MUNICIPAL RESOLUTION NO. 066-2014

GRANTING AUTHORITY TO HONORABLE ANN Y. ONGJOCO, MUNICIPAL MAYOR OF
GUINOBATAN, ALBAY TO ENTER INTO A MEMORANDUM OF AGREEMENT WITH THE
DEPARTMENT OF SOCIAL WELFARE AND DEVELOPMENT FIELD OFFICE V, WITH OFFICE
ADDRESS AT MAGNOLIA ST., PNB BURAGUIS, LEGAZPI CITY, REPRESENTED BY ARNEL
B. GARCIA, CESO III, FOR SUSTAINABLE LIVELIHOOD PROGRAM.

WHEREAS, the Sustainable Livelihood Program is one of the Department of Social

Welfare and Developments (DSWD) poverty reduction strategies where primary participants are
beneficiaries of the Pantawid Pamilyang Pilipino Program. It offers the Micro-enterprise
Development track or Employment Facilitation track, depending on the livelihood assessment to be
made;
WHEREAS, pursuant to the General Welfare Clause pronounced in the Local Government
Code of 1991, every local government unit shall, within their respective territorial jurisdiction,
ensure and support full employment among their residents;
WHEREAS, considering that the implementation of this program within the Municipality of
Guinobatan is gleaned by this august body to provide a sustainable income source in favor of its
constituency, especially helping poor families in becoming self-sufficient, it is but necessary and
proper for this august body to support the implementation of the same through this enactment;
WHEREFORE, in view of the foregoing premises, be it now:

RESOLVED, as it is hereby resolved by the Sangguniang Bayan of Guinobatan, Albay in

session assembled, to grant as it hereby grants authority to Honorable Ann Y. Ongjoco, Municipal
Mayor of Guinobatan, Albay to enter into a Memorandum of Agreement with the Department of
Social Welfare and Development Field Office V, with office address at Magnolia St., PNB Buraguis,
Legazpi City, represented by Arnel B. Garcia, CESO III, for Sustainable Livelihood Program.
RESOLVED FURTHER, that the provisions of the Memorandum of Agreement be made an
integral part of this resolution.
RESOLVED FURTHERMORE, that a copy of this resolution be furnished the Honorable
Mayor and such other concerned offices/agencies, for their information and appropriate action.
APPROVED UNANIMOUSLY, on motion of the Sponsoring Committee Chairman,
Honorable Councilor Ricky S. Matza and duly seconded by the members present this 26 th day of
May, 2014 during their 18th Regular Session.
