1. If you want something less fussy than net curtains
how about frosted window film? Sticky on one side,
it gives a smart, contemporary finish both inside and
out. The only real disadvantage is that while people
outside cant see in, you cant look out either.
2. Frosted film works well on sash windows when
confined to the lower window, but if you dont have
sashes, you can just frost the lower part of the glass,
leaving some unobscured. Another option is having

Housing calm before the


election and then...?

agent, looks back at the property
market over the past 12 months, and
gives his thoughts on what we can
expect in 2015

In Pembrokeshire, midrange properties have sold


particularly well, and the
coastal hotspots of Tenby,
Newport, Solva and St Davids
remain in high demand.The
region also continues to be popular
with the retirement market, though
has also seen a pre-retirement
trend emerging, with buyers
downsizing to reduce mortgage
commitments in their 40s, rather
than waiting until retiring.The 2015
market across Pembrokeshire looks
set to be overshadowed by the
Murco refinery closure, the effect
of which is yet to be seen. Above
all, though, the market is in a stable
position and looks to stay that
way until at least after the 2015
general election.

HIS year started with great promise,


with a flurry of early activity that saw
first quarter sales up by as much as
30% on the previous year within the John
Francis network.
While this level of activity quickly
cooled, which was no doubt impacted by
announcements from the Chancellor and
the Bank of England and the rigorous new
approval criteria introduced by Aprils
mortgage market review, the 2014 market
is ending the year in a stable position,
neither running away with itself, nor in
decline.
Our year-end figures show that agreed
sales have seen a 6% increase across our
offices, with net sales having grown by 1%.
The property market is known to ebb and
flow, with increases followed by plateaus,
and the market has shown successive
annual improvement in transaction levels
since 2010; 2014 has all the characteristics
of a plateau year.
Surprisingly, however, we have seen a
significant 15% increase on the number
of exchanges that have taken place across
our offices this year, which is highly
encouraging.
It is likely that this plateau effect
will continue into early 2015 due to the
upcoming general election. Elections
often create a vacuum in the market,
with uncertainty about the colour of the
incoming government meaning little
activity in the lead-up, followed by a high
level of movement afterwards.
Interest rates are unlikely to increase
before the election in May, and should
not be expected until the autumn at the
very earliest. Any increase that does occur
would not exceed 0.25%, which at a 0.75%
base rate is still historically very low and
should not be off-putting to buyers.
While it may only be a matter of time
until the current plateau begins to rise,
south west Wales has continued to avoid
the much-publicised volatility in residential
property prices seen in London and the
Home Counties this year.
We have now had almost seven years
of nil growth, with values currently at
similar levels to those in 2005. The potential
of future capital growth will be a great
comfort to occupier-buyers and first-time
buyers in particular.

Even with the continued success of


the Help to Buy scheme in Wales, firsttime buyers still struggle in the face of
significant deposit requirements, and now
the increased stringency of the mortgage
application process.
Despite the increased rigour introduced
via with the mortgage market review,
the most significant development in the
housing market this year is the radical
shake-up of stamp duty tax, with both
buyers and industry welcoming the longawaited abolishment of the slab system.
With the majority of buyers in south
west Wales purchasing properties for less
than 200,000, the stamp duty reform
will ensure real savings and hopefully
encourage more buyers into the market.
In Pembrokeshire, the market this
year has been overshadowed by the
disappointing announcement that the
Murco Refinery in Milford Haven is to
close.
Milford Haven was one of the few
areas of the county with much first-time
buyer activity, which is often affected by
affordability. The impact of the refinerys

closure remains to be seen, but will


undoubtedly come to the fore in 2015.
Middle-range properties in the region,
valued from 130,000 to 180,000 have sold
particularly well this year, and the coastal
hotspots of Tenby, Solva, Saundersfoot and
St Davids continue to show high demand
and low supply.
The areas popularity with retirement
purchasers has also continued. Many
retirement buyers are now seeking
retirement flats, rather than the traditional
bungalow. While bungalows remain in
demand, this is predominantly based on
their accessibility to amenities and the
coast.
We have also seen a lot of local buyers
in Pembrokeshire downsizing in order
to reduce mortgage commitments, as
people make the move to more affordable
properties in their 40s, rather than awaiting
retirement.
Pembrokeshires commercial market
has experienced mixed fortunes this year.
Pembroke Dock has seen industrial units
continue to sell despite the Murco closure,
including one 117,000 square foot unit.

Meanwhile, Haverfordwest is
readjusting to new out-of-town
units opening, which has even seen empty
spaces in the popular shopping area of
Bridge Street.
Overall, the outlook for commercial
property has certainly improved, with
more activity and more occupiers being
found, though freehold and investment
values for anything other than blue chip
companies are still as low as 2002 or 2003s
levels.
The agricultural land market has gone
from strength-to-strength in the last few
years, and shows little sign of waning. The
Royal Institute of Chartered Surveyors
currently quotes the average price of land
throughout Wales at 8,000 per acre, but
we have sold land at 11,000 per acre in
Pendine this year and even reached 16,000
per acre for a 3.5-acre piece of land at one
of our auctions.
Residential smallholdings in accessible
locations and commercial farms also
remain in high demand across the region,
with many farms sold almost as soon as
they enter the market.
In all, 2015 may well offer the reverse
of what we have seen this year; calm and
quiet waters before the election and a wave
of activity afterwards. However, a stable
market is a good market for both buyers
and sellers, making 2015 a good time to
move.

to 2015 after a great year in 2014, says director Tim Brace.

AST year was a great year for my Residential Lettings


team, instructions were steady throughout the year and
more families moved in to the properties we had available
than ever before.
The property portfolio is growing year on year and as
recognition of her tremendous work during the last six years,
Amanda McCabe stepped up as manager to the department,
supported by Debbie Watson, with Charlotte Leyland joining
them in September to further strengthen the team.

I am already seeing the fruits of all the hard work


put in over the last 12 months, especially on the
customer service side, being open and transparent to
improve our service.
Victoria Brace Marketing has been brought in as a
consultant to develop our local branding and social
