Field of specialization:

1. Complete high voltage substation design, construction, testing and
commissioning for both indoor and outdoor installations upto 275KV.
2. Control panel design and manufacture for substation applications.
3. Protection grading studies, dynamic real time system simulation(RTDS),
special protection scheme(SPS) and wide area protection scheme(WAP).
4. Power system studies, impact studies, system tests and investigation of
power system stability issues.
5. Lecture in protection and control topics.

Experience:

Throughout my 26 years of working in the field of electrical engineering, I have
been primarily involved in high voltage electrical substations.

I started work as an electrical engineer in SESCo in 1988 covering procurement,
protection, control and instrumentation(PC&I) and system operation. The work
exposed me to testing and commissioning of high voltage substations, which
became my area of interest and specialization. Throughout my career, I was
exposed and have experience in various areas of electrical engineering from the
physical site work to desktop studies of power system.

After resigning from SESCo in 1992, I was involved in the maintenance of
portable water treatment plants for Sarawak plants built under the Malaysian
Rural Water Supply Scheme(MRWSS) for 3 years. The experience added
diversity to my engineering knowledge and also exposed me to industrial
electrical engineering. Areas of involvement are motor, pump and compressor
protection, motor, pump and compressor starting methods, programming logic
controllers and LV standby generator protection and control.

From 1995 onwards, I went on my own and have worked in my own companies
since. In the earlier part of my career, I was working on mini hydro stations.
These projects gave me experience in generator protection but more
importantly, they brought me to the source of my profession, the generators. The
experience I gained in understanding the operation and behavior of the
generators under normal operation and stressed condition greatly helped me in
my understanding of system behavior later on in my career.

Apart from hydro stations, I was active in SESCo substation contracting arena. I
was responsible for designing and building protection and control panels for our
projects as well as the final testing and commissioning of these substations.

In the last ten years, I was involved in maintenance, testing and commissioning
of various electrical installations for the oil and gas(O&G) industry. These
installations were land based as well as offshore installations. The area I covered
was Sarawak, Sabah and Brunei. From the contacts made in Brunei O&G, I was
invited to participate in testing and commissioning of high voltage substations
for the Department of Electrical Services(DES), Brunei. With their assistance and
guidance, I later was invited to design complete 66KV outdoor switchyard for a
number of their substations. These installations have been completed and now in
commercial operation.

In the nearer terms, I was invited to work with Dr. Vong to provide consultancy
services for SCORE customers in the area of system impact studies required
before a plant can be connected to the State 275KV grid. The scope required that
the data models be verified by carrying system tests after commercial operation
of the plants. This scope of work opens up to a new area of interest for power
system operation and management. It was therefore an added advantage when I
was involved in implementing the SPS for SEB that I have grid operation
knowledge and experience.

My future interest would still be in PC&I but concentrate more on system wide
protection as opposed to plant object protection such as lines, transformers, etc.



Summary Work Experience Tham Chung Meng, 2010-2014



System Voltage 275KV

1. Replacement of THR distance relay by ABB RED670 current differential relay
for Batang Ai to Engkilili lines 1 and 2.
2. Testing and programming of Areva P542 current differential relays for
Bintulu to Kemena lines 1 and 2.
3. Organize and prepare for the testing of Siemens 7SA622 distance, ABB
RED670 and SEL-311L current differential relays for RTDS testing in
Kuching.
4. Setting and programming of Siemens 7SA622 distance relay to provide
permissive inter-tripping logic.
5. Programming and testing of SEL-311L current differential relays for retro-
fitting into Bintulu-Kemena lines 1 and 2.
6. Testing and commissioning of CT for all feeders and bus coupler in Engkilili
outdoor substation after changing of CT ratio from 250/1A to 1600/1A.
7. Trouble shooting, testing and commissioning of busbar zone protection
system for Engkilili outdoor substation.
8. Replacement, re-wiring, testing and commissioning of alarm annunciator for
Engkilili, Kemantan, Deshon, Oya Road and Tudan 132KV and 275KV
substation.
9. Design, installation, testing and commissioning of traveling wave fault
location system for Bakun, Samalaju, Similajau, Mambong, Engkilili, Kapit and
Oya substations.
10. Design, installation, testing and commissioning of SPS system for all 275KV
substations in the State Grid.
11. Design, installation, testing and commissioning of transmission losses
monitoring system (TLMS) for 275KV substations in SEB system as well as
key 275KV and 132KV customers.
12. On-site training for the repair of 275KV ABB live tank breaker operating
mechanism in Engkilili substation.
13. Switching training for 275KV switching at Mambong and Engkili substation.
14. Implementation of the first three terminal current differential protection
scheme in SEB for Oya-Eng tee off at Betong with in-zone 10MVA
transformer. This work includes scheme design, RTDS verification,
installation, testing and commissioning.

15. Appointed as assistant consultant for Malaysian Potassium Additives


Sarawak Plant(MPAS) responsible for leading the 275KV intake substation
and 33KV distribution network design and implementation.
