences arising from late and/or
inaccurate reporting to Company shall be for the sole cost of Contractor.

4.5

Labour Clearances and No-Objection Certificates


Obtaining all necessary labour clearances and no-objection certificates for the Contractor,
Subcontractors and Vendors will be the responsibility of the Contractor. The personnel shall
attend all applicable HSE and Operational training courses and obtain necessary authorisation
to carry out relevant activities.

4.6

Co-ordination and Sequence of Construction Work


The co-ordination and sequence of construction work shall be carried out in such a manner that
promotes safe construction methods, giving maximum clearances to any live system, and
minimizing the number and duration of power outages on existing substation busbars and
equipment.

4.7

Shutdown Work
The Company considers that shutdowns will be required for the execution of some parts of the
Work. The Contractor shall however in all cases, including unforeseen circumstances that
require additional shutdowns, be responsible for safely planning and minimising the extent of all
such shutdowns.
All Work at Site shall be carried out in such a manner as to minimise interference with existing
operational equipment and require the minimum outage time of operating plant. The Contractor
shall discuss and agree, in good time, the method and timing of such outages with the
Company's Site Representative. All shutdown requirements shall be applied for six month's in
advance and shall be confirmed 1 month before shutdown.

4.8

Interfaces With Company and third parties


The HRSG at Amal Power Station forms part of an integrated system. Installation of the HRSG
will be a brown field development and as such there are a significant number of existing facilities
and new facilities forming part of this or other developments which may impact on the design

and execution of the Work. The Contractor is therefore responsible for ensuring they become
aware of all factors, either current or planned, that may impact the execution of the Work and
making due allowance in the planning and scheduling to take account of them.
The Contractor shall note that existing Amal Power Station, Amal Steam Plant, 132kV
Switchyard and interconnecting 132kV OHLs are operational.
The Contractor shall take into account all construction problems associated with working in and
interfacing with equipment in an operational power station, oil gas facilities and energised
switchyard. All such Work shall be subject to the Companys safety procedures as detailed in
HSE Specifications, Section C9. The Contractor shall include in their Contract Price for the
Companys Permit to Work systems to carry out Work in such areas, which may result in
reduced productivities. The Companys Permit to Work systems shall be strictly adhered to.
The Contractor shall liaise closely with the Company's Site Representative, to ensure that all
interfaces are designed and installed correctly and interface problems are eliminated. In
particular, day-to-day access by the Contractor's workforce into the existing switchyard areas will
be subject to Company approval and requirements and shall be co-ordinated with Company to
prevent any interruption to their operations. The Contractor shall provide fencing and other
protection facilities required by Company in the vicinity of the Work.
The Contractor shall note that Other Contractors will be working at the same location during the
schedule of this Contract. It is the responsibility of the Contractor to co-ordinate with the Other
Contractors for smooth execution and day-to-day activities.

4.9

Interface Planning
In the execution of the Work there will be significant requirement for the Contractor to plan and
interface with a number of Other Contractors. This interfacing will occur throughout all the
phases of the project and will include the need for others to access the Site. The Contractor
shall allow in his Contract price for this interface specification, including registers, management,
preparing for, attendance at, and following up interface meetings as required, and impact on
progress during execution.
It is of prime importance that interfaces are identified in a timely manner so that all information
exchanges and activities of different parties can be planned and scheduled allowing all parties
sufficient time for execution of interface related activities. Contractor shall provide all appropriate
interface data for input into Companys integrated planning system.
The Contractor shall prepare and maintain a register of interface related issues and shall
actively expedite the resolution of all such issues.
Contractor shall develop contingency plans, including measures to be taken, if any of its planned
activities cannot be executed due to late completion of activities by other parties.
Contractor shall, within seven days of occurrence, inform Company in writing of any delay
caused by late completion by Other Contractors. Contractor cannot claim delay caused by late
receipt of interface information i.e. should the required date expire, then the Contractor is to
reasonably make an assumption about the information expected from the interface party, advise
Company and proceed accordingly.
Contractor shall ensure that during all phases of the Work areas of interface with activities of
Company or others are properly managed.

4.10

Key Personnel

4.10.1

General
The quality of the Contractor personnel is considered to be a key to the success of the Contract.
Accordingly all Key Personnel employed on the Contract, as identified below shall be subject to
Company approval at the time of Tender. CVs of proposed candidates or minimal qualification
requirements per function shall be submitted to the Company for approval. Any such approval
shall not alleviate the Contractor from any of his other responsibilities under the Contract and
any personnel subsequently found not suitable to perform their duties to the satisfaction of the
Company shall be replaced immediately at the expense of the Contractor.

The positions shall be mutually exclusive i.e. no person shall be nominated to fulfil two or more
of these positions.
The Key Personnel shall be dedicated solely and exclusively to this Contract and shall not be
employed concurrently on any other duties whatsoever, unless specifically agreed in writing by
the Company. Any Key Personnel so employed in duplication without Company approval will be
deemed to be in default as defined below and the appropriate penalties and/or remedies
applied.
Key Personnel shall not be changed by the Contractor during the execution of the Work without
the prior written consent of the Company, which will not be unreasonably withheld. In the event
of any change in Key Personnel the Contractor shall ensure that there is an appropriate
handover period to the satisfaction of the Company. Failure to ensure a handover period to the
satisfaction of the Company shall be deemed to be change in Key Personnel without approval
and shall be subject to a penalty as defined in Section C5 Schedule F.
Changing any of the Key Personnel without the prior written approval of the Company shall be
subject to a penalty as defined elsewhere in the Contract. The Contractor shall mobilise suitable
replacement personnel without jeopardising the progress or quality of the Work. In the event of a
failure by the Contractor to mobilise replacement Key Personnel, the Company reserves the
right to appoint replacement personnel from whatever alternative sources it considers to be
appropriate. All costs including emoluments, mobilisation, demobilisation and fees shall be
charged to the Contractor.

4.10.2

Interviews of Key Personnel


All appointments of Key Personnel are subject to confirmation of approval at interview.
To this end the Contractor shall make available candidates for interview in Muscat Oman, at a
time to be agreed after the Effective Date.
No compensation shall be due to the Contractor for candidates approved prior to Contract award
but subsequently rejected at interview.
Traceable references shall be provided for every CV.

4.10.3

Mobilisation of Key Personnel


Key Personnel listed below shall be approved by Company and mobilised in the period stated.
Should Company reject a nominated person then Contractor shall nominate other candidates.
For all Key Personnel adequate leave coverage shall be provided. Proposals for leave coverage
shall be issued to Company at least four weeks in advance of the intended leave and shall be
subject to Company approval.

The Contractor shall employ suitably qualified Omani employees to hold twenty percent (20%),
as a minimum, of the Key Personnel positions.

4.10.3.1 Contract/Project Manager


The Contractor shall appoint a full time Contract/Project Manager for the duration of the
Contract. The Contract/Project Manager shall be approved by Company and mobilised within 7
days of Effective Date and remain in function until Completion.
4.10.3.2 Engineering Manager
The Contractor shall appoint a full time Engineering Manager for the duration of the Contract to
co-ordinate the Design Engineering. The Engineering Manager shall be approved by Company
and mobilised within 28 days of Effective Date and remain in function until Completion.
4.10.3.3 Construction Manager
A full time Site based Construction Manager shall be approved by Company within 90 days of
the Effective Date and shall be in place at least 30 days prior to the commencement of activities
at Site and 90 days prior to the commencement of fabrication, through to Completion.
4.10.3.4 Interface Manager
A full time Interface Manager shall be approved by Company within 28 days of the Effective Date
through to Completion
4.10.3.5 Construction Site Engineers/Supervisors
Designated discipline construction site engineers/supervisors shall be employed on Site at all
times whenever Work is being carried out. At Least 2 Site Engineers/Supervisors shall be
Omani engineers
4.10.3.6 Procurement Manager
A full time Procurement Manager shall be appointed to co-ordinate the procurement activities.
The Procurement Manager shall be approved by Company and mobilised within 28 days of
Effective Date.
4.10.3.7 Commissioning Manager
A full time Commissioning Manager shall be approved within 90 days of the Effective Date and
shall be in place 120 days prior to commencement of Pre-Commissioning, through to
Completion.
4.10.3.8 System Integration Manager
A full time System Integration Manager shall be approved within 90 days of the Effective Date
and shall be in place 120 days prior to commencement of Pre-Commissioning, through to
Completion.
4.10.3.9 Planning Manager
A full-time Planning Manager shall be appointed for the duration of the Contract to co-ordinate
the overall Work. The Planning Manager shall be approved by Company and mobilised within 28
days of Effective Date and remain in function until Completion.
4.10.3.10 QA-QC Manager
A full time Quality Manager (see SP-1171) shall be appointed for the duration of the Contract.
He shall be approved by Company and mobilised within 28 days of the Effective Date and
remain in function until Completion. The Contractor shall be responsible for providing extensive
inspection and supervision to ensure compliance with the quality requirements of the Contract

Full time site based HSE Manager shall be appointed in accordance with the requirements of
Document C-9. He shall be approved by Company and shall be in place at least 30 days prior to
the commencement of activities at Site and 90 days prior to the commencement of fabrication,
through to Completion.
4.10.3.12 QA Inspectors
Designated QA Inspectors shall be employed on Site at all times whenever Work is being
carried out. At Least one QA Inspector Shall be Omani engineer.

4.11

Personnel - Minimum Standards


The qualifications and experience stated in the table below are the minimum requirements for
each function and shall be demonstrated in the CVs to be submitted. For Omani Engineers,
The minimum experience shall be 5 years.
The Company shall be the sole arbiter as to whether any personnel proposed by the Contractor
are suitable for the designated position.
Contractor and Subcontractor supervisory and quality Personnel shall be fully conversant and
fluent in the English language. The Camp Manager shall also be fluent in Arabic and the
language of the majority of the labour force. All levels of the labour shall be able to converse
easily with the level above and below.
Project Management Personnel shall be in permanent employment of the Contractor and shall
only be nominated for similar functions as those in which they have been employed for at least
one year before Effective Date.
The Contractor shall submit a comprehensively documented explanatory statement together
with the CVs which are required to demonstrate to the entire satisfaction of the Company that
the proposed Contract management team is structurally balanced, integrated, can co-ordinate,
are compatible and possesses the necessary combined expertise, experience and overall
capability to execute the Contract to the standards required by the Company.

Approval for Jointers/Terminators/Welders


All cable jointers/terminators/welders prior to commencement on Site will be subjected to a 'Test
of Competence' by a Company nominated inspector (to be notified in due course).
Upon the successful completion of this 'Test of Competence' the cable jointer/terminator will be
issued with a certificate valid for 6 months. Only current valid certificate holders will be allowed

to undertake cable jointing and terminating work. This certificate shall be renewed prior to its
expiry and always be available for inspection.
The cost of providing jointing/terminating kits for the testing and certification shall be borne by
the Contractor and included in the Contract Price.
At anytime through out the duration of this Contract the Contract Holder may instruct, without
any prior notice, any cable jointer/terminator/welder to undergo a 'Spot Check' test of
competence similar to that mentioned above. Failure to achieve the required level of
competence in this 'Spot Check' will result in the cable jointer/terminator immediate replacement
to avoid any impact on project schedule. The Contractor equipment costs and inspection
charges for these 'Spot Check' tests of competence shall be borne by the Contractor.
The Contractor shall supply his cable jointers with a tool-kit containing, as a minimum, the tools
as listed in Document C6-12. The cable jointer shall bring his tool-kit for inspection at the time
of the Company competence test and he shall use his tools during this test.
The Contractor shall be responsible for the timely mobilization / demobilisation to site of all cable
jointers and all associated costs shall be deemed to be included in the Contract Price.

4.13

Procurement

4.13.1

Material to be supplied by Contractor


All Materials, equipment, and associated fittings necessary for Completion of the Work
according to the requirements of this Contract document shall be supplied by the Contractor.
The Company however will free issue to the Contractor the item listed in Section 3.
Unless specifically agreed otherwise by the parties during Contract negotiations, all Materials
shall conform to the requirements of Section C6-Specifications. Where no equivalent Company
specification(s) exist, Contractor shall seek prior written Company approval of the specification
for the Material proposed.
Unless specifically agreed otherwise, the Contractor shall procure Materials from Vendors
approved by the Company unless specifically stated otherwise in section C6-23. Approved
Vendors are listed in The Approved Vendors of Materials and Equipment for PDO Oil and Gas
Facilities, latest PGSC list.

4.13.2

Procurement Management and Procedures Manual


The Contractor shall compile, and maintain, a Project Procurement Management Manual that
details the project procurement strategy, and contains the method statement, detailed
procedures specific to the Contract for all procurement activities and specimens of all standard
forms. The procedures must also fully reflect the requirements of the Contract with respect to
use of Omani goods and services. The manual shall be submitted to Company for approval
within 42 days of the Effective Date.

4.13.3

Procurement Management
The Contractor shall be responsible for managing all aspects of the procurement of the
Contractor supplied Materials in accordance with the requirements of the Contract.
This shall include, but not be limited to:

Preparation and dispatch of requisitions for enquiry to the Company approved Vendors
Technical evaluation of the bids and seeking Company approval
Discussions with Vendors
Placing the Purchase Orders
Vendor data management
Expediting, shipping and transport of Materials to Site
Inspection and Quality control
Progress monitoring and reporting
Factory Acceptance Testing, as applicable

The Contractor shall provide the Company with all necessary certificates, including test
certificates where required, for the Contractor provided Material. The certificates shall certify
that Materials are in accordance with the Company Specifications and Drawings.

Subcontractors and Vendors


Company will assess the Subcontractors and Vendors selected by the Contractor for the supply
of the Material listed below to determine the extent and degree of involvement during design,
fabrication, manufacturing and testing by the Companys nominated Third Party Inspection
agency. The assessment shall include evaluation, implementation and compliance of Vendor(s)'
quality system and availability of adequate and suitable re-sources of the Vendor(s) throughout
the duration of order execution.

Material Standards & Codes


Types, sizes, and qualities of Materials recognized as standard by Company are listed and
coded in the 'Materials and Equipment Standards and Code' (MESC) and SAP code number
where indicated. The Contractor shall not deviate from this standard without the prior written
approval of Company. Should such approval be given, the Contractor shall provide crossreferencing from whatever system is implemented to the MESC/SAP numbering system and
shall mark on all relevant documents the MESC/SAP number in addition to any alternative
system approved by Company.

4.13.6

Purchase Orders and Requisitions


The Contractor shall prepare all documents and Drawings including requisitions necessary for
procurement of all Material required for the Work.
Such requisitions shall be of sufficient detail to adequately describe the Materials required and
shall follow Company standard format. All requisitions shall be prepared in accordance with the
requirements of DEP 30.10.01.10-GEN and shall include Requisition for Engineering
Documents (RED sheet) in accordance with DEP 40.10.01.93.
All Requisitions prior to submitting to Vendors shall be submitted to Company for review and
comments. All Company comments shall be incorporated unless Contractor can demonstrate
the comment is outside his Scope of Work. In this event Contractor and Company shall mutually
agree upon the requirement.

Procurement Documentation
The Contractor shall be responsible for the preparation, co-ordination and submission to
Company of all procurement documentation (e.g. Vendor Drawings, calculations, material
certificates, installation manuals etc) as required. Company reserves the right to request
copies of any document produced during procurement at no extra charge to Company.

4.13.8

Packing and Delivery


The Contractor shall ensure that all Materials necessary for execution of the Work are delivered
safely in good condition to the applicable construction Site in the interior of Oman. Materials
transported or shipped must be adequately packed for protection against damage during
transport and against deterioration due to weather and other conditions while being stored or in
transit.

4.13.9

Kick-off Meeting
Contractor shall arrange a Kick Off / Pre-Inspection Meeting (KOM/PIM) between Company,
Vendor and Contractor at Vendor premises for all long lead item prior to start of any
manufacturing activities by the Vendor. All coordination and interface regarding KOM / PIM
between Company, Vendor and Contractor shall be Contractor responsibility.
Contractor shall ensure that a minimum of 15 days advance notice is given to Company for
participation in the KOM / PIM.

4.13.10 Expediting
The Contractor shall perform adequate expediting to ensure timely delivery of Materials to the
Construction Sites. The Contractor shall prepare and submit a monthly expediting report to
Company for information.

4.13.11 Inspection and Verification


Contractor shall carry out inspection of all procured Material during design, fabrication,
manufacturing and testing as per requirements defined in Contract Technical Specifications,
codes, standards etc. Where Contractor engages Third Party Inspection agency for these
inspections, the Third Party Inspection agency shall be from Company approved list.
Contractor shall ensure that Hold, Witness, Review, Monitor, Surveillance points are identified in
the Quality Control Plans (ITP) for Contractor, Vendor, Sub-supplier, Third Party inspector /
Authorised Inspector and Company or its nominated Third Party Inspector.
Company will indicate its Hold, Witness, Review, Monitor, Surveillance points in the Quality
Control Plan (ITP) of each Vendor/Subcontractor. Contractor shall ensure that Company
Representatives get free access whenever required.
Contractor shall give Company at least 14 days notice to attend and participate in inspection and
verification at Hold, Witness and Review points of Quality Control Plan. Should a Witness or
Hold type inspection or test be rescheduled then 7 days notice shall be adhered to. The earliest
date the inspection or test can be executed is 7 days after the notice advising the revised date,
has been received by Company.
Company attendance and participation in inspection and verification at Hold, Witness and
Review points does not absolve Contractor of its obligations to fulfil and meet all requirements
specified in the Contract. Any non-conformance or deficiencies or defects revealed at any stage
during execution of the Contract shall be rectified by the Contractor at no cost to the Company.
Contractor shall ensure that all activities defined in SP-1171 are carried out by an approved
Third Party Inspection agency.
Contractor shall prepare, submit to Company for review, implement and maintain
comprehensive supplier appraisal and quality surveillance and inspection schedules which shall
be used during procurement defining the number and planned timing of the following:
- Vendor appraisals;

Quality assurance audits of suppliers;


Quality surveillance and inspections of suppliers' activities.

As a minimum Contractors quality inspectors shall visit manufacturers premises who will be
supplying the following Material, to conduct inspections and quantity audits. These visits to
conduct inspections and quality audits shall be in addition to the visits for kick-off meetings and
FAT. Within 7 days of conducting each visit the Contractor shall issue to the Company separate
reports on the findings from these visits.

The philosophy, methods and criteria that shall be employed in the ordering of materials and
equipment (in order to determine the level of Vendor Appraisal, Quality Assurance audits of
suppliers and Quality Surveillance and Inspections of supplier activities) shall be described in
the schedules. The levels of Vendor quality surveillance and inspection shall incorporate all Hold
and Witness points required by the Contract Specification(s).

4.13.12

Tests at Manufacturer's Works


Inspection and testing during manufacture shall be in accordance with section C6-21 and this
section of the Specification.
(a) Works tests shall include all routine electrical, mechanical and hydraulic tests in
accordance with the relevant international standards and Company standards except
where departures there from and modifications thereto are embodied in the Specifications
or in the Contract.
(b)

Should the equipment or any portion thereof fail under test to give the required
performance, further tests which are considered necessary by the Company shall be
carried out by the Contractor. The Company has the right to reject any equipment that has
failed under test. This shall also apply to equipment that has failed any test carried out at
the Subcontractor's Works.

(c)

Prior to shipment the Contractor shall issue shop test reports for review by the Company.
The reports shall be accompanied by a statement of conformity/deviation. Where a
deviation from the specification, purchase order or the manufacturers specification
occurs, the equipment shall not be released for shipment until the deviation has been
reviewed and approved by the Company. Should the deviation not be approved by the
Company the Contractor shall submit his proposal for achieving compliance to the
Company for approval prior to proceeding with any rectification work.

(d)

No item of equipment is to be dispatched to Site until the Company has given "dispatch
clearance" in writing.

(e)

Company has the right to Witness tests and inspect all equipment before dispatch to site.

4.13.13 Tests on Mechanical Equipment at Manufacturers Work


All items of plant and equipment shall be subjected to visual, dimensional, material, nondestructive, hydraulic, and functional and acceptance tests at the manufacturer's works as per
requirements of document C6-21.
Each item of auxiliary plant shall be subjected to an acceptance test to prove that reliability and
operation and performance conform to the requirements of Specification C6-21 and the
provisions of the appropriate Standards.
Plant items and equipment shall be fully assembled and complete in every respect prior to the
commencement of works acceptance tests.

The Contractor shall submit to the Company complete test procedures including test record
sheets, single line diagrams, layout of the plant including the location of test instrumentation and
the principal dimensions for Company review
All calculations to derive performance data shall be made strictly in accordance with formulae
given in the relevant Standards. Any alterations or deviations from the relevant Standard test
layout or formulae shall be subject to the prior approval of the Company Representative.
The formulae used for correcting test results to Site conditions shall be subject to the Company
Representatives approval and be given with the test results together with calibration details of
any measuring instruments.
All pressure gauges, flow meters, venturies, orifice plate and other instruments to be used for
Work performance and hydraulic tests shall be subject to routine calibration against standard
instruments.
Calibration records shall be available for inspection by the Company
Representative. Wherever possible, plant items shall be tested with the motor/s specially
purchased for the respective item. Where such an arrangement is not practical then it will be
permissible to utilise a test motor providing full technical performance details are available for
scrutiny by the Company Representative.

4.13.14 Tests on Electrical and Instrument Equipment


Routine tests shall be carried out on each main item of plant according to the requirements of
document C6-21
Type tests are to prove the general design of the equipment and the Contractor may submit type
test certificates of tests, which have been carried out on prototype equipment. The type tests
prescribed shall be carried out at the Contractors cost in all cases where such certificates are
not available or rejected.

4.13.15 Vendor Data


The Contractor shall be responsible for the expediting, review and approval of all the Vendor
Data. All materials shall, as minimum, comply with the relevant standards and where applicable,
with the requisitions supplied by Company for reference. As each purchase order is placed, the
Vendor Data for that particular order shall be included on the Contractors MTR, together with
planned receipt dates.
The Vendor Data documentation for the entire Contractors supplied Material shall be recorded
and monitored on the Contractors MTR, together with all the relevant dates.
The Contractor shall make available any documents / Drawings for review by the Company, as
required.

4.13.16 Non-Conforming Material


Any material, which in the opinion of the Company does not meet the Specification or is not
acceptable with respect to HSE, reliability, inter-changeability or workmanship, shall become the
subject of a non-conformance report issued by the Company.
The Contractor shall ensure that all materials procured shall meet the process and sizing criteria
as laid down in the Detailed Design. Required changes to Detailed Design due to mismatch of
Vendor data shall not be accommodated.
Any Material that has failed to satisfy the above acceptance criteria shall be removed from the
Work and replaced with fully acceptable alternative by Contractor within his Scope.

4.13.17 Transport
The Contractor shall be responsible for, and is to bear all expenses in connection with, packing,
shipping, importation, exporting if applicable, customs duties, and transport to site of all plant,
materials and equipment required for the execution of the Contract including insurance,
warehouse rent, handling, etc. The Contractor is responsible for any delay during transportation.

Any damage to equipment occurring during transport is the liability of the Contractor, and shall
be reported to the Company. The equipment shall not be incorporated into the Work until the
equipment has been inspected by a representative of the Company and the extent of
repair/replacement has been agreed by the Company Representative.
The equipment shall be transported to site by trucks / trailers. The road may include rough,
dusty, corrugated gravel roads. The equipment and packing must be able to withstand such
road conditions. The Contractor shall propose special transport arrangements for any special
equipment as they deem fit. The Contractor shall check and comply the current Government
regulations, safety rules and comply relevant specifications as detailed in Section C9 before
carrying out transportation.
Company Logistics Service Provider (LSP) shall be used for transportation as follows.

4.13.18 Company Logistics Service Provider (LSP)


Company and Company Contractors shall use the Company Logistics Service Provider (LSP)
for all materials and equipment transportation requirements within the PDO concession area
including rig moves. The range of services, booking terms, contact points, payment conditions,
notice periods, availability requirements and charges related to LSP are those as listed on the

Company and Company Contractors shall use the Company Logistics Service Provider for all
Materials and Equipment transportation requirements.
The following services are not covered by the LLP:
a) Transportation of chilled and frozen products;
b) Transportation of bulk aggregates;
c) Small transportation scopes requiring Equipment or Materials to be carried in service vehicles
from bases to sites, e.g. fitters tools and spares
The Contractor shall nonetheless be fully responsible for ensuring that for all Materials and
Equipment, including the HRSG that they survey and ascertain for themselves the proposed
transport routes are suitable and all approvals and permits, as required, are obtained.

4.13.19 Material Handling


As part of the quality requirements specified in this Contract, the Contractor shall provide in the
Quality Manual a procedure for handling materials as laid down in the Contract.
Each crate or package shall contain a packing list in a waterproof envelope and copies in
triplicate shall be forwarded to the Company prior to despatch. All items of material shall be
clearly marked for easy identification against the packing list.

The Company may require to inspect and approve packing before items are despatched but the
Contractor shall be entirely responsible for ensuring that the packing is suitable for transit, site
storage and such inspection will not exonerate the Contractor from any loss or damage due to
faulty packing.

4.13.20 Surplus Materials


All surplus materials shall remain the property of the Contractor. The Scope of Work includes
packaging, loading and removal of all surplus Materials prior to Completion of the Work in a
manner approved by Company.

4.13.21 Material Tracking Register


The Contractor shall maintain a computerised Material Tracking Register for all Company and
Contractor supplied equipment and materials to be used in the Work. As a minimum the
Materials Tracking Register shall include for the reporting requirements specified in Section C8
Procedures for Contractors.
Materials reports, Vendor Drawing lists and Project Materials Progress shall be issued to the
Company on monthly basis. Exceptions and Changes shall be reported on weekly basis.
The Contractor shall employ a full time dedicated project materials coordinator responsible for
all materials issues and shall maintain a computerised Material Tracking Register (MTR) for all
Company and Contractor supplied equipment and materials to be used in the Work. As a
minimum, the MTR shall show planned, forecast and actual dates for:

Ex-works date
Transportation from Works
Shipment date and name of carrier
Date of arrival in Oman
Required on Site
Receipt at Site

The Contractor shall maintain, and if requested make available, to the Company Representative
packing, shipping and storage requirements for each shipment.
The MTR shall be issued to the Company as part of the monthly report (see document C-8).
The Contractor shall supply all Materials and associated fittings necessary for Completion of the
Work according to the Specifications and Contract Drawings.

4.14

Quality System
To control the Work, the Contractor shall maintain and use a quality assurance system that
complies with the requirements of the ISO 9001 standard; however, the system shall also
ensure control of non specific ISO 9000 elements such as:
1. Planning and scheduling
2. Progress measuring and reporting
3. Control of As-Built documentation
The Contractor shall select Vendors and Subcontractors which control the manufacture of
products and delivery of services by means of maintaining and utilising a quality system that also
complies with the requirements of the appropriate level of ISO 9001:2000.
The Contractor shall develop a specific project quality plan in line with the overall quality plan of
the Contractor. This project quality plan shall include project quality plans of Subcontractors
(Design Consultant, civil Subcontractor etc.) and shall to be in line with Company requirements.
The project Quality Plans shall include inspection and test plans.

All requirements set out in SP - 1171 shall be complied with during all phases of the Contract by
the Contractor and Subcontractor(s).
All requirements specified in the following clauses shall act as addendum and supplement to the
requirements defined in SP - 1171.
Contractor shall develop and maintain Quality KPIs.

4.14.1

Documents to be Submitted after Effective Date

4.14.1.1 Documents to be submitted within 42 days from Effective Date


Within 42 days from Effective Date, the Contractor shall submit the following documents and
details to the Company for review and approval, with exception (#) as noted below:
a)
An updated Quality Manual, (#) for review and information only};
b)

Contract Quality Plan. The Contract Quality Plan shall address requirements set forth
in clause 2.3.3 of SP - 1171;

c)

Details of the Quality System that shall be applied to the Contract. The Quality System
shall be implemented on the Contract and all related Work locations with in 4 weeks of
the Effective Date;

d)

Updated responsibility matrices;

e)

Updated internal and external audit schedules addressing requirements defined under
clause 4.11.2 to 4.11.7 inclusive and SP - 1171;

f)

Technical Construction Review plan as appropriate;

g)

Preliminary Construction Quality Control Plan (Test and Inspection Plan);

h)

Preliminary Pre-commissioning, Commissioning, Start-up and Initial Operations Quality


Control Plan.

i)

Preliminary Shut down Plan.

4.14.1.2 Document Submittal during Contract


Contractor shall submit all documents indicated. The Company has the right to review and
approve all documents listed for "Approval". The Company may comment on any document
listed for "Information", and the Contractor shall make any required corrections to meet Contract
requirements.
4.14.1.3 Document Submittal Requirements
The Contractor shall, a minimum, submit all documents indicated in Section 9.3 at the times
indicated or agreed and in the formats listed.
4.14.1.4 Documents to be submitted from Design Consultant

Part 2 of SP-1171.

Construction Quality Control Plans


The Construction quality control plan shall be prepared for each of the deliverables and
developed in accordance with the format included in SP-1171.
The Construction quality control plan shall also incorporate all those activities during which
Company presence is required.
A Pre-Commissioning, Commissioning, start-up and initial operations quality control plan shall
be pre- pared by Contractor and submitted to Company for approval.
Sub-contracted construction activities shall be clearly identified and the Contractor shall ensure
that construction Subcontractors prepare construction quality control plans for review by the
Contractor and approval by Company. The construction quality control plans shall be structured
such that activities are listed sequentially.
Subcontractor's activities, where involved in Pre-commissioning, Commissioning and initial
operations, shall be clearly defined in the quality control plan.
All Construction quality control plans for individual parts of the Work shall be submitted to the
Company for approval at least 6 week prior to commencement of each part of the Work. No
construction work shall commence unless the relevant Construction quality control plan is
approved by Company.
The preliminary Construction quality control plan (test and inspection plan) shall be prepared by
the Contractor and submitted for Company approval within 42 days after Effective Date.
The Construction quality control plan shall include:
(a)

Standards: For each of the following stages of the Work, the acceptance criteria shall
be stated.

(b)

Stages of inspection shall cover the following:


i)
Tests to review or approve certification of Material.
ii)
Review and approval of manufacturing procedures.
iii)
Witnessing test or review the approval of certification of operator's qualification
to carry out the Work required.
iv)
Acceptance tests
v)
Visual and dimensional examination of components
vi)
Pressure tests on casings and vessels
vii)
Non-destructive examination of materials in progress
viii) Functional tests on sub-assemblies, acceptance tests, and type tests on
complete units.
ix)
Examination of painting, packing of documentation for shipment.

The Company Representative will indicate the inspection requirements on the agreed inspection
programme in accordance with the following paragraphs.
i. Hold points, which require a mandatory inspection by the Company
Representative. The inspection or test shall be witnessed by the Company
Representative.
ii. Inspection or test of Material may be carried out by the Company Representative
at his discretion.
iii. Certification of Material and functional test shall be agreed by the Company
Representative before dispatch from the Work.

Quality Audits

4.14.3.1 General
The following schedule details the minimum required quality audits to be completed by the
Contractor during the Contract period. These audits shall serve to confirm compliance with the
technical and quality requirements defined in this Contract.
As part of the Contractor's quality plan the Contractor shall detail proposals for each of these
quality audits, stating the commencement date and completion date for each audit. The
Company reserves the right to attend any or all of these audits.
Commencement date of each quality audit shall be within 2 weeks of
commencement of each relevant operation.
The completion of each qualify audit shall be the date the audit report is submitted
to the Company.
Each quality report is to be submitted to the Company within 2 weeks of
commencement of each audit.
Any alteration in commencement dates for each quality audit shall be subject to 14
days prior notice being given to by the Contractor to the Company before the actual
commencement date.
The Company will also monitor the Contractor's performance through its reporting
procedures and may have Company representatives present at the Site(s) and the
Contractor's offices at any or all times during the execution of the Work, including
the Engineering phase.

The Contractor shall clear all audit action items within 14 days of the issue of the report.
Clearing of the audit action items shall be a precondition of the relevant Milestone achievement
Schedules. The Contractor shall not be entitled to additional payment or extension of the
Contract period as a consequence of complying with the audit action items or any other resultant
requirements of the quality audit.
In the event that the Company considers that any quality audit executed by the Contractor fails
to achieve the quality standards required by the Contract, the Company reserves the right to
implement and administer any additional quality audit it may deem necessary.

The Contractor shall be equally bound by the requirements and findings of these Company
instructed audits with regard to Milestone achievement, Substantial Completion and Penalties.
The Contractor shall bear all additional costs incurred by all parties.
The Company reserves the right to check, inspect and audit the Contractor; its Subcontractors
and Vendors at any time and any place to ensure full compliance with the Contract
requirements, subject to giving advance notice of 14 days.

4.14.4

Company Right to Audit and Witness


Notwithstanding the conditions of Document C-3 Article 14; the Company shall have the right at
all times to carry out scheduled and un-scheduled audits, reviews or surveillance activities on
any aspect of the Work at; Vendors and their sub-suppliers, Subcontractors, Design
Consultants, or specialist design consultants, premises and at places of manufacture or
construction over and above those incorporated in the Contractors Quality Plans. The Company
also shall have the right to witness specific inspections and tests as identified in other parts of
the Contract and those decided at Company's discretion. In all instances the Contractor shall
provide the Company with at least 10 working days written notice of the date of inspection or test
at supplier premises. For Site construction activity inspections and tests refer document C6-21.
The Contractor shall, at its cost make staff available to assist the Company with these audits,
reviews or surveillance activities and inspection and tests.

4.14.5

Company Right to Observe Contractors Audits


The Company shall have the right to accompany and observe the Contractor during the
Contractor's internal audits or external appraisal, audit and surveillance/inspection activities.
The Company's role in these activities shall be that of an 'observer' and shall not relieve the
Contractor of its contractual responsibility in these activities.

4.14.6

5.0

ENGINEERING

5.1.1

General
The Contractor shall be responsible for ensuring that the Detailed Design will enable the
completed facilities to fully meet all specifications, standards and performance parameters for
the Work and achieve complete integration with the existing system.
The Contractor's Detailed Design shall include but not be limited to following functions:
-

Design studies, analysis, calculations and simulations,


Preparation of all layouts, construction Drawings, PEFSs, data sheets, and
schedules,
Preparation of all specifications, requisitions and review of all technical aspects of
equipment procured,
Materials selection for the entire Contractor supplied materials,
Obtaining all approvals.

Design, HAZOP, SAFOP and IPF reviews shall be carried out.

The minimum requirement shall be two Design Reviews and two SAFOP reviews, and HAZOP
review and IPF review on reaching 80% design stage. The Contractor shall however include for
all other reviews as required to ensure the effective execution of the Contract.
The Contractor shall implement all necessary changes to the design, which arise out of these
reviews and shall document the changes in a suitable manner. Such changes shall not form the
basis of Variation to the Contract.
Preparation of final As-Built Drawings and documentation, provision of Vendor documentation
and compilation of Operating and Maintenance Instruction Manuals.

5.1.2

Engineering
The Scope of Work is generally stated in Section C4; however, additional requirements which
may be interpreted as defining scope may appear in other sections of the Contract.
The Contractor shall execute all Engineering necessary to develop the Design Basis into the
Detailed Design satisfactory for the procurement, construction, Pre-commissioning,
Commissioning and operation of the Work.
Any reference within the Specification and Drawings to all or part of any specific code or
standard, shall not relieve the Contractor of the fundamental responsibility and obligation to
complete the Work in compliance with all applicable standards, codes, practices, procedures
and reference documents and to execute the Engineering in accordance with all normally
accepted industry standards of good engineering practice.

5.2

Detailed Design Consultant


The Engineering shall be executed by a specialised Design Consultant for each work category
who is appropriately registered and approved by the Company. All work shall be produced in
accordance with the laws, regulations, and rules applicable to Professional Engineers practicing
in Oman, using due standards of care, skill, and diligence. All Vendor designs shall be reviewed
by the Design Consultant prior to them being submitted to the Company to ensure compatibility
with the Engineering design and compliance with the Contract requirements.
Relay protection settings shall be Subcontracted to a specialist Design Consultant that has been
approved by Company to carry out this type of work to ensure the Companys overall power
system protection studies and protection settings are maintained.
Design Consultants engaged by the Contractor shall have a Quality System certified to ISO
9001:2000 by an Accredited Certification Body.
Design Consultants shall have a Corporate QA Manager and Senior QA Engineer meeting
requirements defined in SP - 1171. The Senior QA Engineer shall be dedicated to the Contract.
A Detailed Design Quality Assurance Plan shall be developed and implemented to ensure that
the design meets the Contract requirements.
Contractor shall provide details for management of design interface and coordination, and
control of information flow between them and the Design Consultants.
Contractor shall carry out all studies, reviews (Design Reviews, HAZOP, SAFOP and IPF) as
required for the project. The Contractor shall implement all necessary changes to the design,
which arise out of these reviews and shall document the changes in a suitable manner. Such
changes shall not form the basis of Variation to the Contract.
The Design Consultant shall be responsible for executing all design and engineering activities
under the scope of the Contract, including a thorough review of all Contract Documentation,
Material Requisitions, and a review of all Engineering design preformed by specialist
Subcontractors, to ensure sufficiency of design for the Work and interfaces will other
Contractors.
The Design Consultant shall be responsible for the preparation and review of all As-Built
Documentation to ensure it accurately represents all Materials and Engineering that form the
Work

The Contractor shall ensure that all Engineering designs, Documentation, Materials and As-Built
Drawings are reviewed by the Design Consultant prior to them being submitted to the Company
to ensure compatibility with the Engineering design and compliance with the Contract
requirements.

5.2.1

Minimum Requirement of the Design Consultant


The Contractor shall appoint a Design Consultant who shall have overall responsibility for all
Engineering.
The Design Consultant shall provide a team consisting of the different professional members as
required to complete the Work on schedule.
The Contractor shall submit for evaluation and approval; the CVs of all key individual team
members, organizational chart and Design office facilities, of the Design Consultant. The CVs to
be submitted shall include as a minimum the Design Consultants Project Engineering Manager,
Senior Discipline Engineers (Process, Control and automation, Civil, Electrical and rotating
engineering) proposed for this Project.
The Design Consultant shall provide and maintain the manpower, organization, and facilities
needed to successfully complete the Work in accordance with the Contract Execution Plan.
During the detailed design phase of the project as identified on the Contract Execution Plan the
key individual team members of the Design Consultant shall be dedicated solely and exclusively
to this Contract and shall not be employed concurrently on any other duties whatsoever, unless
specifically agreed in writing by the Company.
The Company considers the most important attribute of a Design Consultant is the qualifications
and the experience of the individuals working in the project team. All key team members of the
Design Consultant shall have had direct experience developing at least three similar projects,
and working in a position on previous teams similar to the position proposed in the Tenderers
technical submission.
The evaluation of individual CVs of team members shall focus on their experience in developing
similar projects. The corporate experience of the Design Consultant in the project team shall be
considered secondary to the relevant project experience of individual team members
The Design Consultants project experience and CVs individual team members shall be
submitted in the format set out in Appendix A and B. CVs of the individuals team members must
be accepted by the Company before such individuals involvement in the project will be
approved.

5.2.2

Specifications, Standards and Codes


Any conflict between Contract; Specifications and Company Standards and procedures shall be
brought to the attention of the Company for clarifications at the earliest opportunity.
The use of any other standard in place of standards specified in the Contract requires written
Company approval. Approval for such shall only be entertained when the Contractor submits a
copy of the proposed substitute standard with a complete documentation of the differences
between the standard specified and the proposed substitute standard (refer document C-5;
Schedule F; Contractors reward scheme).
Any design undertaken by the Contractor to standards other than those specified before
obtaining written approval from the Company shall be at the Contractor's risk.
Compliance with the requirements of the Specifications shall not relieve Contractor of his
obligation to design for safe, operable and maintainable facilities that will meet the project
objectives and to follow sound Engineering practice throughout. Contractor shall highlight all
discrepancies, deviations and errors which may be discovered in the Specifications, to Company
for resolution.

Project Management, Planning and Controls


The Contractor shall provide all necessary project management, planning and control required to
ensure the project proceeds in such a manner as to identify and comply with all Contract
requirements.

5.3.1

Efficiency of Design
The Contractor shall be responsible for ensuring that the Detailed Design takes full account of
the operation and maintenance of all installations. In particular the Contractor shall include all
equipment necessary to provide permanent access for operation, inspection, maintenance and
replacement.

5.3.2

Design Reviews

5.3.2.1

General
To assist the Contractor in ensuring that the Design is in accordance with the Company
requirements and to expedite any key decisions, the Contractor shall hold a Design Review in
conjunction with the Company at their design office. The Design Review shall be held after the
Contractor has completed the Design Basis verification and prior to the SAFOP, HAZOP and
final IPF classification, but in no circumstances later than eight months after the Effective Date.
The Contractor shall have the following documentation available for the Design Review.

The Contractor shall provide the chairman and secretary for the review, which shall be attended
by the Contractor's Engineering Manager.
The Contractor shall show the Design Review on the schedule and shall confirm the dates to the
Company a minimum of 14 days in advance. Design review pre-reading materials shall be
distributed minimum 7 days in advance to all participants.
The Contractor shall produce the Design Review report, which shall be to the approval of the
Company.
The approved Design Review report is required to be issued within 30 days of the completion of
the Design Review. The Contractor shall provide the Company with 4 copies of the report.
The Contractor shall be responsible for all Design Review follow-up Work unless as a result of
the review there are changes by the Company to the Design Basis or Scope of Work.
The Contractor shall produce a follow-up report, which shall demonstrate that all Design Review
action points have been closed out. The report shall be issued on the same format as the
Design Review Report.
5.3.2.2

SAFOP

The Company will conduct a comprehensive SAFOP of the Design in accordance with the
Company Codes, Standards and practices (SP-1145). The timing of the SAFOP shall be
subsequent to the Design Review and once the relevant key Design documents are complete.
The SAFOP shall be conducted at the design offices of the Contractor. Two complete sets of
documentation to be the subject of the SAFOP shall be issued to the Company a minimum of 7
days prior to the SAFOP. The Contractor and his nominated consultant, including GTG
electrical engineer shall attend and provide all required documents and clarifications.
The SAFOP shall not take place until all concept work has been frozen for Detailed Design and
after the Design Review action points have been cleared. Once the Contractor has completed
the SAFOP of the Design and incorporated the action items no further major changes shall be
made to the Design.
In the event that the Contractor significantly changes the design after completion of the SAFOP
the Contractor shall SAFOP the affected area of the plant again, at its own cost, to the
satisfaction of the Company.
The Company will produce the SAFOP report, which will be issued within 30 days of the
completion of the SAFOP.
The Contractor shall be responsible for all SAFOP follow-up work and subsequent incorporation
of all SAFOP recommendation in the Design unless as a result of the SAFOP there are changes
by the Company to the Design Basis or Scope of Work.
The Contractor shall produce SAFOP follow up sheets for the SAFOP action items. These
sheets shall show the follow-up actions undertaken and shall be signed off by the Contractor.
The SAFOP follow-up sheets shall be compiled into an overall follow-up close-out-report, which
must be completed and issued to the Company prior to the Drawings being issued for
construction.

5.3.2.3

HAZOP
HAZOP studies, with Company and Contractor participation, shall be carried out once the
process design has been completed (i.e., frozen PFS's, UFS's, PEFS's, UEF's, PSFS's, USFS's,
Cause-and-Effect diagrams, IPF Classifications, IPF Narratives, Control Narratives, Plot Plans,
Equipment Layouts, Hazardous Area Drawings, Material Report).
The HAZOP studies shall be led by an independent Third Party HAZOP Leader provided by
Company. Contractor shall supply manpower (HAZOP secretary, project engineers, discipline
engineers) and all facilities required during the HAZOP studies. Contractor Scope of Work shall
include implementation of all recommendations resulting from the HAZOP reviews. The HAZOP
shall be carried out in accordance with PR-1696 and EP95-0313 HAZOP.
Sufficient time shall be allocated in the schedule to incorporate HAZOP recommendations.
Contractor shall allow for HAZOP studies to be performed for all subsequent revisions to the
process design as well as the implementation of any recommendations arising.

5.3.2.4

IPF
The IPF classification of the initiators and final elements shall be carried out during the Detail
Design of the plant. After Design Review and HAZOP the Contractor shall carry out a final IPF
classification in accordance with DEP 32.80.10.10 PDO for all BOP IPF loops. This shall include
all instruments connected to the BOP control and/or IPS systems that initiate trips or alarms.
The IPF classification shall take place in the Companys premises. The Contractor shall provide
the secretary, process engineer, gas turbine specialist and an instrument engineer as a
minimum. The Company shall provide the IPF facilitator, operations staff and IPF software for
generating the IPF report. The Contractor shall allow min. 3 full days for the classification.

5.3.3

Company Monitoring of Design


The Contractor shall note that this section applies only to design documentation and shall not
limit the obligations of the Contractor elsewhere in the Contract.

Drawings and Documents Required for Company Review and Comment
The Company shall reserve the right to review all Drawings and documentation including
purchase requisitions comprising the design deliverables. It will not be necessary for the
Company to review or approve all Drawings and documentation. In general the Company will
only review only those documents listed in Section 9.3. Overall responsibility in terms of its
integrity with Contractor's obligation under this Contract remains with Contractor.
Any exclusion at the Design Review stage shall not preclude the right of the Company to review
or approve any so excluded Design deliverable at a later date. To this end the Contractor shall
provide a complete Document Control schedule for all Design deliverables at the
Commencement of the Contract.
Contractor shall ensure that all documents of Contractor, Subcontractor(s) and Vendor(s) are
reviewed for adequacy, suitability and correctness and endorsed by the Contractor prior to
submitting to Company for review and/or approval.
Company review of Contractor, Subcontractor(s) and Vendor(s) documents does not absolve
Contractor of its Contractual obligations to fulfil and meet all requirements specified in the
Contract. Any non-compliance, deficiency or omission revealed at any stage during execution of
the Contract shall be rectified by the Contractor at no cost to the Company.

5.3.3.2

Documents not required for Approval or Review


All remaining Drawings and documentation need only be issued to the Company for information
at the time of being issued for Construction.

5.3.3.3

Design Technical Audits


The Company may conduct a number of technical audits on the design work to ensure that the
Contractor is complying with the requirements of the Contract. The number and timing of audits
shall be as decided by the Company. Company will give a minimum of 14 days notice for such
audits. For Subcontractors and Vendors Contractor shall ensure that Company Representatives
get free access whenever required to carry out such audits.
The Contractor shall provide all reasonable facilities for the Company in order to carry out each
audit. This shall include a large dedicated room with tables for the audit team and incidental
services such as photocopying, typing and telephone/fax communication. The Contractor shall
make all technical files available for the audit team to review.
The Contractor shall note that the design technical audits are independent of any quality audits
the Company may specify elsewhere in the Contract.
The Contractor shall clear all audit action items within 14 days of the issue of the report and
shall produce an Audit closeout report.

6.0

CONSTRUCTION

6.1

General
It shall be the responsibility of the Contractor to provide Work and Materials in accordance with
the best modern practice and nothing written or implied in the specifications shall relieve the
Contractor of his responsibility of the quality and soundness of the finished Work, which must be
suitable for the duty intended. The Contractor shall be responsible for the satisfactory operation
of the completed Work.
The Contractor shall ensure that all Construction Drawings prior to being issued to Site are
stamped by the Company to clearly indicate that release does not relieve the Contractor, Subcontractor or Vendor from any liability or obligation under the Contract.

Construction Equipment
The Contractor shall, prior to brining Construction Equipment onto Site shall only do so after
receiving written approval from the Company, after such a request is made in writing by the
Contractor.
Any Materials, Construction Equipment, or temporary structures installed or erected on the Site
or within Facilities shall be removed by the Contractor when so directed by the Company to
permit the execution of other work in connection with the Project or at the completion of the
Contractor's Work.
All Construction Equipment shall be supplied and maintained in good condition and shall be of
the proper type and size to perform the Work. The Construction Equipment shall be regularly
and systematically maintained throughout the Work to ensure proper, efficient operation.
Construction Equipment which is inadequate or improperly maintained shall be promptly
modified, repaired, or removed from the site and replaced as directed by the Company, and at
the Contractor's expense.
When the Work is completed, all Construction Equipment shall be removed from the Site and
the area shall be restored to its original condition to the maximum extent practicable.
All Construction Equipment shall meet fire protection codes and evidence of such shall be
submitted to the Company for approval.

6.3

Erection and Checking At Site


The Contractor shall allow the Company and his representatives full access for checking and
inspecting the equipment at site.
The carrying out of all Work included in the Contract shall be supervised by an adequate
number of qualified representatives of the Contractor.

6.4

Scaffolding and Staging


Contractor shall provide, install and take down all necessary scaffolding and staging required for
the execution of the Work. Scaffolding and staging shall comply with the ' PDO Safety
Reference Document'.
Scaffolding to be approved by the Company prior to use. Contractor shall employ a Scaffolding
Supervisor who shall be responsible for the certification of all scaffolds in accordance with the
requirements of HSE Specifications, Section C9

6.5

Cathodic protection
The Contractor shall ensure that, when working on or near facilities under Cathodic Protection,
the conditions of PR-1234 Safe Working Procedures for Cathodic Protection Systems' are
strictly observed. Cathodic Protection systems shall not be switched on or off without the
advance knowledge and approval of the Company's Cathodic Protection specialist or Corrosion
Engineering Department.

6.6

Site Facilities

6.6.1

Areas allocated for the Contractor


The Company will provide the Contractor with unprepared open plot areas close to the Amal
Power Station for the storage of plant, equipment and materials. The Contractor shall be
responsible for preparation of the site to suit the required purposes.
The areas allocated for the Contractor's industrial and lay down areas shall be used solely for
industrial purposes such as site offices, prefabrication, maintenance, storage or similar
activities. The Contractor shall not erect in these areas any form of residential or messing
facilities.

The Company will provide the Contractor with unprepared area close to the Amal Power Station
for the erection of accommodation and recreational facilities (Camp), and it is the Contractors
responsibility to prepare the area for the intended purpose.
The Contractor shall confine his site activities to the above areas.
Access to Site and the Contractor's area shall be through separate gates.
The Contractor shall assess the adequacy of the areas allocated and of Site access, and if
considers insufficient Contractor shall seek the Company's approval for any necessary
improvements.

6.6.2

Temporary Camp
The Contractor shall provide at the allocated area a temporary camp, Masjid (prayer area) and
recreation centre including all messing and laundry services for all their staff and Company staff
for the Contract duration. The Camp shall be constructed & maintained according to Company
standards & according to the requirement specified in C6-35. Contractor shall be responsible for
all site preparation, development, and reinstatement.
The Contractor shall be fully responsible in line with the Company standards for furnishing all
utility services of any type within the camp plot and to support the camp within the Scope of this
Contract. The Contractor shall be responsible for the construction and maintenance of all
temporary roads required for the work. This includes all roads to/from camps, offices,
workshops; borrow pits, utilities, areas used for fabrication, and the Construction Site.
Ownership of the camp facilities shall at all times remain with the Contractor. Any site furnished
to Contractor shall be restored to original condition (cleared and cleaned), and returned to the
Company in accordance with the requirements of the Contract. The Contractor shall at the
request of the Company leave in place all piping, wiring, and permanent improvements asinstalled at the camp site.

6.6.3

Temporary Offices
The Contractor shall provide and maintain for his account temporary office facilities including
catering and sanitary facilities and social amenities for his own staff and labour in accordance to
Company standards.
Each office shall be furnished by the Contractor on his own account with adequate furniture
including filing cabinets, desks, flat tables where required, office machinery, fire extinguishers,
etc.
The Contractor shall provide the number of offices and amount of office equipment for the
exclusive use of Company's personnel, as specified in C6-29.
All multiple office units and amenities, buildings erected by the Contractor shall have a minimum
of two exits.
The Contractor shall submit his office plan to the Company for review and approval.

6.6.4

Materials Handling and Warehousing


The Contractor shall provide and maintain to the Company's satisfaction, an adequate fenced
and secured covered temporary warehouse for receiving, storage and despatch for all materials
requiring covered storage including racks sleepers, storage bins, etc... The material yard for
outside storage shall also be fenced.
All material yards shall be locked-up outside normal working hours. The Contractor shall be
responsible for adequate storage and protection of all materials under his control against
damage, loss or weather influences, including dust free areas to meet manufacturers
recommendations/instructions. If required, sensitive equipment shall be stored in a temperature
and humidity controlled environment.
Before MS-2 as per C5 Schedule E, the Contractor shall submit to the Company for review his
complete warehouse plan, showing layout of covered areas, hard standing areas, non-paved

areas, roads, access roads, fences, weather controls, control of shelf life, first-in first-out
procedures, etc.
The Contractor shall be responsible for transport and on/off loading of all materials destined for
Site. Contractor shall draw up a proposal for material transport and on/off loading.

6.6.5

Temporary Site services


Prior to erecting any temporary Facilities, the Contractor shall submit the detailed Drawings of
the proposed temporary Facilities and the number of personnel using these Facilities, to the
Company, for review. Contractor shall keep up-to-date and issue revisions of the Drawings for
review.
The Contractor shall comply with the Company's requirements as detailed in the Specification
and Section C9.

6.6.5.1

Electricity Supply
The Contractor shall provide and maintain a secure, stable, self-contained electric power supply
system on the work Site and the camp with sufficient generating capacity to power all Facilities
including accommodation. The Contractor shall supply and install the necessary cables and
accessories for all the electrical installations. Contractor shall bear the electricity charges for
power supply to Facilities including accommodation. Contractor shall install electrical meters and
provide monthly readings of power consumption duly witnessed and signed by CSR. The meter
shall be of Company approved type and calibrated by third party and the cost will be borne by
the Contractor for supply and calibration.
The Contractor shall submit to the Company for review detailed schematics of all proposed
temporary electrical installations on the site in compliance with Contract requirements, at least
four weeks prior to commencement of installation of the same.

6.6.5.2

Lighting
The Contractor shall install and maintain all lighting required for the performance of the work.
The lighting system shall give adequate illumination in all working areas, storage areas and
along all footpaths and roadways on the work Site and the camp. Sufficient lighting shall be
installed to ensure safe working conditions in all places on the work Site and residential area
and safe access to all parts of the work Site.

6.6.5.3

Water Supply
The Contractor shall provide necessary water supply facilities required on the Site, including
adequate supply and storage of construction & drinking water, with all necessary drainage at the
Camp.
The Contractor shall provide the water for hydro static testing, all necessary facilities required for
the testing and the disposal of the test water, including but not limited to tanks, piping, pumps,
manifolds, and pressure gauges. The procedure for the disposal of test water shall be approved
by the Company.
Company does not guarantee the Contractor availability of water from any of the existing water
wells in the locations of the Work and may consider drilling new wells in the vicinity of the
proposed Sites. Drilling of wells require Company approval.
All matters relating to the disposal of water shall receive prior approval by Company and shall
comply with the requirements of the Laws and regulations of Oman.
The method and location of any water disposal shall be approved by Company and any
treatment necessary to comply with the Environmental Standards shall be carried out by
Contractor within the Scope of the Work.
Any disposal wells required for waste water shall be drilled by Contractor but the position and full
details of such wells shall be reviewed by Company prior to submission to the relevant
Governmental Ministry or local authority.

Construction water specification shall be strictly in accordance with specifications in SP-1208.
The Contractor shall also supply all water for first-fill and subsequent Commissioning testing of
the Work.
Sanitary conveniences shall be provided and maintained by the Contractor and shall be
approved by the Company and the local authority concerned.

6.6.5.4

Sewage Treatment
Contractor shall provide a Sewage Treatment Plant (STP) of sufficient capacity to cater for the
Construction, Pre-commissioning, Commissioning and Initial Operation phases of the Work.
Consideration should be given to the use of modular equipment to simplify removal at
demobilisation.
The STP and all associated work shall be in accordance to the Company HSE Specifications,
procedure and guideline and Section C9 of the Contract document.

6.6.6

Communications

6.6.6.1

Construction Communication Facilities


Company will arranged for a tie-in point for the telephone lines for provision of
telecommunication during construction. Contractor to arrange connecting the telephone lines to
this tie-in point.
Total of twenty lines has been allocated for this project. Ten for the Company staff and ten lines
for Contractors Site offices and accommodation (if required).
Above service will be provided on a best endeavours basis. Company shall not be held liable for
non availability of above service.

6.6.6.2

Permanent Telecommunication Facilities


The Company will arrange an Other Telecommunications Contractor for the provision of
permanent telecommunication voice and data services at the Site, if required. The Contractor
shall assist the permanent telecommunications facilities contractor.

6.6.6.3

Local Radio Communication


Refer Clause 1.2.3 of C6-35

6.6.7

Signboards
During construction the signboards at camp; industrial area and construction Sites shall be in
Arabic and English languages and any additional language that may be advised by the Company
Site Representative. The signboards shall be removed upon demobilisation.

6.6.8

Fencing
The Contractor shall fence off all allocated areas for his work under this project. The fenced
areas at the site shall be secured with locked gates outside working hours. The Contractor shall
provide the Company with one duplicate of each gate key, to enable free access to all areas of
the site including the Contractor's temporary facilities.
Contractor shall fence off the constructed area as indicated in construction Drawings after
Completion of the Work.

6.6.9

Health Management
The Contractor shall comply with all the requirements of Section C9.

Medical Facilities
The Contractor shall, within a period of 14 days after MS-2 as per C-5 Schedule E, provide and
maintain medical facilities as specified in SP1230, CP123 and PR1065 Health management;
medical conditions of contracts and Emergency Response.

6.6.11

Maintenance
The Contractor shall be responsible for the maintenance as per Contract requirements of all
temporary facilities erected within the allocated areas including but not limited to the fences,
gates, generators, accommodations and access roads constructed by the Contractor.

6.6.12

Demobilisation of the Industrial and Camp facilities.


The Contractor shall reinstate the area to a clean and tidy condition to the satisfaction of the
Company (refer Section C9).
Contractor shall demobilise all Contractor's site facilities including, but not limited to, office
buildings, covered areas, workshops, prefabrication shops, storage facilities, electrical and water
distribution systems and all supporting facilities. Contractor shall reinstate the area to a clean
and tidy condition to the satisfaction of the Company.
All rubbish rubble and condemned materials shall be cleared from all work Sites in a manor
approved by the Company during the progress and at the completion of the Work.
Before completion of the Work the Contractor shall clean off any paint splashes, shall clean
down all floors, walls, roofing, paving, gutters, gullies etc., and all other plant equipment and
fittings and shall ensure that all sanitary fittings and door furniture are made and maintained
clean and in proper working order prior to handing over of the facility. Any repairs that need to be
carried out before the hand over shall be carried out with no cost to the Company.
The Contractor shall also, upon completion of the Work, clear away all plant and temporary
Work, and make good to the complete satisfaction of Company.

7.0

PRE-COMMISSIONING, COMMISSIONING AND TESTING


The Contractor shall be responsible for all aspects of Pre-commissioning, Commissioning, and
Performance Testing of the Work prior to Substantial Completion and shall be further
responsible for the subsequent Commissioning through to load connection and reliability testing.
The Company will carry out pre-start audit prior to starting the plant. Only upon closing all audit
findings and Company approval, the Contractor can proceed with Commissioning and start up of
the plant.
Not included in the Contractors Scope of Work is the Commissioning and Performance
Testing of the HRSG Package, which will be the responsibility of the HRSG OEM.

7.1

Commissioning Plan
The Contractor shall develop a Commissioning plan in accordance with the requirements of PR1150, PR-1159 and PR-1169 as appropriate and detailing all aspects of the Pre-commissioning,
Commissioning and addressing the role of the Contractor and Company under this Contract.
As a minimum the Commissioning plan shall address the following:
System definitions,
Schedule and method of approach,
Organisation and responsibilities,
Quality control criteria,
Attendance of Vendor representatives,
Co-ordination with the Company, Company resources required and timing, Company
witnessing and Company operations support,

Performance Tests.
The Contractor shall give sufficient detail in the programme to satisfy the Company
Representative that the sequence and duration of the proposed Commissioning activities are
logical and realistic. Details of the Contractor's Commissioning staff necessary to achieve the
programme shall be given.
The Commissioning plan shall be subject to the approval of the Company prior to commencing
any Pre-commissioning or testing on Site and shall be submitted to the Company 90 days prior
to the scheduled commencement date of such activities.

7.2

Procedures
At least 90 days prior to commencing any Pre-commissioning or Commissioning of any of the
plant or equipment at Site the Contractor shall submit to the Company complete sets
Commissioning documentation for approval consisting of
Testing, Pre-commissioning, Commissioning, load connection, and reliability test
procedures.
Full comprehensive test procedures for the remote control system; balance of plant
control system; safe guarding system and fire & gas system. Functions proposed shall
be according to the normal routines defined in the operating procedures to be supplied
by the Contractor.
Fully comprehensive schedules of Pre-commissioning check lists and test sheets as
applicable to each item of the plant and equipment provided. The approved schedules
shall be used during the Pre-commissioning as a guide to the methods to be followed
and to record the actual activities carried out with the appropriate data. Each activity on
the schedules, when completed to the satisfaction of the Company shall be signed and
dated by the Contractor. The schedule shall be counter-signed by the Company's
Representative as necessary.

7.3

Test and Inspection Sheets


The Contractor shall be responsible for preparing and using test and inspection sheets for all
equipment and systems, in accordance with the Companys standards and practices.
Commissioning of a system or sub-system shall not commence until the entire Precommissioning test and inspection sheets have been approved by the Contractors
Commissioning Manager.
Contractor shall prepare a comprehensive selection of Construction /Pre-commissioning Test
Sheets that shall be submitted to the Company for Approval. The selection of Construction /Precommissioning Test Sheets in part can be based on the Forms provided in DEP 63 10 08 11
Gen and SP-1100, and PR-1169

The Contractor shall however develop additional inspection forms for equipment not covered, or not
fully covered, by the above mentioned documents.
For Pre-commissioning and Commissioning, 'Form 1 of DEP 63 10 08 11 Gen is applicable to all
equipment; subsequent forms shall be used as required.

Test and inspection sheets shall be signed off by the Companys Commissioning Engineer after
successful testing.

7.4

Tests at Site
All tests on completion of erection and installation shall be carried out by the Contractor. The
Contractor shall provide all necessary test equipment to carry out the Site tests.
The Contractor shall submit a written programme of tests and checks for the approval of the
Company.
The Contractor shall provide experienced test personnel and testing shall be carried out during
normal Working hours as far as is practicable. Tests which involve existing apparatus and
outages may be carried out outside normal Working hours. The Contractor shall give sufficient
notice to allow for the necessary outage arrangements to be made in conformity with the testing
programme.
The Contractor shall record the results of the tests clearly in a form approved by the Company
and with clear reference to the equipment and items to which they refer, so that the record can
be used as the basis for maintenance tests during the Working life of the equipment. Site test
results records shall be provided by the Contractor to the Company as soon as possible after
completion of the tests.
No tests as agreed under the programme of tests shall be waived except upon the instruction or
agreement of the Company in writing.
The Contractor shall be responsible for the provision of supplies for the operation of test
equipment.
All equipment and plant shall pass such test as are required by the Company to prove
compliance with the Specification independently of any tests which may already have been
carried out at the manufacturer's works and the tests which are specified hereinafter.
In particular all functional and pressure tests on fully assembled and complete items of plant
which have not been carried out at the manufacturer's works, shall be carried out on Site.
The Contractor shall provide all labour, materials, consumables, chemicals and stores as may
be required to carry out site tests efficiently.
Costs for all tests shall be included in the Contract price.

7.5

Pre-Commissioning and Commissioning

7.5.1

Pre-Commissioning Checks and Commissioning


The Contractor shall be responsible for the safe and efficient setting to work of the whole of the
plant and equipment. The methods adopted shall be to the general satisfaction of the Company
Representative on Site, and shall be in accordance with any safety and permit regulations in
force by the Company on the Site. C6-21, PR1150, PR-1159 and PR1169 shall be fully
applicable for these activities.
The Contractor shall give sufficient detail in the programme required in Commissioning plan to
satisfy the Company Representative that the sequence and duration of the proposed
Commissioning activities are logical and realistic. Details of the Contractor's Commissioning
staff necessary to achieve the programme shall be given.
At least three months before commencing the Commissioning of any equipment, the Contractor
shall submit for approval fully comprehensive schedules of Pre-commissioning check lists and
test sheets as applicable to each item of the equipment provided. The schedule shall then be

used during the Pre-commissioning as a guide to the methods to be followed and to record the
actual activities carried out with the appropriate data.
Each activity on the schedules, when completed to the satisfaction of the Company
Representative shall be signed and dated by the Contractor. The schedule shall be countersigned by the Company's Representative as necessary.
When the Commissioning of each Section of the work is complete and before the acceptance
tests are commenced, the Contractor shall carry out such preliminary tests as necessary to
establish the plant is functioning correctly and efficiently and to make any adjustments required.
All test equipment, tools, materials, consumable, labour and spare parts etc., required during
Commissioning shall be provided by the Contractor.
Notwithstanding the above, the Company may make some operators available to assist the
Contractor during Commissioning.

7.5.2

Completion of Pre-commissioning
Completion of Pre-commissioning shall not be deemed to have occurred until the following has
been fulfilled:
All Pre-commissioning test and inspection sheets have been fully completed and have
been approved and signed off by the Company,
-

Acknowledgement, in writing, from the Company that all test and inspection sheets
have been satisfactorily completed and that the Work is ready to commission,

All infrastructure is in place and operational,

The Site is acknowledged, in writing, by the Company Site Representative to be clear


of all-unnecessary construction equipment and materials,

The approved Commissioning Plan acceptance criteria for Pre-commissioning have


been fulfilled,

An agreed exceptions list (punch list) of identified items to be rectified, has been
agreed by both the Company and the Contractor,

Close out of all Exceptions List items that are related to personnel safety or the safe
operation of equipment (category A),

Close out of all Exception List items which would require shutdown/ blowdown of the
plant or part thereof should they not be closed out prior to start of Commissioning,

Close-out of all high and medium pre-start-up audit actions,

Completion of all Company staff training,

Completion of Operating and Maintenance Instruction Manuals.

The Company reserves the right to selectively allow Commissioning of each phase of the Work
to commence in stages whilst Pre-commissioning continues elsewhere in that phase of the
Work. This shall not constitute achievement of the Pre-commissioning Milestone.
Marked up As-Built Drawings shall be completed and original copies shall be made available at
Site (filed and indexed) for reference purposes at the end of Pre-commissioning. The contractor
shall ensure that any further changes taking place during the Commissioning phase shall be
captured in the as built mark up Drawings.

7.5.3

Pre-commissioning Dynamic Tests


Prior to commencement of these tests, procedures must be in place and operational constraints
and precautions identified and actioned to prevent personal injury or property damage.
Pre-commissioning Dynamic Tests shall include:
Functional testing of all safety equipment, including emergency stops, guards, process
interlocking, alarm verification, pressure reliefs, fire fighting systems etc.
Set-up and Calibration verification checks on all instruments.

Stroke all valves, dampers etc., check and adjust limit switch operation. Check functionally
correct, including valve flow direction, air-to-open / close, NO / NC switches.
Bump testing of all motors, including setting short circuit, overload and thermal protection
relays and configuration of VSDs etc.
Verification that maximum load demand by rotation equipment shall not cause overloading.
Checking PLC I/O, recording and indication systems, control, and operation from the MMI
and/or operator stations.
Pressure Testing
Leak Testing
Cleaning, flushing, drying and verification of system cleanliness standards where
appropriate.
Prior to commencement of these tests, procedures must be in place and operational constraints
and precautions identified and actioned to prevent personal injury or property damage.
The Contractor is responsible for all Commissioning checks and completion of Commissioning
inspection documentation which must be completed prior to Commissioning inspections.

7.5.4

Commissioning Tests
The Contractor will not proceed with commencement of Commissioning tests on any plant or
part thereof until after Pre-commissioning tests have been completed to the satisfaction of the
Company.
The following shall be made available to the Commissioning Teams prior to Commissioning start
up: Set of Process Engineering Flow Scheme (PEFSs)
Set of Single Line Diagrams (SLDs)
Set Draft Operating and Maintenance Instruction Manuals for all Equipment
Set Test Packages
Set of marked up As-Built Drawings
Completed Set of Pre-Commissioning checklists
Hand-Over Exception List
All the above shall be maintained at Site and a control log register shall be kept.
Commissioning tests shall include, but not limited to the following:
Functional Tests that prove the operability of the installed plant in accordance with the
specifications
The Contractor shall allow for liaison with the DCS System Integrator to carry out
Commissioning tests, which will include yellow lining the Level 2 Functional Description by
running through all operational configurations and software steps.

7.5.5

Commissioning Inspection Defect List


As a continuation of the on-going defect listing process developed during the construction and
Pre-commissioning phases, both the Company and Contractor shall add further items to the
defect list as appropriate during the Commissioning phase. The Contractor shall maintain all
defect lists which shall from time to time be audited by the Company to verify that items have
been actioned to the satisfaction of the Company.
Since the overall project is carried out in phases, the Commissioning activities will also be
carried out in phases. Hence each system/ equipment shall be accepted by Operations as soon
as it meets its acceptance criteria as per contract and associated test packages have been
submitted accordingly.

All Commissioning and testing work shall be carried out in such a manner so as not to obstruct
the operations of the Company or of any other contractor. The Contractor shall co-operate fully
with the Company and other contractors during the Commissioning and testing, which will be
subject to careful planning to minimise the Commissioning period.

7.5.6

Completion of Commissioning
Completion of Commissioning shall not be deemed to have occurred until the following has been
fulfilled:
All Commissioning test and inspection sheets have been fully completed and have been
approved and signed off by the Company,
Acknowledgement, in writing, from the Company that all test and inspection sheets have
been satisfactorily completed and, Performance Testing can be started.
All infrastructure is in place and operational,
The approved Commissioning Plan Acceptance Criteria for Commissioning have been
fulfilled,
An agreed exceptions list (System Exception List) of identified items to be rectified, has
been agreed by both the Company and the Contractor,
Close out of all System Exceptions List items that are related to personnel safety or the
safe operation of equipment (category A),
Close-out of all high and medium pre-start-up audit actions,
System Acceptance Certificate Issued
The Company reserves the right to selectively allow Commissioning of each Phase of the Work
to commence in stages whilst Pre-commissioning continues elsewhere in that Phase of the
Work. This shall not constitute achievement of the Pre-commissioning Milestone.

7.5.7

Commissioning Reports
The Contractor shall submit 5 copies of the comprehensive Commissioning reports for the
HRSG for review and subject to approval by the Company. The report shall be in accordance
with the requirements of PR-1159 and shall contain the following as a minimum:
(i)
Narrative of Pre-commissioning and Commissioning activities, noting particularly the
problems that were encountered and the actions undertaken to resolve these,

7.6

(ii)

Minutes of all Commissioning meetings,

(iii)

Signed inspection and test records, and,

(iv)

Certificate of acceptance of Reliability Test.

(v)

CCMS generated Completion Certificate

Commissioning Spares
Except for the Commissioning spares that will be supplied with material free issued by the
Company, the Contractor shall provide all other Commissioning spares for testing, Precommissioning, Commissioning and Reliability Testing. Any unused Commissioning spares shall
be the property of Company at takeover.

7.7

Consumables
The Contractor shall be responsible for providing all consumables during construction, testing,
Pre-commissioning, Commissioning, connection to load and Reliability Testing except electricity
for testing, Pre-commissioning and Commissioning. The Companys power shall not be used
for construction activities unless agreed upfront with the Company with mutually agreed
conditions.

Vendor Representatives
The Contractor shall make all arrangements, including but not limited to; transport, visa, HSE
training, accommodation and messing, and provide for all attendance of Vendor representatives
during: assembly on site, testing, Pre-commissioning, Commissioning, connection to load and
Reliability Testing of all equipment:
As a minimum for following equipment Vendor representatives shall be required at site as per
above:
6.6/0.433 KV Transformer
6.6 kV Switchgear
415 V switchgear
AC and DC UPS systems
Instrument air compressor packages
The Contractor shall be responsible for all costs incurred for the attendance of Vendor
representatives for Material that is provided by the Contractor.

7.9

OEM Representatives (Company provided free issue Material)


The Contractor shall have the overall responsibility for coordinating with the HRSG OEM for the
timely utilization of OEM supplied personnel as per: Table 4.1 OEM Schedule for the provision of personnel to provide technical advisory
assistance during the Installation and Pre-Commissioning of the HRSG Package in
Section 4.7 of C4 Specific.
Though the Contractor shall not be responsible for costs incurred for the attendance of OEM
representatives for Material free issued by the Company, including local and international travel
cost, travel time, visa fees, airport tax, insurance, allowances, lodging and boarding in own
country and in Muscat, preliminary and subsequent preparation time for the preparing the
reports, etc. the Contractor shall be responsible for providing; transport to and from Muscat to
Site, lodging and boarding whilst at Site.

7.10

Hydro Static Testing and Re-Instatement Testing


In addition to the requirements of SP-1212 and DEP 31.40.40.38 hydrostatic testing, flushing
and re-instatement testing shall be carried out in accordance SP-1208 and specification C6-21.
The hydro static test pressures, the identification of the test sections and the relevant isolations
shall be as set out in the hydro static test Drawings that shall form a part of the detailed test
procedures to be developed by the Contractor. The Contractor's Scope of Work includes
supply, handling, transport and disposal of hydro static test water. A sample of hydro static test
water shall be submitted to the Company for laboratory test and approval obtained prior to use
for hydro static testing.
The water used for hydrostatic testing purposes shall be in accordance with SP-2051 and shall
be treated with anti-corrosion chemicals. A sample of hydrostatic test water shall be submitted
to the Company for laboratory test and approval obtained prior to use for hydrostatic testing. All
instruments and their ancillary equipment, unless forming part of the test skid, shall be isolated
from the hydrostatic test pressure or removed from the piping.
With exception of the gas turbine casing all cast, forged or fabricated pressure vessels or
enclosures and all completed pipes, bends and fittings which are to be subjected to an internal
pressure or vacuum during operation shall be subjected to a hydraulic test. The test pressure
shall be maintained for a minimum of 30 minutes or longer at the discretion of the Company
Representative to permit complete examination by his Inspector.
The HRSG shall be tested in accordance with the Manufactures testing requirements.
All hydraulic tests shall be carried out prior to surface coating or painting and cast iron
enclosures may be subjected to hammering as required by the Company Representative.
The Contractor shall supply labour, materials and appliances for such testing.

All instruments and their ancillary equipment, unless forming a part of the test skid, shall be
isolated from the hydro static test pressure or removed from the pipelines. Upon the successful
completion of the hydro static test dewatering and drying of the pipelines will be required, unless
stated specifically otherwise herein.
The Contractor shall provide a detailed hydro static test procedure for the Companys approval
prior to any testing being performed. The procedure shall include a test diagram to show fill,
vent, and drain points, calibration data of the pressure and temperature readout instrumentation,
and the required hydro static test equipment connection details.
Upon a successful hydrostatic test, the lines shall be de-watered and drained. The hydrostatic
test water that remains inside the facilities longer than one week shall be treated with biocide
and corrosion inhibitor (to be supplied by the Contractor). For the HRSG, hydrostatic procedure
shall be developed keeping in view vendor requirements.
The Contractor shall provide all materials necessary for hydro static testing including pumps,
piping, fittings, flanges, gaskets and other small materials, test instruments with valid
certification. The Contractor shall provide all consumables such as inhibitors and additives refer
to SP-1208. Water used for hydrostatic testing purposes shall be chloride free to within 0.1 ppm
and shall be treated with anti-corrosion chemicals.
The Contractors Scope of Work also includes reinstatement of all valves and other equipment
removed or disconnected for the purposes of hydro static testing.

8.0

COMPLETION

8.1

Substantial Completion

8.1.1

General
Notwithstanding the General Conditions of Contract, Substantial Completion shall only occur
when the following has been fulfilled:
The acceptance requirements of the approved Commissioning Plan and minimum
performance acceptability criteria set out in C6-21 have been achieved to the
Companys satisfaction.
Documented and agreed exceptions list
Reliability Test has been completed to the satisfaction of the Company.
Acceptance tests have been completed and documented to the satisfaction of the
Company
Commissioning completed and Commissioning report approved by the Company.
All auxiliary systems, such as earthing, lighting, fire alarm etc. are commissioned and
accepted by the Company.

8.1.2

Custodianship
The Contractor shall be responsible for all testing, Pre-commissioning, Commissioning,
connection to load and performance and reliability testing. However, after acceptance by the
Company of Substantial Completion, the systems will be transferred to the custody of the
Company and all of the Company's operational procedures shall be complied with.

8.2

Completion of Work
Notwithstanding the General Conditions of Contract, Completion shall be deemed to have occur
when the following has been fulfilled:

8.3

Rejection of Plant
If any item fails to comply with the requirements of this Contract document in any respect
whatsoever at any stage of manufacture, test, erection or on completion at Site, the Company
Representative may reject the item, or defective component thereof, whichever he considers
necessary, and after adjustment or modification as directed by the Company Representative, the
Contractor shall submit the item for further inspection and/or test.
In the event of a defect on any item being of such a nature that the requirements of this
Specification cannot be fulfilled by adjustment or modification, such item is to be replaced by the
Contractor, at his own expense, to the entire satisfaction of the Company Representative.

9.0

DOCUMENTATION

9.1

General
The Contractor shall recognise that the Drawings and information provided in Section C6-00 are
not complete. The Contractor shall be responsible for providing a complete overall design and
for checking and developing all of the Design Basis documentation through to Completion.

9.2

Hazardous Area Documentation


The management of hazardous areas must be formally documented. It is therefore a
requirement for auditable documentation, showing that hazardous areas have been
appropriately classified and the installation complies with the appropriate certification
documents, Company Standards, and any other requirements specific to the plant, be prepared.
To achieve this, a verification dossier shall be prepared and kept on Site. This dossier shall
contain the information as specified in the appropriate parts of IEC 60079-17 for the types of
protection being used.
It shall be the responsibility of the Contractor to ensure that the relevant information is produced
and will generally include:

Hazardous area classification drawings with standards, methods and assumptions


used to classify,
List any conditions required for the classification (use of gas detection, forced
ventilation, etc.)
For buildings and enclosed spaces, any special requirements for ventilating systems
The type of protection used for all electrical fittings and appliances,

of equipment for each facility, area, unit, building, etc,
Process conditions such as operating pressures, flow rates temperatures and material
present used for the classification,
List and location of all electrical fittings and appliances,
Certification documents for all electrical fittings and appliances,
Inspection, Testing and Maintenance procedures,
Periodic re-inspection procedures,
Repair and overhaul procedures.

Installation and Testing Requirements for Hazardous Areas


Construction equipment involving the use of open flame (gas welding), arcs (standard power
tools), heat or other sources of ignition shall not be carried out in a hazardous area without

ensuring conditions have been made safe by the control of the flammable gases and vapours
which may give rise to the risk.
On-site electrical testing shall be performed only if such tests do not introduce voltages and
currents, which could lead to unsafe conditions, either directly or by damage to safety
components.
Testing of intrinsically safe systems or circuits shall only be performed using test devices
specifically certified for connection to such circuits.
Whenever practicable construction work and testing shall be performed with the installation free
of hazardous gases and vapours
A gas atmosphere shall be considered non-hazardous provided the concentration of gases or
vapours is below 25% of the lower explosive limit. Tests shall be made at sufficiently frequent
intervals to ensure safe conditions are maintained.

The inspection, testing and certification of installations in hazardous areas shall be in


accordance with Company procedures and shall be carried out only by experienced personnel
whose training has included instruction on the various types of protection and installation
practices, relevant rules and regulations and on the general principles of hazardous area
classification.
In no circumstances shall power be applied to the installation before all required
inspection, testing and certification has been completed.

9.4

Company Provided Documentation


The Company has executed a Front End Design/Design Basis in order to provide preliminary
design details in the form of key data, performance parameters, particular specifications
Drawings and information.
Copies of the FED Drawings and information are included in Document C6 (indexed in C6-00)
and Attachments to C4 Specific which is provided for information only.
Work shown upon Drawings and not mentioned or described in the specification, and Work
described in the specification and not shown on the Drawings, will nevertheless be held to be
included in this Contract and their execution shall be covered by the Contract Price in the same
manner as if they have been expressly shown upon the Drawings and described in the
specification.
All matters omitted from the Contract document, which may be inferred to be obviously
necessary for the efficiency, stability and completion of the Works, shall be deemed to be
included in the Contract Price.
The Contractor shall be aware that all Contract documents or parts thereof are complementary.
The Contractor shall inform the Company of any inconsistency between the Drawings and the
Scope of Work, the Specifications and any other Contract Document prior to commencement of
construction. The Contractor shall bear any subsequent costs resulting from any failure to notify
the Company in this respect.

9.5

The Contractor shall provide a complete set of design documentation for the construction of the
Work, which shall be of high quality. Formats of documentation shall comply with Company
standards.
Company Standard SP-1206 shall be followed for the preparation of Drawings and documents.

Design documentation shall include all new Drawings and modified Drawings of existing
equipment and facilities.

9.5.2

As-Built Documentation
The Contractor shall provide Site based experienced full time personnel for as-building as
required throughout the duration of the Contract. As-Built Drawings shall be marked up during
the progress of the construction Work on a daily basis. All Drawings shall be submitted with
As-Built status before Completion.
As-Building shall include amending Drawings to include all changes introduced under the
Contract that need to be recorded on existing Drawings. This includes any physical changes
and renumbering of equipment, lines, cables, terminations, etc.
During the construction and Commissioning period any variations between the released for
construction and As-Built situation shall be agreed between the Contractor and Company Site
Representative at Site.
The Company shall have the right throughout the performance of the Work to be able to view
the As-Built mark-ups at any time and, if necessary, insist that they be brought up to date.
Three copies of As-Built mark-up Drawings (blue, red and green marked up construction
Drawings) shall be submitted to the Company up to a maximum of 30 days after Substantial
Completion and before the Completion certificate is issued. The Contractor shall be responsible
for back-drafting the As-Built mark-up Drawings into the final As-Built documentation.
The final As-Built documentation shall be submitted to the Company within 45 days after
Substantial Completion and before the Completion Certificate will be issued. The payment for
Project Completion Milestone shall not be released until the final back-drafted documentation is
approved by the Company.
Vendor documentation shall be brought up to As-Built status. Where modifications are required
to previously supplied manuals the Contractor shall supply pre-punched copies of the
amendments for insertion by the Company.

relevant project details and prominently displaying the Company logo
'Final documentation' of supplied equipment shall be submitted at least 4 weeks prior to the
arrival of the equipment at Site.

9.5.4

MMS Asset and Activity Registration Procedure


The Contractor shall be responsible for ensuring that all the new Company assets created in the
execution of this contract are reviewed for registration in the Company Maintenance
Management Systems and that consequently all relevant data will be available and/or updated in
SAP/R3
The Contractor shall provide all necessary personnel and facilities in order to fulfil the duties,
responsibilities and obligations as specified for Contractors in the latest edition of the Company
issued "MMS Practices and Procedures, PR-1344 EMMS Asset and Activity Registration
procedure".
In addition Contractor shall provide plant record cards and an equipment register.
It shall be the responsibility of the Contractor to engage the services of a specialist
Subcontractor selected from the list of Subcontractors/Vendors approved by the Company. The
specialist Subcontractor shall work with all parties to provide the required input data in the
correct format to the Company for approval. Once approved, the Company will be responsible
for entering the data in SAP/R3 system.

E-SPIR forms
The Contractor shall complete and submit the Electronic Spare Parts and Interchangeability
Record (e-SPIR) Forms before the start of the reliability run on standard sheets to be provided
by the Company (refer DEP 70.10.90.11). Typical blank form is included at the end of this
section. The completed e-SPIR forms shall indicate "Manufacturer's" part number & not
Contractor's part number should they be different.
Spare parts listings shall be activity based and linked to the inspection and overhauls specified
in the technical schedules. For each inspection; maintenance and overhaul required normal
operating spares (DEP 70.10.90.11 clause 3.3.5.1 & 3.3.5.2) shall be listed.
In addition SPIRs shall be submitted for insurance spares (DEP 70.10.90.11 clause 3.3.2.1);
capital insurance spares (DEP 70.10.90.11 clause 3.3.2.2); operating spares for unplanned
maintenance (DEP 70.10.90.11 clause 3.3.5.2) and consumable spare parts (DEP 70.10.90.11
clause 3.3.6.1)

Operating and Maintenance Instruction Manuals


(i)

Not less than sixteen weeks prior to the commencement of the Commissioning phase of
the Work, the Contractor shall forward to the Company for his review draft Operating
and Maintenance Manuals.

(ii)

Not later than four weeks prior to the commencement of Commissioning of the Work the
Contractor shall deliver the completed and reviewed sets of manuals.

(iii)

Operating and Maintenance Instruction Manuals shall comply with requirements of


document C6- 24.

CCMS REQUIREMENTS (Replacement for WIN PCS)


Purpose
Project Certification and Completion Management System (CCMS) an electronic project
construction, Pre-commissioning and Commissioning database shall be deployed to ensure
availability of traceable A & B check sheets. The CCMS database shall also be used by the
Contractor for punch listing and project progress monitoring.
For each Project irrespective of size/risk, Systems and sub-system shall be identified during the
process of finalization of Detailed Design deliverables. After feeding engineering data in CCMS,
checklists will be obtained for use throughout the construction and Commissioning phase. The
check sheets shall be printed from CCMS database at site during construction, Precommissioning and Commissioning stages progressive with works.
Engineering queries and punch list items identified at site will be entered into the system for
Contractors action where required. This Win CCMS system will be used to control and monitor
the mechanical completion, Pre-commissioning, Commissioning and Hand-over of the project
against the components introduced (or modified) in the design phase.
Note1: CCMS replaces previous database called WinPCS, the term WinPCS mentioned in
various SPs,PRs and Guidelines shall be replaced and read as CCMS
Note2: Company shall provide access to CCMS Users via Intranet or using Internet key card.

9.5.8

Review of Contractor Submitted Documentation


The Contractor shall ensure that all documents of Contractor, Subcontractor(s) and Vendor(s)
are reviewed for adequacy, suitability and correctness and endorsed by the Contractor prior to
submitting to Company for review and/or approval.
Company review of Contractor,
Subcontractor(s) and Vendor(s) documents does not absolve Contractor of its Contractual
obligations to fulfil and meet all requirements specified in the Contract. Any non-compliance,
deficiency or omission revealed at any stage during execution of the Contract shall be rectified
by the Contractor at no cost to the Company.

The Contractor shall submit for review a master document control register within 42 days from
Effective Date. The Contractor shall also prepare a document submission plan that schedules
when all documents included on the master document control register will be submitted to the
Company.
Documents submitted to the Company for review shall be returned in not more than 21 (twentyone) days from the receipt of Documentation by the Company provided a large number of
documents are not submitted simultaneously over a compressed schedule.
When submitting documents for review the Contractor shall submit a total of 3 paper copies, one
copy to the Company and two copies to the Companys nominated technical support consultant.
The Contractor shall also submit to the Company a soft copy of all transmittals, Drawings,
reports and documents, etc. All soft copies of Drawings shall be AutoCAD Version 14 or 2000.
All documents submitted for review shall be sent under cover of a sequentially numbered
Transmittal Note that, as a minimum, provides the following information relating to each
document: Company Document Number, including Sheet Numbers

Description/Title
Status
All documents submitted for review shall be given a Company Drawing Number, including
calculations, method statements, reports, etc.
Documents submitted for review under a single Transmittal Note shall be restricted to only
included documents that relate to a common discipline or function.

10.0

CATHODIC PROTECTION AND COATING


All buried piping, structures and equipment shall be adequately protected against corrosion to
guarantee minimum life time of 25 years.
Unless Contractor is approved for CP design works the Design shall be subcontracted to a
Company approved design contractor.
Corrosion protection design activities in Contractor's Scope of Work shall include, but not be
limited to, the following:
a) Compile all data on the final design details of plant and pipeline components that may
require Cathodic protection;
b) Identify requirements for cathodically protecting the different components of the system;
c) Identify requirements for earthing of relevant plant components;
d) Carry out Detailed Design, including calculation, specification Drawings and data sheets
as required for the cathodic protection systems of in plant underground facilities and
pipeline.
e) Contractor shall incorporate the presence of pipelines CP systems into the overall
design of earthing / CP systems for the facilities.
Contractor shall carry out a survey to establish suitable locations for new ground beds.
At each facility, cathodic protection system design shall be compatible with the design of
cathodic protection for pipelines / flow lines entering or departing the plant.
Contractor shall Subcontract the design of the facilities cathodic protection system to one of the
Company registered cathodic protection design contractor listed in the Company approved
Vendors and Suppliers List. Close coordination between the Contractor and the cathodic
protection Subcontractor shall be established, in order to achieve system integration.

Ultimate responsibility for the correct design, installation and functioning of the cathodic
protection system for the facilities, shall remain with the Contractor.

11.0

NAMEPLATES
Instruction plates, nameplates, markers and labels shall be provided for all mechanical,
instrument and electrical apparatus. In outdoor locations all such plates shall be stainless steel,
engraved and black-filled. Valve nameplates shall be circular and fitted to the centre of the hand
wheel. For the HRSG equipment name plates shall be provided as per OEMs standard.
Labels using adhesive backed materials or those attached by wire will not be permitted.
All label inscriptions shall be subject to approval but shall be written in English.
Each major equipment shall be provided with an additional Name Plate having the following
minimum details:
a) Manufacturers name
b) Country/Place of Manufacture
c) P.O. No.
d) Project Name & Number
e) Purchasers Name
f) Year of Manufacture
g) Manufacturers internal W.O. ref.
h) Project SAP No.
i) Equipment Tag No.
All equipment altered, or its function altered under the Contract shall have old nameplates
removed and new nameplates with the revised information provided. This requirement applies
to all existing equipment including OHL structures.

12.0

SPARE PARTS, LUBRICANTS, INSULATING OILS AND CHEMICALS


All spare parts shall be strictly interchangeable and suitable for use with the corresponding parts
supplied with the plant. They shall be suitably identified and prepared for storage to prevent
deterioration.
In the case of items having a limited shelf life or requiring special storage conditions, this shall
be stated.
Any flushing oil required at the site and the first site fill of all lubricants, greases and chemicals
for the HRSG shall be supplied as part of the Contract.
Insulating oils shall comply with the requirements of BS.148 or IEC.296 Class 1. The Contractor
shall supply all insulating oils required together with an extra 10%, which shall be supplied in
separate factory sealed containers.

13.0

LIFTING EQUIPMENT
All slings and other lifting tackle provided should be proof-load tested to twice the safe working
load and suitably marked with embossed labels to show clearly the safe working loads.
All lifting equipment shall be clearly marked in English and Arabic with the safe working load
according to the requirements of SP-PDO-CS-80-01 "PDO Lifting Equipment - Code of Practice"
and to BS 6166.
All wire rope slings shall be provided in accordance with BS.1290, BS.3481 and BS 5281 as
appropriate.
All lifting chains shall comply with the safety requirements of PDO Standards and BS-6166 and
be of a class exempt by certificate from periodic annealing or heat treatment.

The Contractor shall provide training to enable the Company operating and maintenance
