Observations
In the Spare Gear Store, the spares of
the OBMs were found to be stacked in
the racks in a cluttered way. Chances of
the spares falling down, especially while
searching for the spares or taking out
one of the spares is very high. On
interviewing the Storekeeper, it is
understood that the problem is due to
non-availability of sufficient racks. Also
unserviceable items which are to be
disposed of are also kept in the store.
Some of the lubricants and oils which
are highly inflammable were also found
in the store room,

Control measures
The lubricants and oils to be shifted to the
POL Store, which is designated to store
such items

Proper storing and labelling of the spares


for easy identification and retrieval, thereby
decreasing the workload.

2 Months

Mobile Crane of 12 Ton Capacity used


for lifting of boats from the jetty and
placing in the workshop. The lifting,
transporting and unloading of the boats
in the workshop was done by the
operator with the assistance of the
slingsman and banksman. Following
hazards were observed during the
lifting/transporting/ unloading operation.

The crane operation for the lifting of boats


is to be immediately stopped

The crane is to be positioned on a level


area like the jetty

The crane during lifting of the boat was


placed at a Ramp which has a slope of
20 degrees and leading to the
backwaters. Operating the crane, at this
slope even with the outriggers may
cause the crane to topple with the load.

be removed from the store and to be
disposed of.

Observations
A metallic tank is placed in the
workshop for taking trails of the
repaired Outboard Motors (OBM). The
tank is filled to half level
accommodating almost 2 Tons of water.
04 OBMs which were repaired and
trials completed satisfactorily were
found to be mounted on the tank. The
water in the tank is contaminated with
oil from the OBMs. This contaminated
water is a fire hazard due to the
presence of oil. On interviewing the
workers it is found that the water has
not been changed during the last 02
months and hence stinking. This water
is a biological hazard also.

Two painters were applying the second


coat of an anti-fouling paint on the
underwater hull part of a boat using
brush. The antifouling paint was toxic
due to the content of tin in it. The
painters were not having much problem
in their work because they were used to
that paint though they had some
problem in going below the boat which
was placed on the cradles and only 3
feet ground clearance was available.
The painters were not using any
personal protective equipment for
handling the toxic paint, which is a
hazard to their health. Again the space
constraints and working in the hot sun
is a hazard to painters.

Control measures
Water in the tank to be drained, tank cleaned
and filled with fresh water

The repaired OBMs need to be mounted on the


tanks only for trials. The OBMs are to be
removed from the tank once the trials are
completed. Remove all the OBMs of which trials
completed.

Care to be taken to avoid spillage/ leakage of

hazard, still persists and therefore adequate fire
fighting arrangements to be ensured. Towards

This will reduce the ergonomic problems faced
by the painters.

Petrol and Diesel stored in plastic
containers in the POL Store. Though
the store is well equipped with fire
alarm/ fire fighting equipment, adequate
lighting and ventilation, the practice of
storing Petrol and Diesel in plastic
containers is a fire hazard.

Control measures
The POL store is to be closely monitored. Any
chance of ignition source coming in contact of
the highly inflammable petroleum products
stored should be avoided. A Sentry to be
provided.

The batteries of the Outboard Motors
used in the boats are charged in a
battery charging room. The room is
adequately ventilated with sufficient
electrical power supply points for
charging of battery. Following hazards
were observed regarding the handling/
storage and charging of battery;- Batteries which were unserviceable
and requires safe disposal stocked
inside the room. This is a hazard to
environment and to the people using
this room.
- Sulphuric acid used for battery
charging were found to be stocked in
the room in plastic containers that too
unlabelled. The acid itself is a hazard
and the risk is increased by storing it in
plastic containers without proper label.

Observations
A shipwright found operating a portable
drilling machine for repairing the hull of a
boat parked on cradles at the hard stand.
The drilling machine was connected
through an extension cord to the mains
supply. The cable of the extension cord
was almost double the length of the
actually required length of 20mtrs. Other
hazards observed during this operation
is:- The drilling machine though on visual
examination seems to be in good
condition, there was no label or sticker
showing the tested/ inspected date.
Interaction with the worker revealed that
the machine is never routinely inspected
or tested. Repairs are done only after the
machine becoming non-operational.
Using of such machine is a hazard to the
operator.
- The cable of the extension cord was
having several joints and was laid
through the hard stand, through which
vehicles were also moving through. The
vehicles passing through the cable will
lead to the damage of the cables and
people passing by getting electric shock.
- The shipwright was not using any
Personnel Protection equipment like
safety goggles, Safety shoes, hard cap
- The drill bit of the Drilling machine was
blunt thereby the operator exerting extra
pressure on the machine which could
lead to breaking of the drill bit. This is a
hazard to the operator and the coworkers.
Drinking water points available at various
locations like the main entrance, rest
room, corridors and the dining hall. These
points were easily identifiable and
accessible even to the visitors by means
of the signages provided.

Control measures
The drilling activity by the shipwright to be
stopped

The boat is to be shifted to the Power Boat


Shed. Work can be commenced after
getting a tested and inspected drill machine
with good drill bits and plugging into the 15
Amps Power Plug available in the Boat
Shed. This will eliminate the use of
extension cable, laying the cable through
vehicle passing area and the shipwright
working in the hot sun.

Repair works of the boats are to be


undertaken at the designated workshops
only. On examination it was found that the
workshop was used by the workers for
parking their scooters and cars, due to lack
of staff vehicle parking area.
A designated vehicle parking area is to be
provided for the staff by the management.

area is provided, the management is to
provide a temporary vehicle parking area.

Observations
Construction of a Sea wall between the
backwaters and hard stand of the Power
Boat Workshop is in progress by a
Contractor. The work involved building of
a bund using sand bags and pumping out
water from the area for a length of 200
Mtrs length to facilitate construction of the
sea wall. Following hazards observed at
the site
- The bund made of sand bags without
proper reinforcement inadequate to take
load of water pressure from outside. At
many places the bunds have deteriorated
and bulged. With almost 05 workers
working inside the trench, there is a
hazard of the bund collapsing. Two in
number 100 TPH diesel driven centrifugal
pumps used for pumping out water from
the construction area is also placed on
the bund. The vibration from these
pumps is an additional hazard which may
trigger the collapse of the bund.

Control measures
The contractor to stop the work immediately

Observations
Bench vice not secured properly in the
bench provided in the Power Boat
Workshop. The vice is fixed to the work
bench using only one fastener, whereas
it is designed to be secured using 02
nuts and bolts. This is a hazard to the
worker using the vice
Two ICE fitters found assembling a 75
HP Mariner Outboard Motor (OBM) in
the workshop. The parts of the OBM
were placed on the floor causing oil
spillage. This may to lead to slip and
fall of the workers inside the workshop.
The ICE fitters were using general tools
like the adjustable wrench instead of
the special tools that were required for
the work. This is a hazard both to the
individual using it as well the coworkers.
An air compressor was found in the
workshop which was used for inflating
the balloons of the rigid inflatable boats
(RIBs).
The compressor was belt
driven and was having a cooling fan
attached to the compressor pulley. The
belt guard was removed and kept
exposing the belt, the pulleys and the
cooling fan. There is a hazard of
entanglement of the workers in the
compressor belt.
Hull of the boats is made of Glass
Reinforced Plastic (GRP) and Fibre
Reinforced Plastic. Working with the
various solvents, resin and chemicals
used during the manual repair of the
GRP and FRP hull causes serious ill
health problems.
Dust created by
cutting, drilling and grinding of the FRP
and GRP hull is also a potential hazard.

Control measures
The vice to be secured to the work bench
using proper fasteners

Observations
A well maintained and attractive Notice
Board is placed in the main corridor. A

area. The vehicle route in this hard
stand is not clearly marked causing the

any control. This is a hazard to the
workers and pedestrians working in the
area.

Control measures

One of the gangways placed between


the Hard stand and the Marina found to
be defective. The stanchions are bent
and the ropes are broken in many
places. This can lead to people falling
from the gangway
Two AFFF extinguishers in the
workshop due for charging is on 11 Dec
13. In case of fire, these extinguishers
may not work properly and hence it is a
hazard.

Introduction including overview of area inspected and activities taking place


The safety inspection was carried out in a Power Boat Workshop at Indian Naval Academy,
Ezhimala, Kannur. The Power Boat Workshop caters for the maintenance and repairs of 28 in
number power boats held at Indian Naval Academy. The workshop is located at the waterfront of the
Kavaayi backwaters. The boats are hoisted from the backwaters, transferred through the hard stand
and placed in the power boat workshop using a Mobile crane. The maintenance and repairs of the
boats and the outboard motors which are used to propel the boats are carried out at this workshop.
The organisation consists of an officer-in-charge, a technical in charge, 03 supervisors and 25
tradesmen.
Executive Summary
The workshop is fairly equipped and following good engineering and safety practices. The workers in the
organisation are well motivated and backed up by the supervisors and the management. However,
there are certain areas of concern as far as health and safety is considered. Some breaches and noncompliance of law/ standards were observed during the inspection which needs to be addressed to at
the earliest.
The contract work of seawall construction is carried out by the contractor without taking care of health
and safety of his workers. This work should be progressed only after implementing corrective measures
to ensure health and safety of all the personnel involved.
Substantial amount of hazardous substances like Tin based anti-fouling paint, Sulphuric acid, Solvents/
chemicals for FRP/ GRP repairs, petrol, diesel, lubricant and engine coolants are stored and used in the
workshop. This hazardous antifouling paint is to be replaced with an environment friendly tin-free
organic anti-fouling paint. All the necessary precautions are to be taken for handling and storing of
these hazardous substances.
Due to the non-availability of Vehicle parking shed, the workers are parking their private vehicles in the
Boat shed. This is leading to safety lapses in the workshop. The workers should be provided separate
vehicle parking sheds and the practice of parking the vehicles in the boat shed to be discontinued with
immediate effect.
Some of the workers were doing the works very casually, without considering their own health and
safety and those of others. A positive safety culture needs to be developed in the organisation. Conduct
of safety seminars, tool box talks, individual counselling and hiring services of a Health and Safety
professional may be considered to increase the health and safety standards of the organisation.

Most of the ergonomic and musculoskeletal ill health problems faced by the workers are due to the
manual handling and repetitive actions like cleaning/chipping and painting the boats. These problems
can be addressed to by incorporating new technology and augmenting the facilities.
Main findings of the inspection
Contract Work.
The construction work of seawall between the hard stand and the Kavvayi
Backwaters is in progress by a contractor. The work was initially projected by the user department and
was offloaded to a contractor by the offloading authority (Military Engineering Services). The contractor
during the execution of the work was not taking adequate safety measures to prevent accidents at site.
Following lapses has been identified in the contract.
Sufficient time was not given to the contractor for undertaking the work safely.
Clear Method Statement for doing the work not formalised or documented by the contractor
Lack of co-ordination between the contractor, the offloading authority and the user department
The contractor during the execution of work was not following basic safety rules like barricading the site,
positioning the pumps on a level hard surface, building the bund for the trench with sufficient strength
and reinforcement, taking care of the health and safety of his own workers etc. The work if continued
ignoring the health and safety of the workers and other safety aspects may lead to accidents. The
contract work is to be stopped immediately and a meeting is to be conducted with the participation of the
contractor, the user department and the work offloading department. New plan of action and method
statement to be formalised taking into account all the safety aspects. The contractor if required may be
given sufficient time and the delivery date of the project may be revised accordingly.
The Contractor has breached the BOWC ACT 1986. Refer Article 47 of BOWC ACT (Contravention
of any rules made for the safety and health of building and other construction workers is punishable
with imprisonment upto three months, or with fine upto two thousand rupees or with both)
However, the work being carried out at the premises of the Power Boat Workshop, the ultimate
responsibility for ensuring the health and safety of all personnel at site is of The Officer-in-Charge,
Power Boat Workshop. The contractor may be prevailed upon to ensure all the safety aspects are
taken care off during the execution of the project. Key contact persons from all the three agencies,
viz. the contractor, the offloading department and the user department is to be nominated and
appointed for the effective co-ordination and smooth progress of the project. Military Engineering
Services should be more selective while choosing contractors for such projects
Estimated Cost: No direct financial implication envisaged, however the project completion
date may skip by 02 months.

Handling of Hazardous Substances.


Like in any other industry there are some hazardous
substances used in the Power Boat Workshop also. These include antifouling paints containing tin,
sulphuric Acid for battery charging, solvents/chemicals for FRP/GRP repairs, petrol, diesel, lubricants,
and engine coolants.
The antifouling paint presently used is harmful to the individual who is handling it as well as to the
environment due to the content of tin. The use of harmful Anti-fouling system has been prohibited by
International Maritime Organisation (IMO) vide International Convention on the Control of Harmful
Anti-fouling System 2001. The Convention prohibits the use of harmful organotins in anti-fouling
paints used on ships and establishes a mechanism to prevent the potential future use of other harmful
substances in anti-fouling systems.
This antifouling paint used can be replaced with an environment friendly tin-free organic anti-fouling
paint. The only disadvantage of this eco-friendly paint is that it is almost double the cost of tin based
anti-fouling paint. However, the indirect benefits from using this eco-friendly anti-fouling paint will
benefit the organisation by achieving goods standards of health and safety and also compliance to
IMO convention.
All personnel involved in handling of the hazardous substance mentioned above are to be briefed
about the ill-health consequences. Accurate up-to-date health records/ medical records of all the
workers exposed to harmful substances is to be maintained to ensure compliance with CHAPTER IVA
(Provisions relating to Hazardous Processes) of THE FACTORIES ACT, 1948
Estimated Cost: The estimated cost for replacing the tin based anti-fouling paint with echofriendly organic paint is approximately Rs. 5,00,000/- per year.
Non Availability of Vehicle Parking Area.
During the inspection it was found that the workshop
staffs are parking their vehicles in the Power Boat Shed which is designed for parking boats for repairs.
The repairs of the boats are now carried out by the staff at the hard stand due to non-availability of
space in the power boat shed. Since the hard stand has no facilities for carrying out the repair works,
the workers are taking short cuts and unsafe methods for completing the repairs of boats. This unsafe
practice is to be discontinued immediately and all boat repairs to be carried out only at the designated
workshop.
The management is to provide a covered vehicle parking shed to the workers as per Scale of
Accommodation for Defence Services (SADS 2009) Article 3.7. (This article highlights the
requirement of provisioning a covered vehicle parking shed and the scale is 2 SM per scooter) The
vehicle parking shed is to be provisioned near the main entrance so that private vehicles will not enter
the hard stand and boat parking area, which will improve the safety standards at Power Boat Workshop
premises as a whole. Since provisioning of the covered vehicle shed is a mandatory requirement as per

SADS 2009, authorities in the higher formation can be convinced easily. Till such time a permanent
vehicle parking area is provided, the management is to provide a temporary vehicle parking area.
These measures once initiated by the management will increase the morale of the workforce.
Estimated Cost: The estimated cost for constructing a Covered Vehicle Parking Shed of 75
SM is approximately Rs. 3,00,000/Safe Working Practices.
Few unsafe working practices were noticed during the inspection.
Some of the observations which need to be addressed urgently are as follows:-

Power tools like portable drilling machine, angle grinder not maintained, inspected or tested
on a routine basis. Proper maintenance, inspection and testing of these tools by a
competent person is to be ensured

Outboard motors (OBM) are to be mounted on the metallic tanks for the conduct of trials
only. A safe practice is to developed so that on completion of the trials, OBMs are removed
from the tank. The metallic tank is to be kept clean by changing the water weekly.

Using general tools like the adjustable wrench instead of the special tools that were
required for the repairs of the engines. It is understood that most of the special tools were
available at the Power Boat Workshop. The workers needs to be motivated and
encouraged to use the proper tools.

Unsafe working practices during the operation of Mobile Crane may lead to accidents
causing serious injuries and damages. For all such high risk activities, a safe system of
work has to be developed. The crane, lifting accessories like slings and belts are to be
routinely inspected as per statutory requirements by a third party to ensure compliance with
THE FACTORIES ACT, 1948, CHAPTER IV (Safety) Article 29 is achieved.

The above observations can be resolved by giving proper instructions and training to the supervisors
and the workers. The workers are to be motivated to follow the safety rules of the organisation. Towards
this safety seminars, tool box talks, individual counselling etc. are to be conducted frequently. Hiring
services of a Health and Safety professional may also be considered to increase the health and safety
standards of the organisation.

training, conduct of safety seminars and hiring of a health and safety professional is
approximately Rs. 2,00,000/- per month

Augmentation of facilities for repairs.


Though the workshop is fairly equipped for carrying out
the repairs of the boats, some of the facilities in the workshop need to be augmented to increase the
health and safety standards of the organisation. A prioritised list of facilities to be provided in order of
priority is as follows: Painting Bay: A separate painting bay of size 20M x 10M with a height of 12 M to be provided
for painting of the boats. There should be proper lighting, ventilation and facilities to lift and
lower the boats to adjust the height of the boats during painting. This will reduce the ergonomic
problems faced by the painters.
Engine repair bay: An Engine repair bay is to be provided in the workshop for repairs of the
OBMs. The bay is to be provided with adequate tools and equipment which will reduce the
ergonomic problems and improve the working conditions in the workshop.
Hydraulic Washing Machine: Equipment like hydraulic washing machine will reduce the
manual handling efforts in cleaning the boats. Many of the manual handling related ill-health
issues can be reduced thereby increasing the productivity of the organisation.
Storage racks : 05 Storage racks (Size Length 1.5 Mtr, Breadth 1 Mtr, Height 2 Mtr consisting
of 04 shelves) to be provided to the store for stacking of the spares in an arranged manner.
This will reduce the manual efforts during stacking and retrieval of the spares.
Provisioning of the above mentioned facilities will reduce the manual handling efforts in the workshop,
reduce the ergonomic related problem and thereby significant reduction in ill health and accidents. This
will contribute towards the overall increase in the health and safety standards of the organisation. The
financial implication for provisioning of the above items is approximately Rs. 10,000/Conclusions
The power boat workshop is well maintained with a high standard of housekeeping and contributions
from a fairly motivated workforce. The commitment of the management towards health and safety was
also clearly visible in the workshop. However, there are certain areas of concern, which needs to be
resolved at the earliest to achieve better standards in health and safety. Also some breaches of rules
and non-compliance of national/ international standards were also observed which needs to be
addressed to on priority. This will also ensure that the profit of the organisation will increase substantially
by reducing the work related ill health issues, accidents, incidents, damage to assets and production
loss. Compliance of all rules and standards is a statutory requirement and also helps the organisation to
achieve the certification of various bodies like ISO, ISI and OSHAS. The financial implication for
implementing the suggested control measure is approximately 25 Lakh rupees which is much less than
that a single accident can cost to the workshop. The control measures may be implemented as per the
time scale given in the report to make the organisation free of accidents and ill health thereby achieving
the targets sets in the Health and Safety Policy.
