explained that she was stunned when she was arrested on December 15, 2014.
advised that she expected Riggi to tell her that MBI was investigating her.

she did not expect MBI to investigate her because Lieutenant Riggi was coming to her massage
parlor.
further explained that she felt confident she was not in trouble because a

further explained that she thought she would be okay doing hand jobs because
Lieutenant Riggi was asking her for money.
said she felt obligated to give Lieutenant
Riggi money and that doing so made her feel confident because she had a Lieutenant on her
side.
stated that the money she gave him came from her prostitution activities.
Lieutenant Riggi never gave her information that MBI was looking at her massage parlor or that
she was going to get in trouble. Lieutenant Riggi did not provide information to
concerning current investigations or talk to her about work related things. Riggi did not provide

Information from CFE regarding Lieutenant Riggi's bank account is still pending.
Based upon the information obtained these allegations do not warrant criminal investigation by
FDLE at this time.

Pigman so that an administrative investigation can be initiated by OPD. The seventeen (17)

INVESTIGATIVE REPORT
On or around December 22, 2014, the Metropolitan Bureau of Investigations (MBI) requested
the Florida Department of Law Enforcement (FDLE) conduct an investigation into the alleged
Official Misconduct by Lieutenant Samuel Riggi Jr. The incidents were alleged to have occurred
within Orange County, Florida.
On January 08, 2015, SA Danielle Gill requested a subpoena for Lieutenant Riggi's Central
Florida Educators Credit Union (CFE) bank records. SA Gill later served the subpoena to CFE.
On January 20, 2015, SA Gill received documentation from CFE in response to the subpoena.
SA Gill reviewed the documentation and found that a criminal investigation by FDLE is not
warranted at this time.
On January 21, 2015, the documentation and this report was supplied to OPD Internal Affairs
Investigator Wesley Whited.
The CFE documentation will be maintained in related items on a CD. The subpoena request will
be maintained in the electronic related items section of this case file.
