11.1

PREAMBLE
a

At present Punjab is an agricultural state but to give an impetuous to technical


education, a technical University was established in 1997 now known as Punjab
Technical University. The eleventh plan envisages a man power requirement of
3.72 million man-years for engineers and 8 million man-years for technicians
and support staff. Considering the above fact, there is an urgent need to enhance
the existing number of technical manpower in different branches of Engineering
Therefore as a policy, Govt. of Punjab is encouraging opening of new
engineering colleges both in public and private sector and at the same time
encouraging the existing Engineering colleges either to enhance the intake of a
particular branch or start new branch of engineering in the same colleges.
1.1 Introduction
Guru Nanak Dev Engineering College was established by the Nankana Sahib
Education Trust (NSET). The Nankana Sahib Education Trust was founded in
the memory of the most sacred temple of Nankana Sahib, birth place of Guru
Nanak Dev Ji. Shiromani Gurudwara Parbandhak Committee, Amritsar, a
premier organisation of Universal Brotherhood, was the main force behind the
mission of "Removal of Economic Backwardness through Technology".
With this mission, a Polytechnic was started in 1953 and Guru Nanak Dev
Engineering College was established in 1956. The Trust deed was registered on
24th February, 1953 with a commitment by the Nankana Sahib Education Trust
to uplift the vast weaker section of Indian polity comprising Rural India by
admitting 70% students every year from rural areas. This commitment was
made to the nation on 8th April, 1956, the day when the foundation stone of the
College building was laid by Late Dr. Rajendra Prasad Ji, the First President of
India. Nearly 20,000 Graduates and 2500 Post-Graduate Engineers have already
passed out from this College during the last several years and are at present
successfully employed in India and abroad. Seven Under-graduate courses
(Civil Engineering, Mechanical Engineering, Electrical Engineering, Electronics
& Communication Engineering, Computer Science & Engineering, Production
Engineering and Information Technology) run by the Institute have been
accredited twice by National Board of Accreditation) New Delhi in the year
2004 & 2008.

1.2 Background of the Consultants


Instead of appointing any individual or firm as consultant, it was decided that a
committee under the chairmanship of Director shall be constituted from
amongst the senior faculty of Engineering stream having Ph.D Degree. All the

Nankana Sahib Education Trust [NSET] was founded in memory of the most
sacred temple of Nankana Sahib, birth place of Guru Nanak Dev Ji. Shiromani
Gurdwara Prabhandak Committee, Amritsar, a premier organisation of universal
brotherhood, was the main force behind the mission of 'Removal of Economic
Backwardness through Technology'. With this mission, a Polytechnic was started
in 1953 and Guru Nanak Dev Engg. College was established in 1956. The Trust
deed was registered on 24th February 1953 with a commitment by The Nankana
Sahib Education Trust to uplift the vast weaker section of Indian polity
comprising Rural India by admitting 70% students every year from Rural Areas.
This commitment was made to the nation on 8th April, 1956. The day when
foundation stone of the College Building was laid by Late Dr. Rajendra Prasad
Ji, the First President of India. Nearly 20,000 graduate and 2500 Post Graduate
Engineers have passed out from this college (Guru Nanak Dev Engineering
College) during the last 50 years and are at present successfully employed in
India & abroad. Seven Undergraduate courses (Civil Engineering, Mechanical
Engineering, Electrical Engineering, Electronics & Communication
Engineering, Computer Science & Engineering, Production Engineering and
Information Technology) are accredited by NBA. Apart from Guru Nanak Dev
Engineering College, the Trust is also running successfully the following

Nankana Sahib Education Trust is actively involved for uplift of rural mass
through technical education since 1953. In order to accomplish, the Trust has
established various educational institutions in past.

Vision of the Promoting Body


a) To provide best technical education and training related to various
streams of engineering and technology to the weaker/backward
section of people in general and rural area of Punjab in particular.
With this end in view to establish, maintain and manage an
Engineering College at Ludhiana or in its suburbs or at other suitable
place in the State of Punjab or the State of Patiala and East Punjab
States Union. With the same end in view to set up the plants,
workshops and other facilities for the manufacturing of engineering
goods.
b) To supply necessary information for the said purposes to the people
through books, magazines and other papers.

11.3

OBJECTIVES AND SCOPE OF THE PROPOSED INSTITUTION


Punjab being an agricultural state, the Govt. has taken an initiative to give an
impetuous to technical education by establishing a technical University in 1997.
To provide facilities for all other types of Engineering and Scientific education
and training to the weaker section of people in general and people of rural areas
in particular. With this end in view, to establish, maintain, and manage an
Engineering College, at Ludhiana, or in its suburbs and other Mechanical, ECE,
Technical, Electrical, Agricultural, Industrial and Scientific Schools and
Institutions at suitable places in the State of Punjab, and with the same end in
view to set up plants, workshops and other machinery for the Production and
Manufacture of Mechanical, Electrical, Agricultural and Industrial tools, plants,
machinery and goods.

Objectives of the Institution


1. To provide facilities for Mechanical, ECE, Technical, Agricultural,
Industrial and all other types of Engineering and Scientific education
and training to the weaker and poor section of people in general and to
such people of rural areas in particular, and with this end in view, to
establish, maintain, and manage an Engineering College, at Ludhiana, or
in its suburbs and other Mechanical, ECE, Technical, Electrical,
Agricultural, Industrial and Scientific Schools and Institutions at
suitable places in the State of Punjab, and with the same end in view to
set up plants, workshops and other machinery for the production and
manufacture of Mechanical, ECE, Electrical, Agricultural and Industrial
tools, plants, machinery and goods.
2. To supply necessary information for the said purposes to people through
Books, Magazines, Papers and otherwise.

General and Technical Education Scenario of the State

Punjab being an agricultural state, the Govt. has taken an initiative to

important that the technical manpower shall be created in different
branches either by enhancing the intake or opening the new engineering
college. Govt. of Punjab is encouraging both opening of new
engineering colleges and enhancing the intake of engineering colleges.
Status at Entry Level
These courses are already running with intake of 90 students per branch
except Production Engg. (Intake 45). The eligibility criteria is as per
AICTE/Punjab Technical University, Kapurthala guidelines.
Status of Technical Level manpower

The 11th plan envisages a manpower requirement of 3.72 million manyears for engineers and 8 million man-years for technicians and support
staff. Facilities for degree-level technical education are available at
approximately 1346 approved engineering colleges. The total admission
capacity for these courses is about 4.4. lakh. Considering the above
fact, it is important that the technical manpower shall be created in
different branches either by enhancing the intake or opening the new
engineering college.
Industrial Scenario of the State
Punjab in general and Ludhiana in particular is a hub for Small &
Medium Scale enterprises, services, retail and agro-business The main
industry clusters are Bicycle, Machinery, Garments, Sports goods,
machine tools, Sewing machines, steel re-rolling etc. The Govt. of
Punjab is giving special attention towards the infrastructural
development like going for Metro, creating new power stations, making
new IT Hub. For enlarging the existing industrial scenario of the State
and infrastructural development, it is essential that enough manpower
be trained in various streams, so that gap between demand and supply
can be minimized.
Scope of the College vis--vis the Industrial Scenario and Educational
Facilities already available in the State.
The Govt. of Punjab started a Technical University in 1997 with an aim
to create enough trained manpower by allowing private sector to start
new engineering Colleges. Considering the pace with which
infrastructure development taking place and manpower by the industry
it is essential that new manpower be added to reduce the gap between
demand and supply.

Scholarships
1)The Punjab Government vide Notification Endst No. 2407-2476/S1/ECC/2008 dated 2.9.2008 has introduced a Fee Waiver scheme under which
10% additional seats are being given to the following categories in the ratio
mentioned against each:
A) Women Candidates
23%
B) Economically Weaker
50%
(Annual income of parent/guardian less than Rs. 2.5 Lakh from all
sources)
C) Physically Handicapped
17%
Accordingly the above admissions for the Session 2008-09, 2009-10,201011 have been made as per Punjab Govt. guidelines. The same will continue
for the next Academic Session 2011-12 also.
2) The Punjab Government has also sanctioned a merit-cum-means scholarship
scheme to assist deserving students to pursue studies for Degree course in
Engineering Institutions. The value of the scholarship is Rs. 1200/- per annum
and will be awarded each year on the basis of the results of the qualifying
examinations. The number of scholarship will be 10% of the sanctioned
strength. Students securing 1st class in the qualifying examinations and whose
parents/guardians gross family income from all sources, at the time of award in
the proceeding financial year, does not exceed Rs. 15000/- per annum and they
(parents/guardians) do not pay more than Rs. 1000/- as land revenue, are eligible
for the award.

Scholarships at Institutional Level

Bibi Shivdev Kaur Grewal S/ship: Two Awards at Rs.1200/- Per annum each
to poor and needy students.
Mr. & Ms. Harkishan Singh : Awards at Rs.1200/- per annum each to poor and
needy students.
S.S.Kahlon Memorial Fund : Two Awards at Rs.1200/- per annum each to poor
and needy students.
GENCO Scholarships : Five Awards at Rs.4800/- per Annum each to poor and
needy students.
Scholarship in the memory of Dr. I. S. Rai:
i) Rs. 10000/- scholarship to be awarded to outstanding poor student of Civil
Engg.
ii) Rs. 10000/- scholarship to be awarded to outstanding poor student of any
branch of Engg.
iii)Rs. 5000/- to be awarded to good sportsman.
Rs. 5000/- AU-85' to the Academician of the year to the student of D-2/ D-3/ D4/ on the basis of 1st and 2nd Semesters for D-2, 3rd & 4th semesters for D-3
and 5th and 6th semesters for D-4 students.
Mangat Family Scholarship :Scholarship worth Rs. 20,000/- annually will be offered towards tuition fee to a
Girl student from rural area belonging to low income family.
S. Mewa Singh Gill Memorial Foundation Scholarship
This scholarship is awarded to a student from First year Degree Class, who
belongs to economically weaker Section @ Rs. 6000/- per annum.

In case of PGDM Programs, comprehensive details in respect of admission


procedure, Program structure, curriculum outline and contents, evaluation
system etc. should necessarily be submitted. PGDM Programs shall be
regulated as per Appendix 9

Details of each Academic Department


Each department is being looked after by the Head of Department and Lab
Incharges are appointed by the concerned HOD to look after the corresponding
Lab. All the departments have also got computing Lab (Departmental
Computer Centre) and Departmental Library. The Central facility like
Computer Centre and Central Library remains opened for twelve hours a day
for students and faculty. E-Journal is available in the Central Library.
QUALITY AND HUMAN RESOURCE DEVELOPMENT

Academic Values
The proposed course shall be run with the focus on imbibing the highest moral
and academic values in the students, so that besides being becoming good
professionals, they also become good human beings. The Academic values
shall inculcate the best professional training besides grooming the students to
build a complete all round personality.

Recruitment, Strategies for Attracting and Retention of Faculty Personnel


for Excellence, Promotional Avenues, Career Ladder
The College follows AICTE norms for recruitment, promotion and service
conditions governing the staff. All the facilities as per norms including
AICTE scales and allowances is being paid. The faculty is being encouraged
to enhance their qualification by going for higher education through schemes
like QIP, Study leave both with and without pay. The faculty is also
encouraged to enhance their qualification by joining Part-Time Programmes
(M.Tech. & Ph.D.) The teachers are also encouraged to attend Seminar,
Conferences, Workshops, organised by different organisations. One teacher
can attend two National Conferences in a year and one International
Conference outside countries in three years. The cost of registration, TA etc.
is being borne by the Institute. The teachers are also being encouraged to
organise Seminar, Conferences, Short Term Training Programmes. The
teachers are being paid Rs. 1000/- annually to purchase the books. Apart from
the above, the faculty is also provided the residence within the campus.

Policies for Teaching and Non-teaching Staff Development


The faculty is being encouraged to enhance their qualification by going for
higher education through schemes like QIP, Study leave with and without pay.
The faculty is also encouraged to enhance their qualification by joining PartTime Programmes (M.Tech. & Phd.) The teachers are also encouraged to
attend Seminar, Conferences, Workshops, organised by different organisations.
One teacher can attend two National Conferences in a year and one
International Conference outside countries in three years. The cost of
registration, TA etc. is being borne by the Institute. The teachers are also being
encouraged to organise Seminar, Conferences, Short Term Training
Programmes.
Non-teaching staff (Lab Technicians) are being encouraged to enhance their
skill under the different training programmes organised by
NITTTIR,Chandigarh. The Non-teaching staff (Clerical cadre) is being
encouraged to do the part-time courses for skill enhancement and qualification
up gradation which can enhance their career prospects. During the vacations,
Soft Skill Training Programme is being organised by the Computer Centre,
specially for Non-teaching staff.

Permanent and Contract Services for Teaching, Non-teaching and

The teaching and non-teaching staff (permanent and contractual) are recruited
as per AICTE and Punjab Govt. norms.

A

Total Quality Management


All the UG courses of the college are accredited by NBA twice since 2004.
The College also follows quality norms as prescribed in ISO-9001:2008.
Overall Teaching and Non-teaching Staff Requirements
AICTE norms for teaching staff and Punjab Govt. norms for non-teaching staff
are followed. The revised pay-scales of Punjab Govt. as well as AICTE have
already been implemented. The increase in the staff requirement (Teaching and
Non-Teaching) as per norms due to enhancement in seats will be filled once the
sanction for enhanced intake is received.
LINKAGES IN TECHNICAL EDUCATION
Introduction
The College encourages the R&D activities by the faculty as well as the students
for enhancement their knowledge and skill. Many of the MODROBs,
TAPTEC,RPS proposals were accepted by AICTE, DST, IE(I) and the grant has
been given to the College. The College also encourages to organise National
Level Seminar, Workshops, Short Term Training Programme both for faculty as
well as students.
Linkages with Industry
Many of the industries have signed MoU with different departments. A full
fledged independent department named as Testing and Consultancy Cell is
actively working with the industry to solve their live problems. The Cell acts as

problems by the faculty and students after charging certain fee. The annual turnover is around Rs. 100 Lakh.
Linkages with the Community
The College is having a full fledged NSS, NCC wing and Youth Service Club
Wing. The NSS Camp is being organised in near by villages to make them aware
of the social problems, hygienic sense etc. The Community Development Centre
sponsored by Govt. of India is also being run by Nankana Sahib Education Trust
in the campus under Polytechnic wing of the Institution for training of rural and
unemployed youth under different Vocation Training Programmes in different
skills. The NCC, Youth Service Club wings are also very active. The Science
and Technology Entrepreneur Park (STEP) has been established by the College
for preparing the youth as Entrepreneur.

Philosophy of Governance
A Managing Committee, appointed by Nankana Sahib Education Trust
comprises members from Central Government, State Government, Punjab
Technical University, AICTE, Trust and College staff representatives runs the
college. MC reports to trust. The routine duties are looked after by Director,
who has been vested with financial powers. The different Departments are
headed by Head of Departments. Deans are appointed from the senior faculty

Role and Responsibilities of Key Senior Positions


The Director being head of the Institute is responsible for overall development
of College. The Head of Departments are looking after all the academic and
general administration of their respective Department. The financial powers are
distributed from the top management to the HODs with varying powers for
expenditure. The Deans are looking after general administration of their
respective Branches/Sections.
Methods / Style of Administration / Management
As stated earlier, the College was started by Nankana Sahib Education Trust
and its functioning is managed and monitored by a Managing Committee
appointed by the Trust which has a fair sprinkling of Govt. bodies like Central
Govt., State Govt., AICTE and the University representation.
The Managing Committee has further delegated it power and authority to
various sub-committees which assist it in its day to day routine management

Wing working under the control of Nankana Sahib Education Trust, Ludhiana.

Requirement of staff, space & equipment, as and when required, if

The space available is more than the norms for the existing courses and can
fulfill the requirement initially for enhanced intake also. The further
enhancement in space as per AICE norms will be complied, once the
sanctioned is received.

of increase in intake and second shift is received. However the faculty
identification will start immediately after the submission of application form.

Activities of the Promoting Body since inception


Nankana Sahib Education Trust [NSET] was founded in memory of the most
sacred temple of Nankana Sahib, birth place of Guru Nanak Dev Ji. Shiromani
Gurdwara Prabhandak Committee, Amritsar, a premier organisation of universal
brotherhood, was the main force behind the mission of 'Removal of Economic
Backwardness through Technology'. With this mission, a Polytechnic was started
in 1953 and Guru Nanak Dev Engg. College was established in 1956. The Trust
deed was registered on 24th February 1953 with a commitment by The Nankana
Sahib Education Trust to uplift the vast weaker section of Indian polity
comprising Rural India by admitting 70% students every year from Rural Areas.
This commitment was made to the nation on 8th April, 1956. The day when
foundation stone of the College Building was laid by Late Dr. Rajendra Prasad Ji,
the First President of India. Nearly 20,000 graduate and 2500 Post Graduate
Engineers have passed out from this college (Guru Nanak Dev Engineering
College) during the last 50 years and are at present successfully employed in
India & abroad. Seven Undergraduate courses (Civil Engineering, Mechanical
Engineering, Electrical Engineering, Electronics & Communication Engineering,
Computer Science & Engineering, Production Engineering and Information
Technology) are accredited by NBA. Apart from Guru Nanak Dev Engineering
College, the Trust is also running successfully the following Institutions/Schools
