I wanted to contact you to express my desire to seek the State Central Committee
endorsement and Republican nomination for Ohio Auditor of State. The circumstances
surrounding the vacancy on the statewide ticket for the Auditor slot creates a unique
opportunity and challenge for our party.
The likely Democratic candidate for Auditor, David Pepper, has already raised
over $300,000 as of July 2009 and will certainly have much more on hand for this
filing on January 31st. Mr. Pepper comes from a very wealthy family and will be able
to self-finance if necessary, as shown in previous races. The Auditor race will be a
sprint to November, with almost all attention devoted to fundraising – which is why I
believe I am uniquely qualified to step right in and win this crucial Apportionment Board
seat for the following reasons.
First, I have already raised over $350,000, with over $300,000 on hand in the bank.
Rather than discussing this as “blue sky,” or talking about my goals, attached as my
Exhibit A is my most recent Ohio Campaign Finance Report cover sheet proving this.
Second, I have been able to raise significant money from and for an office that is much
more difficult (Recorder) than State Auditor. I have marshaled an unprecedented “war
chest” for a sitting Recorder in the county seat of our state’s capital.
Third, I have a good ballot name that has been a proven vote getter in Central Ohio
where I have won previous elections where many Republicans have lost.
Fourth, I have a loyal organization of over 50 dedicated grass-roots volunteers that has
helped elect many Republican candidates around the state. The candidates I have

family has been involved in public service and politics for many years. As a result, I
have a second home base in Northwest Ohio.
Seventh, I have the support of my family, to do what it takes to win this challenging and
compressed statewide race. Please see my attached recent family photo, which is

utilized to deliver more efficient government service and provide jobs.
• Initially appointed Recorder, elected in a hotly contested race two months later, then re-elected
twice by the voters in Franklin County.
• Proud to have been the first recorder in Franklin County history to have provided free, online public
Web-based access to full-images of real estate records, including deeds and mortgages.
• Conducted extensive public outreach to provide veterans information on permanent preservation of
their military discharge records.
• Extensive public outreach efforts to provide citizens free information on advance directives, like
living wills and health care powers of attorney, having distributed over 50,000 packets during my time
in office.
• Also proud for preserving over 21 million pages of records using digitizing archival technology,
including historic deeds dating to before Ohio achieved statehood.
• Since I became Recorder, over 100,000 citizens have received free accounts to view the public
records in my office, saving them millions of dollars in copying costs by allowing access in the
convenience of their homes and offices.
• By utilizing a free, password protected system, maintained an audit trail for identity theft
prevention/investigations and yet enhanced access to public records.
• All achievements as Recorder occurred while shrinking my staff by almost 10% over my terms in
office, versus when I started, demonstrating my commitment to conservative, good government
values.

As an elected official, I make a complete, accurate, and permanent record of every document
pertaining to the ownership, conveyance and encumbrance of land within the county:

• Maintain permanent land records, retaining them in archival form and making these accessible to
the public;
• Comply with more than 1000 sections of state law in the Ohio Revised Code pertaining to the
duties of the Recorder's office;
• Take great care to ensure that every document received is accurately filed, recorded and
indexed;
• Serve on the FRANKLIN COUNTY RECORDS COMMISSION which authorizes the retention of
county records and determines when or how these county records may be disposed;
• Serve on the FRANKLIN COUNTY AUTOMATIC DATA PROCESSING BOARD which authorizes
any purchase, lease or contract for data processing equipment for county offices and oversees the
Franklin County Data Center;
• Serve as secretary and member of the FRANKLIN COUNTY MICROFILMING BOARD which
authorizes any purchase, lease or contract for microfilming equipment in county offices and
oversees the operation of the Franklin County Microfilming Center;
• Serve as Chief Administrator of the Franklin County Microfilming Center;
• Collect fees for documents filed in the Recorder's office and pay these monies into the county's
general fund;
• Maintain an accurate record of all monies appropriated to the Recorder's office for its operation;
• Performs all accounting functions necessary to the operation of the Recorder's office including
preparation of annual budgets and reports, vouchers, purchase orders and maintain all payroll
records, and other records pertaining to the Recorder's staff;
• File annually an ethics report, inventory of office equipment, depository agreements for funds and
every other report as required by law;
• Notify annually the Board of Commissioners and boards of township trustees of their duty to file
zoning resolutions, maps and amendments.
