SIB 1

SIB 1 is a PLMN scope SIB, which means that some parts of SIB 1 information can be retained even after
the cell reselection (if PLMN is the same in the new cell). SIB 1 contains the GSM-MAP cell NAS
information for each CN

SIB 3
SIB 3 contains the cell selection and reselection parameters for the serving cell. SIB 3 also contains the
cell access restriction information for the current cell. SIB 3 information is used by the RRC in idle mode
and connected mode (only if SIB 4 is not available),
to perform cell selection and reselection.

SIB 4
SIB 4 contains the same information as SIBs 3, but SIB 4 is used in connected states of the the RRC and
if not scheduled in a cell, the RRC shall use SIB 3 instead.

SIB 5
SIB 5 contains parameters for common physical channels such as PRACH, SCCPCH, etc.
These parameters are used in the establishment of channels in idle mode or connected
states, except CELL DCH.

SIB 7
SIB 7 contains fast changing parameters, particularly relating to RACH usage.
