REGULATIONS GOVERNING CERTIFICATE, DIPLOMA AND POST

GRADUATE DIPLOMA COURSES IN TULU UNDER CORRESPONDENCE


PROGRAMME.
(Framed under Section 44 (1)(c) of the KSU Act 2000)
Preamble:
Tulu is one of the developed Dravidian languages with a history of more than
2600 years. About ten million people claim Tulu as their mother- tongue. Most of them
live in the coastal Karnataka and in the adjoining Districts of Chikmagalore, Kodagu,
Shimoga and in Kasaragod District of Kerala. Besides being the mother- tongue of such
big population, Tulu functions as a lingua- franca in the region.
Tulu literature dates back to the 14th century, during which time it is said that
Epics were written in Tulu language and some of them have been published. Earlier
Tulu literature in Tulu script which is also called Thigalari script.
Tulu is one of the prominent minority languages of the country and the vibrant
Tuluva culture with the unique traditional feature like the Bhootharadhana,
Nagaradhana and Yaksharadhana expression in the language. The Bassel Mission in
the 19th century used Kannada Script to publish books in Tulu Literature. So the
Kannada script became popular as it appeared in print
In order to popularise the Tulu language in schools and colleges the Karnataka
Government has ordered to teach Tulu as 3rd language for the students of 6th standard
to 10th standard from the Academic year 2010-11 in the District of Dakshina Kannada
and Udupi.
Having considered the Governments initiative, the Karnataka Tulu Sahithya
Academy has requested the University to start Certificate course in Tulu, Diploma
course in Tulu and Post Graduate Diploma in Tulu. Hence the regulations.
OBJECTIVES:
1.

To teach Tulu as 3rd language from 6th standard to 10th standard as per the
order of the Government, qualified teachers in Tulu are required.

Tulu speaking people have their own unique and rich culture. To understand
Tulu culture, the knowledge of Tulu is quite essential.

3.

Tulu was the first language separated from the proto Dravidian language. Most
of the proto words ceased to exist from usage.

4.

To understand floral and faunal aspects, rituals associated with religion,


marriage, festivals, rituals and rites associated with Rites-De-Passage.

5.

To understand the rich folklore and oral traditions of Tulu.

To understand kinship values and institutional form of work in Tulu Society.

TITLE AND COMMENCEMENT:


i)

These regulations shall be called the Regulations governing Certificate,


Diploma and Post Graduate Diploma Courses in Tulu under
Correspondence Programme.

ii)

These regulations shall come into force from the date of assent of the
Chancellor.

ELIGIBILITY FOR ADMISSION:


i)

Certificate Course in Tulu:- Candidates who have passed S.S.L.C.


examination conducted by Karnataka Secondary Education Examination
Board or any other examinations considered as equivalent thereto shall
be eligible.

ii)

Diploma Course in Tulu:- Candidates who have passed the two years PreUniversity examination conducted by the Pre-University Education
Board in the State of Karnataka or any other examinations considered as
equivalent thereto shall be eligible or candidates who have passed
Certificate course in Tulu are also eligible.

iii)

Post Graduate Diploma Course in Tulu:- Candidates who have passed


any 3 years Bachelor Degree of Mangalore University or any other
University considered as equivalent thereto are eligible and they shall
have also completed Diploma course in Tulu.

DURATION OF THE PROGRAMME:


i)

The duration of Certificate Course in Tulu shall extend over a period of


six months.

ii)

The duration of Diploma Course in Tulu shall extend over a period of one
academic year.

iii)

The duration of Post Graduate Diploma Course in Tulu shall extend over
a period of one academic year.

MEDIUM OF INSTRUCTION:
The medium of instruction and examination shall be in Tulu and Kannada
Script will be used for the purpose of curriculum and instruction.

5.

CONTACT PROGRAMME:
There shall be two or more contact programmes of minimum 10 days in one
academic year for which students participation is compulsory.

6.

MAXIMUM PERIOD FOR COMPLETION OF THE PROGRAMME:


The candidate shall complete the programme within the period prescribed in the
regulation governing maximum period for completing various degree/ diploma
programmes notified by the University from time to time.

8.

SCHEME OF EXAMINATION:
There shall be examinations at the end of academic year ordinarily during April/
May for Certificate Course and October/ November for Diploma Course and Post
Graduate Diploma Course in Tulu. The scheme of examination are as below:

INTERNAL ASSESSMENT:
9.1

Marks for internal assessment shall be awarded on the basis of


assignments. Students shall submit two assignments of 10 marks each
in each paper of study which shall be evaluated by the faculty concerned.
The assignment marks should be forwarded to the Registrar (Evaluation)
at least 15 days before the commencement of the annual examinations.

9.2

Internal assessment marks shall be shown separately in the marks card.


A candidate who has rejected the result or who, having failed to take the
examination again, shall retain the internal assessment marks already
obtained.

REGISTERING FOR THE EXAMINATIONS:


A candidate shall register for all the papers in the subject when he/ she appear
for the examination for the first time.

11.

VALUATION OF ANSWER SCRIPTS:


Each theory paper shall be evaluated by eligible examiners as decided by Board
of Studies.

12.

MINIMUM FOR A PASS:


12.1

No candidate shall be declared to have passed in the examination unless


he/ she obtain not less than 40% marks in the University Examination in
each theory papers/Viva and 40% in theory and assignment marks put
together.

12.2

There shall be no minimum in respect of Assignments.

12.3

A Candidate who fails in any of the theory paper shall reappear in that
theory paper and pass the examination subsequently.

CLASSIFICATION OF SUCCESSFUL CANDIDATES:


The results of successful candidates at the end shall be classified on the basis of
aggregate marks obtained.
Percentage of marks for declaring class:

70% and above

60% and above but less than 70%

Second Class

50% and above but less than 60%

Pass Class

40% and above but less than 50%

REJECTION OF RESULTS:
14.1

A candidate may be permitted to reject the result of the whole


examination. Rejection of result paper-wise/subject-wise shall not be
permitted. A candidate who has rejected the result shall appear for the
immediately following regular examination.

14.2

The rejection shall be exercised only once and the rejection once exercised
shall not be revoked.

14.3

Application for rejection along with the payment of the prescribed fee
shall be submitted to the Registrar (Evaluation) through the study
Centre together with the original statement of marks within 30 days
from the date of publication of the result.

14.4

A candidate who has rejected the result is eligible only for class and not
for ranking.

STUDY CENTRES:
There shall be one or more study Centres recognised by the University.
