GUIDING PRINCIPLES
Sibalom Central Elementary School adhere to the following DepEds
Vision, Mission and core values.
Vision
We dream of Filipino who passionately love their country and whose values
and competencies enable them to realize their full potential and contribute
meaningfully to building the nation.

As a learner- centered public institution, the Department of Education


continuously improves itself better serve its stakeholder.
Mission

To protect and promote the life of every Filipino to quality, equitable,


culture-based and complete basic education where:
Students learn in child-friendly, gender-sensitive, safe and motivating
environment.
Teachers facilitate learning and constantly nurture every learner.
Administrators and staff, as steward of the institution, ensure an
enabling and supportive environment for effective learning to happen.
Family, community, and stakeholders are actively, engaged and share
responsibility for developing life-long learners.

The School Logo
The symbolic design of Sibalom Central Elementary School
is centered by a blue outlines symbolizing the existence of life
and unending provision of quality basic education.
Inside is the human being (symbolizes the learner) who is going to the
pathway (symbolizes education) toward green pasture (symbolizes success)
back grounded by the sun with glaring rays encompasses the ideals and
ambitions aspired for through the educative process.

ANALYSIS OF INTERNAL ORGANIZATION
A. Human and Non-human
1. Resources/Capability
Resources and capability is very essential to improve schools
performance and services. Some of the schools resources are PTA
organizations, Alumni, and Stakeholders.

B. Leadership and Management


The achievements earned by Sibalom Central Elementary School
may be attributed to the schools personnels attitude towards work.
Dynamism is evident between teaching and non-teaching personnel as
well as parents and community as a whole.
With the help of the Biometric Time Keeper, most personnel come
on time and are rarely late in reporting to school. Absenteeism of teachers
were also minimized. Most if not all teachers attend on school activities
and have difficulty in submitting required reports on time because of the
many tasks they are attending to.
The present administration is trying to develop a culture of enthusiasm
among the schools stakeholders despite scarcity of the needed facilities
and equipment, like: limited computers for instruction, zero
mimeographing machine for reproduction of test materials and other
needed documents, and zero internet and telephone for communication
purposes and many more.
C. Organization and Staf
The school organization is headed by the Principal II who is assisted
and supported by 34 nationally funded teachers and 2 teachers
subsidized by the Municipal School Board. Among the 36 teachers, 33 are
females and 3 are males. There are 1 master teacher II, 6 Master Teacher
I, 4 Teacher III, 8 Teacher II and 8 Teacher I in school. The school has one
utility worker who does related jobs. Most of age of teachers ranges from
26 to 50 years old, serving 1 to 30 years according to national standards.
D. Civil Works/Facilities
Classroom-pupil ratio is 1:36 which is within the planning standard
of 1:45.
There are 36 completed classrooms in the school, but all of them are
below the standard of 7 x 9 meters. 35 of which are used as H.E room.
The school has also one incomplete classroom being used as computer
room. Moreover, the school has a total of 2 non-instructional rooms used
as administrative officers.
The school site is surrounded with a part concrete and permanent
perimeter fence but all needs repair.
Electric is supplied by ANTECO (Local Utility Company) while water
supply came from the schools installed water tank powered motor
engine.
Total pupil seats available are 1,015 or a 97:100 chair pupil ratio.
These seats are combination of desks, tablet and modular tables.
Neither mimeographing machine nor photocopier for test
reproductions is present in the school. No telephone line for outside
communication.

The school is a recipient of DepEd Computerization Program which


provides 7 computers and Interactive White Board for instruction but is
not enough to cater a more than a thousand pupils. At least 60 computer
units are needed.

E. Library and Laboratories


One of the main concerned of the school is to have a school library
which caters the needs of the student especially on their projects.
Thus, the school created a library and laboratories to cater pupils
needs.
F. Financial Resources
The school needs resources to improve its performance and
services. The only stable source of funds of the school came from the
MOOE that is quarterly downloaded to the school by DepEd. The
Municipal School Board has allocated funds from the Special Education
Fund yet it is fully goes to the honorarium of Local School Board
Teachers. There is also allocation directly for the school in the
barangay budget.
The School Planning Team proposes that the school will tap its
parents and alumni to create resources for the improvement of the
performance and services of the school. Similarly, that percentage of
the budget of the barangay Committee on education be allocated to
the school needs.
G. Information Services
Quarterly conduct of the general assembly of Parents Teachers
Association serve as the avenue for the open communication. Eighty
percent of parents attendance is consistently obtained. Homeroom
PTA meeting is also called regularly to update parents about pupils
performance and behavior and also to update school programs,
projects and activities. Moreover, some needed information are also
posted on Facebook and Yahoo mail accounts. The same wed media
serve as a communication system between the school, alumni and
other stakeholders.
H. Program, Services and Projects
Programs in school on the different monthly celebrations are
conducted on a regular basis to make the pupils aware and familiarized
about it.
Basically, the Supreme Pupil Government (SPG) has been helpful
in the pupils development and training of their leadership potentials. A
number of interest clubs were organized for the pupils diverse
interests, which includes the Glee Club, Math Club, English Club, and
other clubs related to academic areas. A group of pupils were
organized to form the editotial board of the schools publication,
although zero school paper has been published in the past three years.

Teams in different sports events were also organized such as, but
not limited to volleyball, athletics, badminton, chess , table tennis, and
others, and contested/participated in the district and division level
contests. As a result, sportsmanship, camaraderie and competitiveness
were developed among pupils.
Meanwhile, the boys and girls scouting movement has been
actively participating in a number of encampments from district,
division and regional levels held in the past years. Most of the pupils
are registered members to the BSP and GSP.
The pupils are also active in joining various competitions from
school up to national levels like Super Quiz Bee, Metrobank MTAPDepEd Oral Challenge Mathlympics and the like.
I. Quality of Faculty and Instruction
The teachers as main factor in the realization of the school vision
were given the chance to attend seminars and trainings to enchance
competencies and improve their effectiveness and efficiency in doing
their task as teachers. Teachers were also encouraged by the school
head to uplift their economic status through promotions.
Only few of the teachers have an adept knowledge on computer
operations and most of them needs training.All teachers have
undergone the orientation on the NCBTS-TSNA (National CompetencyBased Teacher Standards-Teachers Strengths and Trainings Needs
Assessment).Also all teachers have prepared their Individual and
Professionals Development Plans based on the result of the NVBTSTSNA. Upshot to this ,all teachers have attended in service training
(INSET) introduced by the national ,regional , and division offices,
through without closely considering their respective IPPDS and the
result of the NCBTS- TSINA.
Last year, a supervisory team from the Division conducted
supervision to all teachers at the same time all school heads of the
District of Sibalom North.
With these, the school has set that all teachers are supervised by
the EPSs or Division Team, by the District Team and by a school head.

K. Passing Average in Tests
The overall pupils performance as to the National
Achievement Test (NAT) in Grade 6 is 65.40 % which is still far
behind the standard set by the Department of Education which is 75%.
When broken per subject areas, the following are the results.

Pupils NAT performance in Filipino is 68.50, is below the


planning standard, needs to be improved by 6.5 % or more.
Pupils NAT performance in English is 62.25 % , is below the
planning standard, needs to be improved by 12.75 %, or
more.
Pupils NAT performance in Science is 64.75%, is below the
planning standard, needs to be improved by 10.25% or
more.
Pupils NAT performance in HEKASI is 71 % , is below the
planning standard, needs to be improved by 4% or more.
Pupils NAT performance in Mathematics is 60 %, is below
the planning standard, needs to be improved by 14. 5 % or
more.

Hereunder is the presentation of the schools performance in the


National Achievement Tests in Grade 6 for the past five (5) years.

L. Academic Standing
The Sibalom Central Elementary School Academic Standing
based in NAT Results MPS since SY 2008-2009 is 41.86 %, SY 20092010 is 67.74 %, SY 2010-2011 is 53.99 %, SY 2011-2012 is 57.83 %
and SY 2012-2013 is 64.03%.
Based on the assessment of the results of the NAT MPS of the
Sibalom Central Elementary School, we can conclude that the MPS
varies every year.
M. Public Image
The Sibalom Central Elementary School is known as the Center
of Excellence due to the fact that the school have Ten Outstanding

Pupils awardees since school year 2005 up to 2014. Moreover, the


school have participated in Division, Regional and even National
Contest. Likewise, the school produces graduates who are considered
well known or high profile people. To mention the under Secretary of
Energy Perfetua Lotilla and the Superintendent of the Division of
Guimaras in the person of Victor de Gracia.
Therefore, I can really say that Sibalom Central Elementary
School is an Excellent School.
