1. Objective
To meet the requirements of the Further Environmental Permit, provide site drainage and mitigate
flooding and water discharges from site.
The scheme proposes a drainage system that considers the following factors:
1. design and planning of the temporary site drainage are deemed to be comprehensive;
2. the installation to be effective and economic;
3. the facilities are designed in a manner such that they are flexible and movable subject to
changes;
4. the facilities may contribute maximum benefit.
2. Alignment and Location
The proposed alignment and locations of the drainage are approximate but workable as they can be
relocated and made to suit the site conditions. Subject to the progress of works and storage
requirements, those drainage portions affected will be changed accordingly.
3. Construction
The construction of the Drainage lines, Collection Tanks and the Sedimentation Tanks are made to
be practicable as possible.
The Drainage lines are to be constructed at locations that will catch surface water run-off or made
as a tributary channel to transmit water from work location to the sedimentation facilities. This
solves the problem of erring subcontractors to discharge water directly into the public drainage
and/or into the sea. The drainage system may mitigate flooding during rainfall (Refer to Appendix
A - drawing CC300/01/T12/901 - Temporary Site Drainage Plan).
The Collection Tank is made to catch and collect water flows from the drainage lines, facilitate
first stage sedimentation process and direct the flow to the Sedimentation Tanks. An automatic
pump operation can be set-up at this stage that will eliminate monitoring. The tank can be made of
pre-fabricated concrete or steel material (Refer to Appendix B - drawing CC300/01/T12/902).
The Sedimentation Tank is the second and final processing stage of sedimentation process to
enable quantifiable amount of discharge to discharge points. There will be no discharge to
Discharge Points when the water quality is bad. Recycling will be encouraged as much as possible

such as supply to water spraying activities. It allows environmental maintenance process to takes
place and continuous service to the site works. The tank is designed to be made of steel for ease of
transporting (Refer to drawing CC300/01/T12/902).
Discharge Points are shown in drawing CC300/01/T12/901 and these are approved/licensed
discharge points under the Water Pollution Control Ordinance.. Three points are available for use
at this point in time and additional discharge points will be applied in the near future for flexibility
and reserve. Details of monitoring requirements can be referred to the attached license as in
Appendix D.
4. Implementation
The drainage and sedimentation facilities are to be constructed in different phases of the works.
The schedule is reflected on the Temporary Site Drainage Plan. This schedule allows
implementation period and targets the need to mitigate water discharges on the different areas of
the work during constructional periods.
5. Supervision of Facilities
The supervision of the drainage and sedimentation facilities will be minimal. For the drainage, a
check on the condition and site requirements shall be made every three days by the Environmental
Working Team as may be appointed. For the sedimentation tanks, the installation of the autofunction will make the supervision minimal and the checking will be concentrated more on the
maintenance of the sedimentation tanks. This can be made to be every 3 days check by the
Environmental Working Team.
Water monitoring shall be supervised by the Quality Manager.
6. Reporting
Maintenance will be recorded by the Environmental Working Team with the use of the Inspection
Log Sheets and the Maintenance Record Sheets (see Appendix C) and are to be submitted to the
QM right after inspection. This will be submitted to the Engineer upon request.
Records of water monitoring shall be as stipulated in the Water Pollution Discharge License.
