Barangay Little Baguios Building Rules and

Regulations for Residential and Commercial


Establishments
(Submit in Three (3) copies)
In the advent of the development of the City of San Juan, constructions of
commercial and residential buildings grow rapidly in many barangays,
including Little Baguio. The Barangay Little Baguios Building Rules and
Regulations has been created for the purpose of protecting the safety, and
interest of the residents of barangay Little Baguio.
The Barangay Council received various complaints with regards to the
construction activities. Ranging from

REQUIREMENTS FOR THE APPLICATION FOR CONSTRUCTION


a. NEW CONSTRUCTION, DEMOLITIONS AND MAJOR
RENOVATIONS
i. Property Owner
1. Duly signed Application for Construction, Repair and
other (LBC-01)
2. Duly signed and acknowledged Building Rules and
Regulations for Residential and Commercial
Establishments
3. Notarized Owners Undertakings (Form LBC-02)
4. Certified true copy of OCT/TCT, on file with the Registry
of Deeds
5. Tax Declaration
6. Current Real Property Tax Receipt
7. Payment for Clearance and Cash Bond*
ii. If Not The Property Owner
1. Duly notarized copy of the Contract of Lease or Sale
2. Duly notarized copy of the Deed of Absolute Sale
3. Certified true copy of OCT/TCT, on file with the Registry
of Deeds
4. Tax Declaration
5. Architectural Plans/Engineering Drawings
6. Payment for Clearance and Cash Bond*

b. MINOR RENOVATIONS OR MINOR REPAIRS


i. Duly signed Application for Construction, Repair and other
(LBC-01)

REQUIREMENTS DURING CONSTRUCTION
a. Requirement for Workers Identification
i. The contractor/owner must submit the List of Workers and the
duly signed individual Transient Workers Form (LBT-01) and
paid appropriate fees for the issuance of Workers
Identification before starting to work.
ii. The contractor/owner is required to update the list of workers
for those not working at the projects, terminated or transfer to
other projects.
iii. The ID issued by Barangay Little Baguio must always be with
the workers and valid only within the barangay and the
specific project.
iv. Violations will be fined (see attached schedule of Clearance,
Cash Bonds and other Fees)
b. Worksite Protection
i. The contractor/ property owner are required to install
protective or safety devices to shield the adjacent residence,
establishments and pedestrians from falling debris.
ii. The contractor/property owner must put proper lighting and/or
iii. The contractor/property owner must immediately repair the
damage or conduct clean up of the affected areas.
iv. Damage to properties will be immediately deducted to cash
bond.
v. The log book by security guard or any designated by the
contractor/property owner must include the name of workers
that are currently working, the workers doing overtime works.

a. Reminder for wearing safety protective gadgets


(helmet, safety shoes, safety gloves , others)
2. Workers Rules and Regulations Signage
a. Include Workers Decorum within and outside of
the worksite.
3. City Governments Building Permit
a. Indicating the Permit Number issued by the city
government.
d. Workers Decorum
i. Workers must be provided with a company uniform/T-shirt and
wear IDs/badges at all times and they are prohibited from
being in state of undress or without a T-shirt.
ii. It is mandated for the workers to work quietly and orderly
during and after workings hours.
iii. Workers must only clean up inside the project site and not
visible to the view of the public.
iv. Workers while at the project site or outside of the working
place, are prohibited from being in a state of undress such as
going around without a shirt.
v. The Barangay Council have the rights to issue work stoppage
or terminate the permit to work for the worker/s when
complaints was received from the residents, and will also
penalized the contractor/owner per occurrence of incidents.
e. Prohibited Activities in Construction Site and Workers
Barracks
i. No drinking of alcoholic drink or liquor is allowed in the
construction worksite and barracks at anytime of the day.
ii. No gambling or any form of betting with money is permitted.
iii. Any worker caught possessing; using or selling prohibited or
illegal drugs will be turn-over to proper authority and
permanently barred to work within the barangay.
iv. The workers involved in fighting or any physical altercation
will be turn-over to proper authority and revoked their
clearance to work.
v. Workers are not allowed to carry firearms and bladed
weapons. Dangerous tools and other pointed objects must be
securely kept inside toolboxes.
vi. Dogs, cats, chickens and other animals will not be permitted
to be raised or stay at the worksite.

vii. Dogs that will be use to augment security at the worksite


need to be registered at the City Veterinary Office.
viii. Pets, chickens and other animals that will be found inside the
worksite will be confiscated and turn-over to City Veterinary
Office. Corresponding fines will be given to the owner or
caretaker of the animal that will be confiscated.
ix. No family of the workers will be permitted to stay at the
worksite and barracks.
x. The canteen/eatery/sari-sari store inside the worksite must
acquire necessary business clearance and permit. The
canteen Liquor and other alcoholic beverage are not permit
f. Work Hours
i. Work hours are from 8:00 am to 5:00 pm, Mondays to
Saturdays.
ii. Overtime work will be permitted up to 9:00 P. M. only with
written approval from the Barangay Council of Little Baguio.
iii. Overtime works that generate noise will not be permitted, and
complaints from the neighbors will be ground for immediate
work stoppage.
iv. The contractor/owner must submit the list of workers that will
do the overtime works, including works during Sundays and
holidays.
g. Cement Pouring Activity
i. The contractor/owner must submit the duly signed Cement
Pouring Activity form and paid the appropriate fees* Four (4)
days before the date of the said activity The use of Truck
Concrete Mixer (in-transit concrete mixer) and pumpcrete for
the cement pouring activity will only be permitted during
weekend, to avoid congestion of traffic flows during
weekdays.
ii. It is prohibited to use the streets or sidewalk to mix cement.
iii. The use of Truck Mixer (in-transit concrete mixer) and
pumpcrete for the cement pouring activity will only be
permitted during weekends and upon written approval from
the Barangay Council one (1) week prior to the date of
activity.
iv. The contractor/owner must notify the neighbors of the cement
pouring activity if the operations will go beyond the permitted

working hours or the necessity to complete the cement


pouring overnight.
v. The Truck Concrete Mixer, pumpcrete, other equipments and
workers must not impede the flow of the traffic.
h. Use of Sidewalk, Cutting of Trees and Drainage System
i. The contractor/owner must first acquire clearance for the
temporary use of sidewalk or part of the sidewalk fronting
their property. A written request must include the purpose,
area of the sidewalk to be use and duration of its use and
must pay for the clearance to use the sidewalk.
ii. The owner/contractor must provide safety protection against
falling debris and responsible for any damage on the
sidewalks.
iii. The owner contractor must put up protection against the
clogging of drainage systems. In the event of the clogged
drainage system, the owner/contractor will be penalized and
the costs of de-clogging of drainage systems will be deducted
against the security bonds.
iv. Cutting of trees on the sidewalk is strictly prohibited, unless
the tree/s directly affects the integrity of the structure and
clearance to cut or transfer the trees must secured from the
office of the Punong Barangay and the City Environmental and
Natural Resource Office, and pays the appropriate fees.
i. Disposal of Construction Debris, Trash, or Garbage
i. The owner/contractor must regularly remove or disposed
construction debris.
ii. It is prohibited to dump construction debris, trash or garbage
on the sidewalks, streets or vacant lots.
III.

WORKSITE INSPECTIONS AND AUTHORITY TO STOP WORK


a. The owner/contractor authorizes the Barangay Council and its
representative to enter and inspect the worksite as part of its
functions to implement the compliance or violations of Barangay
Little Baguios Building Rules and Regulations for Residential and
Commercial Establishments.

PROJECT COMPLETION

iii. And pay the appropriate fees
