I, the undersigned, being duly sworn, state that all facts contained in this Complaint and Affidavit, known by me or told to me by other reliable persons form the basis for my
belief that the defendant committed this crime
State all facts and persons relied upon supporting elements of alleged crime

I, Trooper Leffler, was sitting stationary on Hwy 71 facing west east of Lake View. I observed a vehicle traveling at a high rate of speed. I checked this
vehicles speed at 66 mph in a 55 mph zone. I stopped this vehicle traveling eastsouth on Hwy 71 and Rolland Ave. I approached this vehicle and had
the driver collect her information. I asked the driver to come back to my patrol vehicle at 7:37 P.M. I

identified the driver as Julie Ann Archer of Lake View driving a 1998 Escort. At the driver's window I noticed that the driver seemed nervous and had
blood shot watery eyes. Once the driver was in my patrol vehicle I could smell a strong smell of an alcoholic beverage. I asked Miss. Archer to submit
to field sobriety tests. Miss. Archer agreed to submit to field sobriety tests and failed Horizontal Gaze Nystagmus, Nine Step walk and Turn, and One
Leg Stand Tests. Miss Archer submitted to a Preliminary Breath Test and tested a .161% BAC. I transported Miss. Archer to Sac County Jail where she
was read the Implied Consent Advisory. Miss Archer was able to use her phone to make phone calls. Miss. Archer submitted a breath sample on the
Data Master at 8:30 P.M. Miss. Archer tested a .124 % BAC. Miss. Archer declined to have a private test done.
Julie Archer has a Prior OWI 1st in Monona County Iowa 01232012
Miss. Archer was warned for her speeding violation.
