Demand to Indonesian Government to be active to deal


with debt swap deal for the purchase of 39 ex East
Germany/ GDR warships

The global crisis in economic has give more obstacles in the way to reach
Millennium Development Goal 2015 on the elimination of poverties. Only
progressive initiative to get poor countries out from the circles of poverties will
overcome these obstacles. Progressive initiative is also the demand to developped
countries to realise their commitment in the elimination of poverties, beside that
they allocate 0,7 % of GDP to international development fund, in the form of debt
swap or debt cancellation.

For Indonesian and German civil society, debt relief agenda on the purchase of 39
ex GDR warship is one of the real demand for progressive initiatives to reduce debt
burden of Indonesian people to be able to end poverty.

In the seminar organised by INFID and Erlassjahr.de, on April 15th 2009, we


present the facts and arguments that proove the useless of the purchase of 39 ex
GDR warship for Indonesian people, in the contrary, this deal had became a debt
burden and supported the human rights violation towards Indonesian people who
search for justice. The deal had also proven to be corruption object profited by
corrupt and autoritarian power and became burden to the state budget.

These facts are sthrengthen by the argument of international legal expert August
Reinisch who has conclusion tha based on international law consideration, the
purchase of 39 ex GDR warship through debt scheme is illegitimate debt. There for
indonesian government does not have to pay and the german government does not
have right to claim the payment on the debt.
Based on that consideration, INFID and Erlassjahr.de demand:

1. Indonesian Government agree with the proposal of Indonesian and


German civil society (and supported by global alliance against
injustice debt) to propose the finishing of debt of the purchase and
maintenance of 39 ex GDS warship with mechanism that gives
benefits to Indonesian development.
2. Indonesian government take serous diplomacy in debt relief through
bilateral meeting mechanism as states who have mutual relations in
politic and economic in the long term.

3. Indonesian government conduct audit to the mechanisme of the


purchase of military equipment specially when it financed and
maintenant by debt

INFID and Erlassjahr.de hope that Indonesian government and germany really
listen, consider and take real steps on this proposal.
