Due date on
rates extended
By Kate Taylor
Residents paying their
council rates in full will have
an extra 14 days to do so.
Reminder letters will be
sent to those ratepayers who
have opted to pay in full
and not by instalments, and
who have not paid their full
amount by the due date.
No interest will be calculated for the 14 day period.
Councillors voted to make a
series of amendments at the
March council meeting, following recommendations in
a review of the Property Rate
Debt Management policy.
A report prepared by council officers explained that the
process was trialled within
the 2013/14 financial year.
Most residents were generally appreciative of being
given an additional reminder without incurring penalties and made a significant
improvement to the conversations that the revenue
team had with ratepayers in
regards to the payment of
their rate accounts, it read.

DUST off that etiquette certificate and flex your pinkie because youre invited to a high tea at St Bernards Primary
School on Sunday, March 29.
The traditional high tea will be one of the commemorative
events held by the school this year in celebration of its 125th
anniversary.
Event organiser Mandy Le Huray said the high tea would
feature scones, biscuits, coffee, champagne and of course tea.
Well have old school photos on a scrolling powerpoint and
other photos for people to look through and try to find themselves, Ms Le Huray said.
We just want to really get people interested in the history
of the school.
The school will hold a big 125th celebration in August and is
seeking school memorabilia.
Ms Le Huray encouraged people to bring along any old uniforms, photographs and other items they had of the school.
Were trying to get past students, teachers and parents involved in our 125th anniversary, she said.
The high tea will be held in the school hall from 2pm to 5pm
on Sunday, March 29. Tickets to the high tea cost $15 each
and can be purchased from St Bernards Primary School,
Gisborne Rd, Bacchus Marsh. Call 5367 2379 or 0408 014 810.

The Ballan Autumn Festival is over for another year and what
a day it was.
The warm sunny weather certainly was a contributing factor in
having thousands of visitors to the town.
The festival had many displays and exhibitions around the
town, offering visitors a unique opportunity to experience the
lifestyle residents have become accustomed to.
BAF Chairperson Chris Carroll said it was a resounding success
from all angles.
It is a credit to the volunteer committee and helpers. There
were a large number of visitors with a great day of entertainment
for all.
Our stall holders and local shopkeepers enjoyed success at a
high level, he said.

Centres to
combine
learning
Member for Macedon,
Mary-Anne Thomas has announced $7000 for a partnership between the Bacchus
Marsh, Ballan and Daylesford neighbourhood centres.
The State Government
funding would bring together the three neighbourhood
centres to explore ways they
could share training and
resources for pre-accredited
courses.
As well as providing
courses that cater for a diverse range of interests,
neighbourhood centres improve opportunities to those
in our community who have
experienced barriers to education to develop the skills
they need to find work or
further their education, Ms
Thomas said.
They are a lifeline for
many disadvantaged learners in our community.
Im pleased to see local
organisations across the district partnering together to
provide better opportunities
for learners, she said.
This funding will help
make training more cost effective and accessible and
helping to skill our workforce for jobs now and in the
future.

Applications must be
judged on merits
By Kate Taylor
A permit to build a house
and shed on a Warrenheip
farm has been approved,
despite concerns that it will
change the area from farms
to lifestyle properties.
The applicant, Jim Frawley,
stated that the house is required for constant monitoring of the propertys cattle
stud business.
The property is located
seven kilometres east of
Ballarat.
Councillors voted at the
March meeting to grant the
permit, based on a report
prepared by council officers.
Two objections to the permit were lodged, however
the concerns were dismissed
by the report which stated
only one concern.
The Officer had some
concerns the proposed agricultural use of a cattle stud
could also be interpreted
primarily as grazing activity, for which justification
for a dwelling is difficult to
establish, the report read.
However a Farm Management Plan provided by the
applicant addressed the concern, and the recommenda-
with a number of conditions, including that the applicants two land titles be
consolidated.
East Ward Councillor Dave
Edwards, who voted against
granting the permit, said
that balancing rural living
properties with farming is
always going to be a hard
ask.
Its always going to be people wanting rural-type living versus the sustainability
of farming - if we continue
to slice up those smaller lots,
they become more valuable
if you can put a house on it
and that puts price pressure
on. It makes it more and
more difficult for farming
to become more sustainable and it makes it all rural
living.
I agree that youve got to
let farmers live on the land
- its a real tough one, theres
always going to be that
friction.
West Ward Councillor Tom
Sullivan and Woodlands
Ward Councillor Pat Toohey
both spoke in favour of the
permit.
This proposal meets common sense use on agriculturally farmed land. This

Taking safe
steps toward
family violence
DOMESTIC violence is on
the rise across Victoria, and
Moorabool is no exception.
Bacchus Marsh Police family violence liaison officer,
Sergeant Glenn Saw, said
family violence was on the
increase statewide, with
14 family violence related
deaths in Victoria already
this year.
Family violence is a big
priority force-wide, Sgt Saw
said.
We have a statewide recidivist strategy. We monitor
family violence situations
and when some people have
a number of involvements
with (police) we step in with
a proactive approach and
work in with other agencies
to make sure they get the
support they need. Its more
of a prevention strategy and
its a statewide strategy.
Where it wasnt being reported in the past, it is now.
Its allowing people who
have never had a voice to
come forward and speak to
police and other agencies
to get the assistance they
need.
Sgt Saw said from March
2014 to the end of February
2015 there were 613 family violence reports in the
Moorabool Police Service
Area (PSA). Of those 613, police have actively sought intervention orders on behalf
of domestic violence victims
on 205 occasions.

Dear Editor,
Hello? Hello? Its 2015 so
where is the great Halletts
Way by-pass? It should be
operational by now considering I started writing
logical letters to this paper
in 2011 about the tree huggers up the wrong tree in
the Avenue of Honour. The
money was there then for
the work but now it appears
to have disappeared. Common sense was there back
then too five trees only
were to go and be replaced
by another 20 or so to remember men and women
from all later theatres of war.
The Avenue is a memorial
not a grave site. Anyway I
just read all of my letters to
the Editor about this issue
and am angry the silence
is deafening. I thought you
may like to read the end
of my last one: Woolpack

but, oh no, grand standing

This was discussion that
should have occurred a decade ago. I told them my family dread visiting Bacchus
Marsh which is overcrowded; hard to find a parking
spot in, and packed to the
rafters.
Nobody can expect progress
to stand still, but there has
been a betrayal by Australian governments by bringing
in hundreds of thousands of
immigrants without a mandate. These newcomers have
to live somewhere.
Residents around Bacchus
Marsh, before this tsunami
of over-development, enjoyed the quiet amenity of
a small 1850s township. My

Have you ever gone to view
a house for sale and fallen
for it, even before you see
the whole home? Thats not
uncommon and illustrates
the importance of first
impressions.
That is why, when preparing to sell a home, it is crucial to spend time, effort and,
if the budget allows, money
on making the exterior as attractive and inviting as possible. It is known as kerb appeal and it is even more vital
than spending time and effort improving and styling
the interior for sale. After all,
no one is going to appreciate
your fabulous interior if they
dont go in the front door.
Take a tip from sales and
buyers agents, and walk
down the street to where
those looking to buy your
home would park. Take a
cold hard look at your house,
from the front and the back.

DEATH NOTICE
Connor, John Edward (Marty)
Passed away peacefully at Ballarat on Wednesday March
18, 2015, aged 66 years. Loving Husband of Joan. Loved
and cherished Dad of David and Joanne, loved fatherin-law of Julia and Justin. Adored Pa of Makalea and
Jackson. Loved Son of Clarrie and Lil (both dec). Loved
brother of Lynette, Darryl, Garry, and their families.
You never failed to do your best
Your heart was true and tender
You simply lived for those you loved
And those you loved remember.
A golden heart stopped beating
Two hands were laid to rest
God broke our hearts to prove
He only takes the best
Love Joanne and Justin
Loved Brother of Garry, brother-in-law of Debbie.
Treasured uncle of Justin, Megan, Amy and families.
If I could have a lifetime wish a wish
that would come true
I would want to wish with all my heart
For yesterday and you.

Nikita female
Staffordshire Bull Terrier
Cross, 2.5 years of age,
Brindle/White. Nikita has
been with us for several
weeks now and she has
come a long way. She can
be a little shy at times,
although generally she is
super excited to meet and
greet us when we arrive at
the pound. She was
temporarily in foster and
her foster carer said she
was the most content dog,
being inside on her bed and
around human company.
She is well mannered, she
sits when asked and will
also shake hands. Due to
her shyness, its
recommended that she go
to a suitable home with no
young children.
Lost and
Found
It has been a good week at the pound,
With new homes for some animals been found.
There are still a few available for you,
Have a good look and see if one will do!

QUICK PUZZLE
Be unusually careful in selecting a confidant. Your judgment may be clouded briefly. Outlining goals proves a
favourable activity. An old debt may be repaid by the
end of the week.
LIBRASeptember 23-October 22
This is an excellent week to take your complaints to people in high places. Intuition is stronger than it has been,
especially your perception of the motives of others.
ARIESMarch 21-April 20
Your self indulgent streak surfaces again, so if your are
dieting it will require an extra measure of willpower. A
friend or spouse may be unexpectedly coy. Awards or
other recognition may arrive by the end of the week.
TAURUSApril 21-May 22
A concerted effort could lead to a task ahead of schedule. Annual meetings or reunions may be on the agenda
this week. Interesting people work their way into your
life.
GEMINIMay 23-June 21
This week features travel and new educational activities.
Information from faraway is reassuring. An involvement
in a new venture, may take more of your time than expected. A shared financial arrangement needs review.

The restricted fixture at
Tabcorp Park Melton on
Monday March 16 certainly
belonged to the local area
who were successful in seven of the nine races held.
The result of the Trotters
Mobile for TR0 class over
2240 metres was taken out
by 4-Y-0 Great Success/Breanoram mare Miss Noelle in a
real family affair.
Co-trained in Melton by
Maree and John Caldow,
Miss Noelle raced by son
Matthew and driven by John
making her second race appearance, was an easy all of
the way victor from gate five,
defeating Annies Last (one/
one final circuit) from a mile
back and Menames Daboss
which raced in the open
from the bell in a mile rate
of 2-03.1.
The Caldows brought up
a stable double when Art
Major/Tootsie filly Nicky
Maguire impressively landed the 3-Y-0 Pace over 1720
metres in 1-57.8.
Classy 4-Y-0 Majestic Son/
Shining Sun mate Illawong
Helios made a one act affair
of the Trotters Mobile for
TR1 & TR2 class over 2240
metres.
Trained and driven by Jodi
Quinlan, Illawong Helios
led throughout from gate six
to record a 21.4 metre victory
over Tawonga South (one/
three) and Marios Dream in
a mile rate of 2-04.2.
Freddy Spiteri combined
with Greg Sugars aboard
in-form 5-Y-0 Lis Mara/Little Dreamer gelding Surreal
Dreamer to capture the Pace
for C1 class over 1720 metres.
Awkwardly placed three
back the markers after starting from inside the second row, Surreal Dreamer
when taken into the clear
on straightening, rattled
home at 100 miles an hour
to blouse the front runner
Blacks A Beauty who always
appeared to have the race in
her keeping by a half neck,
At Geelong on Thursday,
Ross and Greg Sugars were
successful with 4-Y-0 Lawman/Anders Belle mare Indi
Pepperell, leading throughout from the pole to land the
Trotters Handicap for T1 or
better class over 2570 metres
in advance of Law Legend
and Im Notta Trotter in a
rate of 2-09.9.
George Batsakis combined
with Michael Bellman to
snare the Pace for C1 class
over 2100 metres with speedy
