Overview and Facility Description


Energa Mayakan is currently a gas pipeline transporting under operation between
Macuspana and Valladolid, with a total system delivery capacity of 250 MMCFD and
delivery points in Campeche 46MMCFD, Merida 82MMCFD and Valladolid
122MMCFD.

Figure 1: Schematic figure shows the existing system.

Energa Mayakan's planning an increase in capacity and extension of the pipeline in


2015. This Mayakan Pipeline Project 2015consists of three phases.

Phase 1increases the total system delivery capacity to 365 MMCFD with delivery
points in Campeche 40MMCFD, Merida 125 MMCFD and Valladolid 200MMCFD.

Phase 2increases the total system delivery capacity to 450MMCFD with delivery
points in Campeche 40MMCFD, Merida 210 MMCFD and Valladolid200 MMCFD.

Phase 3 extension of the pipeline in 24in between Valladolid and Cancn with
delivery capacity of 42MMCFD.

MAOP: All facilities shall have a maximum allowable operating pressure (MAOP)
of 1200 psi.
The Hydraulic Simulations contained in Exhibit B are provided as background
information only. The Owner makes no representations as to its accuracy or validity
to support the project. The Contractor shall be responsible for verifying the
adequacy and the accuracy of all engineering completed to meet the Projects
goals, including modification of the Owners envisioned scope. This preliminary
Hydraulic Analysis indicates that the equipment to be installed in each phase may
be:
Phase 1 facilities may include:

Installation of 3 compressor sets, one set at existing Compressor Station 1


(CS1) and two sets at existing Compressor Station 2 (CS2).
Installation of two 24 pipeline loops, one approximately 90 km in length
located between Compressor Station 2 (CS2) and Compressor Station 3

(CS3), and the other approximately 100 km in length located Compressor


Station 3 (CS3) and Valladolid.

Phase 2facilities may include:

Construction of a new Compressor Station 3 (CS3) with three compressor


sets.
Installation of three24 pipeline loops, one approximately 150 km in length
located between Compressor Station 1 (CS1) and Compressor Station 2
(CS2), one approximately 122 km in length located between Compressor
Station 2 (CS2) and Compressor Station 3 (CS3), one approximately 37 km in
length located between Compressor Station 3 (CS1) and Valladolid.

The Project Work shall include the detailed engineering, procurement, construction,
supervision, testing, pre-commissioning, commissioning, interconnection to the
existing Energa Mayakan Pipeline System, obtaining all required regulatory (except
the Transportation Permit from the CRE and authorization from SERMANAT,
environmental and all construction permits.

Summary Work Scope


Work by the Contractor:
The Project Work for each Phase shall include permitting technical support, the
detailed engineering, procurement, construction and construction permitting,
supervision, testing, pre-commissioning, commissioning, and the interconnections
to the existing Energa Mayakan Pipeline System. The Scope of Work of the
Contractor includes, but is not limited to:

Providing Detailed Engineering, Procurement, and Construction services


according with the best engineering practices
Providing QA/QC services necessary to execute the Project in compliance with
the Contract, all Federal, State, and Municipal regulations, industry codes and
standards.
Providing Project Management and Project Controls services to execute the
Project.
Providing HSE services necessary and enough to execute the Project tin
compliance with all Federal, State, and Municipal regulations and Energia
Mayakans safety requirements.
Providing supervision, testing, pre-commissioning and commissioning of the
Project.
Arranging and providing all required utility services and facilities where
needed for the continuous operation and maintenance of the project.
Provide all pipeline facility technical information required to support the
Owners system Interconnection Agreements, Regulatory Transportation
Permits, ROW easements, Social Responsibility and MIA & ETJs environmental
permits.
Providing training of Owners O & M personnel.

Work by the Owner


The Owners Project Work shall include the following:

ROW easements including all land ownership research, negotiations and title
filing.
Environmental Approvals(including the MIA, and all authorization for the
Project from SEMARNAT) and Change in Use of Soil in Forested Land (CUSTF)
Archeological requirements and agreements with INAH

Transportation Services Agreement with CFE


The Comisin Regulatoria de Energa (CRE) Transportation Permit.
Interconnection Gas Agreements with PGPB, CFE, and other operators.
Power supply agreements with the Comisin Federal de Electricidad (CFE) at
applicable facilities for prime power.
Social Responsibility Program design and agreements
Any modifications required to any Ownership Agreements
Any Financing Agreements necessary for the project
Project Management and Administration team for monitoring and reporting to
the Owners.
Natural Gas for line pack and performance testing
Operations and Management team to be trained by the contractor and
available to the Contractor during commissioning and start up.

Pipeline System and Associated Facilities Design


Applicable Codes and Standards
The Contractor shall carry out the Scope of Work in accordance with the Exhibit C,
Applicable Codes and Standards.
System Design
Contractor shall design all new facilities in a manner that maintains the current
capabilities and facilitates the operations of the existing system to the greatest
extent possible. The completed Work shall provide a fully functioning facility
without compromising of limiting the ability of the integrated pipeline (existing and
new) for safe operation. Necessary outages of the existing system required to
integrate, pre-commission, commission and test the new facilities shall be identified
as to their purpose, timing, and duration. All new facilities shall be constructed
using new materials and equipment in accordance with the Exhibits C and the best
international Codes and Standards applicable to the Work. The Contractor will be
responsible for all Hot Taps into the existing Energa Mayakan system and the CFE
systems are required. The existing Energa Mayakan System is shown in the
drawings contained in Exhibit D
Pipeline Facilities
The Contractor shall be responsible for finalizing the details of the necessary Work.
The pipeline loops will generally be located inside of the existing ROW and adjacent
to the existing Energa Mayakan pipeline. The Contractor shall be responsible for
the execution of a detailed pipeline survey, geotechnical studies, design,
construction drawings, and construction as-built drawings necessary to plan, design,
construct, commission, test, and place the new facilities into operation.

The contractor must have special care with the existing facilities during the
excavation of the ditch to install a new pipeline. And consider in all time the use of
appropriate equipment in each task of the project.
The pipeline loops shall be designed and constructed with the appropriate number
of mainline valve assemblies (MLVs) together with their associated operators
including remote monitoring and local and remote control capability, pig launching
and receiving assemblies, blow off and pressure relief devices plus their associated
controls.. The work associated with the pipeline loops and the extension pipeline
shall include but is not limited to the following:

The Contractor will deliver a final hydraulic design study to the Owner
design including line sizing, compression requirements, and pipe mechanical
requirements.
All pipeline crossings of major and minor watercourses, roads, power lines,
pipelines, communications cables and other utility easements shall meet the
requirements set by the party providing the applicable crossing permit or
agreement.
All necessary temporary and permanent access roads to the pipeline facilities
including access to mainline valve sites, cathodic protection rectifier and test
sites.
All necessary studies, documents and procedures for the protection of the
environment as outlined in the MIA (Manifestacin de Impacto Ambiental).
All necessary construction permits including road and railroad crossings, river
crossings, third party pipeline and communications facility crossings,
temporary workspace, materials lay down and equipment yards, etc.
Permanent pipeline cathodic protection systems.
Measures to mitigate electromagnetic effects of any adjacent high voltage
electric power transmission lines.
Hydrostatic testing, cleaning, drying, purging and loading with natural gas.
Prepare and apply specifications for line pipe, coating, valves, fittings,
metering, and all other items required to construct, test, commission, and
startup the pipeline loops.
Determine and implement all geotechnical requirements for the Project.
Prepare all alignment sheets and detailed drawings required to construct,
test, commission and startup the pipeline system.
Note on alignment sheets all isolating valves, emergency shutdowns, and
communication stations.
Note on detailed drawings referenced to each alignment sheet all testing
requirements.

Note on alignment sheets all tie-ins, water crossings, infrastructure crossings,


roads, railroads, housing, schools, churches, and areas of special interest.
Prepare class location study and note on alignment sheets as required,
according local regulation and international codes and Standards.
Design pipeline in accordance with such class location study and the
requirements of NOM-007-SECRE-2010 and ASME codes.
Design SCADA system for the Project to integrate with and using the same
technology as Owners existing system, including leak detection and all
communications links necessary. Primary system is satellite based with radio
system back up.
Prepare detailed drawings of pipeline pigging system. All pipeline loops shall
incorporate launching, receiving, and by-pass facilities as required.
The pipeline must allow for the passage and use of full diameter pigs
including an intelligent pig from launcher to receiver.
No casing will be used in any crossings unless specifically required by a
permitting agency/operator.
Prepare and implement pigging plan as required for inspection and
commissioning of the Project.
Prepare and implement pipeline drying, purging and packing procedures.
Site preparation including site clearing, grading and final cleanup, storm
water drainage, sewage handling and disposal, fire detection and
extinguishing, gas detection and alarms, electric lighting, fencing, and the
required emergency exits.
Contractor shall design the facilities to be remotely controlled and monitored
from Owners Gas Control center in Merida, Yucatan and from its back-up
Control Center in CS1.
The final number and location of MLVs in the pipeline loops shall be the
responsibility of the Contractor in strict accordance with the requirements of
NOM-007-SECRE-2010.

Compressor Stations
The project includes work at three different Compressor Station locations.
Compressor Station #1 (CS1) is located near Ciudad Pemex and the village of El
Congo in the State of Tabasco, Mexico. Compressor Station #2 (CS2) is located near
the village of Aquiles Serdan in the State of Campeche, Mexico. Compressor Station
#3 (CS3) is to be located near Merida in the State of Yucatan, Mexico.
The work required at CS1 may include the installation of an additional compressor
set within the existing CS1 facility as part of the Phase 1 work. The compressor set
is to be located within the station as shown on the plans and PIDs for the existing
CS1 facility. The set should match as closely as possible the compressor sets
currently installed at the facility.

The work required at CS2 may include the installation of two additional compressor
sets within the existing CS2 facility as part of the Phase 1 work. The compressor
sets are to be located within the station as shown on the plans and PIDs for the
existing CS2 facility. The sets should match as closely as possible the compressor
sets currently installed at the facility.
The work required at CS3 may include the installation of three compressors sets
within a new CS3 facility as part of Phase 1 work. The work at CS3 includes
construction of the facility from its current state through commissioning, start-up,
testing, and operation of the first three (3) compressor sets. This work also includes
installation of foundations and allowances for piping and all other required
interconnections for a three compressors set as part of Phase 1 work.
The design of the compressor station shall address the following as a minimum:
General station layout (consistent with the existing plan and state of
construction)
Equipment and building foundations
High pressure gas piping
Fuel gas piping
Cooling requirements
Water supply for both potable and firefighting uses
Compressed air system
Lubricating oil system
Control piping
Air intakes and exhausts
HVAC (if applicable)
Storm water control
Sanitary sewers (if applicable)
Electrical controls
Support and maintenance facilities
Electrical Design
Prime and Standby Electric Power Supplies.
At MLVS and any new compressor stations, the contractor shall include the
installation of a primary power source to supply control, telecom and
instrumentation requirements. Thermoelectric Generator for this purpose will
be sized according with station consumption. Backup system for MLVS is not
required.

Electrical power distribution.


The distribution system for the installation shall be designed in accordance
with NOM-001-SEDE-2012.
The contractor shall consider power distribution through cable trench or
direct buried cable for outdoor installation and conduit or cable tray for
indoor installations.
All electrical panels, and junction boxes installed outdoor must comply with
IP65.
Secondary power systems
The electrical equipment and panel boards shall be designed to operate in
accordance with area classification drawing. Raceway fittings (as condulet,
junction box, conduit, etc.) will be approved for class I Div. 2 as required.
The secondary power systems will be integrated but not limited by following:

A Panel board for general distribution.


A system of electric power supply lines through an uninterruptible
power system (UPS), rectifier charger, battery bank and inverter.
A lighting panel board.
A power distribution panel for telecommunications equipment,
control system and field instrumentation.
Three phase transformer pole type, transformer ratio according to
the design of engineering detail.
Electrical installation hidden and / or visible in slab, floor,
underground power distribution, lighting and contacts.

Lighting system.
Lighting system shall be designed in accordance with illumination levels
required in NOM-025-STPS-2008, and with activities related in handling of
material.
Selection of luminaries shall be based on restrictions imposed by area
classification.
Grounding and Lightning system.
The design of the grounding system of the installation is carried out based on
the standard NOM-001-SEDE-2012 or/and IEEE Std. 80, to ensure the
protection of personnel, and safeguarding installation teams as well as for
satisfactory operation of the protection. The system of grounding should be

designed in such a way that potential is balanced to dissipate events and


prevent damage by electric shock in fault conditions or the presence of
transients in the system.
All electronic systems and telecommunications networks must utilize an
independent system of grounding the power system, as described in the IEEE
Std. 142.
The system design for lightning protection shall be based on the standard
NFPA 780.
The lightning rod ends will be connected with copper wire according to the
materials listed in the standard and will be a low impedance path to earth.
Cathodic Protection system
The contractor shall perform detail engineering, procurement, construction,
pre-commissioning and testing and all work required for the Cathodic
Protection System, including the power supply.
For the design of the Cathodic Protection System power supply, the
contractor shall conduct a field survey in order to guarantee the supply of
electricity at a voltage of 220/127 VAC for the correct operation of rectifiers,
required for complete cathodic protection of the pipeline loops, properly
integrated with the existing Energa Mayakan System.
Supervisory Control and Data Acquisition System (SCADA)
The Contractor shall be responsible for the design, engineering, procurement,
construction, testing and commissioning of a SCADA system as well as its
integration to the existing SCADA Master System (MCC)located at the Companys
offices in Merida, Yucatan and the SCADA back-up system (BCC) located at CS#1.
The SCADA system design and equipment shall match as closely as possible the
design and equipment of Energa Mayakans existing system and be incorporated
seamlessly into same.
Telecommunication System
The Contractor shall be responsible for the design, engineering, procurement,
construction, testing and commissioning of a Radio Frequency Telecommunication
System monitoring Main Line Valve Stations by the existing Energa Mayakan
master SCADA or backup SCADA system.

The Telecommunications system design and equipment shall match as closely as


possible the design and equipment of the existing Energa Mayakan system.
For satellite links EPC contractor shall calculate the necessary bandwidth for VSAT
terminals to support the minimal capacity required by SCADA plus 30% for future
use. Antennas foundation dimensions and location for dish antennas shall be
calculated from microwave field studies, line of sight studies, site survey and local
wind charts. Galvanized steel made supports for floor/roof mounting shall be
supplied to mount satellite dish antenna for SCADA system to obtain the required
operation range and line of sight free of obstacles.
EPC contractor shall furnish, install and start up VSAT stations including cable runs,
buried ducts, telecommunications ladder, fixing hardware and all equipment and
necessary materials according with the calculations of the antennas and the
minimal bandwidth required to route the SCADA data from Main Line Valve Stations
to Mayakan master / backup SCADA System in existing control rooms in Merida,
Yucatn and Macuspana, Tabasco.
EPC contractor shall verify existing equipment, and configure software or furnish
additional hardware and cables, in existing Mayakan Controls Rooms (Macuspana
and Mrida) in order to integrate and receive the SCADA signals from Main Line
Valves Stations. Total integration shall be performed by EPC contractor.
All telecommunications equipment like dish antenna supports, communications
cables, cabinets, cable trays and patch panels shall be grounded to the general
grounding system, in order to reduce failures by surge discharging phenomena and
electric anomalies.
For electronic systems and telecommunications network Contractor shall design an
independent grounding power system, as described in the IEEE Std. 142.
EPC contractor shall develop detail engineering for telecommunications system. All
generated hard copy and electronic documents, shall be incorporated into a
technical library for the telecommunication system at the end of the construction
phase and customer reception.
All included equipment, components, hardware, software, cables, and third party
equipment shall be supplied by EPC contractor with operations manuals,
maintenance manuals, passwords, licenses, programming keys, guarantees,
attendance times and certified documentation from manufacturer.
All hardware, software, firmware and third party equipment involved with the
telecommunication system shall be supplied with training services for operations

personnel. Training shall be developed under the objectives: theory/practice


explaining of the system equipment, operations, configuration, software upgrades,
and passwords. All training shall be imparted with manuals, white papers,
handbooks and presentations inside customer facilities.
Site Acceptance Tests (SAT) and start-up tests for telecommunications systems shall
be performed before pipeline customer acceptance. Start-up and factory final test
reports for all electronic equipment shall be transferred to Energa Mayakan at
acceptance. SAT protocols shall be approved by Owner and performed by
Contractor. SAT conclusion does not release the Contractor responsibility to finish
pendant works, perform tasks and correct failures.
Pipeline Control System
The Contractor shall be responsible for the design, engineering, procurement,
construction, testing and commissioning of a pipeline control system, which shall
include:

Gas Dispatch Control System.


Leak Detection System.

The Contractor shall ensure all new works including compressors, pipeline loops and
mainline valves are integrated into the pipeline simulator system (existing) for real
time leak detection, state finder, planning and predictor models.

Material and Equipment Procurement


General Requirements
The Contractor shall be responsible for procurement, import and duties of all
materials and equipment necessary for the implementation of the Project.
This shall include all administration services necessary for specifying and ordering
of materials, quality control and inspections, expediting and transportation,
including arranging for and paying for transportation of all materials as required.
Contractor shall be responsible for all customs clearance and payments required.
All materials and equipment to be installed as part of this project shall be new and
unused.
Spare Parts
The Contractor shall be responsible for the provision of spare parts for precommissioning, commissioning, system start-up and performance tests. Contractor
shall provide a list of operational spare parts.

Inspections and Factory Testing


All major materials and equipment shall be purchased from pre-qualified suppliers
with certified quality control systems.
The Contractor shall be responsible for shop inspection by qualified inspectors.
The Contractor shall be responsible for witnessing and evaluating factory testing of
major equipment. A listing of equipment to be shop tested and the schedule for
testing shall be provided to Owner. Owner representatives may witness shop testing
at their discretion.

Project Management
Permits, Licenses and Land Acquisition
Contractor shall be responsible for all permit application technical support
documentation and the subsequent acquisition of all construction permits (water
crossing, road crossing and any other construction related permit) required for the
Project and including those associated with the Contractor's stockpiling, stringing,
construction, installation and testing activities as required by the Project and in
connection with the requirements of local, municipal, provincial and federal
authorities that have jurisdiction over the project.
Obtain permits, licenses, and inspections necessary to comply with State, National,
and local building regulations
All permitting activities shall be according to standard Mexican NORMS.
Execution Plans
The Contractor shall prepare and submit to the Owner a Project Management Plan, a
Construction Execution Plan and a Project Execution Schedule as described in
Exhibit E. These plans shall address the following as minimum and shall be in
compliance and consistent with the requirements of the Quality Assurance and
Inspection Guidelines described in Exhibit F
The Contractor shall submit to the Owner for approval the final Project Management
Plan, Construction Execution Plan and the Project Execution Schedule within thirty
days (30) after the Notice to Proceed.
The approved Project Management Plan and Construction Execution Plan shall
address, as a minimum, the following:

The design engineering schedule shall be in sufficient detail to cover the

Procurement Schedule
The procurement schedule shall be in sufficient detail to cover the activities
separately detailing its sub activities. Sub activities to be considered shall
include but not be limited to the following:

Preparation of material and equipment purchase specifications, request


for quotation (RFQs) technical and commercial evaluations and
requisitions and purchase orders
Reviews of vendor data
Expediting
Shop inspections
Shop testing
Shipping and transportation
Material tracking

Construction Schedule
The construction schedule shall be in sufficient detail to cover the major
activities and sub-activities for the construction of all facilities. The major
activities and sub-activities shall maintain logical ties to the engineering
design and procurement activities and all sub-activities.
In all time, when be possible the contractor must have identified the critical
path.
The Contractor shall submit the Quality Assurance/Quality Control Plan and
the Inspection Plan Schedule to the Owner showing provision for Owners
witness or hold points.

Construction Management
The Contractor shall be responsible for the construction of the entire Project as
specified in Exhibit A Scope of Work contained herein, the project guidelines and
specifications including but not limited to, the provision of all construction
equipment, mobilization and demobilization, administration and management of all
Subcontractors, provision of laborers, pre-commissioning, commissioning and cleanup, repair of damages due to construction and the provision of all necessary
services and equipment such as construction offices, communication equipment,
and the provision of security services during construction. Contraction safety
observations, reporting, incentive programs and investigations are the responsibility
of the Contractor.

Survey and maintain pipeline route, ROW limits, and third party crossings as
required
Maintain communications with local authorities, landowners, and key leaders
throughout job as outlined in the Environmental Impact Study and Pipeline
construction permits
Co-ordinate transport of all coated line pipe, bare pipe, bends, pipe fittings,
instrumentation, accessories, metering- skids, pigging- skids, all other items
required to construct, test, commission, and startup the pipeline system.
Arrange for and maintain security and traffic control along pipeline route.
Secure job site during non-working hours.
Clear ROW, erect temporary fences, and establish material storage areas as
required along pipeline route.
Excavate, string pipe, weld, perform QA/QC, backfill, and test line as required.
Restore ROW to the satisfaction of local authorities, landowners, and key leaders
and all environmental requirements.
Install SCADA system, leak detection system, emergency shutdown system,
metering, as required to test, commission, and startup the pipeline system.
Temporary Work Space, Access Roads, Right-of-Way Preparation, Fencing
In all cases the Contractor shall be responsible for preparing the easement, the
availability of temporary work space and site access road, including all associated
permits, for construction. This work preparation includes but is not limited to
clearing bush, grading, erecting temporary fences, gaps and barricades, installing
ramps, culverts, etc.
The Contractor shall be responsible for carefully bracing and restoring all existing
fences and gates for the purpose of accessing the sites and temporary workroom.
Restoration shall be in accordance with approved procedures and specifications.
Site Preparation, Grading, and Drainage
The Contractor shall be responsible for the installation, removal and replacement or
repair (as necessary) of all drainage systems along the route of the mainline and
shall ensure that the installation of the relevant pipeline sections is such that there
will be no interference or disturbance of the existing drainage systems.

At fenced areas under the Contractor's responsibility, Contractor shall perform


grading in accordance with drawings and install drainage adequate to prevent the
accumulation of water under the most severe anticipated weather conditions. Above
ground facilities shall be located so that such facilities or their accesses shall not to
be in areas susceptible to flooding.
Cathodic Protection and Pipeline Markers
Contractor shall be responsible for the supply and installation of permanent
cathodic protection systems and induced current mitigation systems; including
location and ROW. (Right of Way) for rectifiers and/or ground beds associated with
the pipeline and other related facilities, all strictly in accordance with the design
drawings, specifications and procedures.
The Contractor shall install cathodic test stations and pipeline markers. All
requirements for buried reference electrodes and their connection to the test
stations shall be adhered to.
Hydrostatic Testing, Dewatering, Cleaning and Drying
Contractor shall be responsible for the cleaning, gauging and hydrostatic testing of
the completed pipeline and for the subsequent dewatering, cleaning and drying
activities, which includes obtaining permits for drawing and discharging of water for
hydrostatic testing.
Contractor is responsible test water supply/disposal agreements and for the costs
associated therewith and shall be responsible for providing, installing and removing
all testing and recording equipment. Disposal of test water shall be the Contractor's
responsibility and shall conform to the MIA Guidelines and any local authority
requirements for the disposal of test water.
Site Clean-up, Restoration and Repair
The Contractor shall be responsible for clean up during construction and final cleanup operations in all areas under its control and in compliance with the construction
schedule. Such clean-up operations shall include:

Restoration of topsoil.
Restoration of ROW in accordance with MIA and as agreed with landowner.
Application of necessary stabilization measures (including access roads).
Restoration of natural water drainage patterns adjacent to the right of way if
existing and damaged during construction.
Restoration of water crossings and application of bank stabilization and
erosion control measures if required for pipeline protection.

Slope grading.
Installation of diversion berms.
Performance of other restoration works.

Painting and Coating


All above ground pipe and appurtenances shall be painted and coated with an
appropriate coating material in compliance the Applicable Codes and Standards and
project specifications. Contractor shall provide all necessary materials, equipment
and labor.
Fencing and Lighting
The Contractor shall provide fencing and lighting as required at each facility site
complete with access and exit gateways where applicable. All fencing shall be
appropriately grounded if applicable.
Wetland Access
Where and when temporary rock rip-rap, geotextile fabric and granular material or
log corduroy access construction road is necessary, they shall be constructed so as
not to block natural drainage and the Contractor may be required to remove such
materials during cleanup operations subject to MIA environmental study
requirements.
Crossings
Contractor shall provide detailed classification, design and construction procedures
for the different type of crossings and corresponding construction along with
contractors assumptions on negative buoyancy. Owner expects contractor to use no
less than ten percent negative buoyancy on crossings and flood prong areas. These
shall be in accordance with design guidelines, specifications and procedures. For
example, for wetland crossing, the pipeline shall be installed with concrete weight
coating for negative buoyancy if required. Crossings include: major rivers, streams,
creeks, wet-lands, major roads, paved roads, dirt roads, railways and other utilities,
including foreign pipelines and cables. Crossing construction techniques include:
boring, open cut and pulling/towing methods.
Dust Control
For sections of the pipeline right-of-way that are within the close proximity of major
highways, roads, dwellings, and farm buildings, Contractor when working in such
areas shall strictly control dust formation. Contractor is responsible for required
water supply and for the associated costs.

Archaeological and Paleontological Sites


Contractor shall ensure that any historical artifact found by Contractor's personnel
or by its subcontractors shall immediately be brought to the attention of the Owner
Representative or the Owner's designated environmental. The Contractor to take
immediate steps to protect the site until direction is received from Owner and or
INAH.
Patrolling and Surveillance
The necessity for patrolling the Right of Way during day light and 24 hour
surveillance of the station sites during construction shall be considered in a Security
and Safety Plan for the Project to be developed by the Contractor.

Project Procedures
Drawing, Material and Equipment Specifications
The Contractor shall be responsible for producing detail design and construction
drawings, bills of materials, instrument and equipment data sheets and
specifications, I/O List, calculations, material specifications, and procedure manuals
necessary for all engineering, procurement and construction activities necessary to
successfully implement the Project.
All drawings shall be prepared on the CAD system and recorded onto CD ROM
format discs. All final drawings and bill of materials shall be plotted onto high
quality paper to be delivered to the Owner within 30 days of Mechanical Completion
The Contractor shall provide CAD drawings bordered complete with the Owner's
logo, border, drawings header, revision and title blocks etc., which have been
previously approved by the Owner.
Engineering Data, Calculations, and Job Books
The Contractor shall keep hard copies of all engineering data and calculations.
These shall include but not be limited to pipeline hydraulic simulations, pipeline
size determinations, soil data and resistivity calculations along the pipeline route,
cathodic protection calculations, metering data and calculations, pipeline, process
control data and calculations, lighting, cable sizing, voltage drop, tray sizing,
equipment sizing; structural steel frames, building and heavy machinery foundation
designs, pipe stress analyses, HVAC, recycle and purge valve sizing, piping system
sizing. Calculations shall be dated, signed and checked. All calculations shall be
made available for discussion with and reviewed by Owner and turned over to
Owner within 30 days of Mechanical Completion in labeled, indexed and organized
3-ring binder job books. Three copies of the job books containing documents and
drawings shall be provided to the Owner.

Contractor must provide the following documents that comply with NOM-007SECRE-2010:

Operation, maintenance and safety procedures manual.


Operating, maintenance and safety yearly work program.
Accidents prevention program.
Education and training Schedule.

Design /Technical Meetings and Design Reviews


Design/Technical meetings and design review meetings with Owner shall be held as
frequently as deemed required by Owner and/or the Contractor, but no less than
once every 15 days after Notice to Proceed. Technical meetings with major
equipment and material suppliers shall be arranged by Contractor as deemed
required by Owner. The Contractor shall be responsible for recording and issuing
minutes of meetings of all design/technical meetings and design reviews in which
Contractor has participated.
Contractor shall prepare a final Design Basis Memorandum (DBM), schedule of
Interim Design Reviews, and certain optimization studies, including but not limited
to:

Evaluation of drainage and impoundment areas


Geotechnical Investigations as necessary at certain river crossings to confirm
suitability for HDD vs. open cut method of construction
Completion of geotechnical surveys required for detailed designs at all
facility locations

Codes and Standards Compliance Reviews, including but not limited to:

Pipe Wall Thickness Class Location Study - as per NOM-007-SECRE-2010 to


ensure public safety in densely populated areas.
HAZOPs

Construction Quality and Documentation


The Contractor shall use x-ray or ultrasound NDT technique to test 100% of all
welds on high pressure gas systems. Gamma radiography may be authorized by
owner in lieu of X-ray, where X-ray would be impractical. The Regulating and
Metering Station piping shall be 100% tested using radiography technique.
Remaining pipeline and piping tie-ins welds will be radiography tested as required
by applicable codes and standards.

Preparation and submission of As Builts within 30 days of Mechanical Completion (


i.e. following the 72 hour Performance Test)
Completion of a Close Interval Survey to confirm the adequacy of installed Cathodic
Protection system and coating which shall be conducted within 30 days of
Mechanical Completion.

Testing, Pre-Commissioning, Commissioning and Start-up


The Contractor shall be responsible for the pre-commissioning, commissioning and
start-up of all systems, facilities and equipment supplied including, but not limited
to the, PGPB interconnection facilities, pipeline, regulating and metering facilities,
SCADA, telecommunication and control systems, electrical power systems, building
and station services. The Contractor shall be responsible for performance testing of
the system as specified in Exhibit G and shall include on site verification of the
performance of the facility.
Start-up Procedures
The Contractor shall submit to Owner a commissioning and start-up plan for the
Owner's approval. In addition to this plan the Contractor shall submit to Owner the
following commissioning and start up procedures that include as a minimum:

Pipeline Commissioning Procedures:


o Running of caliper pigs during construction to confirm no pipe distortion after
pipe bending, installation and backfill.
o Upon completion of the pipeline and before the commissioning stage, the
pipeline will be clean and dry to a dew point of -10C. Nitrogen packing shall
not be required if the pipe will be filled with natural gas immediately following
the drying process, however a nitrogen cushion is to be used during purging
of the pipeline.
Hydrostatic testing.
Pipeline dewatering and drying.
Gas purging of all pipelines and introduction of natural gas product (to be carried
out in conjunction with Owner operating personnel).
All pipeline associated facilities including mainline valves, operators and
associated controls.
Commissioning and startup of the SCADA and telecommunication systems.
Interconnection of supplied electrical power.
Power emergency generator including the transfer system.
UPS (Uninterrupted Power Supply) system.
Utility services in the control rooms, workshop, utility room and other buildings

Organization for Commissioning and Start-up


The Contractor shall submit to Owner for approval an organization chart for the
commissioning teams. The responsibilities for each individual in the chart shall be
specified. This organization shall be designed with the consideration that Owner
plans to assign its technical supervisor together with all of his technical personnel to
take part in commissioning of the Project. The technical supervisor will approve the
commissioning plans. Owners personnel will handle LPG movement activities &
calibration of instruments. Contractor will coordinate the formation of the
commissioning team, including vendors, suppliers, and the Owner. Contractor shall
provide labor, materials and vendor support on equipment and facilities supplied by
Contractor.
The Contractor and the Owner will meet to design and finalize the commissioning
team(s) organization prior to commissioning.
