He/she will act as liaison between the members and officers of the
Philippine Institution of Civil Engineers .
He/she will be the linkage between the Philippine Institute of Civil
Engineers and duly accredited organizations or independent groups
of Manuel S. Enverga University whose objectives and purpose are
concurrent with that of PICE.
He/she will support to the Board of Directors.
Section 13. The PICE-MSEUF-Student Chapter shall have its own adviser who shall be a
member of the PICE Inc. and a faculty of the MSE University Foundation.
ARTICLE V MEETING OF THE CHAPTER
Section 1. A regular meeting shall be called monthly and shall be attended by the
members.
Section 2. The annual election meeting of the chapter shall be held one week before the
final examination of one regular school year.
Section 3. Special meetings of thus chapter may be held from time to time upon the call of
the President or by the Secretary upon the request of at least two (2) members in good standing
and such request shall state the purpose of the meeting.
Section 4. Notice of meeting. In any meeting except annual election meetings and regular
meetings, notice in either oral or written shall be required.
Section 5. Quorum. In all duly announced meetings of the chapter, majority of the
members shall constitute a quorum.
ARTICLE VI FINES AND DUES
Section 1. The chapter entrance fees shall be due immediately for the acceptance of
membership.
Section 2. The chapter entrance fees of new members shall be as recommended by the
Officers and ratified by the members in the general meeting. Upon payment of the entrance fees.
Section 3. The Officers may be prescribed from time to time publication fees and other
fees and/ or occasional contribution from all members.
Section 4. Funds. The funds of this chapter shall consist of monthly dues (10) and fines
from the absents for meeting (P10), activities (P100) and lates (P5).
Section 5. Any member who wishes to be accredited as a member of the National Institute
shall pay the amount prescribed by it.
ARTICLE VII NOMINATION AND ELECTION OF OFFICERS AND DIRECTORS
Section 1. The Officers shall be consist of fifteen (15) members, twelve (12) whom shall
be elected annually by the members of this chapter and three (3) are appointed. The Officers shall
hold office for one year until their successor shall have been elected and qualified.
Section 2. The Secretary shall send to each member at least one week before the annual
election meeting, a copy of the provision of these By-Laws relating to the election of the set of
officers together with any information that may be required.
Section 3. Any member of good moral and academic standing may be nominated. No
officer shall be eligible for a third consecutive term in the same office.
Section 4. The twelve (12) persons who get the highest number of nomination from the
body will automatically be held as the set of officers.
Section 5. The twelve (12) elected members will discuss their assignment of positions in
line with their abilities and skills.
Section 6. Without further notice, immediately after the election of the officers and all of
those term of office shall start immediately after induction.
ARTICLE VIII RESIGNATION AND TERMINATION
Section 1. A member may resign by the written communication to the secretary who shall
present his/her name to the officers. If all his/her current financial obligation to the chapter has
been met and if no charges are pending against him/her, his/her resignation shall be accepted as
resigned in good standing.
Section 2. The Officers shall consider proceedings looking toward the discipline which
may include expulsion, suspension, or admonition of any member, upon information coming to its
notice or upon the written request of any two (2) members that, for the cause or causes set forth a
person belonging of the chapter may be disciplined.
Section 3. Membership may be terminated if any of the members commit any of the
following:
a) If he/she undergoes suspension for three regular semesters
b) If he/she is not currently enrolled
c) If he/she makes three consecutive absences on any meetings of the chapter.
d) If he/she commits any act that is contrary to the policies of the chapter or to
the provisions of this By-Laws.
Section 4. Any officer may be terminated from the office if he/she to attend to the
responsibilities that are provided by this constitution.
ARTICLE IX AMENDMENTS
Section 1. Proposals to amend these By-Laws shall be considered by the Officers upon the
recommendation of any two (2) members in good standing of the chapter.
Section 2. An affirmative vote of at least a majority of all the members of the chapter shall
be necessary for the ratification and adoption of the proposed amendments for these laws.
Section 3. Amendments to adopted shall take effect immediately upon ratification of the
secretary as authorized by the Officers that the said amendment have been duly ratified
