Mulawarman 2012, The Analysis of Government Policy in the Malinau District in
Submitting affairs to the rural government in The District of Malinau City

Policy (policy) is an instrument of government, not just in the sense of
government which only concerns to the state apparatus, but various forms of
governance that touches both private institutions, businesses and civil society
(civil society) as well. Policy is essentially the decisions or choices of action that
directly regulate the management and distribution of natural resources, financial
and human being in the public interest, that is the people, population, community
or country. That's why the author would like to analyze the policy of Malinau
District Government in submitting affair to the Rural Government.
The Government of Malinau District through GERDEMA (Movement of
Rural Building) gives full authority to the village to organize and manage
household affairs corresponding as contained in Law No. 32 Year 2004 on
Goverment Regional and Government Regulation No. 72 of 2005 on the village,
accompanied by budgetary provision to 109 Village with a synchronously amount
of the budget to 109 village which ranges from an average of Rp 1.2 billion and
Local Government Affairs which handed over to the village government as
outlined in the Malinau Regent Regulation No. 13 of 2011.
This study aims to describe and analyze the analysis of Local Government
Policy of Malinau District in submitting affairs to the rural government in the
district of Malinau City. Factors that impede and support in the implementation of
government policy of the Malinau District in Submitting affairs to the rural
Government, through research focus are: (1). submission 31 Affairs Sector with
207 sub affair which submitted Local Government of Malinau District to the rural
Government, (2). Human Resources factor, (3). facilities and infrastructure factor,
(4). Potential factors that exist in the village, (5). The factors that support and
hinder in submitting affairs to the rural Government. Type of the research is
descriptive qualitative research to gain an overview of the phenomena that occur
in the field, especially with regard to the policy of Malinau District Government
in Submitting affairs to the rural government. Datas were obtained by the
interview technique, observation and documentation were analyzed by using an
interactive analysis model through the stages of data reduction, data presentation,
and conclusion. Furthermore, will be held a testing of the validity of the data by
using the degree of confidence, diversion, dependability and certainty. The results
of this study tries to analyze the implementation of affairs submission of Malinau
regulation regent No. 13 of 2011 on the submission of Government Affairs To the
Village and Malinau Regulation Regent No. 135 of 2013 on the Amendment of
the Malinau decree No. 13 of 2011 on the delivery of government affairs To the

Village District, there are 31 fields affairs submitted by the Regional Government
to the rural Government. Concurrency Implementation of the Malinau district
government to the rural Government has been generally performing well, it
shows that the government at the village level have been able to carry out the
duties and responsibilities to provide services to the community through the
implementation of business fields that have been submitted people. There are
three barriers factors or obstacles that cause some business fields can not be
implemented by the rural Government, The obstacles or constraints are: (1). The
Limitation of human resources, either in quantity or quality, (2). The Limitations
of facilities and supporting infrastructure, (3). The Uniformity Policy of Malinau
District Government to the entire of rural government.
At the end of this study suggested: (1). Gerdema program as a
development model that puts communities and villages as object and subject of
development will be done optimally if the empowerment to the village continues
to be, so the policy of affairs transferred to the village should be coupled with
mentoring and guidance activities which undertaken by the government of
Malinau District through relevant technical agencies, so that delivery can be done
properly and optimally at the village level, (2). The Government of Malinau
District needs to continue to make policies in favor of increasing the quantity and
quality of personnel resources capacity of the village, a program which has been
done needs to be improved, such as mentoring and training activities were
simultaneously given to village officials, besides the addition of the amount of
allowances to village officials need to continue to do research and evaluation as a
form of awards and incentives that can be given to village officials, (3).
Governments need to review and evaluate the policies to equate the delivery of
government affairs which given to the village. Based on the study and analysis
conducted by the author, the submission which provided to the rural government
will be optimized by considering the characteristics and typology of every village,
because geographically and demographically every village in Malinau District is
different, through the arrangement of affairs which given to the rural government.
