astrackingdevicessothattheycanabductandcontroltheirhaplessvictimsanytimeandanyplace.
Warningsofnewformsofmindcontrolarenotjusttherantingsofsocalledconspiracytheoristsandparanoid
cranks.Nature1reportsondevelopmentsinneuroscienceasposingapotentialthreattohumanrightsJean
PierreChangeux,aneuroscientistattheInstitutPasteurinParis,toldameetingoftheFrenchnationalbioethics
committeethatadvancesincerebralimaginingmakethescopeforinvasionofprivacyimmense.Hesaidthat
althoughtheequipmentneededisstillhighlyspecialised,itwillbecomecommonplaceandcapableofbeingusedata
distance.Thatwillopenthewayforabusessuchasinvasionofpersonalliberty,controlofbehaviourand

controlledbyagangoperatingamachinehecalledanAirLoomwhichsentoutinvisible,magneticraysfroma
Londoncellar.MatthewsbelievedmachinesliketheAirLoomwerealsocontrollingthemindsofmembersofthe
BritishParliament.HewroteletterstotheMPswarningthemaboutthemachinesandtheconspiracybehindit.

early1970s,theydelvedintoeverythingfromdrugstohypnosistoelectronics.6
Whispersisacollectionofcasehistoriesofmindcontrol,(orparanoiaashecallsit)studiedbySiegel.Onecase
concernedamannamedTolmanwhobelievedhismindwasbeingcontrolledbycomputersviaasatellitesystem
namedPOSSE(PersonalOrbitingSatelliteforSurveillanceandEnforcement).Interestingly,authorDorothyBurdick,
inher1982bookSuchThingsAreKnowndescribedwhatsheclaimedwashermindcontrolharassmentbycomputers
viasatellites.ShenamesSiegelasbeingtheinventorofadevicenamedFOCUS(FlexibleOpticalControlUnit
Simulator)whichcanprojecthallucinationsdirectlyontotheretinasothesubjectscantdistinguishtheimagesfrom
reality.7InSiegelsbookTolmanclaimsimagesarebeingdirectlytransmittedintohisbrain.Siegelsays,Youmean
totellmethatherearemachinescapableofsendingvisualimagesdirectlyintothebrain?8
In1968SiegelpublishedaprofessionalpapertitledADeviceforChronicallyControlledVisualInputwhichisa
descriptionofadevicehedevelopedtoprojectimagesdirectlyintothebrainofexperimentalanimalsviatheoptic
nerve.Hesuggestsfurtherexperimentationbeconductedonneonates(kittens)whichhavetheirtotalvisual
stimulationcontrolledfromthetimetheyopentheireyes.9
ThirtyyearslaterateamofUSscientistswiredacomputertoacatsbrainandcreatedvideosofwhatthecatwas
seeing.Oneofthescientistsworkingontheproject,GarretStanleyofHarvardUniversity,predictsmachineswith
braininterfaces.Wecanonlyimaginehowfarsuchtechnologyhasadvancedinthesecretresearchlaboratoriesofthe
USgovernmentandthemilitary/industrialcomplex.
UnlikeMatthews,todaysvictimscanpointtoawealthofdocumentationconfirminghowgovernmentagenciesand
researchcentreshavebeendevelopingtechnologiesandmethodswiththesamecapabilitiesthatpeoplehavebeen
describingfortwocenturies.Thesetechnologiesinvolveelementsofpsychology,hypnosis,politicalconspiracies,and
evendevicesthatemitraystocontrolthebehaviourofotherswithouttheirknowledgeorconsent.
BiologicalProcessControl
In1996,theUSAirForceScientificAdvisoryBoardpublisheda14volumestudyoffuturedevelopmentsinweapons
calledNewWorldVistas.Tuckedawayonpage89ofanancillary15thvolumearesomehairraisinginsightsintothe
futurecouplingofmanandmachineinasectiondealingwithBiologicalProcessControl.Theauthorreferstoan
explosionofknowledgeinthefieldofneuroscience,adding,ominously:
Onecanenvisionthedevelopmentofelectromagneticenergysources,theoutputofwhichcanbepulsed,shaped,and
focused,thatcancouplewiththehumanbodyinafashionthatwillallowonetopreventvoluntarymuscular
movements,controlemotions(andthusactions),producesleep,transmitsuggestions,interferewithbothshortterm
andlongtermmemory,produceanexperienceset,anddeleteanexperienceset.
TranslatingthewordsexperiencesetfrommilitaryjargonintoplainEnglish,thismeans,simply,thattheyenvisage
theabilitytoeraseyourlifesmemoriesandsubstituteanew,fictitiousset.
Byprojectingsuchdevelopmentsintothefuture,theauthorsofNewVistasarecamouflagingpresentday
capabilities.AsimilarfuturisticscenariowithmanyreferencestomindmanipulationisdescribedinTheRevolution
inMilitaryAffairsandConflictShortofWar(USArmyWarCollege,1994).AuthorsStevenMetzandJamesKievit
declare:BehaviourmodificationisakeycomponentofpeaceenforcementandTheadvantageof[using]directed

TheSilentSoundSpreadSpectrum(SSSS)technology,alsoknownasSquad,wasdevelopedbyDr.OliverLoweryof
Georgia,USA,andisdescribedinUSPatent#5,159,703asSilentSubliminalPresentationSystem.Theabstractfor
thepatentreads:
Asilentcommunicationssysteminwhichnonauralcarriers,intheveryloworveryhighaudiofrequencyrangeorin
theadjacentultrasonicfrequencyspectrumareamplitudeorfrequencymodulatedwiththedesiredintelligenceand
propagatedacousticallyorvibrationally,forinducementintothebrain,typicallythroughtheuseofloudspeakers,
earphones,orpiezoelectrictransducers.Themodulatedcarriersmaybetransmitteddirectlyinrealtimeormaybe
convenientlyrecordedandstoredonmechanical,magneticoropticalmediafordelayedorrepeatedtransmissionto
thelistener.
AccordingtoliteraturebySilentSounds,Inc.,itisnowpossible,usingsupercomputers,toanalysehumanemotional

JudyWall,writinginNexus(OctoberNovember1998),saysSilentSounds,Inc.statesthatitisinterestedonlyin
positiveemotions,butthemilitaryisnotsolimited.ThatthisisaUSDepartmentofDefenseprojectisobvious.
EdwardTilton,PresidentofSilentSoundsInc.,saysthisaboutSquadinaletterdated13December,1996:

Synthetictelepathyisatermusedtodescribethebeamingofwords,thoughts,orideasintoapersonsmindby
mechanicalmeans,specifically,sometypeofelectromagnetictransmitter,similartoaradioortelevisionbroadcast,

MuchoftheworkdonewithmicrowaveswasdevelopedbyProjectPandora,whichwasputintoplacebythe

microwavesthatwerebeingbeamedintotheAmericanEmbassyinMoscowbytheRussians.Someofthefindingsof
