Universiade and the city of
Kazan to host the Summer
Universiade

Several months have passed since I last had the privilege of being in contact with you. These past
months have been very exciting for FISU as we continue on a daily basis to carry out our overall
programme for the betterment of university sport worldwide.
Perhaps, one of the most exciting events ever to occur in FISU history took place in Brussels,
Belgium on May 31, 2008 as we began the process of awarding both the 2013 Winter and Summer
Universiades to a bidding city. We had three candidate cities for Summer Universiade: Vigo, Spain;
Gwangju, Korea and Kazan, Russia; Due to circumstances beyond our control we had only one city
in the running for Winter Universiade 2013, namely the city of Maribor, Slovenia.
The selection process was carried out in a very serious professional way with the FISU Executive
Committee being presented with outstanding informative proposals from all four cities, prior to
being called upon to make their final selection of the city that would host the 2013 Universiades.
The Committee after considerable discussion chooses the city of Maribor to host the Winter
Universiade and the city of Kazan to host the Summer Universiade. My personal congratulations to
each of the four cities for their interest and support of university student sport.
It was my privilege and honour to attend the Beach Volleyball Championship held in the beautiful
city of Hamburg, Germany. While there, I had the opportunity to visit with a number of the participants and officials who had nothing but praise for the efforts of our German hosts in making
this an enjoyable university student championship.
While in Hamburg, I took the opportunity to meet with a number of local officials who have indicated their possible interest in hosting a Summer Universiade in 2015.
It was a real pleasure for me to have had the chance to attend the 9th FISU Forum in Krakow,
Poland. The Forum was held at Jagiellonian University: It was here in Krakow in the 1908-09
Academic Year in Collegium Novum of the Jagiellonian University that a founding meeting of the
Akademicki Zwiazek Sportowy (AZS) took place, the foundation of which inspired other academic
circles and contributed to the development of university sport.
Within this historic place, the participants from some forty seven (47) countries began six days of
discussing the major topic of the Forum, University Sports: Roots, Strengths and Challenges. The
programme was filled with outstanding speakers, which enabled each of the participants to better
understand, not only university sport, but the role that FISU plays in their everyday student life.
Id also like to extend to my colleagues from AZS, the Polish National University Student Sport
Federation, and to the members of the FISU Committee for the Study of University Sport my
heartiest congratulations for their work in making this Forum one of the best in FISU history.
Without their leadership this would not have been possible.
In October of this year we will be holding our next FISU Executive Committee meeting in
Belgrade, Serbia. At this time, we will be making our final preparations for Winter Universiade
2009 which will be held in Harbin, China, as well as to begin our final preparations for Summer
Universiade 2009 in Belgrade, Serbia.
In closing let me send my best to all as you begin the academic year of 2008-2009 in your country. May it be as successful as the last.

Cela fait quelques mois que je nai plus eu le privilge dtre en contact avec vous. Cette priode fut
trs riche pour la FISU et pour nous mmes. Nous avons continu travaill notre vaste programme
damlioration du sport universitaire dans le monde.
Peut-tre quun des moments les plus forts de lhistoire de la FISU se droula Bruxelles, en Belgique,
le 31 mai 2008 lorsque nous avons attribu les Universiades dHiver et dt pour 2013. Nous avions
trois villes candidates pour lt, Vigo, en Espagne; Gwangju, en Core et Kazan, en Russie. Tandis que
pour lHiver, une seule ville tait en lice: Maribor, en Slovnie.
Le processus de slection fut gr de manire trs professionnelle et le Comit Excutif de la FISU eut
trs difficile faire un choix parmi ces villes qui prsentrent des candidatures trs srieuses pour
lorganisation des Universiades de 2013. Aprs maintes discussions, le Comit Excutif dcida dattribuer lUniversiade dHiver la ville de Maribor et lUniversiade dt la ville de Kazan. Mes flicitations ces quatre villes pour leur intrt envers le sport universitaire.
Ce fut un honneur et un privilge pour moi que de participer au Championnat du Monde Universitaire
de Beach volleyball qui se tenait Hambourg, en Allemagne. Sur place, jai eu loccasion de rencontrer
de nombreux participants et officiels. Ceux-ci navaient pas de mots assez forts pour remercier leurs
htes Allemands de leur avoir prpar un si magnifique championnat universitaire.
Hambourg, jeu galement la chance de rencontrer de nombreuses personnalits qui nous marqurent leur intrt dans lorganisation de lUniversiade de 2015.
Ce fut un rel plaisir pour moi que de prendre part au 9e FORUM de la FISU qui se tenait Cracovie,
en Pologne. Cest luniversit de Jagiellonian qui nous accueillait ce fut l, Cracovie lors de lanne
acadmique 1908-09 dans le Collegium Novum de luniversit de Jagiellonian que fut fonde
lAkademicki Zwiazek Sportowy (AZS), fondation qui inspira bien dautres mouvements acadmiques et
qui contribua au dveloppement du sport universitaire.
Dans ce lieu historique, les participants de 47 pays se retrouvrent pour six jours de discussion autour
du thme principal: Le Sport Universitaire; racines forces et dfis. Dexcellents confrenciers
relevrent ce programme et permirent aux participants de mieux comprendre, non seulement le sport
universitaire, mais aussi le rle que la FISU joue dans la vie quotidienne de ltudiant.
Je voudrais remercier mes collgues de lAZS, la Fdration Sportive Universitaire de Pologne, ainsi
que les Membres de la Commission pour ltude du Sport Universitaire pour leur travail magnifique qui
a permis la tenue de ce FORUM qui fut un des meilleurs. Sans eux tout cela naurait t possible.
En octobre nous tiendrons la runion de notre Comit Excutif Belgrade, en Serbie. ce moment
nous serons dans le processus final de prparation de lUniversiade dHiver de 2009 qui se tiendra
Harbin en Chine ainsi que de lUniversiade dt qui aura lieu Belgrade mme.
Pour conclure, laissez-moi vous souhaiter le meilleur pour lanne acadmique 2008-2009. Que celle-ci
soit aussi bonne que la prcdente.

2013 Attribution

Maribor and Kazan


for 2013
For the first time, this attribution has
become a full-fledged venue

range. The proximity of these mountains


has made Maribor a well-known winter
sports centre. Skiing is very popular here,
which can hardly come as a surprise
knowing the large and magnificent ski
area nearby that includes 50 km of slopes
for Alpine skiing and 36 km of crosscountry skiing tracks. The Womens World
Skiing Cup regularly stops here, as do
international snowboard and telemark
competitions.
Other sports are not forgotten. The city
also has many skating rinks. For that
matter it hosted the Womens and the
Junior World Championships in ice hockey. The sports tradition runs all year
long, since Maribor is also very well

equipped in infrastructures for summer


sports.
The Republic of Slovenia is one of the
smallest countries in Europe. It is strategically located right in the centre,
bounded by Italy in the West, Austria to
the North, Hungary to the Northeast and
Croatia in the South. Its population is 20
million inhabitants, living in an area of
20,000 km2.
Wherever you come from in Europe,
Slovenia is not too far away: 230 km
from Vienna 240 km from Budapest, 460
km from Milan. It has a very intense road
and rail network and is easy to reach.
Slovenia has been independent since

1991 and has acquired the reputation of


a stable democracy enjoying a booming
economy. Slovenia became a member of
the European Union in 2005.

Kazan
Kazan too was boosted by having lost
out to Shenzhen in 2007 for the attribution of the 2011 Universiade. So it decided to leave nothing to chance, and to
present an ironclad application. At the
first visit of the Evaluation Committee,
the President of the Russian Federation,
Mr. Medvedev insisted on supporting the
FISU delegates by inviting them to the
Kremlin. Mr. Shaimiev, the President of

In agreement with our Executive


Committee, our President decided to
change all that, and the outcome has
been very positive.
The procedure was launched on 1
September 2007 and the candidate cities
had until 15 March 2008 to present their
file to FISU and to pay the application
fees.

The attribution of our Universiades is


always an emotionally charged moment:
for some the dream will come true, and
for others all hope is lost. On May 31st,
the Executive Committee meeting in
Brussels made the decision and our
Universiades for 2013 are now on track.
For the first time, this attribution has
become a full-fledged venue. Previously,
the designation was done as a side event
at a Universiade, and the games tended
to cloud these moments which are very
important for the future of our federation. This procedure was also becoming
much too cumbersome for both the FISU
staff and the Organizing Committee of
the Universiade in question, which had
to host all the candidates.

A very official ceremony was staged on


the evening of 31 May at the Plaza Hotel
in Brussels, after a long days work
devoted to the presentation of the
dossiers by the various applicants.

The Candidates
The cities of Kazan (Russia), Gwangju
(Korea) and Vigo (Spain) applied to
organize the 2013 Summer Universiade,
and for the winter games, the city of
Maribor (Slovenia) was on its own after
withdrawal of Almaty in Kazakhstan.
The Evaluation Committee, consisting of
members of the FISU Executive
Committee, spent a fair amount of time
in the spring inspecting these various
cities.
Clearly, the results of these inspections

did not make it easy for the Executive


Committee members who had to decide
on the attribution of the 2013
Universiades. All of the applicants had
very positive aspects to put forward, and
all of them deserved a positive choice.

The Winners
The ceremony began with the attribution
of the 2013 Winter Universiade. There
was no real suspense here, since Maribor
was the only applicant. But this did not
prevent the Slovenian delegation from
coming to Brussels to present a very
strong, well thought out application. As
you may remember, in 2007, Maribor lost
out to Erzurum for the attribution of the
Universiade in 2011. This time, it was
determined to win, so the Maribor
Application Committee did its utmost and
impressed all the members of our
Executive Committee. The delegation was
led by the Slovenian Minister of Sports,
Mr. Milan Zver, as it confidently presented
a very complete dossier. It is true that
Maribor has many advantages to make it
an ideal destination for the Winter
Universiade.

Finally, Kazan has a unique historical and
cultural heritage that has put it among
the class A on the UNESCO world list.
The rich past of Kazan is the source of its
originality. It hosts a harmonious combination of a multicultural population as
attested by the many religions practiced
by the population.

2013 ont dsormais trouv leur voie...

Universiade ce qui occultait finalement
ces moments trs importants pour
lavenir de notre fdration.

trop lourde pour le Comit dOrganisation
de lUniversiade en question qui devait
accueillir tous ces candidats ainsi que
pour le staff de la FISU.
En accord avec notre Comit Excutif,
notre prsident a donc dcid de changer tout cela et le rsultat fut trs positif.

Mayor of Kazan, Mr. Ilsur Metshin, the
Vice-President of the Russian Olympic
Committee, Mr. Victor Kotochkin, etc.

with our Executive Committee.
Understandably, the Russian clan celebrated the decision on to the wee hours.
It is true that Kazan has enormous
potential for organizing an international
competition like ours it is an athletic
and student city in every sense of the
expression.

Capital of the Republic of Tatarstan, the


city of Kazan stands in the centre of the
Russian Federation in the Eastern
European plains. With a population of
roughly 1.3 million for an area of 67,836
km2, the Republic has no borders with
foreign states. Kazan enjoys a mild continental climate (the average maximum
temperature in July is 19 C) in the
midst of beautiful forests.
Kazan is one of the largest scientific and
educational centres in Russia, second in

the country for the number of students.


The State University of Kazan was the
third university founded in Russia after
Moscow and St. Petersburg; it is one of
the 30 institutes of higher education in
the city.
The many sports infrastructures are very
modern and constantly developing the
city is known throughout Russia as an
exceptional centre of athletic activity
that has given rise to many champions
who are the pride and joy of the popula-

La Commission dvaluation compose de
membres du Comit Excutif de la FISU a
donc pass une bonne partie du printemps inspecter les diffrentes villes
cites ci-dessus.
Il est clair que le rsultat de ces inspections na pas rendu aise la tche des
membres du Comit Excutif qui eurent
se prononcer sur lattribution des
Universiades de 2013. En effet, les villes
candidates avaient vraiment toutes de
trs bons atouts mettre en avant et
toutes mritaient un choix positif.

Les laurats
La crmonie commena par lattribution
de lUniversiade dHiver 2013. Ctait un
faux suspense puisque seule Maribor tait
candidate. Cela na pas empch la dlgation slovne de venir prsenter
Bruxelles une candidature trs forte et
mature. En 2007, souvenez-vous, Maribor
avait chou face Erzurum pour lattribution de lUniversiade de 2011. Bien
dcid lemporter cette fois le Comit
de Candidature de Maribor a mis le
paquet, comme on dit, et a impressionn
tous les membres de notre Comit
Excutif. Emmene par le Ministre des
Sports de Slovnie, M. Milan Zver, la
dlgation slovne se montra trs sre
delle et nous prsenta un dossier trs
complet. Il faut dire que Maribor possde
de nombreux atouts qui en font une destination idale pour notre Universiade
dHiver.

Maribor
Deuxime ville du pays, Maribor se blottit
dans la valle de la Drava, du nom de la
rivire qui la traverse. Situe une altitude de 300 mtres, la ville est protge
par la chane de montagne Pohorje. La
proximit de ces montagnes fait de
Maribor un centre de sports dhiver trs
renomm. Le ski y est dailleurs trs populaire, ce qui nest pas une surprise
lorsque lon sait que Maribor possde un

domaine skiable magnifique et trs vaste,
compos de plus de 50 km de pistes de
ski alpin et 36 km de ski de fond. La
Coupe du Monde Fminine de Ski alpin y
fait dailleurs rgulirement tape tout
comme celle de snowboard et de telemark.
Les autres sports dhiver ne sont pas
oublis. En effet, la ville possde galement de nombreuses patinoires. La ville a
dailleurs accueilli les Championnats du
Monde Junior et fminin de Hockey sur
Glace. La tradition sportive stend
dailleurs tout au long de lanne puisque
Maribor est aussi trs bien quipe en
infrastructures consacres aux sports
dt.
La Rpublique de Slovnie est une des
plus petites nations dEurope.
Stratgiquement situe en plein centre

de celle-ci, elle est borde par lItalie


louest, lAutriche au nord, la Hongrie au
nord-est et la Croatie au sud. Elle abrite
une population de 20 millions dhabitants
qui vivent sur une surface de 20.000
km2.
Quel que soit lendroit do vous venez
(en Europe), la Slovnie nest pas trs
loin: 230 km de Vienne, 240 km de
Budapest, 460 km de Milan. Son rseau
de communications trs dense la rend
trs accessible. Indpendante depuis
1991, la Slovnie a acquis la rputation
dune dmocratie stable jouissant dune
conomie en plein essor. La Slovnie est

au hasard et de prsenter une candidature en bton. Dj, lors de la visite de
la Commission dvaluation, le Prsident
de la Fdration de Russie, M. Medvedev
avait tenu apporter son soutien aux
dlgus de la FISU et les accueillir au
Kremlin. De la mme faon, le Prsident
de la Rpublique du Tatarstan, M.
Shaimiev avait reu la commission lors de
sa visite Kazan. La dlgation prsente
Bruxelles pour lattribution fut, elle
aussi, consquente puisque lon y retrouva, entre-autres, le vice Premier Ministre
de Russie M. Alexander Zhukov ainsi que
le Premier Ministre de la Rpublique du

Tatarstan, M. Rustam Minnikhanov, le


Maire de Kazan, M. Ilsur Metshin, le vice
Prsident du Comit Olympique Russe, M.
Victor Kotochkin, etc. Sappuyant sur une
prsentation magnifique et trs High
Tech ainsi que sur une candidature trs
solide, la ville de Kazan remporta les suffrages de notre Comit Excutif. Inutile
de dire que la fte se poursuivit trs trs
tard dans le clan russe.
Et, cest un fait, la ville de Kazan offre
un potentiel norme pour lorganisation
dune comptition internationale comme
la ntre en ce quelle est une ville
sportive et tudiante dans le plein sens
du terme.
Capitale de la Rpublique du Tatarstan, la
ville de Kazan se situe au centre de la
Fdration de Russie dans la plaine
dEurope de lEst. Elle compte une popu-

lation denviron 1.3 million dhabitants.


Dune surface de 67.836 km2, la
rpublique ne possde aucune frontire
avec des tats trangers. Jouissant dun
climat continental modr (la temprature moyenne maximale est de19Celsius
en juillet), la ville de Kazan et ses environs offrent un environnement agrable
constitu principalement de massifs
forestiers.
Kazan compte parmi les plus grands centres scientifiques et dducation de
Russie, elle occupe dailleurs la deuxime
place du pays par le nombre de ses tudiants.
Luniversit dtat de Kazan fut la
troisime universit fonde en Russie
aprs celles de Moscou et de SaintPtersbourg; elle fait partie des 30
grandes coles de la ville.

Ses nombreuses infrastructures sportives


sont trs modernes et en constant
dveloppement si bien que la ville est
reconnue dans toute la Russie comme un
centre sportif exceptionnel. Il vit
dailleurs natre en son sein de nombreux
champions qui font aujourdhui la fiert
des habitants.
Enfin, Kazan possde un patrimoine historique et culturel unique qui lui vaut de
figurer parmi les villes classes A dans
la liste mondiale de lUnesco. De son
riche pass, la ville de Kazan tire aussi
son originalit. En effet, elle abrite une
population multiculturelle. Ce mlange
harmonieux se retrouve aussi dans les
nombreuses religions diffrentes pratiques par la population.

The approval procedures are now underway.

Just a few months from the kickoff of our


24th Winter Universiade, the Harbin 2009
Organizing Committee has entered the
final preparatory phase. This very last
stage is the most important, since all the
sports installations must be tested and
the volunteers trained. As no doubt you
know, the Organizing Committee has
been working in close collaboration with
many experts (U.Prucker, K.Frehsner,
H.Bjorkestol, W.Happle, P. Krogoll, L.
Kohly) from the international sports
federations involved in the event
(International Biathlon Union (IBU),
International Ski Federation (FIS)). This
collaboration has had a very positive

At the end of April, Mr. Du Jiahao,
Executive President of the Organizing
Committee and Mr. Cheng Youdong, VicePresident of the OC, who are both
Assistant Governors of Heilongjiang
Province, visited the Yabuli winter sports
resort. They were pleased to see the state
of progress of the work, and it must be
said that the construction of the buildings in Yabuli and Maoershan is moving
forward at a sharp pace.

Know-How
The paradox is that certain sports are
very popular in China (including ice
sports), while others have never been
organized in this country or in any case,
not at this level. Consequently it is crucial for the technical staff to rapidly
acquire the necessary know-how, and this
is particularly true for the snow sports.

For this reason, a technical training programme has been set up which is directed by international experts from the FSI,
the same persons who will be officiating
as the technical delegates and other
duties in collaboration with the 2009 W.
Universiade OC.
This technical know-how will be part of
the heritage that FISU will pass on in
Harbin for all China. Indeed, Harbin plans
on going further and applying for other
major events like the Youth Olympic
Days in 2012 and the Winter Olympic
Games in the near future

to 16 February. The general theme will


be: Nature, Innovation and
Transcendence, and a number of subthemes will be developed in the form of
seminars and forums. These sub-themes
are the following: Ecological Environment
Changes and Winter Sports; Regional
Characteristics, Urbanization and Winter
Sports; Science & Technology and Winter
Sports; University Education and Youth
Development; Winter Sports and the
Promotion of Youth Health. Participation
in this Congress will be by invitation. For

24e Universiade dHiver, le Comit
dOrganisation dHarbin 2009 entre dans
sa dernire phase de prparation. Cette
ultime tape est la plus importante
puisquil sagira de tester les installations
sportives et de former les volontaires.
Comme vous le savez sans doute, le
Comit dOrganisation a travaill en
troite collaboration avec de nombreux
experts (U.Prucker, K.Frehsner,
H.Bjorkestol, W.Happle, P. Krogoll, L.
Kohly) des Fdrations Internationales
Sportives (FSI) impliques dans cet
vnement (International Biathlon Union
(IBU), International Ski Federation (FIS).
Cette collaboration a eu des effets trs
positifs puisque tous les experts saccordent dire que les sites de comptitions
rpondent aux normes internationales les
plus svres. Ces sites sont dailleurs en
cours dhomologation.
Dun autre ct, les sites de logements et
de services sont aussi presque achevs.

Savoir-faire

sports de glace) tandis que dautres nont
jamais t organiss dans ce pays, en
tout cas, un tel niveau. Il est donc primordial que le staff technique puisse
acqurir rapidement le savoir-faire ncessaire. Cest surtout vrai pour les sports de
neige. Cest pourquoi un programme dentranement technique a t mis sur pied.
Celui-ci est dirig par les experts internationaux des FSI, ceux-l mmes qui
officieront en grande partie lors de
lUniversiade 2009, chacun dans des
tches spcifiques et en collaboration
avec le Comit dOrganisation.

New Disciplines
We have already had a chance to inform
you that new disciplines will be included
in these Games. This will be the case for
freestyle skiing and for synchronized figure skating. Synchronized skating (which
includes teams of 16 skaters) was already
included in the previous Universiade
(Torino 2007) as a demonstration sport,
and it was extremely popular. So this
time, it has become compulsory.
Freestyle skiing will include several
events: ski cross, aerials (jumps) and
team aerials.
FIS was very pleased to see the team
aerials event scheduled, because this is a
first not just for FISU but for FIS as
well! The teams will consist of three
skiers (men or women). If the number of
teams signed up for the event is relatively small, the teams may become mixed.

tant que sport de dmonstration. Il avait

recueilli un franc succs. Cette fois, il est


donc obligatoire.
Le ski acrobatique comprendra plusieurs
preuves: le ski cross, les aerials (sauts),

En effet, ce sera une premire non seulement pour la FISU mais aussi pour la FIS!
Les quipes comprendront 3 skieurs ou

Less than one year before the opening of


our 21st Universiade, the Belgrade 2009
Organizing Committee is beginning to
feel the heat. And this is a good thing,
because it spurs everyone involved to
concentrate on essentials and to question
the rest when necessary.

Inspections
Inspections are a crucial stage. This is a
privileged moment when all the officials
can get together and talk face-to-face to
identify any potential problem spots. It is
also and above all an opportunity to get
to know the local delegates better, so as
to involve everyone directly.

sports visited the
premises in March, the
Chairmen of the
Technical Committees
for individual sports
took their turn to
come to Belgrade. It
was a very instructive
visit that ended with
a feeling of general
satisfaction. Actually, except for a few
details, it seems that all sports will have
the advantage of exceptional infrastructures and very professional supervision.
After all, the national sports federations
are all very concerned about making this
Universiade a great success and they
have given it their full support in terms
of both human resources and logistics. As
is often the case, the hardest part is to
adjust the timetable. With a programme
as dense as this one, it is not easy to
avoid conflicting with other sports competitions that are taking place during the
same period. Negotiations are currently
going forward with the International
Sports Federations concerned to try to
avoid overlapping insofar as possible. The

When it comes to organizing an event of


the size of the Universiade with 20 sports
on the programme, human capital is crucial. No fewer than 10,000 volunteers
will join the fun next July and the
recruitment calendar is now on the table.
Under the impetus of two young officials
Natasa Jankovic (28) and Damir Stajner
(26), both physical education teachers,
the recruitment is booming at this time
the organizers can count on 2,500 applicants. This figure should grow very quickly once they have launched the I love to
volunteer campaign that will begin on
the first of October. In collaboration with
various universities based in Belgrade, as
well as all over Serbia, this campaign
starts with the idea that the volunteers
can participate in a real educational programme understanding why it is important to be a volunteer, learning to work
in a team, getting basic training in project management, learning how to write a
CV, how to use Internet correctly,... these
are some of the advantages of the
Volunteer Benefit Programme. The possibility of taking part in sports and cultural activities may also be added, and
volunteers will benefit from reductions on
the purchase of certain products supplied
by sponsors and partners of the

Universiade.
The universities are very involved in this
promotional campaign to find volunteers
for the iversiade. Conferences and presentations will be organized, and most of
them will recognize this participation as
a full-fledged part of the course of study.

Test Runs
Setting up test runs is the best way to
promote involvement of these volunteers
and to control other aspects of the
organization at the same time. The
Eurovision Song Contest held in Belgrade
last May was the first major rendezvous
for these volunteers, when they had a
unique opportunity to use their training.
About 1,000 students put in more than
225,000 hours of free services in Serbia
during the 29 days of preparation for this
event.
Next came the European Junior
Swimming Championships, then the World
University Taekwondo, Flatwater Kayak
and Rowing Championships. These very
large championships use volunteers in a
whole series of different sectors such as
transportation, protocol, logistic support,
housing, information services and the

press centre.
The World University Championships to
take place in Belgrade this summer will
be an excellent indicator of how our
Serbian friends will deal with hosting our
university athletes. There is absolutely no
doubt that the welcome will be a warm
one.

The Athletes Village


The central location of the Athletes
Village was praised by everyone involved
in the inspection visits of the sports
facilities.
The location of this magnificent building
that is now in the completion stage was
chosen for its proximity to a very dense
road network.
The concept of the village is based on
Block 67. The lot of 13.8 hectares
stands in the new part of the city of
Belgrade, close to a shopping centre. It
is bounded by large roads, which means
that connections can be very fast with all
parts of town and with all the sports
facilities, as well as the airport. This
optimal location was very helpful in
choosing the lot for the construction of
the Athletes' Village. By and large it will

only take the athletes a few minutes to


get to the competition sites and this is
always highly appreciated.
As we said above, the construction of the
Village is making great progress, and the
Organizing Committee can set up its
offices there next October; the housing
units will be completed gradually.
The village will be divided into three
zones: mixed, international and residential. Construction began in June 2007.
This is the largest construction site in
town. The Delta Invest company is in
charge of the project and the contractor
Mace is handling the construction itself.
The total gross area of the buildings will
be roughly 260,000 square meters. Two
buildings will be devoted exclusively to
offices, 14 private blocks with offices, 6
underground car parks and a full-fledged
road infrastructure. 1,788 apartments in
various layouts will provide housing with
a total capacity of 10,944 beds. All
observers agree that the village is truly
magnificent.

pour les sports individuels de se rendre
Belgrade. Une visite pleine denseignements et qui se solda par un sentiment
de satisfaction gnrale. En effet, lexception de quelques dtails, il semble
bien que tous les sports pourront bnficier dinfrastructures exceptionnelles
ainsi que dun encadrement trs professionnel. Il faut dire que toutes les
fdrations sportives nationales sont trs
soucieuses de faire de cette Universiade
une pleine russite et elles nous ont
assurs de leur total soutien tant sur le
plan humain que logistique. Comme souvent, les points dachoppement concernent encore des ajustements de calendrier. tablir un programme aussi dense ne
se fait pas sans mal et il sera difficile de
ne pas entrer en conflit avec dautres
comptitions sportives qui se drouleront
la mme priode. Des ngociations sont
actuellement en cours avec les

concernes pour viter au maximum ce

concours Eurovision de la Chanson qui
eut lieu Belgrade en mai dernier constitua le premier grand rendez-vous pour
ces volontaires. Ils trouvrent l une
occasion unique de mettre en oeuvre leur
formation. Environ 1000 tudiants ont
offert plus de 225.000 heures de prestation gratuite la Serbie durant les 29
jours de prparation cet vnement.
Viendront ensuite les Championnats
Europens Juniors de Natation, puis les
Championnats du Monde Universitaires de
Taekwondo, de Kayak et dAviron. Ces
comptitions sont trs importantes et
engageront des volontaires dans des
secteurs trs diffrents tels que les transports, le protocole, le support logistique,
les logements, ou encore, les services
dinformation et le centre de presse.

serbes vont grer laccueil de nos athltes universitaires. Il ne fait aucun
doute en tout cas que celui-ci sera des
plus chaleureux.

Le Village des Athltes


La position centrale du Village des
Athltes a t loue par tous les intervenants lors des visites dinspection des
sites sportifs.
Lemplacement de cet difice magnifique
qui est en voie dachvement avait t
choisi justement pour sa proximit immdiate avec un trs dense rseau routier.
Le concept de ce village sarticule autour
du Bloc 67. Ce terrain de 13.8 hectares
se situe dans la nouvelle partie de la
municipalit de Belgrade, trs proche du
centre commercial. Il est ceintur de
larges routes, ce qui lui permet davoir
des connexions rapides avec toutes les
parties de la ville et donc avec tous les
sites sportifs ainsi quavec laroport.
Cette situation optimale fut dune grande

aide lors du choix du terrain pour la construction du Village des Athltes.


Il ne faudra donc, en gnral que
quelques minutes aux athltes pour
rejoindre les sites de comptitions et ceci
est toujours trs apprciable.
Nous vous le disions plus haut, la construction du Village avance grands pas
et dans le courant du mois doctobre
prochain, le Comit dOrganisation pourra
y installer ses bureaux et disposer des
logements petit petit.

in Erzurum, Turkey in 2011 will be a
unique opportunity to develop winter
sports not only in this region,
but also in the entire country

country. The process that began in 2007
by the attribution of the games is of
course continuing today with construction of new sports infrastructures. Today,
the work has already started near
Erzurum, on the Palandoken site that will
be hosting the freestyle skiing and snowboarding events.
In Erzurum itself where the ice sports are
going to be held the construction of the
ice stadiums is also on its way.
The Ski Jumping venues will be constructed just near the Athletes Village.
In the vicinity of Erzurum, on the sites of
Kandili (cross-country skiing and
biathlon) and Konakli (Alpine skiing), the
work will begin in the next few months.
The Slovenian company Atelje has taken
charge of designing the ski jump site,
while the rest of the snow sports sites
will be done by the American SE Group.
All of the projects have been finalized in
the last few days Mr. Adam Portz, who
is in charge of the project at SE Group
told us: We met the Turkish Skiing
Federation and the Directorate General
for Youth and Sports in Ankara on 5
June. All parties were very interested in
the projects that we had to propose. Mr.
Faith Cintimar, Director for Youth and
Sports for Erzurum Province said that the
construction situation in Erzurum was

now under control and that the sites


would be inspected by the Turkish
Minister of Sports in person during the
month of July.
Thanks to the excellent cooperation
between FISU and the International
Sports Federations, experts will rapidly
have the possibility to inspect the work
in progress and ascertain that the sites
will indeed be up to international standards.

Nearly 1,000 days from the Opening


Ceremony of our 26th Universiade, when
all eyes are turned to Beijing, the city of
Shenzhen slowly but surely continues the
preparation phase.
The openly expressed goal of the
Organizing Committee is to make this
Universiade the most spectacular and
grandiose in all FISU history. To achieve
this, there will be no fewer than 11
optional sports, all of which have been
accepted by the FISU Executive
Committee. So, in addition to the 10
mandatory sports, the Shenzhen 2011
Universiade will propose: badminton,
sport shooting, golf, archery, taekwondo,
sailing, cycling, chess, beach volley, aerobics, and weightlifting. The last five
sports are quite rare in the Universiade
programme so they will doubtlessly
attract a good number of participants.
And this is also why the preparatory
phase is so important. Occupancy of the
infrastructures needed for all of these
competitions must be scheduled very rigorously. There is no question that the
city will have the 76 gymnasiums and
stadiums planned for the Universiade.
Among these 35 will be reserved for the
competitions and 41 for practice. The city
must renovate 47 of these infrastructures
and build 29 more. A detailed report of
these constructions and renovations will
be presented at the next Executive
Committee meeting to be held in
Belgrade next October.
Finally, no doubt Shenzhen will be send-

ing a large delegation to the Olympic


Games to observe the modus operandi of
the competitions and to learn a bit more
about managing this kind of event.

dOuverture de notre 26e Universiade et

sur Pkin, la ville de Shenzhen continue
lentement mais srement sa phase de
prparation.
Le but avou du Comit dOrganisation
est de faire de cette Universiade la plus
spectaculaire et la plus grandiose de
toute lhistoire de la FISU. Pour ce faire
elle a programm la bagatelle de 11
sports optionnels qui ont tous t accepts par le Comit Excutif de la FISU.
Outre les dix sports obligatoires,
lUniversiade de Shenzhen 2011 proposera
donc: le badminton, le tir sportif, le golf,
le tir larc, le taekwondo, la voile, le
cyclisme, les checs, le volleyball de
plage, larobic, et lhaltrophilie. Les

cinq derniers sports tant rarement au


programme de lUniversiade, nul doute
quils attireront bon nombre de participants.
Et cest aussi l que la phase de prparation prend toute son importance. En
effet, il convient de planifier strictement
loccupation des infrastructures ncessaires la tenue de toutes ces comptitions. Il ne fait aucun doute que la
municipalit disposera bien des 76 gymnases et stades prvus pour luniversiade.
Parmi eux 35 seront rservs aux comptitions tandis que 41 seront dvolus
aux entranements. La ville doit rnover
47 de ces infrastructures et en construire
29. Un rapport dtaill des constructions
et rnovations sera dailleurs prsent
lors du prochain Comit Excutif qui se
tiendra Belgrade en octobre prochain.
Enfin, il est certain quune dlgation
importante aura t envoye par
Shenzhen aux Jeux Olympiques pour
observer le droulement des comptitions
et apprendre encore un peu plus la gestion dun tel vnement.

The 16th World University Cross Country


Championships were magnificent. The
races organized in the former
Mauquenchy race track in Forges-les
Eaux, kept every promise of a very high
level of competition and a magnificent
show despite very capricious weather.
Organized with the help of the FFSU, this
championship enjoyed truly exceptional
infrastructures.

The Womens Race


Like a sign from the gods, the snow, that
had been falling for an hour just before
the race, suddenly stopped, allowing a
departure under better conditions for
some 80 participants representing 18
countries. These included Ireland, Great
Britain and Portugal, that quickly took
over the lead.
On a particularly slippery field, Irish
Fionnuala Britton, British Faye Fullerton
and Sara Moreira from Portugal quickly

pulled out ahead of the first group of


some 15 competitors. The leading trio
then became a duo as Fionnuala Britton
energetically attacked, followed by Faye
Fullerton who stuck like her shadow,
often losing ground, and recovering it
every time on the descent in a well calculated race. There was a real fight for
the third place in a crossfire between
Canadian Leslie Sexton, Moroccan Ikram
Zougliali, Australian Elisa Stewart and
Portuguese Sara Moreira. While up front
Fionnuala Britton thought she had taken
the day, things were getting more and
more complicated for Leslie Sexton who
finally keeled over. Ikram Zougliali found
her second wind and came up elbow to
elbow with Elisa Stewart. Then, after five
laps, there was a real upset in the final
sprint. Faye Fullerton had clearly saved
her strength to close the gap and overtake Fionnuala Britton, for a breath-taking win in the womens race. So a disappointed Fionnuala won silver and the
bronze went to Ikram Zougliali for her
magnificent closure.
In the team ranking, Great Britain won
gold over Australia and Ireland.

The Mens Race


The men had to run a particularly difficult 10,760 m on a muddy track that suffered from the weather and the womens
race. From the outset, the French moved
up to the head group. After a test run of
about 10 minutes, five athletes pulled

ahead: Moroccan Najim Elqady, Australian


Liam Adams, German Stephan Hohl,
French Denis Mayaud and Italian
Francesco Bona. Najim, Liam and Stephan
took turns at the lead, as Francesco and
Denis brilliantly kept the pace. The
French team was in particularly good
shape as it also dominated the team
ranking. Najim accelerated in the 20th
minute, but the German and the
Australian quickly joined him. But Najim
had strength to spare, finishing a beautiful race in 36 minutes, 14 seconds and
becoming the new World University Cross
Country Champion. This was a superb
comeback for this great athlete who had
taken fourth place in the previous edition. Australian Liam Adams came in second, and Stephan Holhl took the bronze
medal. The French team was first in the
team ranking, followed by Great Britain
and Australia.
We meet again for the 17th World
University Cross Country Championships
to be organized in 2010 in Kingston,
Ontario in Canada.

parcours trs slectif ont fait de
ce championnat un vrai moment
de bravoure. Les mdaills nen
eurent que plus de mrite...
Magnifique comptition, en effet, que ce
16e Championnat du Monde Universitaire
de Cross-country! Courues dans lenceinte
du grand hippodrome de Mauquenchy,
Forges-les Eaux, en France les courses
tinrent leurs promesses avec un niveau
trs lev et un spectacle superbe malgr
une mto vraiment chaotique.
Organis avec le concours de la FFSU, ce
championnat bnficia dinfrastructures
vraiment exceptionnelles.

La course des femmes


Comme un signe des dieux, la neige qui
tait tombe abondamment pendant
lheure prcdant le dbut de la course
des femmes, sest subitement arrte,
permettant un dpart dans de meilleures
conditions pour les quelques 80 participantes reprsentant 18 nations. Parmi
elles, lIrlande, la Grande-Bretagne et le
Portugal prirent la course leur compte
et cela ds le dbut.
Sur un terrain particulirement gras,
lIrlandaise Fionnuala Britton, la
Britannique Faye Fullerton ainsi que Sara

Moreira du Portugal, se dtachrent rapidement dun premier groupe dune quinzaine de comptitrices; un trio de tte
qui tourna vite au duo avec lnorme
attaque de Fionnuala Britton suivie
comme son ombre par Faye Fullerton.
Cette dernire lchera souvent du terrain
mais calculant sa course, le rcuprera
chaque fois dans la descente. Derrire,
pour la troisime place, la bataille fit
rage. Et cest dans un chass-crois entre
la Canadienne Leslie Sexton, la Marocaine
Ikram Zougliali, lAustralienne Elisa
Stewart et la Portugaise Sara Moreira que
tout se joua. Pendant que devant
Fionnuala Britton pensait avoir course
gagne, derrire, les affaires se compliquaient pour Leslie Sexton qui scroula
compltement. Ikram Zougliali, quant
elle, retrouva un second souffle pour
revenir au coude coude avec Elisa
Stewart. Finalement, au terme des 5
boucles, on assista un coup de thtre
dans la dernire ligne droite. Faye
Fullerton qui en avait visiblement gard
sous le pied remonta Fionnuala Britton la
laissant pratiquement sur place et remporta dune poustouflante manire cette
comptition fminine. Mdaille dargent,
donc, pour Fionnuala, due, et mdaille
de bronze pour Ikram Zougliali qui ralisa
une fin de parcours magnifique.

Grande Bretagne qui remporta lor devant
lAustralie et lIrlande.

La course des Hommes


Cette fois-ci les athltes partaient pour
10760m dun parcours rendu trs lourd
par les conditions mtorologiques et le
passage des femmes. Ds le dbut de la
course, les Franais se placrent dans le
peloton de tte. Aprs un round dobservation denviron dix minutes, cinq athltes prirent le large: le Marocain Najim
Elqady, lAustralien Liam Adams,
lAllemand Stephan Hohl, le Franais
Denis Mayaud et lItalien Francesco Bona.
Najim, liam et Stephan se partagrent
tour tour la premire place tandis que
Francesco et Denis rsistaient brillamment. Lquipe de France tait dailleurs
trs en forme puisquelle domina galement le classement des nations. Najim
acclra la 20e minute et fut rapidement rejoint par lAllemand et
lAustralien. Mais Najim tait dcidment
le plus fort et aprs 36 minutes et 14
secondes dun course magnifique, il
devint le nouveau Champion du Monde
Universitaire de Cross Country. Ctait l
une belle revanche pour ce magnifique
athlte qui avait termin la quatrime
place (la plus mauvaise) de ldition
prcdente. LAustralien Liam Adams sadjugea la deuxime place tandis que
Stephan Holhl remportait le Bronze. Cest
lquipe de France qui empocha la victoire dans le classement par quipes et
cela, devant la Grande-Bretagne et
lAustralie.

Badminton Stays East


This superb tournament once again
showed the overwhelming superiority
of the Asian countries its becoming a
habit...

China and Thailand at the


Summit
The tournament began with the team
competition, and once again it showed
the overwhelming superiority of the Asian
countries.
It took no more than three encounters in
the finals for China to come out ahead
again. The Chinese team had already
bested Korea, France and Switzerland, as
their star players got off to a magnificent
start, confirming their place as the great
favourites.
This Asian domination was confirmed
later on as Asians came away with all the
gold medals in the finals, both single and
double.

Badminton is an increasingly popular


sport at FISU where our high-level competitions keep coming at a good pace.
Remember the last Universiade in
Bangkok. Badminton is a very popular
sport in Asia, and Bangkok was an excellent place to express this. Everyone
involved in the sport answered the call,
both participants and spectators, and the
competition was fierce.
The same held for our World University
Championships. In fact, badminton is
UNIVERSITY SPORT MAGAZINE 74

among the most successful sports for


these championships. Organized in
Portugal in the town of Braga, the 10th
WUC attracted 87 men in 75 women representing 22 nations!
The site chosen was Minho University,
and it must be admitted that it offered
every convenience for the championship.

The mixed doubles went to the Thai


couple Patiphat Chalardchalaem /
Kunchala Voravichitchaikul. Both teams
began a very nervous game. The Thais
prove to be stronger, in any case in the
first round. The second set was a much
closer match, as the team from Chinese
Taipei, Chia-Min Wang/Pei-Rong Wang
won by a hair. Thailand stepped up its
efforts in the third and last set. At the
outset, Patiphat and Kunchala fell
behind, but they turned the game around
and finally won with a score of 21/18.
The womens singles could not have
gone to anyone but the great Chinese
champion Yihan Wang. She ranks 19th in

the world and was defending her title


against Korean Kim Mun Hee. In just two
short sets, she again proved her superiority and won gold in this category.
The mens singles were not so clear-cut.
Chinese Pengyu Du had a hard job overcoming his opponent from Chinese
Taipei. The match was magnificent, and
both players gave it their best. The first
set went to Pengyu Du. The game was
very close, but the representative of
China committed fewer errors score:
21/17.
The score was the same in the second
set, but to the advantage of Yu-Hsing
Hsieh this time, for the same reasons.
The third set was physically very challenging for Pengyu Du, but he took the
advantage and maintained it, for gold
(21-11).
The womens doubles went to the Thai
team, after the medal they won in the
mixed doubles. Team mates
Voravichitchakul/Aroonkesorn outranked
the Japanese Nakahara/Sekiya in two
clear cut sets (21/11-21/17).
Finally, the mens doubles was a formality for the Indonesian team of Bona
Septano/Mohamad Ahsan. It took only 25
minutes for the brilliant pair to overcome

their opponents of the day, Koreans Gi


Hoon Han / Tae Il Han. Septano and
Ahsan led the game from the first minute
to the last, easily winning the final by a
double score of 21/12!.
So ended the 10th World University
Badminton Championships organized
without a hitch by our Portuguese
friends.
Rendez-vous for the next WUC in this
sport in 2010 at Taipei City (TPE).

FISU et les comptitions denvergure se

Championnats du Monde Universitaires.
En effet, le badminton y figure en bonne
place parmi les sports succs. Organis
au Portugal dans la ville de Braga, le 10e
CMU rassembla 87 joueurs et 75 joueuses
reprsentant 22 nations!
Cest le site de lUniversit de Minho qui
fut choisi, et, il faut avouer que celui-ci
offrait toutes les commodits ncessaires
la tenue de ce championnat.

La Chine et la Thalande
au sommet
Entam avec la comptition par quipes,
ce tournoi allait une fois de plus rvler
lcrasante supriorit des nations asiatiques.
En effet, il ne fallut pas plus de trois rencontres, en finale, pour que la Chine remporte la victoire face la Thalande. Dj
vainqueurs face la Core, la France et la
Suisse, les joueurs chinois dbutrent
magnifiquement le tournoi en confortant
leur statut de grands favoris.
Cette domination asiatique allait se confirmer par la suite par une razzia sur
toutes les mdailles dor lors des finales
des doubles et des simples.

Le double mixte revint la paire thalandaise Patiphat Chalardchalaem /


Kunchala Voravichitchaikul. Les deux
quipes entamrent la partie trs
nerveusement. La formation thalandaise
tait nanmoins la plus forte, en tout cas
dans ce premier jeu. Le second set fut
beaucoup plus disput et remport sur le
fil par la Chine Taipeh, Chia-Min
Wang/Pei-Rong Wang. La paire thalandaise produisit un trs gros effort dans
le troisime et dernier set. En effet,
aprs avoir t mens la marque,
Patiphat et Kunchala renversrent la
vapeur pour finalement lemporter 21/18.
Le simple fminin ne pouvait chapper
la trs grande championne chinoise
Yihan Wang. Classe 19e au rang mondial, Yihan dfendait son titre face la
joueuse corenne Kim Mun Hee. Il ne lui
fallut que deux petits sets pour prouver
une nouvelle fois sa supriorit et remporter lor dans cette catgorie.

masculin. En effet le Chinois Pengyu Du
eut bien du mal se dfaire de son
homologue de Chine Taipeh, Yu-Hsing
Hsieh. Le match fut magnifique tant les
deux joueurs donnrent le meilleur deuxmmes. Le premier set revint Pengyu
Du. La partie tait trs serre mais le
Chinois commit moins derreurs, score:
21/17.

Mme marque dans le deuxime set mais


lavantage de Yu-Hsing Hsieh cette fois
et pour les mmes raisons. Le troisime
set fut trs dur physiquement pour
Pengyu Du. Il prit lavantage et le conserva mais ce fut au prix de crampes terribles, lor tait au bout (21-11).
Le double dames allait sourire aux
joueurs thalandais, aprs leur mdaille
acquise dans le double mixte. La paire
Voravichitchakul/Aroonkesorn surclassa la
paire japonaise Nakahara/Sekiya en deux
sets secs (21/11-21/17).
Enfin, la finale du double messieurs fut
une formalit pour la paire indonsienne
Bona Septano/Mohamad Ahsan.
Survolts, il ne leur aura fallu que 25
minutes pour venir bout de leurs adversaires du jour, les Corens Gi Hoon Han /
Tae Il Han. Menant le jeu depuis la premire minute du premier jeu, Septano et
Ahsan remportrent donc facilement
cette finale par un double 21/12!.
Ceci clturait ce 10e Championnat du
Monde Universitaire de Badminton organis de main de matre par nos amis portugais.
Rendez-vous est pris pour le prochain
CMU de cette discipline qui se droulera
en 2010 Taipei City (TPE).

Marathon

An Exceptional
Programme!
No fewer than eight different races filled
the programme of this competition that
lasted six days and attracted a host of
champions. Even the weather was very
generous, which contributed to excellent
results. Record participation was broken
again as 256 contestants signed up for a
total of 24 countries.

As you remember, in 2006 cycling made a


great comeback in our World University
Championships, after a long absence.
Organized in Antwerp, the edition was a
superb success, and, as all observers
agreed, the events were raced at an
excellent level. Belgium, home country of
cycling, gave a very warm welcome to
our student cyclists who took advantage
of exceptionally good racing conditions.
During the championship, one delegation

was particularly attentive to all the organizational details. These were the representatives of the Organizing Committee
of the fifth World University Cycling
Championship that would be held in
Nijmegen in 2008. This very active and
dynamic committee showed great professionalism in putting together a fantastic
edition for the championship.

After Mrs. Erica Terpstra, President of the


Dutch Olympic Committee officially
opened the championship alongside Mr.
Bart Kortmann, Rector of Radboud
University, it was time to get down to
business with the first race: Cross country
on mountain bikes.
For the women, the final was truly
breathtaking. French Caroline Mani, who
showed flawless technical mastery in a
beautiful race, succeeded in thwarting
the attacks of Estonian Maaris Meier for
the gold medal. Ingrid Bosscha (NED)
snatched a well-deserved bronze medal to
the cheers of her audience. For the men,
Swiss Till Marx came in ahead of Czech
Jan Skanitzl and Niels Wubben, from the
Dutch team.
The following day was devoted to time
trials. This was a great day for Malaya
Van Ruitenbeek (NED). With an average
of 45.5 km/h he kept the title he won in
2006. His brother Emanuel nearly joined
him on the podium, finishing in just

This was the very first time a cycling


marathon was organized on mountain
bikes in a FISU race. 104 km are exhausting, so Hannes Genze had that much
more merit in taking the race in the
sprint ahead of the great Dutch favourite
Frank Schotman. Hannes won by a hair,
and Belgian Kevin Van Hoovels finished
third. For the ladies, Maaris Meier got her
revenge after the cross country competition, taking the top medal with a comfortable 10 minute (!) advance over
Belgian Ilke de Jongh and German
Kerstin Kogler.
The Dutch team outdid itself in the last
day of the races, coming home with five
medals out of six in the lane races.
From this point of view, the womens race
was a total takeover as the first three
places went respectively to Elisa Van
Hage, Annemiek Van Vleutel and Loes
Markerink !
With the men, only German Michael
Schweizer managed to sneak in between
the gold medal winner Robin Chaigneau
and the bronze, Malaya Van Ruitenbeek.
This closed the fifth edition of the World
University Cycling Championships organized perfectly by the Dutch Association
of University sports and the very dynamic
team from Radboud University in
Nijmegen.

nos Championnats du Monde


Universitaires aprs une longue absence.
Organise Anvers, cette dition fut une
superbe russite et de lavis de tous les
observateurs dun niveau excellent. Patrie
du vlo, la Belgique avait, il faut bien le
dire, rserv un accueil des plus
chaleureux aux cyclistes universitaires
qui profitrent de conditions de course
exceptionnelles.
Lors de ce championnat, une dlgation
fut particulirement attentive aux diffrents points de lorganisation. Il sagissait en fait des reprsentants du Comit
dOrganisation du 5e Championnat du
Monde Universitaire de Cyclisme qui allait
se tenir Nimgue en 2008. Trs actif et
dynamique, ce comit allait faire preuve
dun professionnalisme hors du commun
pour nous concocter une dition fantastique de ce championnat.

Un programme
exceptionnel!
Pas moins de huit courses diffrentes
taient au programme de cette comptition qui se droula sur 6 jours et qui runit une pliade de champions. La mto
fut trs clmente, ce qui favorisa lobtention dexcellents rsultats. Il faut noter
que tous les records de participation
furent battus lors de cette dition
puisque 256 participants furent
accrdits pour un total de 24 pays.
Aprs que Mme Erica Terpstra, Prsidente
du Comit Olympique des Pays-Bas eut
ouvert officiellement le championnat en
compagnie galement de M. Bart
Kortmann, Recteur de lUniversit de
Radboud , les choses srieuses purent
commencer avec la premire course: le
cross-country en vlo tout terrain.
Chez les filles, le final fut rellement
couper le souffle. En effet, auteur dune
course superbe de matrise tactique, la
Franaise Caroline Mani russit outrepasser les attaques de lEstonienne
Maaris Meier pour emporter la mdaille
dor. Ingrid Bosscha (NED) arracha une
mdaille de bronze bien mrite devant
son public. Chez les hommes, cest le
Suisse Till Marx qui simposa, suivi du
Tchque Jan Skanitzl ainsi que de Niels
Wubben, de lquipe des Pays-Bas.
Le lendemain fut consacr aux courses
contre la montre. On peut dire que ce fut

une excellente journe pour Malaya Van


Ruitenbeek (NED). Avec une moyenne de
45.5 kmh, il conserva son titre acquis en
2006. Il sen fallut de peu pour que son

troisime place. La course des femmes fut
entirement domine par lquipe locale.
Avec trois cyclistes aux trois premires
places, cest un rsultat magnifique. Iris
Slappendel remporta lor, Annemiek Van
Vleuten, largent et Loes Markerink, le
bronze!

Marathon
Ctait la toute premire fois quun
marathon de vlo tout terrain tait programm lors dune course FISU. 104km a
use et Hannes Genze neut que plus de
mrite gagner, au sprint, cette comptition devant le Nerlandais et grand
favori Frank Schotman. Hannes lemporta
dun cheveu tandis que le Belge Kevin
Van Hoovels terminait la troisime
place. Chez les dames, Maaris Meier prit
sa revanche sur le cross-country en remportant cette fois la plus belle mdaille
qui plus est, avec une confortable avance
de dix minutes (!) sur la Belge Ilke de
Jongh et lAllemande Kerstin Kogler.
Le dernier jour de comptition se termina
en apothose pour la formation nerlandaise qui sempara de cinq mdailles
parmi les six mises en jeu lors de la
course en ligne.
La course des femmes fut une russite
totale ce niveau puisque les trois premires places revinrent respectivement
Elisa Van Hage, Annemiek Van Vleutel
and Loes Markerink !
Chez les hommes, seul lAllemand Michael
Schweizer fut capable de sintercaler
entre le mdaill dor Robin Chaigneau et
celui de bronze, Malaya Van Ruitenbeek,
tous deux de lquipe nerlandaise.
Ainsi se termina cette 5e dition du
Championnat du Monde Universitaire de
Cyclisme parfaitement organise par lassociation nerlandaise du sport universitaire et par la trs dynamique quipe de
lUniversit de Radboud Nimgue.

Triathlon

Triathlon Heaven
The Turkish city of Erdek offers an
enchanting setting for our students plus
its experience in organizing triathlon
meets

popular with our university students. The


Turkish edition was no exception to the
rule with a total of 128 participants (76
men and 52 women) representing 23
nations.
It would be an understatement to say
that they found an exceptional environment to practice their sport in Erdek. In
fact, Erdek is a dream city for this kind of
competition. It is located on the seaside,
and offers a multitude of itineraries on
the roads, as well as solid experience
that it has already perfected in several
international triathlon races. Finally, the
weather is particularly mild in this region
of Turkey at this time of year.
So the competition included a swimming
event for 1500 m in the sea, a cycling
event on a 40 km loop, and a 10 km foot
race along the seaside, arriving in town.

After the eighth edition in Lausanne in


2006, our triathletes met in Turkey to
take part in the ninth World University
Triathlon Championships. The town of
Erdek offered an enchanting setting for

since it is regularly the venue of international events.
Ever since the first edition in Darmstadt
in 1992, triathlon has been increasingly

nearly 2 hours! British Mark Threlfall
came out ahead of the swimming, but
was not able to stay the pace under pressure from the favourites. Italian Alberto
Casadei was impressive in his mastery of
the cycling event alongside Swiss Charles
Rusterholz (6th in 2006) and French
Brice Daubord, who finished nose to nose
in the cycling race as they went on to
the foot race. So the final event was
decisive since all three favourites were
very close. Not until the very end of the

race did Frenchman Brice Daubord manage to stage an attack that proved fatal
for his opponents and a left him a free
rein to close the race beautifully with a
47 second lead. This was the third French
gold medal in the World University
Championships in 2008 with the mens
cross-country team (ALG) and Caroline
Mani on her mountain bike (NED).
In the team ranking, Switzerland came
first ahead of the United States and
Poland. Led by Charles Rusterholz (silver
medal winner) and a beautiful fourthplace taken by Jan Van Berkel plus the
20th place by Alain Wuetrich, the Swiss
team did much better than in the previous edition that was held in Lausanne,
where the Swiss triathletes finished sixth.

Womens Elite
In triathlon, more than in other sports,
each athlete has her strong point and the
first woman out of the water is not necessarily the one who wins in the end.
American Jennifer Spieldenner left everyone
splashing in the swimming event, and
although she finished in 22nd place, she

earned a proud moment when she was the


first to the climb on her bike. But the competition was organizing right behind her,
and very quickly seven girls took the lead:
Justine Whipple (USA), Maria Pujol Perez
(ESP), Tina Herklotz (GER), Patricia Diaz
Perea (ESP), Rosie Clark (GBR), Monika
Smaruj (POL) and Caroline Perrin (FRA). All
these athletes finished the cycling event
just seconds apart, so once again the final
event - the foot race made the difference.
And undeniably Justine Whipple had no
rival. She finished the race nearly 50 seconds ahead of the other contestants and
had time to savour her victory. There was a
real fight for second place, that was finally
taken by Spanish Maria Pujol Perez, ahead
of German Tina Herklotz.
Spain took the team ranking (2, 4, 23) in
front of Great Britain (5, 9, 18) and the
USA (1, 22, 27).
We meet again for the next edition of the
World University Triathlon Championships
that will be held in 2010 in Valencia,
Spain.

un cadre enchanteur nos universitaires mais aussi son
exprience dans lorganisation
de comptitions de triathlon.
Aprs la superbe dition de Lausanne en
2006, nos triathltes se sont retrouvs en
Turquie pour participer au 9e
Championnat du Monde Universitaire de
Triathlon. Situe au nord ouest du pays,
la ville dErdek proposa un cadre
enchanteur nos universitaires mais
aussi son exprience dans lorganisation
de comptitions de triathlon. En effet,
cette cit est le thtre rgulier dvnements internationaux.
Depuis la premire dition, Darmstadt
en 1992, le triathlon connat un succs
croissant auprs de nos universitaires.
Ldition turque ny a pas drog
puisquon y enregistra un total de 128
participants (76 hommes et 52 femmes)
reprsentant 23 nations.
Dire que nos universitaires trouvrent
Erdek un cadre exceptionnel pour la pratique de leur sport est un euphmisme.
En effet, Erdek est la ville rve pour lorganisation dune telle comptition.
Situe en bord de mer et offrant une
multitude de parcours routiers, Erdek possde une solide exprience puisquelle a
dj accueilli plusieurs triathlons internationaux. Enfin, la mto est particulirement clmente dans cette rgion de
Turquie et cette poque de lanne.
Cette comptition regroupa donc une
preuve de natation de 1500 mtres en
mer, une preuve de cyclisme sur un
boucle de 40 km et enfin, une preuve de
course pied de 10 km en bordure de
mer avec arrive en ville.

Brice Daubord parvint placer une
attaque qui se rvla fatale pour ses
adversaires et qui lui laissa le champ
libre pour finir en beaut avec une
avance de 47 secondes. Cest la troisime
mdaille dor franaise lors des championnats du monde universitaires de 2008
aprs celles de lquipe de France masculine de cross-country (ALG) et de Caroline
Mani en VTT (NED).
Au classement par quipe, cest la Suisse
qui simposa devant les USA et la
Pologne. En effet, sous limpulsion de
Charles Rusterholz (mdaill dargent) et
grce la magnifique 4e place de Jan
Van Berkel ainsi que de la 20e place
dAlain Wuetrich, la formation helvtique
fit donc beaucoup mieux que lors de la

prcdente dition, qui se tenait


Lausanne et durant laquelle les triathltes suisses avaient termin 6e.

Elite femmes
En triathlon, plus que dans dautres
sports chacune a sa spcialit et la premire fille sortir de leau nest pas toujours celle qui gagne au final.
LAmricaine Jennifer Spieldenner mit
tout le monde dans le vent lors de
lpreuve de natation et mme si elle ne
termina qu la 22e place, elle eut droit
sa minute de fiert en enfourchant son
vlo la premire. Car derrire, la poursuite sorganisait et on allait rapidement
trouver sept filles en tte: Justine
Whipple (USA), Maria Pujol Perez (ESP),
Tina Herklotz (GER), Patricia Diaz Perea
(ESP), Rosie Clark (GBR), Monika Smaruj
(POL) et Caroline Perrin (FRA). Toutes ces

athltes terminrent le parcours cycliste


dans un mouchoir de poche et ce fut
donc, une nouvelle fois lpreuve finale
de course pied qui allait savrer dcisive. Et l, ctait clair, Justine Whipple
tait bien la meilleure. Terminant son
parcours avec prs de 50 secondes davance sur ses adversaires, elle pouvait
savourer son titre. La bataille fit rage
pour la deuxime place finalement remporte par lEspagnole Maria Pujol Perez,
devant lAllemande Tina Herklotz.
Le titre par quipe revint lEspagne (2,
4, 23) devant la Grande-Bretagne (5, 9,
18) et les USA (1, 22, 27).

9th FISU Forum in Krakow, Poland
on the main theme of: University
Sports: Roots, Strengths
and Challenges

Traditionally, the CESU chairman, Mr.
Claude-Louis Gallien, introduced the main
theme during the opening ceremony. And
thats what he did with a very successful
expos. After that, Mr. Marek Rocki took
the floor to describe the creation of AZS.

This 9th FISU FORUM opened on July 1 in


the presence of delegates from 47 countries (5 continents). Jagiellonian
Universitys magnificent Maximum
Auditorium was the venue of the Opening
Ceremony. The Assistant-Minister of
Sports, Mr. Zbigniew Pacelt, President of
AZS (the Polish Federation of University
Sports), Mr. Marek Rocki, Rector of the
Jagiellonian University. Mr. Karol Musiol,
and of course, Mr Marian Dymalski who is
also a member of our Executive
Committee, greeted FISU President, Mr.
UNIVERSITY SPORT MAGAZINE 74

George E. Killian and his colleagues from


the FISU Executive Committee, Mr.
Gallien, Mr. Bergh, Mrs. Odell, Mr.
Matytsyn, Mr. Al-Hai, Mr. Gualtieri, Mr.
Sinisa Jasnic and Mr. Jakob, and of
course the members of the University
Sport Study Committee (CESU).
In addition to the FISU delegates, many
personalities from AZS also joined the
fun. In fact, this FORUM marked the start
of the festivities celebrating the hundredth anniversary of AZS that will continue throughout the entire 2008/2009

Under sub-theme A: The Why of


University Sport and its Different
Models, Alison Odell also gave FISU
associate members an opportunity to
describe their activities. In this context,
Mr. Gualtieri (ITA) from the European
University Sport Association - EUSA, Mr.
Leopold Senghor (SEN) for the Fdration
Africaine du Sport Universitaire FASU,
Mr. Julio Jakob (URU) for the
Organizacin de Deporte Universitario
Panamericano ODUPA, and finally Mr.
Tien Rein Lee (TPE) for the Asian
University Sport Federation AUSF, in
turn presented their respective continental organizations.
Of course, the main idea of the FORUM is
to give students a chance to express
themselves. Participants heard the excellent presentation by Karolina Rohan on
sub-theme B : The volunteer philosophy,
as a force in University sports. A volunteer herself with the local branch of AZS,
Karolina is also a member of the EUSA
student committee. Karolina presented
her expos in collaboration with Renata
Bojcuk, a Polish member of CESU. Her
presentation and particularly her conclusion served as the basis of the group dis-

cussion that followed Since volunteers


contribute actively to the work of the
Organizing Committees and are often one
of the keys of our success, we need to
think about how to recruit them, to promote their role and to train them, particularly in countries and federations where
it is not easy to get this kind of support.
Nevertheless, certain questions are still
open. How and where to recruit volunteers? How to interest them and to motivate them? The role of volunteers should
be promoted by the organizers, but how
can this be done? Perhaps guidelines
should be created, going into details and
describing the jobs to be done, the
recruitment procedures, the skills needed.
Finally, can volunteers be compensated
for a well-done job?
These group discussions are an essential
part of the FISU FORUM. The groups
switch every day during the 6 day event
to ensure maximum exchanges.
The sub-theme C: Funding of University
Sports was discussed on the third day of
the presentations by Mr. Bartolomej
Korpak, Secretary General of AZS and Mr.
ric Saintrond, Secretary General/CEO of
FISU. Mr. Korpak presented his federation,
its activities, its financial situation, while
Mr. Saintrond did the same for FISU.
The sub-theme D: marketing and communication on University Sports was
introduced by the presentation of Leonz
Eder who is a member of the FISU
Executive Committee and Chairman of the
Press Committee (his presentation was
the most appreciated by the participants).
Alongside these group discussions, the
FORUM gives participants a chance to
present the structure of their Federations
by means of an exhibit. Here, in the middle of colourful stands, everyone gets
together to concur and differ on the best
way to organize University sports at
national and international level.
There is no FORUM without a cultural
programme this time participants were
invited to visit the town and vicinity of
Zakopane, that has organized two Winter
Universiades (1993 and 2003) as no
doubt you are know, and is also the
largest winter sports resort in the country. Participants were impressed by the

very lively local folklore and finished the


day with a gigantic barbecue.
The last day was devoted to the role of
women in the University Sports
Movement. Since October 2007, FISU has
constituted a new committee: the
Womens Committee. Mrs. Yang-Ja Hong
described the objectives of this committee and the resources used to achieve
them. She also presented a research project on the situation of women in the
University Sports Movement.
Finally, a representative of ADH (the
German Federation of University Sports),

Ines Lenze, presented her programme


called TANDEM (Mentoring for Young
Women in University Sport) based on
sponsorship of students by mentors to
improve the status of women in ADH. The
main concept is six months of individual
tutoring rounded off by seminars and
specific training courses.
And then it was already time to close
this 9th FISU FORUM. Aleksander Sedmak,
vice-rector of the Belgrade University,
invited all the delegates to take part in
the next FISU Conference, and the
Rectors Forum to be held in Belgrade in

next FORUM to be held in Murcia, Spain,

groupe qui sen suivit: Comme les volontaires constituent une part active du travail des Comits dOrganisation et bien
souvent une des clefs de nos succs,
nous devons penser la faon de les
recruter, de promouvoir leur rle et de les
former; et, cela surtout dans les pays et
pour les fdrations pour lesquelles il
nest pas encore si vident de requrir un
tel soutien. Nanmoins, certaines questions restent en suspens: Comment et o
les recruter? Comment les intresser et
les motiver? Le rle des volontaires
devrait galement faire lobjet dune promotion auprs des organisateurs, mais
comment y parvenir? Peut-tre quune
guidance reprenant le dtail et la
description des tches, les procds de
recrutement, les comptences requises
devrait tre cre. Et enfin, les volontaires pourraient-ils tre rcompenss
pour un travail bien fait?
Ces discussions de groupe constituent
une part essentielle du FORUM de la
FISU. Les groupes sont dailleurs reforms
chacun des 6 jours que dure lvnement
de manire assurer le maximum de possibilits dchanges.

sur la meilleure faon dorganiser le sport
universitaire au niveau national et international.
Il nest pas de FORUM sans une sortie
culturelle et cette fois les participants
furent invits une visite de la ville de
Zakopane et de sa rgion. Comme vous le
savez sans doute, cette ville qui a organis deux Universiades dHiver (1993 et
2003) est aussi le centre de sports dhiver le plus important du pays. Les participants furent impressionns par le folklore
local trs vivant et poncturent la
journe par un gigantesque barbecue.
Le dernier jour fut consacr au rle des
femmes au sein du Mouvement Sportif
Universitaire. En effet, depuis octobre
2007, la FISU compte une nouvelle commission en son sein: la Commission des
Femmes. Membre de la CESU, Mme YangJa Hong exposa les objectifs de cette
commission ainsi que les moyens mis en
oeuvre pour les atteindre. Elle prsenta
galement le projet de recherche concernant la situation des femmes dans le
mouvement sportif universitaire.

Enfin, reprsentant lADH (la fdration


allemande du sport universitaire), Ines
Lenze prsenta son programme intitul
TANDEM (Mentoring for Young Women in
University Sport) et bas sur le parrainage des tudiantes par des mentors
de manire amliorer leur statut en
tant que femmes au sein de lADH. Le
concept principal est un parrainage individuel de six mois agrment de sminaires et de formations spcifiques.
Mais il tait dj temps de clore ce 9e
FORUM de la FISU. Aleksander Sedmak,
vice recteur de lUniversit de Belgrade
invita tous les dlgus participer la
prochaine Confrence de la FISU, ainsi
quau Forum des Recteurs qui se tiendront
Belgrade en 2009. Enfin, Roberto

aura lieu en 2010 Murcia en Espagne,

University Sports
in Uganda

Background
In Uganda, University sports dates as far
back as 1922 with the advent of
University Education in Uganda pioneered
by the Uganda Technical College that in
1949 became a University college affiliated to the University College of London
serving the three East African Countries
(Uganda, Kenya, and Tanzania). The students competed against each other for
recreation and later on formed various
teams to compete with other non student-teams like the Police and Army. As
the numbers of students increased a
thrilling Inter-Hall sports championship
was developed. The inter-Hall programme,
bred and nurtured at Makerere University
has become a seedbed for most national
teams of the various sports for the countries in East Africa. Later on in 1963 the
three colleges of the University Of East
Africa had annual competitions against
each other giving birth to the current
East Africa University Games. The
Makerere University inter-hall programme
later on gave birth to the now vibrant
National University Games necessitated
by the increasing number of Universities
in Uganda with the advent of liberalization in the Education sector. All the
Universities in Uganda have adopted this
inter-hall programme that had its origin
from Makerere University.
At the individual university level, students have an organization that administers the sports known as Sports and
Games Union. They have an executive
which is democratically elected and holds
office for one academic year working
under the guidance of the Sports Tutors.

General Overview
of Sports Organisation
in Uganda
It would not be fair to talk about
University Sports in Uganda without giving a general overview of sports in
Uganda. Sports in Uganda have not yet
fully been exploited for reasons which are
mainly political and economical also
affecting the way University sport is
organized and its potential.
The main responsibility for the development of sports lies with the Ministry of
Education and Sports (MOES) while the

National Council of Sports (NCS); a parastatal body created by an Act of parliament, coordinates sports at an amateur
level in the country. The National Sports
Associations are responsible for organizing and administering individual sports.
The Uganda Olympic Committee (UOC)
coordinates the activities of the Olympic
movement in the country implying that it
is an exclusive club. The National
University Sports Federation of Uganda
falls in that category of the National
Associations but it is unique in a sense
that it is a multi-sport organization. The
Ministry of Education and Sports links up

and coordinates sports with other ministries such as Ministry of Local


Government, Ministry of Finance,
Planning and Economic Development and
Ministry of Gender, Labour and Social
Development.

Situation at Hand
Uganda is one country that has gone
through a lot of political turmoil and
economic setbacks that sports is not one
of the priorities.
Modern methods of training are lacking
and specialized sports institutions are
absent. Professional preparation of ath-

letic personnel (coaches, trainers, doctors, physiotherapists, officials, etc.) is


inadequate, too.
The critical problems that have hampered
the development of Sports in the country
can be summarized as follows:
1/ Inadequate funding for sports;
2/ Lack of facilities and equipment for
training, shortage of highly qualified
Athletic personnel with modern techniques;
3/ Non-implementation of the Physical
Education and Sports programs in educational institutions;
4/ Inadequate technical know-how, lack
of constitutionalism, transparency and

accountability in the majority of Sports


institutions; and
5/ Lack of professional technical bodies
for athletic personnel,
administrators, and teachers to promote
and lobby for the interests of Physical
Education and Sports.
6/ The outdated legal structure for development of sports. The National
Council of Sports Act of 1964 the major
law governing sports in Uganda is 44
years old.
7/ The traditional belief that sport is a
pastime activity can not be overlooked.

that fosters the objectives of the
Federation.

petitive tradition that attracts fans and


supporters to various clubs especially
football, boxing, basketball, rugby, track
and field. However, the largest portion of
the population has no access to facilities
and equipment and where the facilities
and equipment are available; they are in
a poor state. Universities are no exceptions.
Uganda has only one ultra-modern stadium that meets international standards!
The biggest number of the Uganda
sportsmen has never had a chance to
play from indoor facilities. This hinders
maximum participation in sports for fitness and competition by the population.
Of course there are efforts to streamline
this but because of the other crucial priorities sport may have to wait for some
time.

University Sports Today


In Uganda there is the National
University Sports Federation of Uganda
(NUSFU) an umbrella organization for all
the Universities in Uganda where
Universities are members with the following vision, mission and objectives.
NUSFUs mission statement is:
Creation of a healthy, United, democratic and productive young generation
through sports activity and excellence in
sports.
This mission statement is in consonance
with the Uganda Vision 2025 National
Development Statement: Prosperous
People, Harmonious Nation, and Beautiful
Country.
Objectives of the University Sports
Federation are:
1/ To promote university interaction in
sports.
2/ To promote high level standards in

university Sports.
3/ To organize National university Games
and Championships within Uganda.
4/ To ensure that Uganda participates
both in East Africa and All Africa sports
championships and games
5/ To select and train the national team
for the World University Games, and any
other championship where Uganda universities are called upon to present a
national team.
6/ To encourage professional growth
through seminars, conferences and
research in Uganda.
The National University Sports Federation
of Uganda has membership of up to 20
Universities, with a total number of one
thousand (1,000) students competing at
national University level. The Federation
holds elections after every four years in a
General Assembly whose delegates
include; the Dean of Students, Sports
Tutors and student leaders from each
Member University.

The competitions organized by NUSFU are


held once in every two years since 1994.
The Executive committee among other
things is meant to steer the federation to
achieve its objectives. NUSFU games are
hosted on a rotational basis, giving
opportunity to the institutions who need
to develop capacity. This gives the host
university to improve on the facilities
and even construct new ones. The NUSFU
games follow international rules and officials from the National Federations of the
various sports are called upon to officiate.
The universities have sports facilities for
football, track and field events, volleyball
among others. The only indoor facility
exists at the National Council of Sports
and is the venue for most indoor games
in the country.
In terms of funding, NUSFU relies on
contribution from member universities.
They contribute membership and affiliation fees. These make the backbone of
our community in Uganda; the Ministry
of Education and Sports once in a while
comes in to rescue NUSFU in case of
financial hardships particularly when
fielding teams for the World University
Games and FASU games. Sponsorship and
donations to the need for specialized

higher institutions of learning for professional sports to cater for those interested
in pursuing sports as a lifelong career
and profession.
There is an emerging trend of new sponsors and donors appearing on the scene
as the economy continues to improve.
NUSFU has been a beneficiary in this
having been able to attract sponsorship
for various activities from the two leading telecommunication giants in the
country MTN and Uganda Telecom.

Participation at
International Level
Uganda has participated in the World
University Games since 1973 and has
been very consistent despite the hardships. In the recent years NUSFU has
made it a point to expose more and more
students to international competitions by
sending bigger delegations than before.
This exposure has definitely yielded positive results that since 2003 Uganda has
consistently taken home some silverware
at the World University Games. 2003 in
Korea a bronze medal, 2005 in IzmirTurkey three Gold medals, 2007 BangkokThailand a silver and a bronze medal. The
target is now on Belgrade-Serbia 2009.
On the African scene Uganda participated
in the inaugural FASU Games that were
held in Ghana with 74 students. Its pres-

ence was felt in Nairobi Kenya in 1978


when the whole train from Kampala to
Nairobi was booked to transport the
University students both fans and athletes from Makerere University.
Unfortunately due to political and economic reasons the FASU Games experienced a setback that led to a lull in the
games. When the FASU Games were resuscitated (given a kiss of new life) in 2004,
Uganda could not make it because of
financial constraints, and Bauchi-Nigeria
at that time was not easy to travel to
because one had to go to Europe first
before getting back to the African continent. However in 2006 when the games
were held in the City of Tshwane, South
Africa, Uganda made it a point to make
its presence felt in this so called African
Universiade and did not only put up a
spectacular performance even when the
teams were late but were also awarded
the rights to host the 5th All Africa
University Games from 6th-16th July
2008.
Uganda has garnered the capacity and
technical expertise to compete at international level and be able to host high
profile events through a series of well
planned capacity building activities in
University sport and well calculated
investment decisions in the available
human resources.
This is a unique opportunity for Uganda
to showcase its sporting talent as well as
UNIVERSITY SPORT MAGAZINE 74

treat our visitors to a true sense of comfort and togetherness that defines us as a
nation. As a country, Uganda is unique in
location, due its centrality on the continent, thus easily accessed by other
African countries. This will ensure higher
participation, evidenced by the enormous
confirmations we have already received.
We also boast of a vibrant and multi-ethnic culture, warm hearted, welcoming
people, and beautiful evergreen scenery
that define Uganda as The Pearl of
Africa a land gifted by nature.
The appeal and joy which these games
offer, captures the whole Continent at
large. It is in the spirit of togetherness
that we openly and gladly extend an
invitation to other African Countries and
our friends from the other continents to
join us in not only making this a historical event, but also supporting the games
which will lift Ugandas image to greater
heights.

Conclusion
NUSFU is happy to have achieved such
successes since its inception. NUSFU has
greatly contributed to the growth of
sports in East Africa.
Its also a good chance for NUSFU to host
the FASU games -2008.

Excutif de la FISU

Contexte
En Ouganda, le sport universitaire
remonte jusqu 1922, avec lavnement
de lenseignement universitaire dans le
pays; le Collge Technique dOuganda fut

le pionnier dans ce domaine et, en 1940,


il devint Collge Universitaire membre du
University College of London pour les
trois pays dAfrique de lEst (lOuganda, le
Kenya et la Tanzanie). Les tudiants
organisaient des comptitions dans un
cadre rcratif et, par la suite, ils constiturent des quipes qui se confrontaient
dautres ne comptant pas dtudiants
comme celles de la police et de larme.
Comme le nombre dtudiants augmentait, un championnat sportif palpitant fut
organis entre diffrents pavillons universitaires. Ce programme, lanc par
lUniversit de Makerere, se transforma en
ppinire pour la plupart des quipes
nationales pour les diffrents sports exercs dans les pays dAfrique de lEst. Par la
suite, en 1963, les trois collges de
lUniversit dAfrique de lEst organisrent
chaque anne entre elles des comptitions qui donnrent naissance aux Jeux
Universitaires dAfrique de lEst que nous
connaissons aujourdhui. Toutes les universits ougandaises ont adopt ce programme qui plonge ses racines dans
lUniversit de Makerere.
Sur le plan individuel universitaire, les
tudiants disposent dune organisation
responsable de ladministration des sports
connue sous le nom dUnion des Sports
et des Jeux. Un conseil excutif dmocratiquement lu exerce son mandat pendant
lanne acadmique sous la houlette des
Tuteurs Sportifs.

Aperu gnral de
lorganisation des sports
en Ouganda
Il ne serait pas juste de parler des sports
universitaires en Ouganda sans donner un
aperu gnral des sports dans ce pays.
En fait, les sports nont pas encore t
pleinement exploits pour des raisons
essentiellement politiques et
conomiques, ce qui affecte par ailleurs
la manire dont le sport universitaire est
organis ainsi que son potentiel.
Le Ministre de lEducation et des Sports
(MES) est lentit essentiellement responsable des sports tandis que le Conseil
National des Sports (CNS), un organe
parastatal cr en vertu dun dcret parlementaire, se charge de la coordination
des sports amateurs sur le plan national.
Les Associations sportives nationales sont

responsables de lorganisation et de ladministration des diffrents sports. Le


Comit Olympique Ougandais (COO) coordonne les activits du mouvement
olympique du pays, ce qui implique quil
sagit dun club exclusif. La Fdration
Nationale des Sports Universitaires de
lOuganda tombe dans la catgorie des
Associations Nationales, mais elle est
unique dans le sens o elle intervient
comme organisation multisports. Le
Ministre de lEducation et des Sports se
charge de la liaison et de la coordination
des sports avec dautres ministres tels
que celui du Gouvernement Local, celui
des Finances, de la Planification et du
Dveloppement conomique et le
Ministre du Genre, du Travail et du
Dveloppement Social.

Situation actuelle
LOuganda est un pays qui a connu beaucoup de tourments politiques et de difficults conomiques et le sport nest donc
pas lune des ses priorits.
Les mthodes modernes dentranement
font dfaut et les institutions sportives
spcialises brillent par leur absence. La
prparation professionnelle du personnel
athltique (coaches, entraneurs,
mdecins, kinsithrapeutes, etc) est
galement insuffisante.
Les principales barrires au dveloppement des sports dans ce pays peuvent
tre rsumes de la manire suivante :
1/ Financement insuffisant des sports;
2/ Manque dinfrastructures et
dquipement pour lentranement,
pnurie de personnel hautement qualifi
et de techniques modernes;
3/ Les programmes dducation physique
et sportive ne sont pas mis en uvre
dans les institutions charges de lenseignement
4/ Connaissances techniques insuffisantes, manque de constitutionnalisme,
de transparence et de responsabilit dans
la majorit des institutions sportives
5/ Absence dorganes professionnels
techniques pour le personnel, les administrateurs et les enseignants qui permettraient de promouvoir et dfendre les
intrts des sports et de lducation
physique.
6/ Structure juridique du dveloppement
des sports obsolte. Le Dcret de 1964
portant sur le Conseil National des

Sports, la principale lgislation rgissant
la question en Ouganda, remonte plus
de 44 ans.
7/ Lon ne peut non plus ngliger la perception traditionnelle du sport comme
tant un passe-temps.
Malgr les points numrs ci-dessus, il
existe une tradition de comptition qui
attire les amateurs et les supporters vers
diffrents clubs, en particulier ceux de
football, de boxe, de basket-ball, de
rugby et dathltisme. Nanmoins, la
majeure partie de la population na pas
accs aux infrastructures et aux
quipements et, lorsque ceux-ci sont
disponibles, ils sont en gnral en mauvais tat. Les universits ne font pas
exception cette rgle.
LOuganda ne compte quun seul stade
ultramoderne satisfaisant aux normes
internationales ! La plupart des sportifs
ougandais na en gnral jamais eu la
chance de jouer en salle. Cest l un
obstacle la participation optimale de la
population des activits sportives, tant
au titre dactivit permettant de rester en
forme qu des fins de comptition.
Certains efforts sont, bien entendu,
entrepris pour rationaliser la situation,
mais cause dautres priorits plus cruciales, le sport devra peut-tre encore
attendre pas mal de temps.

Le sport universitaire
de nos jours
En Ouganda, la Fdration Nationale des
Sports Universitaires de lOuganda
(FNSUO) intervient en tant quorganisation fatire pour toutes les universits
du pays lorsque celles-ci en sont membres et ont adopt la vision, la mission
et les objectifs ci-aprs :
Dclaration de mission de la FNSUO :
Cration dune jeune gnration saine,
unie, dmocratique et productive au travers des activits sportives et de lexcellence sportive.
Cette dclaration de mission va dans le
sens de la Dclaration Nationale sur le
dveloppement et la Vision de lOuganda
lhorizon 2025: Une population
prospre, une nation harmonieuse et un
magnifique pays.

Objectifs de la Fdration des Sports


Universitaires :
- Promouvoir linteraction entre universits dans le domaine des sports.
- Promouvoir des normes trs leves
pour le sport universitaire.
- Organiser les Jeux et les Championnats
Universitaires Nationaux dans le pays.
- Assurer que lOuganda participe aux
championnats et aux jeux tant en Afrique
de lEst que sur tout le territoire africain
- Slectionner et entraner lquipe
nationale pour les Jeux Universitaires
Mondiaux et tout autre championnat
invitant les universits ougandaises
prsenter un quipe nationale
- Encourager le dveloppement du secteur
professionnel au travers de sminaires, de
confrences et de la recherche.
La Fdration Nationale des Sports
Universitaires de lOuganda compte des
membres dans 20 universits et, au total,
mille tudiants en comptition au niveau
national. Les lections ont lieu tous les
quatre ans lors de lAssemble Gnrale
des dlgus parmi lesquels sigent le
Doyen des Etudiants, les Tuteurs Sportifs
et les leaders des tudiants de chaque
universit membre.
Le comit excutif est constitu de la
manire suivante :
- Prsident
- Vice-Prsident
- Secrtaire Gnral
- Secrtaire Gnral adjoint
- Trsorier
- Deux reprsentants des tudiants (au
moins une femme)
- Quatre membres de comit lus sur le
plan rgional
La Fdration est enregistre auprs :
Du Conseil National des Sports.
Du Comit Olympique Ougandais
et est membre de :
- La Fdration des Sports Universitaires
dAfrique de lEst (EAUSF)
- La Fdration des Sports Universitaires
Africains (FASU).
- La Fdration Internationale du Sport
Universitaire (FISU) et de tout autre
organe favorisant les objectifs de la
Fdration.
Depuis 1994, la FNSUO organise des comptitions tous les deux ans. Lune des

tches, parmi dautres, du Comit


Excutif est dorienter la fdration vers
ses objectifs. Les jeux de la FNSUO sont
accueillis sur une base de rotation, donnant ainsi lopportunit aux institutions
qui en ont besoin de dvelopper leurs
capacits. De la sorte, luniversit-hte
peut amliorer ses infrastructures, voire
mme en construire de nouvelles. Les
jeux de la FNSUO respectent les rgles
internationales et des reprsentants des
Fdrations Nationales des diffrents
sports sont invits intervenir.
Les universits disposent, entre autres,
dinstallations pour le football, lathltisme et le volley-ball. La seule salle de
sports se trouve au Conseil National des
Sports et sert la plupart des jeux qui
doivent se raliser en salle dans le pays.
Sagissant du financement, la FNSUO
dpend de la contribution (cotisation)
des universits-membres qui servent de
pilier notre communaut sportive en
Ouganda. Le Ministre de lEducation et
des Sports intervient de temps autre
pour venir la rescousse de la FNSUO en
cas de crise financire, en particulier pour
prsenter des quipes pour les jeux universitaires mondiaux et les jeux de la
FASU. Le parrainage et les donations sont
utiles pour que des institutions plus spcialises puissent accueillir les sportifs
intresss par une vritable carrire professionnelle.
De nouveaux sponsors et bailleurs de
fonds apparaissent mesure que lconomie samliore. La FNSUO a bnfici
de cette tendance mergente car elle a
pu obtenir le parrainage des deux grands
gants de la tlcommunication du pays,
le MTN et Uganda Telcom, pour diverses
activits.

Participation sur la scne


internationale
Depuis 1973, lOuganda participe aux
Jeux Universitaires Mondiaux et, malgr
certaines difficults, il la fait de manire
constante. Au cours de ces dernires
annes, la FNSUO sest fix pour objectif
de prsenter de plus en plus dtudiants
aux comptitions internationales et
envoie de plus grandes dlgations que
par le pass. Cette volution a donn des
rsultats positifs trs clairs car depuis
2003, lOuganda a ramen plusieurs
mdailles des jeux universitaires mondiaux : mdaille de bronze en 2003 en
Core, trois mdailles dor en 2005
Izmir, en Turquie, une mdaille dargent
et une de bronze en 2007 Bangkok, en
Thalande. Le prochain objectif est celui
de Belgrade, en Serbie, en 2009.
Sur le territoire africain, lOuganda a particip aux jeux inauguraux de la FASU qui
ont eu lieu au Ghana, avec 74 tudiants.
Sa prsence a t bien visible aussi
Nairobi, au Kenya, en 1978, lorsque le
train de Kampala Nairobi a t entirement rserv pour transporter les tudiants (fans et athltes) de lUniversit de
Makerere. Malheureusement, pour des
raisons tant politiques quconomiques,
les jeux de la FASU ont essuy un revers
qui a conduit un ralentissement de ces
vnements. Lorsquils ont t ressuscits, lorsquils ont reu un nouveau
souffle de vie, en 2004, lOuganda na pas
pu participer en raison de problmes financiers et il ntait pas facile lpoque
de se rendre Bauchi, au Nigria car il
fallait dabord se rendre en Europe avant
de voyager nouveau vers le continent
africain. Mais, en 2006, les jeux se sont
drouls Tshwane, en Afrique du Sud,
et lOuganda a mis un point dhonneur
faire sentir sa prsence lors de ces
Universiades africaines : non seulement il a obtenu des rsultats spectaculaires, mme lorsque les quipes avaient
du retard, mais il sest aussi vu octroyer
le droit daccueillir les 5me Jeux
Universitaires du continent africain du 6
au 16 juillet 2008.

dacquisitions de capacits bien planifies
dans le domaine du sport universitaire et
des dcisions dinvestissements dans les
ressources humaines disponibles bien calcules
Voici donc venu le moment pour nous en
Ouganda de faire ltalage de nos talents
dans le domaine sportif et aussi de
traiter nos visiteurs avec ce sens du confort et de la communaut qui nous
dfinit en tant que nation. En termes
gographiques, lOuganda est un pays
unique de par sa localisation, de par sa
position centrale par rapport au reste du
continent et il est donc daccs facile
pour les autres pays africains. Une forte
participation est ainsi garantie, comme
en tmoignent les nombreuses confirmations que nous avons dj reues. Par
ailleurs, nous sommes orgueilleux de
notre culture multiethnique pleine de vie,
de laccueil chaleureux de nos habitants
et du magnifique paysage verdoyant donnant notre nation, cette terre bnie
par la nature, le titre de Perle dAfrique

.
Lattrait et la joie quoffrent ces jeux
atteignent lensemble du continent. Cest
dans cet esprit de communaut que nous
invitons, de manire ouverte et avec
beaucoup de satisfaction, les autres pays
africains et tous nos amis des autres continents se joindre nous non seulement pour faire de cet vnement un
moment historique, mais aussi pour donner un soutien ces jeux qui relveront
de plusieurs degrs limage de notre pays.

Conclusion
La FNSUO se rjouit davoir vu ses actions
couronnes de succs ds ses dbuts.
Cette organisation a considrablement
contribu au dveloppement des sports
en Ouganda.
Cest aussi une grande chance pour la
FNSUO daccueillir les jeux 2008 de la
FASU. Nous esprons vous voir Kampala
en juillet 2008.

How FISU Operates


This seminar is indispensable.
It enables people like me, who are
involved in a committee for the first
time, to really become familiar with
FISU, its events, its bodies and above
all the people who make it up

This was a very successful seminar,


organized in a very professional and rigorous way. Everyone appreciated the
excellent coordination between all those
involved. For me, the FISU Family truly
exists, and beyond that, the extended
family of university sports. Damien

I was very impressed by the technical
level of this seminar. I have personally
taken part in many seminars in the USA
and I must say that this one perfectly
fulfilled its role, educating us, explaining
to us what FISU is and what FISU expects
of us. The idea of belonging to the FISU
Family was the key to success as far as

This was an excellent seminar and I can


tell you that this is not my first. All of
the presentations were very well prepared
from the standpoint of both organization
and substance, and I want to congratulate those who were working on the sidelines for making the seminar a success.

the FISU staff with whom we work so

This was the first time I had been to
Brussels and I had a rather hazy idea of
what FISU was like. Today, after the seminar, I know exactly what I can expect.
All of the presentations were very informative and really helped me to understand

the way FISU functions. The seminar was


indispensable. It enables people like me,
who are involved in a committee for the
first time, to really become familiar with
FISU, its events, its bodies, and above
all, the people who make it up. You know
that I have been in contact with FISU for
a long time as President of the University
Federation of the Virgin Islands. I have
taken part in all the Universiades since
1993, but today I feel that I am really

of this seminar and by the professionalism of those involved, and particularly
the FISU staff. I was also very happy to
see that many people were still prepared
to give their time to make a commitment

also part of the University spirit and the
family spirit.

As no doubt you know, this was already
the third edition of the FISU Seminar. For
the first time, all of the members of our
committees met at the headquarters of
the Federation in Brussels: the prestigious Chteau de la Solitude.
This informational session is crucial for
new members since it enables them to
better comprehend their future job on
our committees. It is not always easy to
know all the ins and outs of a federation
like ours, so a very complete informational programme was set up for newcomers, so that nothing would be left out.
Our Committee Chairmen (who are members of the FISU Executive Committee),
insisted on presenting their work themselves. In just two days, the presentations were made at a fast pace to give
participants an understanding of all
aspects associated near or far with the
FISU events. There was also a more general presentation of FISU itself and its
background. This gave listeners a chance
to put things in their historical context
and better understand why and how our
federation, as well as the entire universiUNIVERSITY SPORT MAGAZINE 74

Et oui, vous le savez sans doute, le
Sminaire de la FISU en tait dj sa
troisime dition. Pour la premire fois, il
runissait tous les nouveaux membres de
nos commissions au sige mme de notre
fdration Bruxelles: le prestigieux
Chteau de la Solitude.
Cette session dinformation est essentielle pour les nouveaux membres
puisquelle leur permet de mieux
apprhender leur tche venir au sein de
nos commissions. Parce quil nest pas
toujours vident de connatre tous les
contours dune fdration comme la
ntre, un programme trs complet dinformation avait t mis sur pied pour les
nouveaux, histoire de ne rien ngliger.
Les prsidents de nos commissions (qui
sont membres du Comit Excutif de la
FISU) ont dailleurs tenu prsenter euxmmes leur travail. Etales sur deux
journes, les prsentations se sont donc
succd un rythme soutenu permettant
aux participants de saisir tous les aspects

qui concernent de prs ou de loin les


vnements de la FISU. Une prsentation
plus gnrale de la FISU elle mme et de
son histoire avait galement t prvue.
Elle permit beaucoup de participants de
remettre les choses dans leur contexte
historique et de mieux comprendre
pourquoi et comment notre fdration
ainsi que tout le mouvement sportif universitaire a dsormais atteint le niveau
qui est le sien.

Continental Association

We Focus
on Universities
The European University
Sports Association since its birth

a new association. The associated


Members at present number 40, representing university sport nationwide in
their countries.
It was, however, at the General Assembly
in Wroclaw in December 2005 that EUSA
approved the programme presented by
the new Executive Committee which will
confirm and develop the role f the
Association within Europe, whose basis
were established by the significant work
of the previous activity carried out since
its birth by the Executive Committee and
Members under the presidency of Mr.
Enno Harms.
From this meeting in Wroclaw, EUSA has
had a major boost in the participation of
Universities and students in its
Championships all over Europe.

In Palma de Mallorca was made the decision to form an association that, unlike
FISU, would not only involve students
representing only their nation but would
also include representatives from individual European Universities which, under
the aegis of NUSA, were annual winners
of their National University
Championships.

During the Universiade at Palma de
Mallorca in Spain, a group of European
Executives of the National University
Sports Associations (NUSA) decided to
resume talks on Italys initiative begun
nearly twenty five years previously.
In fact, the CESCU association (among
some European NUSAs) was born in a
conference which took place in Capri in
the early 80s.
For various reasons, CESCU did not have a
UNIVERSITY SPORT MAGAZINE 74

sustainable future; however, the original


idea to unite all the Europes national
sporting associations into one unique
entity still remained.
Until 1999 International University Sport
activity was represented by FISU alone,
even though local events between neighbouring countries did occasionally occur.
The same year EUSA (the European
University Sport Association), was born
in Vienna, Austria gathering 25 European
countries.

Coming from the fact that the University,


as an autonomous entity by collaborating
with NUSA and its local affiliates can
become one of the main protagonists in
the process of European integration, the
EUSA Executive Committee decided to
name our Championships European
Universities Championship instead of
European University Championship, a
promotional approach instead of the traditional ones, given that the Universities
are at the heart of our action.
This was a fundamental characteristic of
EUSA and that differentiates it from FISU
and other world and continental associations like it: it puts the sporting activity
of ones own University and the sporting
Association backing it into the spotlight,
rather than the national representatives
of various countries.
On the basis and using these core characteristics as a guideline, between 2000
and 2007 EUSA was structurally and technically organised, with the participation
and support required to consolidate such

Thanks to its communications ways, to


the establishment of the annual
Magazine, of the efficient and updated
website EUSA is now the benchmark for
thousands European students who have
been enjoying the high standard
Championships as a competitive
Tournament but also as a great opportunity exchanging their culture with other
students.
2008 is going to foresee the organisation
of 12 European Universities
Championships. Moreover, 2009 will see
the insertion of new Championships such
as Golf and Bridge which will be organised for the first time by our Association.
In addition to that, EUSA is assigning to
the requested NUSAs the organisation of
European Universities Cups in some
sports as the first step towards the introduction of new EUCs. EUSA is also giving
on request, the Patronages to local
European events.
To establish and maintain the relations
with the European Student world, since
the beginning, EUSA General Assembly
has appointed a Student Commission
with the task of promoting the activity of
EUSA directly among the students.
The Student Commission is also, among
other tasks, responsible to select students for the Volunteer Program.
This exchanging Program foresees the
participation of foreign students as vol-

unteers in the organisation of EUSA EUCs


who will be hosted by the Organising
Committees themselves.
In this new scenario, EUSA has also
called on university chancellors to be
firm supporters of our initiative, to
demonstrate their wish to further the
development of our Universities,
Countries and Continent.
EUSA is also committed in the organisation of very important activities such as
the Symposium which takes place every 2
years. The next Symposium is going to be
held in Zadar, Croatia in October 2009.
As a result of the important work carried
out also by EUSA, the European
University Sport Association has achieved
a new significant role in FISU, following
the decision of the recent FISU Assembly
in Bangkok, 2007.
On the basis of this decision the

naissance aujourdhui

Lors des Universiades de Palma de


Majorque en Espagne, un groupe de
responsables europens des Associations
Nationales du Sport Universitaire (NUSA)
a dcid de reprendre les discussions
entames prs de vingt-cinq ans plus tt
linitiative de lItalie.
En fait, lassociation CESCU (lune des
NUSA dEurope) est ne lors dune confrence organise Capri au dbut des
annes 80.
Pour diverses raisons, la CESCU ntait
pas viable; toutefois, lide de runir
lensemble des associations sportives
nationales au sein dune entit unique
est reste.
Jusquen 1999, le sport universitaire au
niveau international tait reprsent par
la seule FISU, mme si des vnements
locaux runissaient occasionnellement
des pays voisins. La mme anne, lEUSA
(European University Sport Association),
rassemblant 25 pays dEurope, a vu le
jour Vienne, en Autriche.
Palma de Majorque, la dcision a t
prise de crer une association qui, contrairement la FISU, ne concernerait pas
uniquement des tudiants reprsentant
leur pays, mais galement des reprsentants duniversits europennes ayant
remport, sous lgide de la NUSA, les
championnats universitaires nationaux.
tant donn que luniversit, en tant
quentit autonome, peut devenir, en collaborant avec la NUSA et ses affilis
locaux, lun des principaux protagonistes
du processus dintgration europenne, le
Comit excutif de lEUSA a dcid de
baptiser nos championnats les
Championnats des Universits dEurope
plutt que les Championnats
Universitaires dEurope , une approche
promotionnelle plutt que traditionnelle,
tant donn que les universits sont au
cur de notre action.

Il sagit de lune des caractristiques fondamentales de lEUSA, qui la diffrencie


de la FISU et dautres associations mondiales et continentales : elle remet en
avant lactivit sportive de nos universits et de lassociation sportive qui les
soutient, plutt que les reprsentants
nationaux de diffrents pays.
Cest sur la base de ces caractristiques
que lEUSA a t organise structurellement et techniquement entre 2000 et
2007, avec la participation et le soutien
ncessaires la consolidation dune nouvelle association de ce type. Les membres
associs, aujourdhui au nombre de 40,
reprsentent le sport universitaire au
niveau national dans leur pays.
Cest cependant lors de lAssemble
Gnrale de Wroclaw, en dcembre 2005,
que lEUSA a approuv le programme
prsent par le nouveau Comit Excutif,
qui confirmera et dveloppera le rle de
lassociation en Europe, dont les bases
ont t tablies par le travail considrable ralis depuis sa naissance par le
Comit Excutif et les membres sous la
prsidence de M. Enno Harms.
Grce cette runion de Wroclaw, lEUSA
a enregistr une forte augmentation de la
participation des universits et des tudiants ses championnats travers
lEurope.
Grce ses mthodes de communication,
la cration du magazine annuel et un
site Internet performant et jour, lEUSA
est devenue la rfrence pour des milliers
dtudiants europens qui ont vcu les
championnats de haut niveau comme une
comptition sportive mais aussi comme
une formidable opportunit dchanges
culturels avec dautres tudiants.
En 2008, lassociation va organiser 12
Championnats des Universits dEurope.
En outre, 2009 verra lajout de nouveaux
championnats comme ceux de golf et de
bridge, que notre association organisera
pour la premire fois.

Afin dtablir et de maintenir les relations
avec le monde tudiant europen, depuis
le dbut, lAssemble Gnrale de lEUSA
a nomm une Commission tudiante
charge de promouvoir lactivit de

La Commission tudiante est galement,
entre autres choses, responsable de la
slection dtudiants pour le Programme
de bnvolat.
Ce programme dchange prvoit la participation bnvole dtudiants trangers
lorganisation des CUE de lEUSA qui
seront accueillis par les Comits organisateurs eux-mmes.
Dans ce nouveau scnario, lEUSA a
galement demand aux prsidents duniversit dtre les ardents dfenseurs de
notre initiative, daffirmer leur volont de
poursuivre le dveloppement de nos universits, de nos pays et de notre continent.

En conclusion, lEUSA, son Comit


Excutif et ses membres sont convaincus
quagir en faveur du sport permet
damliorer notre vie tous et surtout
celle de nos jeunes tudiants. Ceux-ci
sont en effet notre investissement le plus
important en vue dun monde meilleur.
Cet objectif nous motive poursuivre le
chemin que nous avons suivi jusqu
prsent.

les 2 ans. Le prochain symposium se
tiendra Zadar, en Croatie, en octobre

joue aujourdhui un nouveau rle important au sein de la FISU, la suite dune
dcision prise lors de la rcente assemble de la FISU Bangkok en 2007.
Cette dcision a fait des reprsentants de
lassociation continentale des membres
part entire de la Fdration
Internationale du Sport Universitaire.

cette tche et a retrouv galement sur
place les reprsentants de nos futures
Universiades. En effet, Mlle Tamara
Kostro, Chef du Dpartement de Relations
Publiques pour lUniversiade de Belgrade
2009 ainsi que Bill Lee et Owen Tan,
dlgus par le Comit dOrganisation de
lUniversiade de Shenzhen 2011 avaient,
eux aussi, fait le dplacement Pkin.
Ce Congrs est trs important pour la
FISU parce quil lui offre la possibilit de
sexprimer devant 265 dlgus reprsentant 95 pays ainsi que plus de 100 observateurs et invits. Leonz Eder fit donc

By now it has become a tradition FISU


insisted on being actively present at the
71st Congress of the International Sports
Press Association (AIPS) that took place
this year in Beijing. Leonz Eder, a
Member of the FISU Executive and Chair
of the Press Committee of our federation
tackled the job on the spot where he met
representatives of our future Universiades
as well: Miss Tamara Kostro, Head of the
Public Relations department for the
Belgrade 2009 Universiade, plus Bill Lee
and Owen Tan, delegates from the
Universiade Organizing Committee for
Shenzhen 2011 who also made the trip to
Beijing.

This Congress is very important for FISU


because it gives us an opportunity to
express ourselves to 265 media delegates
representing 95 countries plus more than
a hundred observers and guests. Leonz
Eder made a presentation of FISU and its
activities. Tamara Kostro described the
Belgrade Universiade. And together, with
the help of Bill Lee and Owen Tan, they
also took advantage of slow moments at
the Congress to meet journalists from
many countries personally as well as representatives of organizing Committees
like the one for the Olympic Games in
Vancouver in 2010, the Asian Winter
Games in Almaty, Kazakhstan and the

organizers of the most recent Asian


Games in Qatar. Mr. Al Malki, who came
to collect the award for the best press
Centre for 2007 took a great interest in
the Universiade and assured us that in
the near future Doha could be an applicant for the organization of our Games.
This year, FISU signed a new contract
with AIPS and its President, Mr. Gianni
Merlo, became a member of our Press
Committee. On talking to Gianni Merlo,
Leonz Eder actually suggested the creation of a University Sports Committee
within AIPS.
Finally, at the end of this Congress,
Leonz Eder had an opportunity to visit
the General Headquarters of the Chinese
University Sports Federation, where he
met the Assistant Secretary General, Mr.
Yan Guohua as well as Mr. Shen Zhen, a
member of the FISU International
Supervisory Committee.

contrat avec lAIPS et son Prsident, M.
Gianni Merlo est devenu membre de notre
Commission de Presse. Leonz Eder proposa dailleurs Gianni Merlo de crer
une nouvelle Commission du Sport
Universitaire au sein de lAIPS.
Enfin, lissue de ce congrs, Leonz Eder
eut loccasion de se rendre au quartier
gnral de la Fdration Chinoise du
Sport Universitaire o il sest entretenu
avec son vice Secrtaire Gnral, M. Yan
Guohua ainsi quavec M. Shen Zhen membre de la Commission Internationale de
Contrle de la FISU.
Le prochain Congrs de lAIPS se tiendra
en 2009 Milan, en Italie.

event, so that all swimmers had a taste


of medals.
Most of the track and field men had their
preliminaries on Wednesday the 30th and
two had their finals on Thursday the 31st
of August. Vainio threw the javelin over
70 meters and won the competition with
a broad margin before Les Steers of USA,
who had won his main event, the high
jump, the previous day with a comfortable margin and missing the world record
of 209 cm with one centimeter. He
emerged as the star performer in the
track and field events of the
Championship. (He took also the world
record in his name in 1941, first with
210 cm and later 211 cm on his domestic
soil in California.)

Games in Monte-Carlo/Monaco
August-September 1939

Our man Hopea jumped his normal 390


cm in the pole-vault event and won the
bronze medal not silver as his name
would have required hopea means silver
in the Finnish language!

As an odd sports history fact it may be


noticed that the International Olympic
Committee allowed Germany to participate in the Olympic Games from 1928
Amsterdam onwards, even to host Berlin
Games in 1936, whereas the International
Student Union did not do the same at all
during the time between the two World
Wars. Consequently the German Block
arranged International Student Sport
Games and in 1939 it took place in
Vienna simultaneously with the MonteCarlo games.

The first string of world level academic


sports events started in 1923 in Paris and
ended in the Championship Games of
Monte-Carlo, the subject of this story. It
is written from the viewpoint of the small
Finnish student group: 10 men, one
young lady and me, as a non-competing
leader.
In those days, before the air or auto/bus
traffic, there were two alternate ways to
travel from Helsinki to Mediterrania: by
ship to Stettin (Szczecin, now Poland)
and by train to Berlin and further via
Milan or by ship to Stockholm and the

Nord Express overnight train to Paris and


further via Marseilles. Both took time and
were relatively much costlier than present
day air-travel.
We took the first one, and travelled by
train through Germany on Sunday 27th
August. German newspapers reported
about Molotov-Ribbentrop Sovjet-German
non-agression Pact. In hindsight there
seemed to be ominous military traffic on
main railway stations. We overnighted in
Milan in order to avoid dozing in the
day-wagon and arriving sleepy to the
Games.

Sports relations played of course only a


minor role in the international student
diplomacy of the time. By coincidence
however the Swiss Student Union had
convened an informal meeting of the
Confederation International des Etudiants
and the German Student Union over the
agenda of German membership in the
CIE. The meeting was supposed to take
place in the Alpine health resort Mrren
in Switzerland in the first days of
September 1939. I was designated by the
Finnish Student Union to participate as
observer in that meeting. The meeting
was cancelled but the corresponding
cable message from Helsinki reached me
the same day, Friday Sept 1st, that
German Panzers crossed the Polish border,
reducing my double mission into a single
one, namely the sports team leadership.

To visit Monte Carlo without visiting the


Casino would be unthinkable, notably
because the famous building was situated
only a few steps from our hotel. Getting
in the play halls was simple except for
our young lady Lisa because her passport
showed that she didnt have the required
minimum age of 20 years. That was probably quite healthy from the point of view
of our wallets, because we could silently
quit the roulette tables after compulsory
losses of a few hundred francs, referring
to our obligation not to leave Lisa alone
for too long.

Our group, comprising 4 track and field


athletes arrived at noon on Tuesday 29th
August in Monte Carlo. We were housed
in the same Hotel Russe, where our
swimming team was already established
some days earlier and had completed
their preliminary heats, and some finals
as well. The results so far were quite satisfactory:
Hietanen, the first Finn to swim 100
meters freestyle (crawl) under the magic
one minute time, won a silver medal in

his event and Lisa Hagelberg achieved


the same medal in her corresponding
event on ladies side, but her time was
around 1 minute 14 seconds, 20 seconds
above the present day record level.
Tersvirta, twice Olympic medalist in
mens gymnastic events (Los Angeles
1932 and Berlin 1936) reached the
bronze in the trampoline dive. The men's
4x200 meters freestyle relay team
achieved also the bronze level in their

Then on Friday the 1st September, 6


oclock in the morning central European
time, World War II factually began with
the German attack into Poland. This was
not told in the morning newspapers, but
the afternoon papers had all the stories
and the radio gave countinuously information in the matter. The Polish team of
course packed its travel bags and began
to look for a safe route home which
wasnt geographically easy to find in the
chaos.
The French chaired presidium decided
first to continue the games according to
the programme, but leave out the closing
ceremonies of Sunday.

The original programme spelled out that
the triple jump would take place on
Friday afternoon. I allowed our man
Norn, an ardent photographer, to go and
take some panoramic pictures from the
mountainside during the forenoon. Norn
took a taxi and went up the hillside to
take his photos. I went to the stadium to
find out to my horror that the decathlon
competition needed the triple-jump lane
for their broad jump in the afternoon, so
that the triple-jump would start at noon
and not in the designated time of 2
oclock P.M. I had to hire a taxi to chase
Norn from the mountain outlook.
Fortunately all the taxis seem to take
tourists to the one and same photogenic
spot and finding Norn was not difficult.
Time was running short anyway, so that
Norn had to change to sports gear in
the backseat of the driving taxi. That
may have given him an extra charge of
adrenalin and he jumped almost to his
personal best, nearly 15 meters and won
the whole competition our second gold
medal in the Championship Games.
The Games were over on Saturday afternoon and I was able to get train tickets
for the team to Paris without overnight
sleeper services. The Finnish Legation in
Paris made the hotel reservations and
began immediately to look for adequate
freighter transport for us to Finland. I
was not able to join the team on the
train travel, because the financial
arrangements for compensation of our
participation in the Games took their
time. Fortunately the Games office in
Monte Carlo had enough of cash flow of
their own, so that I didnt have to wait
until Monday bank opening. There I was
alone with the considerable package of
big French bank notes, probably to the
worth of around 50.000 francs or 10.000
present day Euros covering our twelve
persons two way travel expenses Helsinki
Monte Carlo Helsinki. Fortunately I
had a sturdy travel bag that I could sit
on in the train throughway for both comfort and security. The train had at least
double amount of passengers to the normal and took also about the double time

on its route.
Nobody in the team had been to Paris
before, except our nearly graduate architect Tersvirta. He acted as guide on our
sightseeing tour on foot from Sacr Coeur
high on Montmarte hill via Place de la
Concorde to Trocadero and the Lights of
Eiffel Tower and finally the bistros
Rotonde and la Coupole on the left side
of Montparnasse. Paris was perhaps not
the gay Paree of its best days, but the
touch of war was neither prevalent in any
way.
To our great disappointment the engagement with Paris did not last for very
long. The Finnish Legation (Embassy) had
found a small Finnish freighter, s/s
Norma that carried long beams of steel as
deck cargo from Antwerp to Helsinki. It
would accommodate us all twelve: - in a
hang-mat berth and full board, sailing on
Tuesday afternoon the 5th of September.
We took a local type forenoon train from
Paris Gare du Nord and arrived in good
time to the harbour but were astounded
to see s/s Norma well off the pier on its
way towards the harbour entrance.
Fortunately it turned out to be a concession to our comfort: the captain wanted
us to board the ship in a clean part of
the freight terminal.
The last leg of our Championship trek
took three days on the small freighter,
because the short cut using Kiel Channel
was not allowed even for neutral ships.
The crammed quarters gave room to only
one sport: poker game. Compared with
the Monte Carlo Casino games it had one
advantage all the money, winning or
lost, stayed within the team. Oddly
enough, the joker in the deck turned out
to be our half-miler Aarniala, who did
not get any medals on the track but was
unbeatable in poker. On Friday,
September 8th in 1939 our ship arrived
in Helsinki and that was the end of an
unforgettable participation in a historical
World Student Games.

acadmiques sur le plan mondial a commenc Paris en 1923 et sest termine
avec les Championnats de Monte-Carlo
qui sont au cur de notre histoire.
Histoire conte selon le point de vue
dun petit groupe dtudiants finlandais :
10 hommes, une jeune femme et moimme au titre de leader ne participant
pas aux comptitions.
A cette poque, avant lre des voyages
en avion, en voiture ou en autobus, deux
possibilits soffraient aux personnes
souhaitant se rendre dHelsinki vers la
Mditerrane : le bateau vers Stettin
(Szczecin, aujourdhui en Pologne) et le
train vers Berlin pour poursuivre ensuite
via Milan ou le bateau vers Stockholm et
le train de nuit Nord Express vers Paris
pour continuer plus loin via Marseille.
Dans les deux cas, il fallait beaucoup de
temps et cela cotait relativement beaucoup plus que de nos jours par avion.
Nous avions choisi la premire option et
avions pris le train qui nous a fait traverser lAllemagne le dimanche 27 aot.
Les journaux allemands parlaient du
Pacte de non-agression MolotovRibbentrop entre lUnion sovitique et
lAllemagne. Avec le recul, il semble que
le trafic militaire tait de mauvais augure
dans les grandes gares ferroviaires. Nous
avions pass la nuit Milan pour viter
de somnoler dans le train pendant la
journe et darriver endormis aux Jeux.
Un fait assez trange dans lhistoire du
sport peut tre relev : le Comit
Olympique International avait permis
lAllemagne de participer aux Jeux
Olympiques partir de ceux dAmsterdam
de 1928 et mme daccueillir ceux de
Berlin en 1936 alors que lUnion
Internationale des Etudiants navait pas
du tout adopt la mme attitude dans
lentre-deux-guerres. Par consquent, le
bloc allemand avait organis les Jeux
Internationaux pour Etudiants et, en
1939, ceux-ci se droulrent Vienne
paralllement aux Jeux de Monte-Carlo.
Les contacts dans les milieux sportifs
jouaient bien entendu un rle mineur
dans la diplomatie estudiantine de
lpoque. Nanmoins, par concidence,

lUnion Suisse des Etudiants avait convoqu une runion informelle de la
Confdration Internationale des
Etudiants et de lUnion Allemande des
Etudiants au sujet de laffiliation de
lAllemagne la CIE. La rencontre devait
normalement se tenir dans la station de
cure de Mrren en Suisse dbut septembre 1939. Javais t dsign par lUnion
Finlandaise des Etudiants pour participer
en qualit dobservateur cette runion
qui fut finalement annule. Mais, le tlgramme dHelsinki en ce sens mest parvenu le vendredi 1er septembre, le jour
mme o les Panzers allemands traversaient la frontire polonaise, ce qui
rduisait ma double mission une seule,
celle de leader de lquipe sportive.
Notre groupe, qui comprenait 4 athltes,
est arriv midi le jeudi 29 aot
Monte-Carlo. Nous logions dans le mme
htel, lHtel Russe, que notre quipe de
natation, qui sy tait installe quelques
jours avant et avait termin les preuves
prliminaires et mme certaines preuves
finales. Jusque l, les rsultats taient
assez satisfaisants :
Hietanen, le premier Finlandais nager
100 mtres en style libre (crawl) en
moins dune minute magique, avait gagn
une mdaille dargent et Lisa Hagelberg
avait obtenu la mme mdaille pour
lpreuve fminine correspondante, mais
avec un temps de 1 minute 14 secondes,
savoir 20 secondes de plus que le
record actuel. Tersvirta, qui en deux
occasions dj avait obtenu une mdaille
olympique pour la gymnastique masculine
( Los Angeles en 1932 et Berlin en
1936), avait obtenu cette fois celle de
bronze pour le saut en trampoline.
Lquipe de relais 4X200 mtres en style
libre avait galement gagn la mdaille
de bronze et donc tous les nageurs
avaient eu accs aux mdailles.
Pour les comptitions dathltisme, les
preuves prliminaires se droulrent le
mercredi 30 et deux des athltes
passrent les preuves finales le 31 aot.
Vainia avait jet le javelot 70 mtres et
avait gagn la comptition bien avant
lamricain Les Steers qui, dans sa discipline principale, le jour prcdent, avait
gagn le saut en hauteur, avec une
marge confortable et qui, avec 209 cm,
avait rat le record du monde dun centimtre. Il apparut comme ltoile des
athltes du Championnat (il sest

dabord avec 210 cm et ensuite avec 211

Notre reprsentant, Hopea, effectua son
saut habituel, avec 390 cm pour le saut
la perche et gagna la mdaille de bronze
et non pas celle dargent comme son nom
laurait exig, hopea signifiant argent en
finnois !
Visiter Monte-Carlo sans se rendre son
Casino aurait t impensable, dautant
que ce btiment renomm se trouvait
deux pas de notre htel. Il ne fut pas
difficile de rentrer, sauf pour notre jeune
Lisa car son passeport attestait quelle
navait pas atteint les 20 ans requis. Ce
ntait pas plus mal pour nos portefeuilles car nous avons pu ainsi quitter
discrtement les tables de roulette aprs
des pertes invitables de quelques centaines de francs, invoquant notre obligation envers Lisa que nous ne pouvions
laisser trop longtemps seule.
Ensuite, le 1er septembre, 6 heures du
matin CET, la deuxime guerre mondiale
clatait avec lattaque que lanait
lAllemagne contre la Pologne. Les journaux du matin nen parlaient pas, mais
ceux de laprs-midi en rendaient tous
compte et la radio diffusait en permanence des informations sur ce sujet.
Lquipe polonaise plia bien entendu
bagages et chercha une route sre pour
rentrer au pays chose difficile dans le
chaos existant.
La prsidence franaise dcida de prime
abord de poursuivre les jeux conformment au programme, mais en annulant
les crmonies de clture du dimanche.
Au dpart, le programme prvoyait que le
triple saut se droule le vendredi aprsmidi. Javais donn lautorisation
Norn, membre de notre quipe et photographe assidu, daller prendre des photos panoramiques depuis les montagnes
pendant la matine. Norn prit un taxi et
sachemina vers les cimes. Je me rendis
au stade pour y constater, horrifi, que la
comptition de dcathlon devait utiliser
la bande de triple saut pour le saut en
longueur pendant laprs-midi et que le
triple saut commencerait donc midi au
lieu de 14 heures comme prvu. Je dus
louer un taxi pour me lancer la poursuite de Norn dans les montagnes.
Heureusement, il semblait que les taxis

conduisaient tous les touristes vers le


mme site photognique et il ne fut donc
pas difficile de retrouver Norn. Nous
avions peu de temps notre disposition
et Norn dut donc se changer sur le sige
arrire du taxi. Peut-tre est-ce la raison
dune monte dadrnaline supplmentaire
car il russit presque atteindre son
record personnel, prs de 15 mtres, et
gagna toute la comptition notre deuxime mdaille dor pour ces
Championnats.
Le dimanche aprs-midi, les jeux taient
termins et je pus obtenir des tickets de
train pour Paris, des places sans
couchettes, pour lquipe. La lgation finlandaise Paris rserva des chambres
dhtel Paris et chercha immdiatement
le transport appropri pour notre retour
en Finlande. Je ne pouvais me joindre
lquipe pour le voyage en train parce
que la compensation financire pour
notre participation aux Jeux tardait se
matrialiser. Heureusement, les bureaux
des Jeux Monte-Carlo disposaient de
suffisamment de liquide et je neus donc
pas attendre jusqu louverture des
banques le lundi matin. Je me retrouvais
donc l, tout seul, avec un fameux
paquet de billets franais, probablement
lquivalent denviron 50.000 francs ou
10.000 euros actuels, couvrant les frais
de voyage aller-retour de notre groupe,
dHelsinki Monte-Carlo et de MonteCarlo Helsinki. Heureusement, mon sac
de voyage tait suffisamment solide pour
que je puisse lutiliser comme sige dans
le train, source de confort et de scurit.
Les passagers taient deux fois plus nombreux que dhabitude et il nous fallut
aussi deux fois plus de temps pour faire
le trajet.
Aucun des membres de lquipe navait
visit Paris auparavant, lexception de
Tersvirta, sur le point dobtenir son
diplme darchitecte. Il nous servit de
guide lors de notre visite touristique
pied : du Sacr-Cur sur la Butte
Montmartre, en passant par la Place de la
Concorde, le Trocadro, les lumires de la
Tour Eiffel et, finalement, les bistros de
la Rotonde et de la Coupole gauche de
Montparnasse. Paris ntait peut-tre pas
le Paris fou sous son meilleur jour, mais
la guerre ntait pas encore prsente pas
non plus.

A notre grande dception, notre rencontre avec Paris ne devait pas durer. La
lgation (Ambassade) finlandaise avait
trouv un petit navire de charge finlandais, le s/s Norma, qui transportait de
longues poutres dacier sur le pont
comme cargaison dAnvers Helsinki. Il
pouvait tous nous accueillir, dans une
couchette hamac et en pension complte,
et partait le mardi 5 septembre dans
laprs-midi. Nous avons pris le train du
matin de la Gare du Nord Paris et
sommes arrivs temps au port, mais
notre grand tonnement, le s/s Normal
tait bien loin du quai, se dirigeant vers
lentre du port. Heureusement, ce ntait
en fait quune concession faite au bnfice de notre confort : le capitaine
souhaitait que nous embarquions dans
une partie propre du terminal de fret.
La dernire partie de notre voyage pour
ce Championnat nous prit trois jours sur
ce petit bateau car le raccourci par le
Canal de Kiel ntait pas permis mme
pour les embarcations neutres. Vivre ainsi
ltroit ne nous autorisait quun seul
sport : le poker. En comparaison avec les
jeux du casino de Monte Carlo, il prsentait un avantage : tout largent perdu ou
gagn restait aux mains de lquipe.
Curieusement, le joker de notre pont se
rvla tre le coureur de demi-mile,
Aarniala, qui navait obtenu aucune
mdaille sur la piste mais tait imbattable au poker.
Le vendredi 8 septembre 1939, notre
bateau arrivait Helsinki. Ce fut la fin
dune participation inoubliable des Jeux
Mondiaux Estudiantins historiques
