Introduction
In 1996, the Michigan Department of Education initiated the Michigan Education Information System (MEIS) with the purpose of
developing a process for the educational community to gather school data via the Internet, store the data in a secure data
warehouse, and make the data accessible to researchers.
The MEIS represents a new phase of electronic collection and data analysis. Standard student data elements have been
established and are maintained and reported by school districts for each public school student. The Center for Educational
Performance and Information (CEPI), Michigan Department of Education (MDE), and local school districts are working together
to develop the Michigan Student Data System (MSDS) as the new application districts will use for state and federal student data
reporting. Data collected in this system are vital to district success. The primary focus of the MSDS is accurate accounting of
student information that, when stored in the MEIS data warehouse is relationally linked to teacher, fiscal and performance data.
The Michigan State Reporting Guide provides detailed information on the data elements to be set up for Michigan state
reporting. The data elements are required to produce accurate state reports and must be added prior to running state reports.
The information in this guide is grouped first by the [District], [School], [Staff] and [Student] setup items and second by the
reports.
Many of the data elements are specific to a report and may require fields to be pre-populated with the report-specific options as
described in the setup section before running the report. Some of these items are configured during PowerSchool
implementation. PowerSchool Online Help is also available to assist with the set up of the Data Elements.

Michigan law states that ISDs are the fiscal agents for
the GPGS and GSRP programs. ISDs are responsible
for ensuring these data are reported in the MSDS. A
warning message will display if an ISD is not the
submitting entity for GSRP and GPGS program. These
early childhood programs must work with their ISD to
ensure compete and accurate reporting.

Breadcrumbs Navigation to the data entry page as listed on the page in PowerSchool. Example: School Setup > Edit
Course District Information. Each > indicates a new page or link.
Navigation Navigation to the data entry page based on the path to the page. Example: School Setup > Select
Courses > Select [Course]. Each > indicates the link to select.
Note: The first page in the navigation is Start Page. This page name is removed for brevity.
Field Name The name of the field where the data is stored.

order to run a successful report. Output display and data varies per report.
Item # or Position Either the numerical order of the data element (first element is 1, second element is 2), or the
position in the report. For example, if there is a string of data elements, such as 2009YNYN08091989, the particular
element may start at position 5. In this example, position 5 is Y.
Description Additional information about the data element, including state reporting rules.
Field Name The name of the field where the data is stored.

Selection Criteria
Selection criteria determines which database records are used in the report. Refer to selection criteria for analysis when the
report does not return the correct records.
School Selection
The report selects which school records to use based on the following criteria:
Student Selection
The report selects which student records to use based on the following criteria:
The student was enrolled at any time between the Count and Previous Count Dates.
The student exited the school district after the previous count date.
The student is not excluded from state reporting or from the MSDS extract.
Student records are sorted in alphabetical order by student name, with a secondary alphanumeric sort on student ID, so that
students with multiple records are grouped together in the extract, even when another student exists with the same name.
Disciplinary Record Selection
The report selects the discipline incident and related consequence records based on the following criteria:
The discipline incident and related consequence have an incident date that falls between the previous count date and
current count date.
If a discipline incident has multiple consequence records, the report extracts each discipline consequence related to the
discipline incident when the Action Date assigned to the consequence falls between the previous count date and current
count date and the Incident Date is blank.

Report Input
To generate the Michigan General Collection report, do the following:
1. On the Start Page, click System Reports. The Reports page appears.
2. Click the State tab. The State Reports page appears.
3. Click Michigan General Collection. The Michigan General Collection Report page appears.
4. Enter information in all of the required fields.
Note: Select the checkbox next to the filter fields to save the settings as defaults. To select all checkboxes, choose
Select All from the pop-up menu. To clear all checkboxes, choose Clear All.
5. Click Submit to generate the report.

Description
Indicate which students to include in the report by selecting one of the following options:
The selected [number] students only Run the report for students in the current
selection.
All students Run the report for all students in the current school or district that
meet the selection criteria.
Note: If running the report for a single student, or group of students, select the
students prior to running report.
Reporting Period
Select the reporting period for the collection. Your choices are Fall, Spring, and EOY.
Select the Entity Type Code for the collection. Your choices are District Number, Building
Number, and Agreement Number.
Entity Code
Type the identification code of the entity submitting the collection to CEPI.

The State Assigned Operating District number for the reporting school district.
For the current school year, type the first day school was in-session for the students.
The count date for the collection you are generating. Refer to the state requirements for
the correct date.
Scheduling
Select when to run the report. Your choices are Run Now and Schedule.
Select the school(s) to be included in the export from the selection box. If no schools
are selected, the export will run for the entire district.

End-of-Summer snapshot: All summer graduates (through August 31) and exit status changes for students who are
part of the most recent four-year cohort must be submitted through the student maintenance collection. This will be the
final disposition used for determining the status of the most recent cohort and will be the final opportunity to submit
graduates (replacing the use of the fall Single Record Student Database submission in prior years).
Graduation Cohort Appeals: Corrections and updates for your district's four-year, five-year and six-year rates may be
made through the SRM. Please see the Graduation and Dropout Review page for more information on this process.
Submit enrollment records between general collections: In order for a district user to be able to obtain student
history information, to look up a student's direct certification status, to claim accountability/PEPE, or to report in certain
collections, the student must be enrolled in that user's district.
Submit exit records: Exit records can be submitted via the maintenance collection. This can be used to ensure that
PEPE status is appropriately updated, to correct exit status for accountability, and, in the future, to provide the accurate
roster for assessment purposes.
Update student demographics/program data: The data stored in the MSDS on a student are considered the source
record for accountability. Demographic updates will be phased out of the Office of Educational Assessment and
Accountability (OEAA) Secure Site and corrections will have to be made to the student record in the MSDS. In addition,
data corrections can be submitted between collections to ensure that the MSDS data accurately reflect the student
status.

Selection Criteria
Selection criteria determine which database records are used in the report. It is recommended that a group of students be
selected prior to running this report; then run the report using the selected students option.
The report includes students who were enrolled at any time between the Start Date and the End Date.
The students must not be selected to be excluded from MSDS (include_time_share) on the General Tab of the
State/Province-MI page.
To include students in this report the Include in MSDS (include_time_share) field must be blank.
To exclude student from this report the Include in MSDS (include_time_share) field must be set to 2.

To generate the Michigan Student Record Maintenance Collection report, do the following:
1. On the Start Page, click System Reports. The Reports page appears.
2. Click the State tab. The State Reports page appears.

4. Enter information in all of the required fields.
Note: Select the checkbox next to the filter fields to save the settings as defaults. To select all checkboxes, choose

Course Selection
Course records are selected based on the following criteria:

The student is not excluded from state reporting (State_ExcludeEnrollment) or from the MSDS (include_time_share).

Report Setup
Prior to generating the Michigan Teacher Student Data Link report, you must setup the Grade Mapping and the Term StoreCode
Mapping.
The Grade Mapping option designates specific grades for completion status for each grade scale. The mapped values are used
to determine the completion status assigned to selected student records.
To create a new grade scale mapping record, follow these steps.
1. Click District > Grade Mapping.
2. On the Grade Mapping page, click the Grade Scale Name to be mapped. The Grade Mapping Edit Record page
appears.
3. In the From PowerSchool Grade lists, hold down the Ctrl key and click each PowerSchool grade that corresponds to
the Grade Scale Name (Id). For example, for Completed/Passed (state value CP), you could select all grades
beginning with Superior (A) through Average (C-).
4. When all grade scale values are mapped, click the Submit button to add the record to the list.
The Term StoreCode Mapping option designates a specific Term ID for each Final Grade Store Code. The mapped values are
used to determine the Final Grade Store Code for each student grade based on the term duration of the section.
To create a new term store code mapping record, follow these steps.
1. Click District > Term StoreCode Mapping.
2. On the Michigan Term StoreCode Mapping page, click Edit next to the school you are creating the term storecode
mapping for. The Michigan Term StoreCode Mapping New Record Page appears.
3. Click New and enter the Term ID and corresponding Final Grade Store Code. For example, for Semester 1, you could
enter 2001 in the Term ID box and S1 in the Store Code box.
4. Click Submit to add the Term StoreCode Mapping.
5. Repeat the process until all Term IDs are entered with the appropriate Final Grade Store Code.
6. Complete this process for all schools in the district.

The MSDS will correct an important timing issue by aligning data collection windows with the typical initiation of district
programs (October).
District users can report enrollments and exits for each individual program.
The system is available throughout year, allowing early childhood providers to update their data as needed.
You can run this for a snapshot date by setting the Previous Count Date to the day before the snapshot date, and the Count
Date to the day of the snapshot date.
You can filter the students included on the report by educational setting and/or grade level.
Note: Entering the as-of-date on the General tab is recommended to ensure the most accurate data. The As-of-Date should
reflect the date of the change in student data or enrollment.

Grades (multi-selectable)
Click the grade levels and/or educational setting assigned to the students you want to include
in the report.
You can select multiple grade levels and the educational setting by clicking and dragging the

Start Date
Type the date you want to use as the first date in which a student must be enrolled to be
included in the extract.
End Date
Type in the end date that you want for the report this could be a count date.
Type the ISD Operating District number for the reporting school district.
Select District if the district is submitting the collection to the CEPI or Building if a single
school building is submitting the collection to CEPI.
Type the identification code of the entity submitting the collection to CEPI.
Type the number of each school whose students you want to include in the collection. Use a
comma to separate the school numbers.

Early Roster
You can generate the Michigan New UIC Request Extract to collect students currently enrolled in your district that do not have
an assigned UIC number. You can submit this extract to the state to request UIC numbers for these students. Students included
on the extract have active enrollment dates that fall between the report start and end date. You must set up correct reporting
criteria in order to generate a successful extract.
Use the Early Roster collection to submit your districts projected student rosters for Fall of the new school year. You submit
this report between June 1 and September 12. Students submitted as part of a district's Early Roster collection will not impact
the graduation cohort.
You can run these extracts from the district level or the school level.

participants. The report is created in PDF format.
Selection Criteria
Selection criteria determine which database records are used in the report. Refer to selection criteria for analysis when the

Student Selection
Special Education FTE includes the count of students enrolled in a special education program that meet the following
criteria:

The student is included in the Michigan General Collection ([Students]include_time_share equals Yes).
The student is enrolled on the count date or, if the count date is blank, the current date.
Student counts are split into three groups: Section 53 FTEs, Section 52 FTES that are in-district residents, and Section
52 FTEs that are out-of-district residents.
General Education includes the count of students by grade level that meet the following criteria:

An absence is calculated based upon if a student was absent for all scheduled periods of a school day..
The Refresh Premier Attendance Views Data function should be run prior to running this report to ensure the most accurate
data calculations. The Refresh Premier Attendance Views Data function can be found at Start Page - Special Functions - Attendance
Functions - Refresh Premier Attendance Views Data.
The report will include all students enrolled in classes that have potential minutes of instruction on each specific date
within the specified date range. This will determine the "Enrolled" count. The "Enrolled" count may not match the
number enrolled for a specific date in reports such as the ADA/ADM reports or the Enrollment Summary reports. One
reason for this may be because you have students that are enrolled in school but not in any courses for that date.
If Enrolled, Absent, and Percent Present are all zeros for a specific date, check the calendar setup for missing
information on that date. Verify that it is a valid date of instruction and that students are enrolled in classes.
If your building/district chooses to specifically remove the "Day" and/or "Schedule" fields from the calendar setup page
in order to disable attendance from being taken on a specific date in the case of a snow day, power outage, etc., the
report will generate all zeros for that date, but will still display the data entered in the "Type" and "Note" fields from
calendar setup page

Data was previously entered for both the Days Attended and Days Enrolled fields on the Attendance tab for a high school
year (Start Page > Student Selection > Michigan State Information > Attendance), you can set the Use Values from the
Students Attendance tab parameter to Yes to replace the calculated values for both fields in the extract file with the
data entered on the Attendance tab. If one of these field values is blank on the Attendance tab, the calculated value is
used in the extract file for both fields.
The Use Values from the Students Attendance tab parameter is set to No, the calculated value in the extract file is used,
even if a value exists on the Attendance tab for the value.

To generate the Michigan General Collection Validation, do the following:
1. On the Start Page, click System Reports. The Reports page appears.
2. Click the State tab. The State Reports page appears.

4. Enter information in all of the required fields.

Specific Date/Time
Enter a date using the format mm/dd/yyyy or mm-dd-yyyy in order to run the report on a
specific day. The incorrect format displays an alert and the date field is submitted as a blank
entry.
Use the pop-up menus to schedule the report to be run at a specific hour and minute.
Example: 7/29/2008 @ 10: 05 AM.
Start Date
Type the date you want to use as the first date on which a student must be enrolled to be
included in the extract.
End Date
Type the date you want to use as the last first date on which a student must be enrolled to be
included in the extract.
Type the ISD Operating District number for the reporting school district.
Select District if the district is submitting the collection to the CEPI or Building if a single
school building is submitting the collection to CEPI.
Type the identification code of the entity submitting the collection to CEPI.
Type the minimum number of days a student must be enrolled in a class to be included in the
extract.
Type the number of each school whose students you want to include in the collection. Use a
comma to separate the school numbers.
Leave this list blank to run the extract for the entire district.

3. Click Michigan Update Completion Status. The Michigan Update Completion Status page appears.

Type the withdrawal date used to select the student course records to be updated.

data such as ethnicity, student populations, total FTE, grade level, discipline from log entries, historical grade data, and student
course information directly from PowerSchool. Other information that is required that is not available within PowerSchool will be
denoted with a manual entry required pencil icon.
To prepare for this report, we advise that you perform all of your normal year end rollover processes. This report was designed
to run AFTER rollover. This is necessary for the report to be able to identify those students who were retained in grade.

Ethnic Code
You must define the following Racial/Ethnic codes for the district.
The Racial/Ethnic Code is a six-digit number that is comprised of two parts:
Position the position of the numeric value in the Racial/Ethnic code identifies the students ethnicity.
Priority the numeric value assigned to the position identifies the racial/ethnic choice, where 1 represents the primary
choice, 2 represents to secondary choice, and so on. Each numeric value corresponds to the six ethnicity fields on the
state pages.
For example, a student whose primary racial/ethnic choice is Black or African American is assigned a racial/ethnic code 001000.
If the student is also of Hispanic origin, the student is assigned a racial/ethnic code of 001002.
