COMMUNITY ACTION PLAN OF ENVIRONMENTAL RECOVERY PROCESS : A REALISTIC

IMPLEMENTATION OF PARTICIPATORY ON COMMUNITY BASED IN INDONESIA

ABSTRACT
Ideally everyone who live on earth has responsibility for adapting the climate change. The carbon dioxide emission
at the moment is at worried level. So who should handle it? The community who live in urban or rural area have the
same responsibility, but in developing countries including Indonesia they still fight in some social economic
problems. In fact the climate change adaptation topic is not familiar nor popular. To count on the national or local
government’s role fully is almost impossible. The logic slogan for grass root level recently “what you did is what
you get” is making sense.
How to combine the climate change adaptation and the social economic problem in a strategic plan is a rational
concept, but it is necessary to think of the entry point. What kind of entry point do we suppose it can work when
applied in community? This question depends on how strong the community’s assumption can see both (climate
change adaptation and social economic) issues which have the same challenge and barrier. Here everything needs
some logic explanation and the solution to improve their prosperity.
The flowchart in methodological framework explain the stages of applied research in the community but for better
result in the end of research, the community will get a stimulated fund to realize their community action plan of
climate change adaptation. The fund which will be used hopely the community also have the concept of revolving
fund and sustainable development, especially in combining the social economic issue and climate change adaptation.
Learning by doing and working about climate change adaptation will be much better and much more realistic for the
community’s future especially in developing countries. It is beyond a knowledge of climate change adaptation.

BACKGROUND
The truth, Climate Change Adaptation is not sexy issue at “grass root” level. It is very hard and not fair for always
blaming and demanding the “grass root” to be enhanced their roles, notably in top down development, dictatorship
country, or corrupted government. It needs a special strategy to discuss this topic with the community, especially for
rural community. In developing countries such as like Indonesia, the main problem of having at grass root level is
about their living. The way of living at “grass root” level depends on their economic abilities, it means that their
ability how to understand climate change adaptation needs extra effort.
However the economic issue is very urgent and important to be the top list to enhance their life’s quality. The other
way, the community who live in rural settlement especially near the jungle or tropical forest mostly taking the
source of energy and the economic commodities from the forest. Land use conversion to farming usage, mining, and
illegal logging are very sensitive issues in the communities. To empower the cultural ties for environmental
conservation needs social economic approach in certain method which depends on the characteristic of tribe, culture,
and human development index.
Needs to find out how to make a synergy between climate change adaptation and the social economic issue in the
community. In Indonesia, these all things will be very significant if we can do successfully especially in rural
settlement where the areas still have the tropical forest and conservation area. Perhaps we all know that diminishing
the carbon dioxide emission is to improve the environmental quality but it will be much better if the stakeholders of
development mainly the community usually as “object” can make their roles to be the best “playmaker” in climate
change adaptation.

RESEARCH QUESTION
Work and research with community is an exotic challenge, so the following questions for the research are :
1. What kinds of assumption do the community have about climate change adaptation issue?
2. What is the most urgent issue for the community at village which can be an entry point of climate change
adaptation topic?
3. Why is the communal participatory so important and strategic to implement the concept of climate change
adaptation?
The questions will lead to an integrated concept of climate change adaptation for applied and implemented.
Monitoring and evaluation of this applied research is needed, and also the success of research sometimes depends on
the characteristic of culture and human development index of the community. Strongly this paper will guide to be an
applied research according to the motivation of research.

METHODOLOGICAL FRAMEWORK
To compose some questions in a closed questionnaire method with 4 optional answer for each question.
Respondents are selected by age between 18 until 40 years old, with assuming that this age group is still very
productive and easy to make discussion. The assessment of their assumption is very necessary to obtain the input,
understanding, and knowledge of climate change adaptation. To build image and to get assumption at first about
climate change adaptation in community is very crucial phase to continue the next. Here is the flowchart to be
designed for applying the research :

It seems the unified urgency point to the environmental planning and management as the entry point for social economic problems and climate change adaptation. The
community and a moderator need to see from some viewpoints so that it can be composed as an integrated environmental management, guidance in relation to the Thematic
Strategy of Social Economic Problem on Climate Change Adaptation.
DISCUSSION
Trough discussing, it will find out the solution much better and completely for realistic implementation in
community to improve their prosperity in the Climate Change Adaptation Context. Here are the following sub topics
for discussing materials :
1. How to make the environmental issue as an entry point and as an interesting topic to improve the community’s
prosperity.
2. How to explain the benefit and profit from integrated environmental management based on the participatory of
community.
3. How to develop economic potencies in the community’s area in order to support the Climate Change
Adaptation.
4. Talk about the way to assess, monitor, and evaluate the implementation of climate change adaptation in
community, especially developing social economic potencies in supporting environmental management.
5. How to explain logically and rationally to the community about the correlation between good environment and
climate change adaptation in directly proportional.
