PERFORMANCE SPECIFICATION
Related Documents: DEF STAN 02-154; DEF STAN 08-123; see also Annex A.

1.1

1.2

General
a.

Prior to the design of a new locker, consideration should be given to either using
an existing locker, or stowage of the explosive store in an appropriate magazine.

b.

Except where otherwise indicated, the design and construction requirements

for Magazine Lockers, Readyuse (RU) Magazine Lockers and Detonator
Lockers shall be as described in this Section 3.

Environmental Conditions
a.

2.

The following environmental conditions (in accordance with the requirements

of DEF STAN 08123) shall be met in the design of all weatherdeck lockers:
(1)

Sea States - The locker shall withstand, without failure, the maximum
sea states the vessel will meet in its design role;

(2)

Green seas loading - The requirements of DEF STAN 02154 shall be met
in full;

(3)

Solar radiation - The locker shall be designed to withstand the maximum

thermal emission from solar radiation, which is equivalent to a heat flux
of 1120 W/m2 acting for a period of four hours. This will cause a
temperature rise of approximately 20C on the exposed surfaces of
equipment;

(4)

Salt corrosion - Lockers exposed to a saltladen environment,

e.g. weatherdeck lockers, shall be designed to prevent corrosion;

(5)

Wind effects - Lockers shall be designed to:

(a)

Remain safe and be capable of acceptable performance in a relative

steady windtoship speed of 28 m/s with gusts of 1 minute duration
of 40 m/s;

(b)

Survive and remain safe in a relative steady windtoship speed of

30 m/s and gusts of 1 minute duration of 54 m/s.

3.1

General Requirements

3.1.1

Distortion/Racking (due to flooding)

a.

Magazine Lockers shall be capable of withstanding full flooding from the Ship's
firemain and maintain watertightness and structural integrity.

DEF STAN 02179 / ISSUE 1

(NES 179 )

3.1.2

Base/Legs
a.

3.1.3

3.1.4

Shock (Non-Contact Underwater Explosion)

a.

All lockers shall be designed to remain captive and not become a hazard, after
experiencing shock up to 70 per cent of the maximum ship shock level.

b.

Explosive stores contained within Magazine Lockers shall remain safe and
serviceable after experiencing noncontact underwater explosion up to 70 per
cent of the maximum ship shock level.

c.

Explosive stores contained within RU Magazine Lockers shall remain safe after
experiencing noncontact underwater explosion up to 70 per cent of the
maximum ship shock level.

d.

A figure of 70 per cent of the maximum ship shock level equates to a hull shock
factor of 0.91 for Destroyers and Frigates and of 1.2 for larger ships. Actual
shock levels are derived by factoring the appropriate Grade Curve in BR 8470,
normally Grade 1987D.

e.

For lockers limited to a specific ship class, the Warship Project Manager (WPM),
shall be consulted to ensure that the shock levels in Clause 3.1.3d. are
appropriate.

Electrical Screening
a.

3.1.5

The need for Electromagnetic Pulse (EMP) and Radio Frequency (RF)
screening shall be evaluated when designing new or replacement Magazine and
RU Magazine Lockers.

Response to Attack on Ammunition

a.

3.1.6

Free standing lockers shall be provided with their own legs or base units
(between 100 mm to 150 mm high). The legs shall be strong enough to take the
full weight of the locker when full and to be capable of being bolted directly on to
Ship's seatings. Considerations shall be given to methods that overcome any
possible distortion of the locker due to the forces caused by deck movement in a
seaway being transmitted through the hold down bolts at the deck seating.

The need for Response to Attack on Ammunition (RATTAM) protection in the

locker structure shall be evaluated when designing new or replacement
Magazine lockers.

Insulation/Cladding Plates
a.

All Magazine and RU Magazine Lockers (excluding Detonator Lockers) that are
exposed to direct sunlight (i.e. Upper Deck Lockers) shall be insulated
internally to prevent condensation. All lockers manufactured from metallic
materials and exposed to direct sunlight shall also be fitted with external solar
cladding plates over the top and sides. Lockers sited close to a bulkhead do not
require cladding plates on the side adjacent to the bulkhead.

b.

The internal insulation shall be made from 19 mm thick Phenolic Foam. It shall
be secured by adhesive bonding or studding on all faces, excluding the base.
(A suitable insulation is available from MOD under NS No 0414/9679594).

c.

When fitted, the Solar Cladding plates shall stand off by 25 mm from the top
and sides of the locker to allow a free passage of cooling air. (See Clause 4.3.1a.).

3.1.7

Radar Cross Section (Radar Echo Area)

a.

3.1.8

Radar Absorbent Material

a.

3.1.9

Radar Absorbent Material (RAM) shall be used only when the RCS cannot be
reduced by shaping.

Welding
a.

3.1.10

Lockers sited on the weatherdeck are wherever practicable to be designed for

the reduction of Radar Cross Section (RCS).

All welding practice shall conform to the requirements of DEF STAN 02706.

Galvanizing
a.

All Mild Steel components shall be hot dip galvanized in accordance with the
requirements of BS EN ISO 1461.

3.1.11

Painting

3.1.11.1

Surface Coatings for Detonator Lockers only

3.1.11.2

a.

External and internal surfaces shall be suitably prepared and painted with two
coats of High Gloss Signal Red (BS 381C No 537) to DEF STAN 8078.

b.

`DETONATORS' shall be marked in Fire Retardant white paint across the

front of the locker in accordance with DEF STAN 02183 Part 1 or Part 2 as
applicable.

External Coatings
a.

3.1.11.3

Unless stated on the relevant locker SDN then the following shall apply:
(1)

Magazine Lockers and RU Magazine Lockers sited on the weatherdeck

shall be prepared in accordance with the requirements of
DEF STAN 02759 and they shall be painted with two coats of
weatherwork grey undercoat to DEF STAN 80187, colour number 637
followed by two coats of topcoat to DEF STAN 80165, colour number 676
applied in accordance with the requirements of DEF STAN 02758. For
Composite Materials see Clause 4.3.3a.

(2)

Hazard
Classification Code

A UN system by which explosive stores may be grouped for

stowage purposes by Hazard Division and Compatibility Group,
amalgamated together as Hazard Class Code BR 862, Chapter 5,
Annex A refers.

Locker

The suffix `locker' indicates that it is a free standing structure

surrounded by an air gap on all sides and that it is capable of
being bolted on to the ship's seating or on to deck pads. A locker
does not have an adjacent compartment because of this air gap. A
free standing locker may be recessed into the ship's structure but
its boundaries are not part of the ship's structure. A locker is of
such a shape or size that it does not permit `walkin' access and
the contents are handled while standing outside the locker.

Magazine Locker

Is a selfcontained freestanding locker designed to be safe for the

permanent stowage of the whole or part of the ship's outfit of the
designated explosive store(s).

Readyuse Magazine Is a selfcontained freestanding locker designed to be safe for the

Locker
temporary stowage of small amounts of boxed or unboxed
explosive stores. It is to be sited near the weapon it serves, to
facilitate supply when the relevant armament is required to be in
a `state of readiness'.
