Qualified Persons

WARNING
The equipment covered by this publication must be installed, operated, and maintained
by qualified persons who are knowledgeable in the installation, operation, and
maintenance of overhead electric power distribution equipment along with associated
hazards. A qualified person is one who is trained and competent in:

The skills and techniques necessary to distinguish exposed live parts from nonlive
parts of electrical equipment.

The skills and techniques necessary to determine the proper approach distances
corresponding to the voltage to which the qualified person will be exposed.

The proper use of the special precautionary techniques, personal protective equipment, insulating and shielding materials, and insulated tools for working on or
near exposed energized parts of electrical equipment.
These instructions are intended only for such qualified persons. They are not
intended to be a substitute for adequate training and experience in safety procedures
for this type of equipment.

SAFETY PRECAUTIONS
DANGER
Omni-Rupter Switches operate at high voltage. Failure to observe the precautions below will result in serious personal injury or death.
Some of these precautions may differ from company operating procedures and
rules. Where a discrepancy exists, users should follow their companys operating
procedures and rules.
7. GROUNDING.
 Before energization and at all times when energized,
the switch base and control unit enclosure must be connected to suitable earth ground at the base of pole, in
accordance with information covered in this instruction
sheet.

1. QUALIFIED PERSONS. Access to switches and controls must be restricted only to qualified persons. See
Qualified Persons on page 2.
2. SAFETY PROCEDURES. Always follow safe operating procedures and rules.
3. PERSONAL PROTECTIVE EQUIPMENT. Always
use suitable protective equipment such as rubber
gloves, rubber mats, hard hats, safety glasses, and flash
clothing in accordance with safe operating procedures
and rules.

 The switch base ground must also be connected to


the system neutral. If the system neutral is not present,
proper precautions must be taken to ensure that the
local earth ground cannot be severed or removed.

4. SAFETY LABELS AND TAGS. Do not remove or


obscure any of the DANGER, WARNING, CAUTION, or NOTICE labels and tags. Remove tags ONLY
if instructed to do so.

c Always confi rm the open/close position of load-interrupter switches by visually observing the position of
the blades.

5. OPERATOR AND SWITCH. Stored energy operator


and switch contain fast-moving parts that can severely
injure fi ngers. Do not remove or disassemble operator
unless directed by S&C Electric Company.

the blades in any position.
9. MAINTAINING PROPER CLEARANCE. Always
maintain proper clearance from energized compo nents.

6. ENERGIZED COMPONENTS. Always consider all


parts live until de-energized, tested, and grounded.

INSPECTION AND HANDLING


Packing

The S&C Automated S&C Omni-Rupter Switch includes the following items:
1. A three-pole group-operated integer style upright mounted Automated Omni-Rupter Switch,
complete with interphase drive and stored-energy operator; factory-assembled on a single
base.
2. Hardware for lockout/tagout feature.
3. Miscellaneous mounting hardware (less through-bolts) for securing the Automated OmniRupter switch to the utility pole.
4. An ED drawing and wiring diagrams for the Omni-Rupter Automated Switching System
will be found in a water-resistant envelope shipped with the switch. Study these drawings
carefully and check the parts lists to verify that all parts are at hand.
Also included in the water-resistant envelope is a yellow card containing magnitude ratios
and phase-angle measurements for S&C Current Sensor and S&C Current/Voltage Sensors (if
applicable). These values must be entered into the RTU installed with the switch, if applicable,
in order to offset unit-to-unit variation in the sensors. Refer to the S&C instruction sheet provided with the control unit for further details.

Inspection

Examine the shipment for external evidence of damage as soon after receipt as possible,
preferably before removal from the carriers conveyance. Check the bill of lading to make sure
that shipping skids, crates, and containers listed thereon are present.
If there is visible loss and/or damage:
1. Notify the delivering carrier immediately.
2. Ask for a carrier inspection.
3. Note condition of shipment on all copies of the delivery receipt.
4. File a claim with the carrier.
If concealed damage is discovered:
1. Notify the delivering carrier within 15 days of receipt of shipment.
2. Ask for a carrier inspection.
3. File a claim with the carrier.
Also notify S&C Electric Company in all instances of loss and/or damage.

Handling

CAUTION
Do not lift the switch by rigging on the live
parts or pole-unit bases, nor subject these
parts to undue stress from slings or fall
lines. Misalignment of the contacts and the
interrupters may result.

base. Since the wooden supports are part of
the shipping skid, use care to avoid damaging
them during unpacking.
Make sure that the switch is fully closed.
Attach hoisting slings to the lifting brackets
and take a light strain. Unbolt the wooden supports from the skid. Then slowly and carefully
hoist the switch as shown in Figure 1. Use care
when removing wooden supports and lifting
brackets to prevent damage to sensor cables
(if applicable).

The switch is shipped closed and the storedenergy operator is shipped discharged. It is not
necessary to pre - charge the stored- energy
operator before installation.

Pole Drilling
Step 1
Drill two -inch (17-mm) diameter holes in
the front of the utility pole at the desired height
for mounting the switch. See Figure 2. Refer to
the ED drawing. The centerline-to-centerline
distance of the holes must be 14 inches (356
mm).

Step 2
Insert two -inch diameter through-bolts (not
furnished) in the holes drilled in Step 1. Secure
these bolts loosely with necessary washers
and nuts in such a manner that the heads of
the bolts project sufficiently, approximately
3 inches (76 mm), from the face of the pole
to engage the switch mounting bracket. See
Figure 2.

Note: When mounting the switch to a wood


pole, it is recommended that suitable sized
square washers be placed under the nuts
against the wood pole. The use of spring-type
washers between the square washers and
nuts is also recommended to compensate for
wood-pole shrinkage and thus maintain fastener tightness.

Switch Installation
Step 3

CAUTION
Do not lift the switch by rigging on the
live parts or pole-unit bases, nor subject

handling.
Handle and lift the switch as described in the
Handling section of this instruction sheet.
When the switch is hoisted to its mounting
level, guide the assembly so that the throughbolts projecting from the utility pole slip into
the holes in the switch mounting bracket.
(The bracket is provided with a keyhole and

the switch slightly so that it bears on the
through-bolts. Fully tighten the through-bolts,
making sure that the flat washer for each bolt is
between the bolt head and the switch mounting
bracket. See Figure 3.
Step 4
Secure the pole band (furnished) to the
mounting bracket on the switch, using the
J-bolts provided. Two  1 3 stiffening
blocks are furnished to be used behind the
pole-band flanges, and underneath the J-bolt
nuts. Fully tighten the nuts. Fasten the pole
band to the back side of the pole through the
hole in the center of the band, using one of the
three -inch diameter lag screws provided.
Then, fasten the mounting bracket to the pole
using the two remaining -inch lag screws as
shown in Figure 3.
After all of the nuts and lag screws have
been fully tightened, remove the lifting brackets and wood support members that were provided to facilitate hoisting of the switch. If
desired, a user-furnished crossarm brace may
be attached to the base. Mounting brackets for
crossarm braces must be specified separately.
Consult your nearest S&C Sales Office.
The operating mechanism is fully assembled
and adjusted at the factory, thus no adjustments are required by the customer.

Step 5
Ground the switch by solidly connecting the
end of a Number 2 AWG wire (or two Number
6 AWG wires, or wires having an equivalent
cross-sectional area) to the grounding point on
the switch mounting bracket. See Figure 4. A
grounding lug is to be user-furnished. Connect
the other ends of the wires to a suitable earth
ground at the base of the pole and bond them
to the system neutral, if present.

Installing Surge Arresters
Step 6
Install surge arresters (provided by others),
if applicable, using the mounting provisions
provided. See Figure 5. Each surge arrester
bracket is provided with three -inch (14 mm) diameter unthreaded holes. Mount the
surge arrester using one of the unthreaded
holes and connect the surge arrester ground
to one of the other holes. When properly
installed and connected, the surge arresters
are grounded through the switch base. A
separate ground wire can be run between
the arresters at the users discretion.

Preparing Connector and


Terminal Pad Surfaces

Step 7
Prior to installation of connectors to terminal
pads, use the following procedure to prepare
their surfaces:
a. Thoroughly wire-brush the current-transfer

surfaces of each connector and immediately


apply a liberal coating of electrical joint
preparation compound to the brushed
surfaces. Avoid getting lubricant or joint
compound on the blade contacts.
b. Wire-brush each sensor terminal pad, if
applicable, and apply a coating of electrical
joint preparation compound before
securing the connectors to the terminal
pads. See Figure 6.
c. Do not wire-brush hinge terminal
pads. Apply a coating of electrical joint
preparation compound to these pads before
securing the connectors to the terminal
pads. See Figure 6.
d. Prepare the conductors using established
procedures before clamping them in their
respective connectors.

INSTALLATION
Dead-Ending Conductors
Dead - ending provisions are standard on
Automated Omni-Rupter switches having
upright and upright (extra mounting pole
clearance) configurations. When dead-ending
to these brackets, extension-link assemblies
are required. See Figure 7:
Maximum dead-end loading for S&C deadending brackets on switches with steel bases:

forces are applied to only one side of the
switch.
b. 8000 pounds per conductor where equal
pull-off forces are applied to both sides of
the switch.

c. 1500 pounds per conductor for upright


switches with extra mounting pole clearance where pull-off forces are applied to
only one side of the switch.

Dead-ending bracket

Maximum dead-end loading for S&C deadending brackets on switches with insulated
bases:
a. 750 pounds or 500 pounds per conductor,
14.4-kV and 25-kV respectively, where pulloff forces are applied to only one side of
the switch, including upright switches with
extra mounting pole clearance

b. 8000 pounds per conductor for 14.4-kV and


25-kV switches, where equal pull-off forces
are applied to both sides of the switch.

Connecting High-Voltage
Conductors

WARNING
Conductors must be de-energized and
grounded in accordance with standard system operating practice. Failure to do so
can result in serious injury or death.

NOTICE
To avoid overloading the terminal pads, S&C
recommends making the jumper connection
to the line conductor before securing jumper
fasteners to the terminal pad.
 Extension-link assemblies can be provided by adding
suffix -D to the catalog number of the switch, or equivalent user-furnished extension means may be used.

Step 8
The Omni-Rupter terminal pads are silver
plated and do not require abrasive cleaning
as a part of their preparation. Wipe any dirt
or grease from the surface, and apply a thick
coating of Penetrox A or other appropriate
conductor preparation compound. DO NOT
wire-brush the terminal pads. Wire brushing
may scratch the plating.
Step 9

WARNING
Use care not to apply excessive load to
the terminal pads during installation of the
jumper connector. Jumper connector must
be in-line with and level to the terminal pad
bolt holes before securing jumper fasteners to the terminal pad. Failure to attach
jumpers properly can result in switch
damage, causing improper operation
or arcing.
When high -voltage conductors are to be
connected using aluminum-alloy connectors,
the following procedures should be
employed:
a. Thoroughly wire-brush the current-transfer
surfaces of each connector and immediately apply a liberal coating of Penetrox
A (available from Burndy Corporation) or
another appropriate conductor preparation
compound to the brushed surfaces.
b. Prepare the conductors using established
procedures and clamp them in their respective connectors.
For other types of connector, follow the
manufacturers recommended preparation
procedure before connecting to Omni-Rupter
terminal pads.

 Mass anode type connectors, such as the Catalog


Number 5300 series offered by S&C, which have been designated by the connector manufacturer as being suitable
for direct attachment to copper alloy terminal pads.

Step 10
Attach the jumper connectors to their
respective terminal pads using f lexible conductor connections. When attaching
connectors to the Omni - Rupter terminal
pads, the connectors should be parallel to the
terminal pad. Attach and form the conductors
so that no significant loading pressure is
applied to the terminal pads. See Figure 8.

Installing the Control Unit
Step 11
Prior to connecting the control cable and
energizing the Omni - Rupter Automated
Switching System, install the control unit. Also
complete all user connections associated with
the control unit. Refer to the S&C instruction
sheet furnished with the control unit.
Ground the enclosure by solidly connecting
one number 6 AWG wire (or wires of equivalent
cross-sectional area) to the ground lug on the
back of the enclosure. See Figure 9. Solidly
connect the enclosure ground wire to the
switch ground wire(s).

INSTALLATION
Connecting the Control Cable

Adapter

Step 12
Remove the control cable from its shipping
carton. The control cable is configured with
one male and one female plug.
Locate the female receptacle on the bottom
of the adapter housing and remove the dust
cover. Remove the sensor shorting blocks from
the receptacle and plug in the male end of the
control cable. Secure the connection with the
connector clips. Retain the dust cover and
sensor shorting blocks for future use. See
Figure 10.

Step 13
Locate the male receptacle on the back of the
control unit enclosure, remove the dust cover,
and attach the female end of the control cable.
Secure the plug with the connector clips. See
Figure 11. Retain the dust cover for future
use.

INSTALLATION
Step 14
Form a drip loop in the control cable where
it attaches to the control unit. Maintain a
9-inch (229-mm) minimum radius when
bending the control cable at the drip loop and
at the switch connection. Adjust the control
cable along the length of the utility pole and
secure the control cable to the utility pole
using suitable guards or clamps. Form a coil
with any excess control cable, maintaining a
9-inch (229-mm) minimum radius, and secure
to the utility pole. See Figure 12.

Step 15
A stainless - steel security belt is included
for padlocking the multi-pin connector at
the control unit. See Figure 13. Place the
security belt around the connector, between
the connector clips and the enclosure, and
insert a padlock (not furnished) through the
holes provided.

INSTALLATION
Checking Operation
Step 16
Open and close the switch electrically by
pushing the open/close push button inside
the switch control or sending a remote signal
to the switch control. Check to be sure that the
following conditions exist:
a. Open and close the switch electrically several times. (See Steps 24 and 25 on pages
27 and 28 for electrical operating instructions). The switch should operate rapidly
and without hesitation during both opening
and closing operations.
b. Operate the switch manually several times
with a hookstick. (See Step 26 on pages 28
and 29 for manual operating instructions).
The switch should operate rapidly and
without hesitation during both opening
and closing operations.
c. With the switch in the CLOSED position, all
main contacts of the interrupter switch are
in the fully closed position, with no more
than a -inch gap between the blade and

d. With the switch in the OPEN position, the


switch blades are between 85 to 90 from
the closed position.
If blade adjustment is required, disconnect control power to the switch control and
loosen the hinge-end bolts that fasten the blade
assembly to its insulator and move the switch
blade until it is in the fully closed position; then
retighten the bolts making sure the interrupter
switch remains in the fully closed position. If
adjustment is required beyond that provided
by movement of the switch blade assembly,
loosen the two clamping bolts and set screw
that fasten the coupling to the interphase rod
and rotate the switch blade until it is in the fully
closed position. Re-tighten the clamping bolts
and set screw, making sure the interrupter
switch remains in the fully closed position.
(Tighten the 16 hardware 22 ft-lbs.) Reconnect control power to the switch control.

Installing the Wildlife Protection
Option (Catalog Number
Suffix -W)

WARNING
Install the wildlife protection option while
the Omni-Rupter switch is de-energized.
If the switch is energized, ensure that
it is grounded and de - energized before
attempting wildlife protection option
installation. Failure to do so could lead
to serious injury or death.
The wildlife protection option helps prevent
climbing or perching animals from making
phase -to - grounded part contact. See Figure 15. A typical wildlife protection installation includes:

INSTALLATION
CAUTION
S&C recommends installing the wildlife
protection option a fter the switch is
secured to the utility pole. Damage to the
wildlife disks and/or base covers is likely
to occur during lifting and installation of
the switch.
In Figure 15, a typical installation of the wildlife
protection option is illustrated. The pole-saddle
cover will be pre-installed at the factory, as
will the fiberglass interphase operating rod.
Consult the RD drawing accompanying the
switch installation instructions for details
specific to your switch that may differ from the
instructions below. Following are instructions
for a typical field installation of the wildlife
protection option.
Step 17
With the switch in the closed position, place the
base covers onto the steel base of the switch
in the positions shown on the associated RD
drawing. If optional surge arrester mounting
provisions (Catalog Number Suffi x -A1 or
-A2) have been specified for the switch,
cutouts will be provided in the base covers to
fit around the arrester mounting brackets.

Hook one end of the spring clip assembly into
the lip on the edge of one side of the base
cover. See Figure 16. Bring the spring clip
underneath the switch base and stretch it
until it can be hooked into the lip on the edge
of the opposite side of the base cover. Make
sure the spring clip is at least one-half inch
from the edge of the base cover. See Figure 17.
Install the remaining short spring clips on their
respective base covers in accordance with the
supplied RD drawing.

into the slot in the edge of one side of the
adapter box cover. See Figure 19. Bring the
spring clip underneath the switch base and
stretch it until it can be hooked into the slot
on the edge of the opposite side of the adapter
box cover. If necessary, feed the spring clip
underneath the sensor wiring.

Before Starting
Before installing the wildlife disks, determine
the proper placement of the disks on the switch
blade and contact insulators.
On 14.4-kV Omni-Rupter Switches
(Porcelain and Cypoxy Insulators)
Install the wildlife disk to the bottom skirt root
of the insulator on both the blade and contact
ends of the switch. When the wildlife disks
are properly installed, the disks will overlap
slightly as shown in Figure 21.

on the bottom skirt root of the insulator.
Contact end of the switch: Count up two
skirts from the base and install the wildlife

a. To assemble the disks, fit the disk around
the insulator on the blade end of the switch.
See Figure 23. Then, insert the locking
tabs of one-half of the disk into the open
slot on the other half to create a secure
overlapping fit. Repeat the procedure on
the opposite side of the disk. When the
halves are correctly assembled, the S&C
logo will be on top of the disk on both sides.
See Figure 24.

b. Starting with the outside locking tabs first,


squeeze the overlapping sides together until
the tabs audibly snap into place.

c. Push the two halves of the disk together


in towards the insulator so that it fits the

OPERATION
Switch Energization

WARNING
Before energization and at all times when
energized, the Automated Omni-Rupter
Switch base and control unit enclosure
must be connected to a suitable earth
ground at the base of the pole and bonded
to the system neutral, if present, in accordance with this instruction sheet. Proper
precautions must be taken to ensure that
the local earth ground cannot be severed
or removed. Failure to observe these
instructions can result in serious personal injury or death.

WARNING
The stored-energy operator and the
switch contain fast-moving parts that can
severely injure fingers. Do not remove
or disassemble operator unless directed by
S&C Electric Company.

Step 23
After making all user connections to the
control unit in accordance with the S&C
instruction sheet covering the applicable
control unit, energize the Omni - Rupter
Automated Switching System according to
standard operating practices. Confi rm that the
appropriate power and selector switches are in
the proper positions and that the appropriate
LEDs are illuminated, as discussed in the
instruction sheet furnished with the control
unit.

DANGER
Automated Omni-Rupter Switches may be
energized from either side and with blades
in any position. Before inspecting, servicing, or repairing this switch or working on
the conductors on either side of the switch,
test for voltage using proper high-voltage test equipment. Then install suitable
grounding equipment. Failure to observe
these precautions can result in serious
personal injury or death.

OPERATION
Push Button Operation
Step 24
Place the local /remote switch inside the
control unit in the LOCAL position. See
Figure 26 and the instruction sheet furnished
with the control unit. The switch can now only
be operated locally. Then press the OPEN or
CLOSE push button as appropriate. Hold for
second or longer or until the switch changes
state.

Remote Operation
Step 25
Place the local /remote switch inside the
control unit in the REMOTE position. See
Figure 26 and the instruction sheet furnished
with the control unit. The switch can now only
be operated by remote supervisory control. In
using the SCADA system, the dispatcher can
test not only the electrical operation of the
switch, but the entire SCADA control path,
including communications.

Emergency Manual Operation
Step 26
In the event of electrical power loss, a standard
or extendible hookstick can be used to open
and close the switch. If the spring is fully
discharged, pull on the pull-ring seven to nine
times to effect a change of state. If the spring
has been previously charged, just a single pull
is required. Refer to Figure 27.
Operate the pull-ring until the switch is
either fully open or fully closed. DO NOT
partially charge the operator (between one
and seven times).

WARNING
When operating manually, DO NOT
leave the stored-energy operator partially
charged. Ensure that the operator is in
either the fully charged or fully discharged
position. A partially charged operator
may unexpectedly change state when
control power is applied.
