Never sick of clowning around

Ballan CommBank staff are inviting local residents to help


them raise funds for the Clown Doctors this Friday.
From 11am to 2pm, branch staff will be supporting the
Clown Doctors with a sausage sizzle outside the branch on
Inglis St and an opportunity to meet My Kitchen Rules stars
Rose and Josh.
The Clown Doctors are a not-for-profit organisation that
treats sick kids in hospital with a different kind of medicine
fun and laughter. Throughout the month of March,
CommBank branches across Australia will be raising
funds in the lead up to the Clown Doctors national day of

fundraising, Smile Day, on April 1.

Ballan CommBank branch manager Leonie Watson said:


Weve been supporting the Clown Doctors for more than
16 years, and its a cause our staff are very passionate about.

Through our fundraising day, we hope to help the Clown


Doctors achieve their goal of conducting more clown rounds
in hospitals across Australia, and we encourage local
residents to come into the branch, share some laughs and
make a donation, she said.
Clown Doctors CEO Melinda Farrell said: Being in hospital

brings with it a range of emotions, especially for young


children. We aim to share a dose of laughter with kids to help
them through this difficult time.

Thefts from cars are on the


rise in the Ballan area and
locking up is the best way to
stop it happening.
Local Police are urging
drivers to lock their vehicles
or risk losing their belongings following a spate of
thefts last month.
There were 16 thefts from
cars reported in the Ballan
area in February, including

A GORDON mum has


helped saved the life of a
woman experiencing a diabetic hypoglycaemic reaction using QR codes.
Last September Janine
Campbell invented fun, colourful identification cards
and wristbands using QR
codes called QRKids. One of
her ID cards was put to the
test last week at the YMCA
aquatic centre in Ballarat,
when a lady in her 60s felt
unwell in the changerooms.
Mrs Campbell said one of
the womans friends went
to get a staff member to help
her.
The staff member, who has
never seen one of the critical incident ID cards before,
found it in her purse, read
the back of the card which
says In Case of Emergency
OR If I need assistance,
please scan the QRcode. She
scanned it, got the information needed and saved the
situation from being far
worse than it could have so
easily been, she said.
I cannot tell you just how
happy I am to hear the feedback that one of my encoded
cards helped someone in
their time of need. This is exactly why I love doing what I
do and why I do what I do. I
helped.
Mrs Campbell said she developed the idea for QRKids
when she was on a kinder
excursion with her youngest daughter and saw all
the children wearing cards
around their necks with
their personal contact details
clearly visible to everyone.

codes to protect privacy but
also allow important information to be scanned in
emergency situations.

Report to reveal if dog attack

West Ward Councillor Tom
Sullivan is tidying up council business.

In Urgent Business at the


March council meeting, Cr
Sullivan asked for two reports one regarding a cycling event that crosses into
Moorabool, and one regarding a dog attack court case
last year.

There was a cycle race


conducted in Ballarat early
this year in January - part of
which went into Moorabool
Shire, he said, referring to
the annual Australian Open
Road Cycling Championships held in Buninyong and
Ballarat.
It caused road closures
and the like and I just want
an update of basically what
benefit is derived for Moorabool Shire in having an
event like that, given the potential inconvenience to our
ratepayers, and I just want a
report that says was there a
benefit to Moorabool Shire
or not?

Cr Sullivan said the scope of


the report should be broad.
It wasnt limited to financial issues, with people
inconvenienced, and the
secondary thing of what is
the process by which council assesses applications for
such events?
We need to weigh up what
are the advantages to this
municipality, do we get any
kudos because of it, does it
cost us money, do we have to
go and do work on the roads;
I really want to know what
its really costing us and
what is the benefit.
Cr Sullivan also asked for a
final report into a case where
a dog attacked a young girl
on a private property at Balliang in June 2013; Council
was forced by State Government legislation to spend
$100,000 to take the case
to court to have the dog
destroyed.
Magistrate Peter Mithen
found the dog owners Stuart, Denise and Anthony
Wilson guilty of the charge
of owning a dog that caused

serious injury, but refused to


exercise his powers to have
the dog destroyed or declared dangerous; the Wilsons were fined $2000 each,
plus pound costs of almost
$12,000 and were ordered to
pay Councils court costs.
However Councils 2013/14
annual report stated that the
shire incurred unexpected
legal costs including $98,000
for animal enforcement legal
proceedings meaning that
the Wilson family did not in
fact pay councils court costs
as ordered.
I just wanted an update
- we havent actually had
a final report on the whole
matter thats all, and it does
involve financials, so I want
to know where we sit in this
whole thing, Cr Sullivan
explained.
He said that no one thing
prompted his request.
We need information for a
start before we can make any
assumptions, so thats where
Im starting so I need to get
what happened there. One
cant form an opinion until

we have the information; a


final summary of the whole
event, what it cost council,
we just need to make sure - I

camp commented on how
well the boys and girls handled themselves.
Were hoping it will become an annual event. It was
a really successful exercise.

Tony Bellette said with six

in wheelchairs the anticipation and expectations for the
camp experience were very
high.
That night they happily
slept in tents with many
of the Glenroy scouts camping in tents for the very first
time, Mr Bellette said.

Everyone was given open


access to a unique high
ropes course a course
where everyone participated
and enjoyed the experience
of being off the ground and
flying through the air.

The program was intense,


bonding the groups through
the understanding that
scouts are thrifty, courageous, respectful, cheerful,
considerate, helpful and
friendly.
The unique and inclusive
camp also impressed Victorias scout hierarchy, with
visits from the Djerriwarrh
district scout leader Colleen
Thompson and the state
commissioner for diversity
and inclusion.

CHILDREN in wheelchairs
navigated
difficult
tree
top rope courses and slept
in tents for the first time
when two diverse scout
groups held an inaugural
scout friendship camp in
Blackwood.
The camp at Blackwood
Outdoor Education School
on March 14 and 15 brought
together the 1st Ballan Scout
Group and the 2nd Glenroy
Scout Group to complete
activities which would help
them earn points towards
their scout badges.
1st Ballan Scout Group
leader Bruce Hallett said the
camp was the brainchild of
Tony Bellette, who ran the
Blackwood Outdoor Education School and was also a
joey leader for the 1st Ballan Scout Group.
Through the outdoor education school Tony has an
association with the 2nd
Glenroy Scout Group, Mr
Hallett said.
The set-up Tony has out
there is wonderful. Hes a
real asset for our group and
a great advocate for people
of all abilities.
Seven scouts from the 1st
Ballan group and nine scouts
from the 2nd Glenroy group
undertook activities including navigation, knot tying,
campcraft, citizenship, construction, fire awareness,
outdoor proficiency, patrol
activity, and entertainment.
Our scouts were rapt they
could assist the 2nd Glenroy
group to get their badges,

Due date on
rates extended

Residents paying their
council rates in full will have
an extra 14 days to do so.
Reminder letters will be
sent to those ratepayers who
have opted to pay in full
and not by instalments, and
who have not paid their full
amount by the due date.
No interest will be calculated for the 14 day period.
Councillors voted to make a
series of amendments at the
March council meeting, following recommendations in
a review of the Property Rate
Debt Management policy.
A report prepared by council officers explained that the
process was trialled within
the 2013/14 financial year.
Most residents were generally appreciative of being
given an additional reminder without incurring penalties and made a significant
improvement to the conversations that the revenue
team had with ratepayers in
regards to the payment of
their rate accounts, it read.

Those ratepayers with special payment arrangements


will also have to clear their
outstanding debt within a 12
month period if the debt
is not cleared within the 12
months, then financial hardship provisions must be considered if the property is the
principal place of residence.
Council currently has a
number of special payment
arrangements which are
making very low regular
payments but the outstanding debt continues to grow
as the regular payments do
not address the annual debt
levied to the account, the
report read.
An amendment was also
made so that rate accounts
with a balance of less than
$1000 will not be escalated
to a debt collection agency
due to the cost of pursuing
matters through the Magistrates Court.
A number of criteria were
also introduced in relation to
applications to waiver interest and costs associated with
rates bills.

The 14 day reminder notice


is set to apply to the 2100
ratepayers who pay their
rates bill in full, out of Moorabools 15,000 ratepayers.
Council CEO Rob Croxford
approves of the move.
Through a recent review
of the Property Rate Debt
Management Policy an additional step has been added
to the property rate account
escalations to allow a further
opportunity for ratepayers
to reduce financial stress or
those ratepayers that have
overlooked or are struggling
with payment time frames,
he said.
The additional cost and
administrative time is immaterial when compared to
the additional service.
Council
trialled
this
process last year which
improved
communication between council and
ratepayers and was very
successful.

for people to pay by the


original date.
I understand the intent,
which is to assist people who
may have difficulty paying
their rates, but as its proposed it extends the deadline by 14 days and thats a
concern, that the deadline
for rates payment wont be
fixed.
If the date of payment
is going to potentially be
extended, where does that
leave us? Im not saying people will abuse it but it does
beg the question, thats all.
Cr Sullivan said that he is
not concerned about the cost
of the mailout.
Given that the vast majority of people pay their rates
by instalments or pay on
time, I think its no different
than if a business sends out
notices to people. Council
gets bulk mail rates anyway
so its not a big cost - its just
the potential of the payment
date not being fixed.

One lump or two?

DUST off that etiquette certificate and flex your pinkie because youre invited to a high tea at St Bernards Primary
School on Sunday, March 29.
The traditional high tea will be one of the commemorative
events held by the school this year in celebration of its 125th
anniversary.
Event organiser Mandy Le Huray said the high tea would
feature scones, biscuits, coffee, champagne and of course tea.
Well have old school photos on a scrolling powerpoint and
other photos for people to look through and try to find themselves, Ms Le Huray said.
We just want to really get people interested in the history
of the school.
The school will hold a big 125th celebration in August and is
seeking school memorabilia.
Ms Le Huray encouraged people to bring along any old uniforms, photographs and other items they had of the school.
Were trying to get past students, teachers and parents involved in our 125th anniversary, she said.
The high tea will be held in the school hall from 2pm to 5pm
on Sunday, March 29. Tickets to the high tea cost $15 each
and can be purchased from St Bernards Primary School,

charges rise

The Ballan Autumn Festival is over for another year and what
a day it was.
The warm sunny weather certainly was a contributing factor in
having thousands of visitors to the town.
The festival had many displays and exhibitions around the
town, offering visitors a unique opportunity to experience the
lifestyle residents have become accustomed to.
BAF Chairperson Chris Carroll said it was a resounding success
from all angles.
It is a credit to the volunteer committee and helpers. There
were a large number of visitors with a great day of entertainment
for all.
Our stall holders and local shopkeepers enjoyed success at a
high level, he said.

Commercial rates for hiring facilities at Bacchus


Marshs Lerderderg Library are going up.
Councillors voted for the increase at the Wednesday 4
March meeting.
A report prepared by council officers and tabled at the
meeting explained that current charges only have a rate
for community groups not commercial businesses,
which have been paying the reduced community group
rate.
Since the opening of the Lerderderg Library in 2011,
the use of the three meeting rooms has been steadily
increasing. The meeting rooms are used regularly by
community groups, committees, Council staff and for
functions and Council meetings, the report read.
Over the last 12 months, officers have received an
increasing number of requests for hire of the meeting
rooms from commercial businesses.
Councillors discussed that community groups will be
given priority over commercial groups in hiring the
rooms.
The decision will see hire of the Geoffrey Hine room
increased from $11.50 per hour for casual hire or $6 per
hour for regular hire, to $20 per hour - $30 with use of
video conferencing facilities; or $110 per day - $160 with
use of video conferencing facilities.
Use of the Jean Oomes room will increase to $25 per
hour or $130 per day, up from 17 per hour or $11 for
regular hire per hour, and $33 for eight hours.
Use of the James Young room will increase from $17
per hour or $11 for regular hire, and $56 per day, up to
$35 per hour or $160 per day.
The community group rate will remain the same, with
no increase.

Mary-Anne Thomas has announced $7000 for a partnership between the Bacchus
Marsh, Ballan and Daylesford neighbourhood centres.
The State Government
funding would bring together the three neighbourhood
centres to explore ways they
could share training and
resources for pre-accredited
courses.
As well as providing
courses that cater for a diverse range of interests,
neighbourhood centres improve opportunities to those
in our community who have
experienced barriers to education to develop the skills
they need to find work or
further their education, Ms
Thomas said.
They are a lifeline for
many disadvantaged learners in our community.
Im pleased to see local
organisations across the district partnering together to
provide better opportunities
for learners, she said.
This funding will help
make training more cost effective and accessible and
helping to skill our workforce for jobs now and in the
future.

Applications must be
judged on merits

A permit to build a house
and shed on a Warrenheip
farm has been approved,
despite concerns that it will
change the area from farms
to lifestyle properties.
The applicant, Jim Frawley,
stated that the house is required for constant monitoring of the propertys cattle
stud business.
The property is located
seven kilometres east of
Ballarat.
Councillors voted at the
March meeting to grant the
permit, based on a report
prepared by council officers.
Two objections to the permit were lodged, however
the concerns were dismissed
by the report which stated
only one concern.
The Officer had some
concerns the proposed agricultural use of a cattle stud
could also be interpreted
primarily as grazing activity, for which justification
for a dwelling is difficult to
establish, the report read.
However a Farm Management Plan provided by the
applicant addressed the concern, and the recommenda-

tion was made for council to


approve the application.
Objector Keith Parry spoke
at the meeting, saying that a
property down the road had
recently acquired a permit
to build a house then had
subdivided and the land
is now on the market, at a
much higher price because
it comes with the permit to
build a house.
Council has let two of
these through, how can they
stop the others?
While Im in the middle of
it, Ill keep fighting it. I have
70 acres, this is very valuable
farmland its the best dirt
in the district.
These people want to get a
permit, sell it, gain the money and go, he said.
The report said that council takes the applicant at his
word that he wishes to live
on and farm the land in accordance with the Farm
Management Plan, saying
that if the land is sold then
the purchaser is also required to develop the land
in accordance with the planning permit, as well as the
Farm Management Plan or
approved agricultural use.
The permit was granted

with a number of conditions, including that the applicants two land titles be
consolidated.
East Ward Councillor Dave
Edwards, who voted against
granting the permit, said
that balancing rural living
properties with farming is
always going to be a hard
ask.
Its always going to be people wanting rural-type living versus the sustainability
of farming - if we continue
to slice up those smaller lots,
they become more valuable
if you can put a house on it
and that puts price pressure
on. It makes it more and
more difficult for farming
to become more sustainable and it makes it all rural
living.
I agree that youve got to
let farmers live on the land
- its a real tough one, theres
always going to be that
friction.
West Ward Councillor Tom
Sullivan and Woodlands
Ward Councillor Pat Toohey
both spoke in favour of the
permit.
This proposal meets common sense use on agriculturally farmed land. This

is prime agricultural land


and requires intense farming activities and needs to
have a house. With newborn
calves and lambs you cannot live 50 kilometres away,
you must have a responsibility for the animals. It would
be different if you have 200
acres with a house on land
that couldnt run a rabbit,
it would not matter if you
lived 200 miles away. This
land already had a house on
it, historically, proving that
home over generations has
seen productive farming. He
has said yes, he wants to put
a house on it. This man is
born and bred on this land,
Cr Toohey said.
Mayor Paul Tatchell said it
is not councils role to second-guess the application or
the applicant.
We could make planning
decisions for the wrong reasons. We are not in a position
to judge who the person is or
why they do it. This should
be purely based on the application. The applicant should
not have to justify his personal issues. We judge on its
merits, he said.
The motion to grant the permit was carried 6:1.

A Maddingley resident who


pushed his partner into the
side of a vehicle door before forcing her head into
the console by her collar
has pleaded guilty in the
Bacchus Marsh Magistrates
Court on Friday.
On September 21 of last
year, the partner of the accused rang triple-0 from a
North Melbourne 7-Eleven
store stating that she feared
for the safety of herself and
her four-year-old son.
At approximately 5:15am,
the victim entered her partners vehicle, with her fouryear-old son present, and
was instantly pushed into
the side of the door, before
having her head forced into
the console of the vehicle
by her shirt collar, the court
heard.
The police arrived at the
scene shortly after the triple-0 call, where they found
the accused in an aggravated
manner, however he made
full omissions to the assault,

stating that he was frustrated because it was almost


like she [his partner] wasnt
listening.

Taking safe
steps toward
family violence
DOMESTIC violence is on
the rise across Victoria, and
Moorabool is no exception.
Bacchus Marsh Police family violence liaison officer,
Sergeant Glenn Saw, said
family violence was on the
increase statewide, with
14 family violence related
deaths in Victoria already
this year.
Family violence is a big
priority force-wide, Sgt Saw
said.
We have a statewide recidivist strategy. We monitor
family violence situations
and when some people have
a number of involvements
with (police) we step in with
a proactive approach and
work in with other agencies
to make sure they get the
support they need. Its more
of a prevention strategy and
its a statewide strategy.
Where it wasnt being reported in the past, it is now.
Its allowing people who
have never had a voice to
come forward and speak to
police and other agencies
to get the assistance they
need.
Sgt Saw said from March
2014 to the end of February
2015 there were 613 family violence reports in the
Moorabool Police Service
Area (PSA). Of those 613, police have actively sought intervention orders on behalf
of domestic violence victims
on 205 occasions.

We have deemed it necessary to apply for intervention orders on their behalf,


he said.
Of those 613 reports, police
were called out to 263 family violence cases in Bacchus
Marsh and sought 104 intervention orders, and they
attended 70 family violence
incidents in Ballan, with 16
intervention orders sought.
We give referrals to both
Berry Street (Women at Risk
referral centre) and Mens
Health, Sgt Saw said.
We have to go through a
family violence code of practice which dictates what we
have to do. We attend court
and monitor intervention
orders.
We have a few things on
the go, and the recidivist (repeat offender) strategy is one
of those.
Victorias premier Daniel
Andrews has sent a strong
message to perpetrators of
family violence that it wont
be tolerated, with the establishment of Australias first
royal commission into family violence.
Mr Andrews petitioned the
Governor of Victoria for the
royal commission at the end
of February.
The biggest law and order
issue in our state is unfolding in our homes, Mr Andrews said.
We need a system that protects the vulnerable, pun-

ishes the guilty and saves


lives. The Royal Commission
will give us the answers we
need and nothing will be off
limits.
Member for Melton Don
Nardella welcomed the establishment of a royal commission into family violence.
The Andrews Labor Government has provided $40
million for the royal commission. Of this, $36 million will
go towards the operation of
the royal commission and $4
million will be provided as
an initial investment for support services that experience
an increase in demand during the Royal Commission,
Mr Nardella said.
Family violence is the most
pervasive and common form
of violence against women
in Victoria. It is the leading
cause of death and disability
in women under 45.
In 2013, there were 44 family violence related deaths
across the state and more
than 65,000 family incidents
reported to police a third of
all police work.

Spartan race opens doors

Myrniong got down and
dirty on Saturday (March 7)
as over 3000 people took part
in the Melbourne leg of the
Australia-wide Spartan race
series.
YMCA Lake Dewar Lodge
was converted into a muddy
battlefield that saw participants test their physical and
mental limits in a 14-kilometre race consisting of 25 different obstacles.
Spartan Race is an opportunity for people to get
healthy and active through
a sequence of physical challenges, with participants
scaling walls, swimming
through dams and crawling
through mud before cross-

ing the finishing line.


There were 13 staff members
from Lake Dewar Lodge that
participated in the obstacle
course, and younger athletes were able to compete
in a modified 1-2km Spartan
Junior Race.
Bacchus Marsh resident,
Rielly Walsh said that being
part of the camps team was
what motivated her to finish
the race.
It got really difficult - especially at the end, but having the team cheer you on
helped so much. It was what
kept me going the whole
time, she said.
Im so glad I did it. It was
the first time Id ever heard
of Spartan Racing and now
I am planning to do another

obstacle race in two weeks, I


loved it.
Proceeds from the race were
donated to YMCA Open
Doors, which gives socially
disadvantaged
students
the opportunity to attend
camp at YMCA Lake Dewar
Lodge.

the money raised was really
important, as it would go a
long way in ensuring everyone was able to attend camp
regardless of their financial
circumstances.

The effects on earth as


the mercury rises

As I write this weeks


opinion piece the people
of Vanuatu face the terrible
consequences of Cyclone
Pam. While I am grateful
our countrys government
has responded so quickly
and generously I cannot
help but wonder about our
countries practice of exporting coal. President Lonsdale
of Vanuatu blamed climate
change for contributing
to the disaster, saying his
country had experienced
changing weather patterns,
rising seas and heavier-thanaverage rain.
Last week my wife and I
were fortunate to attend the
12th Australasian Permaculture Convergence with 180
or so people who were, in
one form or another, practising permaculture. It was an
inspiring week and I would

like to share some of my insights from the week in my


opinion piece next week. I
promised two weeks ago
that I would conclude the
writing on what effects we
can expect as the temperature of the Earth continues
to rise. I have so far covered
a one degree rise, a two degree rise, a three degree rise
and a four degree rise. While
governments are trying to
limit the temperature rise
to 2 degrees many scientists
are suggesting the outcome
could well be a 4 and above
degree rise.
Five Degrees: Again I am
indebted to Mark Lynas, Six
Degrees. Our Future on a
Hotter Planet (Harper Perennial London 2008). When
Mark Lynas goes into his
descriptions of a 5 degree
and then a 6 degree warmer

world the picture painted is


indeed bleak and the chapters are also briefer than the
previous four chapters. That
seems to be because there
is not much to describe and
storms and mass extinctions
can only be mentioned so
many times.
Mark Lynas based this
book on the UNs Intergovernmental Panel on Climate
Change (IPCC) 1.4 to 5.8 temperature range published in
its 2001 Third Assessment
Report so he has not chosen
figures out of thin air. These
are the figures the IPCC
takes as the possibilities of a
future planet. These are not
some wild guesses at what
may happen. Interestingly
enough though, as the thousands of computer models
work on more and more of
the data the lowest increase

does not alter but some of


the modelling has the upper possibility as a 11 degree
rise. Fortunately this upper
possibility is not a common
number but there it is and it
does offer pause for serious
thought and perhaps even
some serious action.
Firstly the 5 degree warmer
world is largely unrecognisable from the earth as we
know it. Rainforests have
disappeared in flames, most
coastal areas are under water and humans have receded into the few remaining
habitable living zones. Huge
floods pepper the planet and
the UK for example experiences almost yearly severe
winter flooding, and it is
one of the lucky countries.
In Australia the deserts have
spread throughout most of
the continent. Nearly 90%

of Californias winter mountain snow pack disappears


so food production grounds
to a halt as it does in large
parts of China and India,
to mention two of the more
populated countries. The
whole political issues faced
as nations and people seek
food and shelter is one that
will be faced in this 5 degree
warmer world. Also at this 5
degree stage the trigger for
another catastrophe is hit
and methane hydrates are
brought into play. There are
vast amounts of methane sitting under the oceans kept
in place by the cold waters.
As the ocean heats up these
hydrates may be set off and
this would be another trigger from which there would
be no return as they add yet
more greenhouse gasses in
vast quantities to an already
overheated planet. Again

this is a rather brief description of what is termed


PETM which stands for Palaeococene-Eocene Thermal
Maximum and is outlined in
great detail in Six Degrees.
Mark Lynas talks about the
impact of PETM as severe
enough to turn the Earth
into something approaching
Venus.

her foster carer said she

She is well mannered, she

her shyness, its

first time. The effort is considered remarkable due to
the fact that the 7 Avenue
rinks did not contain any of
the Clubs Premier Division
players and only a handful
of players from the Grand
Final winning Division 3,
it was primarily the lesser
lights of the Club who joined
forces and acquitted themselves admirably against
Gisbornes best.

Championship Day

The track and field season concluded over the weekend


with the Centre Championships held at Masons Lane Reserve. Events were conducted in perfect conditions with a
large amount of PBs recorded and four new Centre records
set. Jarvis Miles (Blues) increased his Under 11 Discus record with a throw of 30.85m, while William Lalor (Boomerangs) also bettered his Under 10 Discus record with a new
distance of 33.34m. In the Under 9 Shot Put, Archie Lalor
(Boomerangs) added .36cm to his record setting a new record
of 8.76m. Jarvis, Will and Archie will represent the Centre in
these events at State next weekend. Under 6 athlete, Jordana
Bullock (Blues) increased her High Jump record to a new
height of .90cm.
At the conclusion of all Championship events, athletes from
all four Clubs came together for the Centre Presentations.
Centre President Maria Downes welcomed all Life Members
and Distinguished Service members and invited them to
present Centre Awards. Little Athletics Victoria 10 year certificates were presented to Shani Bullard, Alistair McBrideBocock and Maddy James, while 7 year certificates were presented to Ryan Densley, Megan Harrington, Thomas Jenkins,
Solomon Miesen, Kirsty Bresnan, Kayla Downes and Justin
Runge. A Centre Distinguished Service Award was presented to Robert Shaw for his 10 years of service to the Centre.
