Statement of the Problem

I.

Current Scenario

Central Luzon is been known as the largest contiguous low land areas
that is viable for crop production, aside from its land characteristics it also
owned a fast rated population growth (accounted as 4.0% higher projection)
that produces populous number of labor force grew at an average of 3.1%
from 2000-2004 that encourages the development of businesses along the
regions boundary.
As an agricultural viewed region, central Luzon focuses on the
development of their lands currently, they controls the conversion of
agricultural land to other use unless it is subjected to social benefit costwhereas benefits shall be given equal weight as economic, financial and
others and also delineation of mineral deposit to balance environmental
situation. The region also views habitats and protected areas to be declared
as national parks and preserved areas. They also look forward for the
development of economic zones particularly in areas of Bataan that to be a
Freeport area of the country sooner.
Bataan province owns both precious agricultural lands and coastal
areas to be developed, thus some scenarios are inversely to the development
of those. Large area of undeveloped agricultural lands and mismanagement
of coastal areas comprises the problems of the province. Siltation and
sedimentation of coasts due to the uplands erosion is the main coasts
degradation cause thus also a threat to possible land erosion in upland areas.
The province also has a large population that owns 64.3% of working
age. This scale of demography is suitable for the projected vision of the
Authority of the Freeport Area of Bataan (AFAB) which envisions Bataan as
the countrys Freeport Area that opens trading that will endeavor the
economic growth of the province and also create jobs that aids large scale of
working age number of the province.
The province also lacks facilities for technical development especially
in field of food production that pushes them to export their raw products.
Product exportation of the province can be declared as good but not better
for them. If they can produce and process their raw products they will be able
to create higher income that harness their economic growth to a progressive
one.
Centering the current situation of the site, which is Samal, Bataan. The
municipality owned the mid number of population of the province of Bataan,
the municipality has complete social structures such as schools, hospital and
etc. They envisioned their municipality to agricultural sector of the place that
may lead to the progress of the employment rate of the place that will rise
their rating Samal, Bataan is rated as the least income and expenditures

holder. The municipality also encounters mismanagement of their crop land


results to the low productivity of the municipalitys land.
