COURSE DESCRIPTION: The course deals on the transformation and


development processes towards efficient and effective government service and
public management. It considers understanding concepts and models of public
management and analyzing government structures, decision making processes
and organizational development of the local government. Further, it identifies
administrative reforms agenda of central government as well as its
implementation and evaluation of its results and impact to the people.
It analyzes and reviews the government efforts towards transparency and
accountability It evaluates the level of achievement and identify factors
affecting the implementation of the reform efforts of the government
administration. Further, it discusses the legitimate approaches, strategies and
recommendations to enhance reforms in government. Finally, It presents
concept papers on transparency and accountability and reinventing
government in public management.

A. Reviews and explains the current thinking and literatures of pubic management
and look into the problems posed by current politico-bureaucratic system in public
management;
B. Understands the characteristics of new public management models and transform
the government structures into more responsive and efficient tool for service
delivery;
C. Discusses the factors that hinder government thrust to institute administrative
reforms and explores strategies to push through effective reform agenda;
D. Explains the concepts of good governance its characteristics and processes as
manifested in transparency and accountability;
E. Discusses and presents special problems and issues on transparency and
accountability

2. Identifies and discuss problems posed by current politico-bureaucratic system in

3. Look into the current situation or problem of the country involving bureaucratic
system;
4. understands the reasons behind some failures of public policies

1. Discusses the sociological context of bureaucracy
2. Explains the usage of bureaucracy and its positive contribution to public
management;
3. Identifies and discusses the problems on bureaucracy
Lesson 3: Models and structures of public management and Reinventing Government

1. Explains various models and structures of public management
2. Critically evaluates various models and structures of public management;
3. Discusses the concept and principles of Reinventing Government;
Lesson 4: Thrusts and Reform Agenda of government/administration

1. Identify and discuss the 6-Point Agenda of the current administration
2. Presents some updates/progress on its implementation;
3. Look into and presents the Best Practices of various government
services/agencies and local government units (LGUs);
