Enhancing Capacity for HIV/AIDS Prevention and Care Project

Terms of Reference

Name of Position: Development Facilitator - HIV/AIDS (Three positions)

Duty station: Myitkyina, Magway and Hpa-an

Type of Contract Service Contract

Level SC 6

Duration of assignment: 12 months with possibility of extension

Responsibilities: Within the framework of UNDP policies and procedures for the Human
Development Initiative (HDI) Programme in Myanmar, the HIV and Development Facilitator (HDF)
will work under the immediate supervision of the National Project Coordinator (HIV/AIDS). S/he
will be responsible for the facilitation of and implementation of HIV interventions in township
project sites. Her/his specific responsibilities will include:

Managerial responsibilities:
• Responsible for assisting National Project Coordinator with the overall administrative and
financial management, developing detail work plan, planning, monitoring and supervision of
the project activities
• Coordinate field activities with other players in responsible geographical regions
• Ensure financial accountability for field activities implemented in responsible geographical
region
• Monitor the assigned project activities implemented in responsible geographical region and
submit periodic and ad-hoc reports
• Maintain record and inventory of project equipment and supplies related to her/his assigned
project activities and report on their utilization
• Provide appropriate feed back to Project and UNDP Management on various aspect of project
implementation, progress, challenges and monitoring and evaluation

Technical responsibilities
• Develop detail sub-work plan on capacity building, behavioural change communication, care
and support activities with regard to the work plan of the project
• Facilitate community groups/self-help groups in programming, implementing, supervising,
monitoring and evaluating Community Based HIV/AIDS intervention programmes
• Coordinate and facilitate project interventions activities including training, behavioural
change communication, media campaigns related to conduct in enhancing capacity for other
HDI projects’ personnel, community outreach and peer educators in coordination with other
players in the field for HIV/AIDS prevention, care and support
• In close collaboration with HDI - Area and Township Project Managers, organize advocacy and
social mobilization in target communities
• Provide technical orientation to field staff, outreach workers and volunteers and review their
accomplishments and give feedback to National Project Coordinator and Area Project
Manager
• In close collaboration and working together with National Project Coordinator and Area
Project Manager, facilitate the development, selection and review of micro project proposals
(MPPs) from the target beneficiaries
• Facilitate and monitor the implementation of MPPs
• Provide assistance to National Project Coordinator in collecting appropriate information and
data for use in the design of training manuals, education materials and research

• Identify and pre-test IEC materials and review existing materials for the appropriateness and
the acceptance of the local communities
• Coordinate and conduct education and communication campaigns with other HDI projects
and community groups in fairs, festivals and on special events
• Deliver progress report to the National Project Coordinator

Qualifications:
Must have:
• Bachelor’s degree (public health, social sciences and other relevant subject) with 3 years
work experience in community health and development programmes
• Excellent interpersonal and communication skills
• Good understanding of HIV and development issues
• Excellent written and oral communication skills in English and Myanmar
• Experience of working with vulnerable groups and people living with HIV and AIDS is highly
desirable
