Incorporation of Corporate Environment Responsibility in TORs

and ECs to be granted by MoEF I SEIAAs under EIA Notification,
2006 - Regardin .

This is in continuation to is Ministry's earlier communication of even no. dated

19 May, 2011 (copy enclosed) conveying the decision of this Ministry to incorporate
Corporate Environment Respo sibility while issuing TORs for various projects for
undertaking detailed EIA study.

It is reiterated that in all TORs and ECs to be granted by MoEF / SElAAs, it shall
be ensured that Corporate Environment Responsibility is appropriately incorporated.

This issues with the approval of the Competent Authority.

Sub: TORs relating to COrporate Environmental Responsibility Regarding.
PutsUilnt to the issue of Office Memorandum dated 261tt April, 2011 regarding
Corpi)rate Environmental Responsibility, it has been decided that the following TORs may be
--incorporated to address the issue while prescribing TORs for various projects.
(i) a.

Does the company have a well laid down Environment Policy approved by its Board
of Directors? If so, it may be detailed in the EIA report.

b.

Does the Environment Polity prescribe for standard operating process/procedures to

bring into foals any infringement I deviation / violation of the environmental or
forest norms I conditions? If so, it may be detailed in the EIA.

(Ii).

What is the hierarchical system or Administrative order of the company to deal with
the environmental issues and for ensuring compliance with the EC conditions.
Details of this system may be given ..

(iii).

Does the company have a system of reporting of non compliances I violations of

environmental norms to the Board of Directors of the company and I or shareholders
or stakeholders at large? This reporting mechanism should be detailed in the EIA
report.

2.

In addition to the above, the respective EACs may further deliberate on the issue and
may finalize suitable TORs for indusion along with other TORs to be prescribed.
This issues with the approval of the Competent Authority.
