Schaenen said last night the board leadership made the decision that

Board chairman Jansen Noyes ' 39 declined to comment when asked
why investment committee chairman Schaenen was chosen to head the

Vice chairman Charles T . Stewart ' 40 could not be reached for
comment .
Schaenen said the committee will meet in a few weeks and plans to
explore the social , fiduciary and financial impacts of divestment .
It also plans to discuss whether trustees with special interests ,
financial or otherwise , should be allowed to participate in decisions
relating to University investments in South Africa .
Former student trustee Neil V . Getnick law ' 78 and the Cornell

members of the investment committee have conflicts of interest

It's
Its' good for freshmen to have some time to move into
their rooms , learn the names of some campus buildings , take

cadres of resident advisers and orientation
the well-trained
counselors performed their jobs ably and enthusiastically , as
they have in the past .
But it lasts too long . Resident advisers , orientation coun

occupied with workshops , panel discussions , games , barbecues ,
open houses and orientations .
But freshmen , bright and accustomed to keeping themselves
occupied , can become bored in the artificial situation of

After two hours , things were undoubtedly tense .

provoking wider student wrath by calling in the law .
If the trustees dreaded appeasing the blacks ( even
with token concession ) so much that many were
willing to risk violence to avoid the appearance of
backing down , the Student Alliance and its
supporters put an equally misguided faith in the
doctrine of confrontation . The strategy of the
Student Alliance could hardly have been called
sophisticated . This came out in the utter simplicity
of the term the Alliance chose for its meeting with
the administration in Bailey Hall : it was to be a

The > did so , it seemed , because the popular

memory of the ' 60s , and especially of the climactic
takeover of Willard Straight Hall in 1969 , loomed so
large in their minds . Most students viewed the
Straight takeover as a great achievement for
Cornell's' black dissenters . Hearkening back to it ,
Cornells
the Student Alliance made its plans in the shadow of
the ' 60s . The blacks ' inspiration came from no one
source : their grab bag of political inspiration
sometimes yielded a call for solidarity with
oppressed students in South Africa , sometimes a
call to the banner of black nationalism and third
world revolution , but never anything particularly

conception or execution . Indeed , the protests of

Spring 1978 quickly decayed into the least effective
strategy imaginable .
The Student Alliance faced the question of how to
present its demands to the public . Apparently in an
effort to broaden its appeal among minority
students , the Alliance multiplied the number of
issues to include a number of black student
grievances : the inadequacy of union facilities for
minority students , the state of black culture at
Cornell , the incompetence of COSEP director
Darwin P . Williams , and the status of the Africana
Studies Center . Along with the better known issue of
Cornell's' South African investments , these issues

The one nexus at which the power of Cornells
students and faculty is equal to or greater than that
of the trustees is in our ability to put together a case
that Cornell should not , even indirectly , support
apartheid in South Africa , and then to press that
case publicly . The same thoroughness should go into

they will find it most difficult to do so
Just as important , critics will force the same
standards on themselves . Moreover , such a strategy
stands a better chance of winning the support of
sympathetic liberal students and faculty than does
advancing the slogan that Cornell is somehow at
heart racist . And however distasteful their support
may be to more radical students , it is necessary if a
movement aims for results and not just ideological
purity . The threat of student disorder is one the
trustees are well prepared to withstand , and ,
moreover , it is a threat black Cornellians are

the administration can buy off the black protesters ,
he is engaging in wishful thinking . But so is anyone
who thinks a blanket accusation of racism can be
made to stick by itself . Accurate accusations are
better than the great lobs that fall wide . When it
comes to Cornells
Cornell's' investment policy , the truth is
bad enough .

The medical college deficit is
part of the school's

rebuilding the fund through its

However , the gift drive is
lagging behind schedule , with the
result that the capital fund is now

The college had a deficit of

The deficit spending at the
medical college is necessary ,
administrators say , to renovate

In an attempt to reduce the
Ithaca campus deficit the admin

said .
To meet the goals , unit heads
will have to leave positions vacant
""for

some spending projects .
He said the administration is
demanding the increased savings
so it does not have to impose a

It was the second month in a

Other troubles for the economy

FDA Dkector
Opposes Ban
Chemical
On ChemicalWaThe
Washington ( AP )
shington
head of the Food and Drug Ad
ministration said yesterday it
would be irresponsible for the
government to immediately
ban nitrite , a chemical preser
vative believed to cause can
cer , from all the processed
foods in which it is used .
Commissioner Donald Ken
nitrite's' value in
nedy cited nitrites
protecting foods from deadly
botulism contamination and
said he would never endorse
an action ""that
that is going to
cause more problems that it is
going to cure . "
The FDA and the Agricul
ture Department announced
Aug . 11 that nitrite , widely
used in bacon , hot dogs and
other processed meats , fish
and poultry , apparently causes
cancer in rats and may in
crease the risk of cancer for
humans .
The two agencies currently
are awaiting word from the
Justice Department on wheth
er a gradual phase-out
of ni
trite in foods over several years
would be legal , or whether the
law requires an immediate
ban . Plans for a phase-out
already have been prepared .
Nitrites , which also occur
naturally in drinking water and
many foods , especially leafy
vegetables , radishes and
beets , are present in seven
percent of the American food
supply , according to the FDA .
