trust relationships at all levels. • A multitude of vendors whose products and equipment lack common security standards.
Collectively, these issues combine to create a daunting security landscape. Energy utilities are
faced with implementing consistent, attack-hardened, grid-wide security with effective
central governance in this high threat environment. There is a clear and growing need to
ensure energy utilities can interact with distributed, intelligent grid assets in a secure manner
that is impervious to cyber attacks.

Smart Grid Framework

As utilities transition their infrastructure toward intelligent power grids, they face a growing
set of common challenges. There is an increasing need to address these challenges in a
practical, cost effective manner that accommodates diversity and supports the strategic goals
of energy utilities.
SAIC in conjunction with Vektrel is evolving a mature, nationwide Smart Grid framework
designed specifically to address the strategic and technical challenges of implementing
intelligent power grids. This initiative couples deep industry experience and expertise with
technical leadership and builds upon existing integrated energy infrastructure to address the
following issues:
• End-to-end, industry standard security
• Central security governance
• Security transparency in heterogeneous environments
• Intelligent Event Management and Demand Response
• Enhanced utility control of Smart Grid assets

Smart Grid Security

Tying this framework together securely will require establishing standards-based trust
relationships among and between each layer. Layer 7 Technologies is a key provider of
network and messaging security infrastructure products to the Smart Grid framework
initiative, delivering:
• A Standards-based Trust Model – based on PKI, and in combination with supporting
infrastructure, this model provides the kind of end-to-end encryption required to secure
Smart Grid providers with heterogeneous systems.
• Policy-driven Security and Governance – a centrally managed, policy based governance
solution manages and provides consistent security across key network, grid and
datacenter elements.
• Attack Hardening – ensures key elements of the security framework are hardened
against sophisticated attack scenarios originating from determined sources.
Key Features
Secure Smart Grid Framework
Common Security Model A platform and vendor independent security framework that seamlessly binds heterogeneous
grid elements under a “Common Security Model”
Transparency A framework that is “transparent” to heterogeneous, intelligent, grid-resident devices, as well
as datacenter-resident Automated Metering Infrastructure and Meter Data Management
Systems
Common Interaction Model A framework that provides a common, consistent model for secure Grid device and
datacenter system interaction, regardless of client capabilities or limitations
Standards Based Foundation A framework fully based upon proven, powerful and forward-looking industry security
standards

About SAIC
As one of the world’s largest system integrators, SAIC has played a pivotal role in designing and deploying a
number of US Department of Defense projects, including the Global Information Grid-Bandwidth Expansion (GIG-
BE) infrastructure and Network-Centric Enterprise Service (NCES). SAIC’s Cyber Security testing lab is the largest in
the world, and has recently completed a DIACAP certification of the Secret Internet Protocol Routed Network
(SIPRNet) backbone – the largest classified global network in the Defense Department.

About Vektrel
Vektrel is an engineering solutions provider whose ongoing strategic leadership has proven essential in ensuring
Fortune 500 I.T. organizations successfully transition to service enabled, "composable" I.T. value delivery models.
Vektrel professionals have delivered some of the largest, most challenging and highly successful SOA / I.T.
Transformation and Enterprise solutions in the I.T. engineering industry. Vektrel has teamed with SAIC to provide
