(REVISED PROCEDURES)
1. SCOPE
The Fire Safety Guidelines cover the following:
1.1. Accreditation requirements for Certification Bodies (CBs) which offer services
in Singapore,
1.2. List of fire safety products/materials regulated by SCDF,
1.3. Compliance standards for regulated fire safety products/materials.
2. ACCREDITATION REQUIREMENTS
2.1.
All CBs which offer services in Singapore to certify regulated fire safety
products/materials shall be accredited by Singapore Accreditation Council
(SAC). The accreditation requirements shall be in accordance with ISO/IEC
Guide 65 (General requirements for bodies operating Product Certification
Systems) and IAF Guidance to ISO/IEC Guide 65.
2.2.
All overseas CBs shall have their local offices and representatives in
Singapore to follow up on queries/complaints and monitor the
products/materials certified by them.
2.3.
CBs which participate in the product listing scheme (PLS) shall inform SCDF
officially of its intention and submit to SCDF its Certificate of Accreditation
and Schedule issued by SAC for record. In addition, SCDF may request for
additional information or impose other requirements on the CBs.
4. ASSESSMENT OF
MODIFICATION
PRODUCTS/MATERIALS
TO
CERTIFIED
FIRE
SAFETY
The fire safety products/materials shall be installed in the manner as the tested
prototype described in the test report. Any modifications or deviations to the tested
prototype shall be supported by a report prepared by a testing laboratory that is
accredited by SAC or recognised by SCDF.
SEEKING
MULTIPLE
6.1. An applicant who seeks certification of their fire safety products with a CB shall
declare the status of certification he had with the previous CB.
6.2. If the applicant had previously sought certification with a CB but failed in its
certification attempt, he is required to submit the latest audit report and
surveillance test results prepared by the previous CB to the new CB for their
information and highlight any improvement made to the product to be certified
by the new CB.
6.3. However, if the applicant declares that he has yet to seek certification with any
CB, it shall be incumbent upon the CB that is approached by the applicant to
confirm the status from the directory of certified and failure products
maintained by the other CBs.
6.4. If the CB subsequently finds out that the applicant had earlier approached a
CB but failed in its certification attempt, the CB shall require the applicant to (i)
submit the latest audit report and surveillance test results prepared by the
previous CB and (ii) highlight any improvement made to the product. If the
applicant fails do so, the CB shall reject the applicants application for
certification of his product.
6.5. Compliance of the procedures by the CBs shall constitute as part of the audit
requirements of SAC.
7.1.
Test report validity period shall be 5 years for products listed under the PLS
under Class 1A (Discrete system), Class 1B & Class 2. Products under Class
1A (Discrete system) and Class 1B are issued with product labels which can
be displayed on the products.
7.2.
Test report validity period shall be 10 years for products listed under the PLS
under Class 1A (Non-discrete system). Products under Class 1A (Nondiscrete system) are issued with declaration of compliance (DOC) certificates
to suppliers when they have declared compliance of conformity at the site.
