building innovative precision test instruments

for over 20 years

Vanguard Instruments Company (VIC) was founded in 1991.
Currently our 28,000 square-foot facility houses Administration, Design, Engineering, and Manufacturing operations.
From our inception, our vision was, and is, to develop and
manufacture innovative test equipment for use in testing substation EHV circuit breakers and other electrical apparatus.
The first VIC product was a computerized circuit breaker
analyzer, which was a resounding success. It became the
forerunner of an entire series of circuit breaker test equipment. Since then, our product line has expanded to include
microcomputer-based precision micro-ohmmeters, single
and three-phase transformer winding turns-ratio testers,
winding resistance meters, transformer tap-changing controllers, mega-ohm resistance meters, and a variety of other
electrical utility maintenance support products.
Vanguards performance-oriented products are well suited
for the utility industry. They are rugged, reliable, accurate,
user friendly, and most are computer-controlled. Computer
control, with innovative programming, provides many automated testing functions. Vanguards instruments eliminate
tedious and time-consuming operations, while providing fast,
complex, test result calculations. Errors are reduced and the
need to memorize long sequences of procedural steps are
eliminated. Every VIC instrument is competitively priced and
is covered by a liberal warranty.

ATRT-01 S3
transformer turns ratio testers

The ATRT-01 S3 is Vanguards fourth generation, micro-processor based, single phase,

automatic transformer turns-ratio tester. This portable test unit is available in two
models, the ATRT-01 S3 (line power only), and the ATRT-01B S3 (rechargeable-battery
powered).
The ATRT-01 S3 uses the IEEE C57.12.90 measuring method to determine the transformer turns-ratio. The transformer turns-ratio is determined by precisely measuring
the voltages across the unloaded transformer windings. The ATRT-01 S3s measuring
circuitry self adjusts before each measurement to ensure turns-ratio accuracy. Two selectable test voltages, 4Vac and 40Vac, offer flexibility in testing different types of
transformers.

The ATR-01 S3 can measure transformer turns-ratios

ranging from 0.8 to 15,000 and can be used to test voltage regulators, power transformers, current transformers (CT), and potential transformers (PT). The ATRT-01
S3 also measures and displays transformer- winding
excitation current, winding polarity, and winding phase
angle. Test results are displayed on a back-lit LCD screen
(128 x 64 pixels) that is viewable in bright sunlight and
low-light conditions.
In addition to measuring a transformers turns-ratio, the
transformers name plate voltages can also be entered,
and the ATRT-01 S3 will then display the turns-ratio
percentage error. This convenient feature eliminates any
user calculation errors when testing transformers.
When testing a 3-phase transformer, the ATRT-01 S3
provides connection information (H and X test leads to
the transformer bushings) for phase A, B and C tests.
The three phase test results (turns-ratio, excitation current, winding polarity, phaseangle, and percentage error) are displayed on the LCD screen.

User Interface
The ATRT-01 S3 features a back-lit LCD screen
(128 x 64 pixels) that is viewable in direct sunlight and low-light levels. A rugged 16-key membrane keypad is used to enter test information
and to operate the unit.

Test Record Storage

The ATRT-01 S3 can store 128 records of 33 readings internally, and up to 999 test records on an
external USB Flash drive. Test records can be
recalled using the included Transformer Analysis
PC software.

Battery Power for

Exceptional Portability
The ATRT-01B S3 is powered by a 6-volt, 7
ampere-hour, lead acid battery. This high capacity battery, coupled with the ATRT-01B S3s low
power consuming circuitry, allows the unit to be
used continuously for up to 4 hours per charge.
A built-in charger allows the unit to be used during charging.

Computer Interface
A Windows-based Transformer Analysis application is provided with each unit and can be
used to remotely control the ATRT-01 S3 via the
RS-232C port. Using the Transformer Analysis
software, the user can retrieve test records
(from the ATRT-01 S3s memory or a USB Flash
drive), analyze test results, and print test results
on a desktop printer. Test results are automatically exported to Excel, PDF and XML formats.

ATRT-03

automatic, 3-phase transformer turns ratio tester

The ATRT-03 is Vanguards second generation, microprocessor-based, automatic, three
phase, transformer turns-ratio tester. This lightweight, portable unit is designed for
testing transformers at utility power substations.
The ATRT-03 determines the transformer turns-ratio using the IEEE C57.12.90 measurement method. The transformer turns-ratio (ranging from 0.8 to 15,000) is determined
by precisely measuring the voltages across the unloaded transformer windings. To ensure accuracy, the ATRT-03s measuring circuitry self-calibrates before each measurement. It requires neither adjustment nor temperature compensation. The ATRT-03s
turns-ratio measurement accuracy is 0.1% or better.

The ATRT-03 can perform a specific test for each transformer type (such as single phase, delta to Y, Y to delta,
delta to delta, or Y to Y) without the need to switch test
hookup cables. Also, the units automatic transformer
phase detection feature can detect different transformer
vector diagrams. The ATRT-03 can automatically detect
and test 67 transformer types defined by ANSI, CEI/IEC
and Australian standards.
To prevent an accidental wrong test-lead hook-up (e.g.,
when the operator reverses H and X leads), the ATRT-03
outputs a low-level test voltage to verify the hook-up
condition before applying the full test voltage to the
transformer.
In addition to measuring a transformers turns-ratio, the
ATRT-03 can also measure a transformers excitation
current (in milli-amperes) and its winding phase angle.
Three test voltages (8 Vac, 40 Vac, 100 Vac) allow the
ATRT-03 to test CTs and PTs, as well as power transformers.
The ATRT-03 can also calculate the turns-ratio percentage error if the transformers nameplate voltages are
provided. The baseline turns-ratio is calculated using the
nameplate voltages, and the test results are compared
to the baseline turns-ratio. The percentage error is then
calculated from the difference between the baseline and
test turns-ratios.

User Interface
The ATRT-03 features a back-lit LCD screen (20
characters by 4 lines) that is viewable in both
bright sunlight and low-light levels. The test
results screen displays the transformer turnsratio, excitation current, and turns-ratio accuracy. The unit is controlled via a rugged, 16-key,
membrane keypad.

Internal Test Record

Storage
Up to 200 test records can be stored in the
ATRT-03s Flash EEPROM memory. Each test
record may contain up to 99 turns-ratio, excitation current, phase angle, and nameplate voltage readings. Test records can be recalled locally
or transferred to a PC via the RS-232C interface.

Computer Interface

Transformer Test Plans

The ATRT-03 can be computer-controlled via

the RS-232C interface using the supplied PC
software. The Windows-based software can
be used to run a test and to store test results on
a PC. Test results can also be exported to Excel,
PDF, and XML formats for further analysis.

The ATRT-03 can store up to 128 transformer

test-plans in its Flash EEPROM. A test plan is
comprised of the transformer nameplate voltages for each tap setting. The calculated turnsratio based on the nameplate voltages is compared with the measured turns-ratio to derive
the percentage error and Pass/Fail results. By
using a test plan, a transformer can be quickly
tested and turns-ratio Pass/Fail reports can be
reviewed. Test plans can be created with the
included PC software and can be transferred to
the ATRT-03 via the RS-232C interface.

Transformer Load Tap

Changer Control
Voltage regulator or LTC tap positions can
be changed remotely using the optional TapChanger Remote Control Box. This option eliminates the need to manually raise or lower tap
positions from the transformer control panel.

Built-in Thermal Printer

The ATRT-03 features a convenient built-in 4.5inch wide thermal printer that can be used to
print test results.

TRF-250

automatic, 3-phase transformer ratio finder

The TRF-250 is Vanguard's fourth generation transformer turns ratio tester. This latest design provides a higher turns-ratio test voltage of 250Vac, provides a wireless
Bluetooth PC interface, and features a 44-key "QWERTY"-style membrane keyboard.
All these features greatly improve the accuracy of the turns ratio readings, ease of
operation, and reliability.
The TRF-250 determines the turns ratio of the transformer under test using the IEEE
C57.12.90 measurement method. The turns-ratio range is from 0.8 to 50,000 to 1.
Transformer turns ratio, excitation current, and winding polarity are displayed on the
built-in 128 x 64 pixels graphic LCD screen. The TRF-250 can be used as a standalone
unit or can be computer-controlled.

The TRF-250 can automatically detect 130 specific vector groups for different transformer types
defined by ANSI, CEI/IEC, and Australian standards.

Transformer Test Voltages

To prevent an accidental wrong test-lead hook-up (e.g., when the operator reverses H and X leads),
the TRF-250 outputs a low-level test voltage to verify the hook-up condition before applying the full
test voltage to the transformer. Four test voltages (4 Vac, 40 Vac, 100 Vac, 250 Vac) allow the TRF250 to test CTs and PTs, as well as power transformers.

Transformer Load Tap Changer Control

Voltage regulator or LTC tap positions can be changed remotely using the units built-in transformer
load tap changer. This feature eliminates the need to manually raise or lower tap positions from the
transformer control panel.

Optional Built-in Thermal Printer

The TRF-250 offers an optional built-in 4.5-inch wide thermal printer that can be used to print test
results.

User Interface
The TRF-250 features a back-lit LCD screen (128 x 64 pixels) that is viewable in both bright sunlight
and low-light levels. The test results screen displays the transformer turns-ratio, excitation current,

A built-in USB Flash drive interface provides a

convenient method for transferring test plans
and test records to or from a USB Flash drive.
The user can store up to 999 transformer test
plans and test records on a USB Flash drive, and
the supplied PC software can be used to view
the test records.

Up to 112 test records can be stored in the TRF250s Flash EEPROM memory. Each test record
may contain up to 99 turns-ratio, excitation
current, phase angle and nameplate voltage
readings. Test records can be recalled locally or
transferred to a PC via the available interfaces
(Bluetooth, USB port, USB Flash drive port).

Transformer Test Plans

The TRF-250 can store up to 128 transformer test-plans in its
Flash EEPROM. A test-plan is comprised of the transformer
nameplate voltages for each tap setting. The calculated
turns ratio based on the nameplate voltages is compared
with the measured turns-ratio to derive the percentage error and Pass/Fail results. By using a test plan, a transformer
can be quickly tested and turns-ratio Pass/Fail reports can
be reviewed. Test plans can be created with the PC software
and can be transferred to the TRF-250 via the available interfaces (Bluetooth, USB port, USB Flash drive port).

The 250V Test Voltage Advantage

The 250V test voltage provided by the TRF-250 provides more accurate test results when measuring the transformer turns ratios of very large transformers with a
built-in LTC. The three figures below show the turns ratio test results and corresponding percentage error of a 600MVA transformer with an LTC in the Lowest position using 40V, 100V, and 250V test voltages. At the 250V test voltage, the percentage error is less than 0.5% as specified in IEC 60076-1 and IEEE C57.12.00-2006-1
standards.

TRI-PHASE

true 3-phase transformer turns ratio tester

The Tri-Phase is a true three-phase transformer turns-ratio tester designed to conform
to the IEEE C57.12.90 measurement standard. The Tri-Phase generates and outputs a
three-phase excitation test voltage to the three transformer primary windings. The
induced three-phase secondary voltages are sensed, and the transformer turns-ratio
is calculated. The Tri-Phase can measure turns-ratios from 0.8 to 15,000. The threephase turns-ratios, excitation current, and phase angle readings are displayed on the
units LCD screen. Since a three-phase voltage is used to excite the transformer windings, the Tri-Phase can detect and measure turns-ratios of any transformer type, including phase-shifting transformers.

The Tri-Phase can be used as a stand-alone unit

or can be computer-controlled. It can be operated locally using its alpha-numeric keypad
and rotary switch. Information is displayed on a
back-lit LCD screen (128 x 64 pixels) that is viewable in both bright sunlight and low-light levels.
Test reports can be printed in the field on the
units built-in 4.5-inch wide thermal printer.
The Tri-Phase can store up to 112 test records
and 128 test plans in Flash EEPROM. Test records
or test plans can be stored or transferred to and
from a PC via the available interfaces (RS-232C

Transformer Test Voltages

Transformer Test Plans

The Tri-Phase generates three-phase transformer test voltages from a single-phase AC or

DC power source. Three test voltages (8 Vac, 40
Vac, 100 Vac) allow the Tri-Phase to test CTs
and PTs, as well as power transformers.

The Tri-Phase can store up to 128 transformer

test-plans in its Flash EEPROM. A test-plan
is comprised of the transformer nameplate
voltages for each tap setting. The calculated
turns-ratio based on the nameplate voltages is
compared with the measured turns-ratio to derive the percentage error and Pass/Fail results.

CVT-765

capacitor voltage transformer tester

The Vanguard CVT-765 is a microprocessor-based, single phase, automatic,
transformer turns-ratio tester. This portable test unit is specifically designed to
measure the turns-ratios of Capacitor Voltage Transformers (CVTs).
The CVT-765 determines the transformer turns-ratio using the IEEE C57.12.90
measuring method. It uses a 7500Vac excitation voltage source to accurately
measure the turns-ratio of Capacitor Voltage Transformers with a rating of up
to 765KV. The transformer turns-ratio is determined by precisely measuring the
voltages across the unloaded transformer windings.

CVT-765 connections

The CVT-765 can measure the turns-ratios of

Capacitor Voltage Transformers ranging from
75 to 15,000. The measured turns-ratio, winding
polarity, and winding phase angle are displayed
on the units LCD screen.
A transformers nameplate voltages can also be
entered, and the CVT-765 will display the turnsratio percentage error by comparing the test
results with the nameplate voltage values. This
convenient feature eliminates any user calculation errors when testing transformers.

User Interface
The CVT-765 features a back-lit LCD (128 x 64
pixels) screen that is viewable in bright sunlight
and low-light conditions. A rugged 16-key membrane keypad is used to enter test information
and to operate the unit.

Windows-based Transformer Analysis software is provided with each unit. Using this software, the user can retrieve test records from the
CVT-765 via the RS-232C interface or by using a
USB Flash drive, analyze test results, and print
test results on a desktop printer. Test results are
automatically exported to PDF, EXCEL, and XML
formats.

Operating Voltages
The CVT-765 can be operated from 100 120
Vac or 220 240 Vac. The proper voltage can
be set using the voltage selection switch on the
front panel.

EZCT-10

current transformer test set

The EZCT-10 is a microprocessor-based, current-transformer test set. This rugged and
portable test set can perform the current transformer (CT) excitation, CT current-ratio,
and winding polarity tests. Current transformers can be tested in their field-mounted
configuration, eliminating the need to remove bushings or current transformers from
the host equipment.
The EZCT-10 uses a heavy-duty transformer to perform the CT excitation test. It is capable of outputting 50 Vac at 10A and 200 Vac at 10A.

Excitation Test

EZCT-10 connections

The CT excitation test is performed using the

ANSI/IEEE C57.13.1, IEC 60044-1 test method.
The EZCT-10 applies an AC variable test voltage
(up to 1,200 Vac) to the CTs secondary windings. The EZCT-10 records and displays the test
voltage and excitation current applied to the
current transformer during the excitation test.
Once tests are completed, up to 10 excitation
curves and knee-point voltages of the tests can
be plotted on the built-in thermal printer. IEEE30, IEEE-45, ANSI/IEC 60044-1 (10/50) knee
point voltages are also calculated and printed
on the test report.

User Interface
The EZCT-10 features a back-lit LCD screen (4
lines by 20 characters) that is viewable in both
bright sunlight and low-light levels. A rugged,
alpha-numeric, membrane keypad is used to
enter test information and to control the units
functions, and a voltage control knob is used to
control the variable test voltage output. The test
voltage range (50V at 10A, 200V at 10A, 1,200V
at 1.5A) is selected with a switch on the control
panel.

Built-in Thermal Printer

A built-in 4.5-inch wide thermal printer can print
the current transformer test report and plot the
excitation curves.

CT Ratio and Polarity

Tests
The EZCT-10 determines the CT current-ratio
using the ANSI/IEEE C57.12.90 measurement
method. A test voltage is applied on the CTs
X terminals and the induced voltage is measured across the CTs H1 and H2 terminals. The
current-ratio is displayed on the screen and
stored in memory. The current-ratio measuring
range is from 0.8 to 5,000. Winding polarity is
displayed as a + sign (in-phase) or - sign
(out-of-phase) and is annotated with the phase
angle in degrees.

Internal Test Record

Storage
The EZCT-10 can store up to 128 current-transformer test records in Flash EEPROM. Each test
record may contain up to 10 excitation curves,
polarity, and current-ratio test data sets. Test records can be recalled and printed on the built-in
thermal printer.

Computer Interface
The EZCT-10 can be used as a stand-alone unit
or can be computer-controlled via the built-in
RS-232C or USB interfaces. Windows-based
Current Transformer Analysis software is provided with each EZCT-10. This software can be
used to retrieve test records from the EZCT-10
and can also be used to run CT tests from the
PC. Tabulated test records can be exported in
PDF, Excel, and XML formats for further analysis.

EZCT-2000C Plus
current transformer test set

The EZCT-2000C Plus is Vanguards third-generation microprocessor-based current

transformer test set. Designed specifically for CT testing, the EZCT-2000C Plus has
the following outstanding features that can greatly increase productivity and save time
during the commissioning stage:
Performs CT excitation, current-ratio, polarity, and phase angle tests
Measures insulation resistance and winding resistance of the CT secondary windings
Measures the CTs load burden
Standalone or computer-controlled via USB or Bluetooth wireless interface
The EZCT-2000C Plus test leads can be connected to all the CT output terminals,
and the complete CT test can be performed automatically without any operator
intervention.

Excitation Test
EZCT-2000C Plus connections

The CT excitation test is performed using the

ANSI/IEEE C57.13.1 test method. Test voltage
ranges from 50, 300, 500,1200 and 2000 Vac
can be selected for the excitation test. The test
voltage is raised and lowered automatically by
the EZCT-2000C Plus. The excitation test voltage and current data is collected and stored in
the unit's internal memory. Knee point voltages
(ANSI 10/50, IEC 60044, IEEE-30, IEEE-45) are
calculated and printed on the test report. All of
the test leads can be connected to the CT output
terminals (X1, X2, X3, X4 and X5), and there is
no lead switching required during testing. This
convenient arrangement allows for testing any
of the 10 possible combinations of X1 to X5. Up
to 10 excitation tests can be stored in one record. Once the test is completed, the test report
and CT excitation curves can be printed on the
built-in thermal printer.

CT Winding Insulation
Resistance Test Feature
The EZCT-2000C Plus offers an IR test feature
that can also measure the insulation resistance
of the CTs secondary winding using a test voltage up to 1000 Vdc. The DC winding resistance
reading range is from 2 to 500 Mega-ohms. The
insulation resistance test results are displayed
and printed on the report.

Ratio and Polarity Tests

The EZCT-2000C Plus automatically demagnetizes the CT under test when performing an
excitation test.

The CT current-ratio is determined using the

ANSI/IEEE C57.12.90 measurement method. A
test voltage is applied on any two terminals (X1
to X5) of the CT, and the induced voltage is measured through the H1 and H2 terminals of the CT.
The CT current-ratio is displayed and also stored
in memory. The current-ratio is measured from
0.8 to 5,000. The CT winding polarity is displayed as a + sign (in-phase) or a - sign (outof-phase) and is annotated with the phase angle
in degrees. The CT current ratio error and phase
displacement is also calculated based on the CT
burden (or rated power) and rated current.

The EZCT-2000C Plus can measure the DC

resistance of transformer windings from 100
micro-ohms to 10 ohms.

The EZCT-2000C Plus can measure the CTs actual connected burden by injecting a 1A or 5A
test current into the load. The CT burden measurements (Voltage, current, Cos , and burden
impedance) are displayed on the screen and
printed on the test report. This important test
verifies the actual CT measured burden before
putting the CT in service, thus avoiding any potential configuration conflicts.

AUTO-OHM 200 S3
true DC micro-ohmmeter

The Auto-Ohm-200 S3 is Vanguards fourth generation, microprocessor-based, true

DC micro-ohmmeter. It is designed for testing EHV circuit-breaker contact resistances,
bushing contact joints, welding joints, or for any low-resistance measuring application.
This high current and very lightweight (16.8 lbs/ 7.6 Kg) micro-ohmmeter is designed
to meet the IEEE C57.09-1999 (5.15) requirement for testing circuit breaker contact resistance.
The Auto-Ohm-200 S3 can accurately measure resistance values from 1 micro-ohm
to 5 ohms. A 0.1 micro-ohm resolution is possible with current greater than 5A. The
Auto-Ohm-200 S3 applies a selectable true DC test current from 1A to 200A to the
resistance load to be tested.
The Auto-Ohm-200 S3 controls the test currents rise and fall rates. The test current rise
and fall rate can be selected from 5 seconds to
30 seconds. An Auto Test mode is also available and can be initiated simply by applying
the sense cables leads across the two points of
interest in the current path. This feature is very
convenient when measuring a sequence of several resistance values in a circuit breaker contact.
The Auto-Ohm 200 S3 can also compare test
results against preset limits and determine if a
test passed or failed, and a Pass or Fail flag is
displayed accordingly.
Since a true DC current (with controlled rise/
fall time) is passed through the circuit breaker
contact, no magnetic transient is induced into
the breakers current transformers. This feature
greatly reduces the risk of inductively tripping a
breaker control (bus differential relay).

Dual Ground Option

Test Record Storage

With the Dual Ground option, the AutoOhm-200 S3 can also measure the circuit
breaker contact resistance with both sides of
the breaker bushing being grounded. When a
test current is applied to a circuit breaker with
both sides grounded, some of the test current
flows through the safety ground cables. Using
an external current sensor, the Auto-Ohm-200
S3 measures and eliminates this current from
the total test current. The Auto-Ohm then calculates the actual resistance value of the circuit
breaker.

The Auto-Ohm 200 S3 can store 128 records of

64 readings internally, and up to 999 test records on an external USB Flash drive. Test header information (Company, Substation, circuit
breaker IDs) can also be entered using the 44key keypad and is stored with each test record.

User Interface
The Auto-Ohm-200 S3 features a back-lit (128
x 64 pixels) LCD screen that is viewable in both
direct sunlight and low-light levels. The resistance readings are displayed on the LCD screen
in micro-ohms or milliohms. The unit is operated
via a convenient 44-key QWERTY keypad on
the front panel.

WRM-10P

lightweight winding resistance meter

The WRM-10P is designed to accurately measure the winding resistance of
highly inductive power transformers. The units dual resistance-reading input
channels can measure two winding resistances simultaneously, and four-wire
(Kelvin) connections provide high accuracy and require no lead compensation.
The WRM-10P provides stable resistance readings of very large transformers by
utilizing a 36Vdc power supply capable of outputting up to 10 Amperes. The resistance reading of a 100MVA transformer can be achieved in 5 minutes or less.
The units power supply is cooled by heavy-duty fans designed for continuous
operation. For greater flexibility in the field, the WRM-10P comes with a built-in
2.5-inch wide thermalprinter used for printing test reports.

Since the WRM-10P can accurately measure

resistances ranging from 1 micro-ohm to 2,000
ohms, it can also be used to measure EHV circuitbreaker contact resistance, motor winding resistance, or any low resistance. If the transformer
winding temperature is entered, the WRM-10P
can calculate the equivalent resistance value of
the winding material (aluminum or copper) at
any standard reference temperature. Also, a special test mode can run a test for up to 45 minutes
while saving resistance readings at one-minute
intervals. In addition to measuring the resistance
value, the WRM-10P also checks the make-before-break tap-switching sequences of voltage
regulators and load tap changers.
The WRM-10P can store test results in Flash EEPROM. Test results can be printed on the built-in
2.5-inch wide thermal printer or can be transferred to a PC via the RS-232C interface port.
The WRM-10P is furnished with three 50-foot
test cables. Each test cable lead is terminated
with a quick-disconnect test clip.

Built-in Safety Features

User Interface

At the end of each test, the WRM-10P automatically dissipates the stored energy in the transformer. This discharge circuit will continue to
work even if the supply voltage is lost. For added
safety, the units power supply is thermally protected from over-load damage.

The WRM-10P features a back-lit LCD screen

(20 characters by 4 lines) that is viewable in
both bright sunlight and low-light levels. A rugged, alpha-numeric, membrane keypad is used
to control the unit.

Internal Test Record

Storage

The WRM-10P features a built-in 2.5" wide thermal printer that can be used to print test reports
in the field.

The WRM-10P can store 63 test records (up to

48 readings per test record) in Flash EEPROM.
Test records can be retrieved and printed on the
built-in thermal printer or can be transferred to
a PC via the RS-232C interface port. Windows
-based software is provided with each WRM10P that can be used to retrieve test records
from the WRM-10P and can also be used to export records in Microsoft Excel format.

TRM-20/TRM-40
transformer resistance meters

The TRM-20 and TRM-40 are Vanguard Instruments third generation transformer
winding resistance meters. The TRM line is designed specifically to measure DC
resistance values of transformer windings, rotating machine windings, or any dc
resistance of an inductive device.
The TRM line features dual resistance-reading input channels that can measure two
winding resistances simultaneously (primary and secondary windings of a transformer).
Both the TRM-20 and TRM-40 can provide a fast and stable reading of very large
transformers by utilizing a 60Vdc power supply. The TRM-20 is capable of outputting a selectable test current from 1A to 20A while the TRM-40s test current is
selectable from 1A to 40A.
Since the TRM-20 and TRM-40 can accurately measure
resistance values from 1 micro-ohm to 500 Ohms (up
to 2,000 Ohms for the TRM-20), they can be used as
micro-ohm meters to measure EHV circuit breaker contact resistance, or for any low resistance measuring application.
If the transformer winding resistance temperature is
available at the time of testing, the TRM can calculate
the equivalent resistance value at any temperature
value. This useful feature allows the user to compare the
field readings against the factory test resistance values.
A special test mode allows the TRM to collect data automatically for up to 90 minutes (at 60-second sampling
interval) or 45 minutes (at 30 second sampling interval).
Test data is recorded with a time stamp.
All test results can be printed on a 2.5 wide thermal
printer. Test record header information including the
company, substation name, transformer information can
also be entered using the 16-key key pad.
The TRM-20 and TRM-40 can automatically demagnetize the inductive device under test, eliminating the
manual task of demagnetizing the transformer core after
a resistance test.
The TRM can also be computer-controlled via the unit's
RS-232C, USB, or Bluetooth interface.

The TRM also has a make-before-break

test mode that can be used to test the load
tap changer (LTC) or voltage regulator test
sequence. The TRM produces a Dynamic-Resistance graph of the LTC or voltage regulator
contact under operation. An opened contact can
be detected visually from this resistance chart.
The TRMs built-in LTC/Voltage regulator can be
used to change the LTC/Voltage regulator tap
position from the TRM front panel.

name, transformer information, and operator information can also be entered using the rugged,
44key QWERTY-style membrane keypad.
The TRM-203/403 can automatically demagnetize the inductive device under test, eliminating
the manual task of demagnetizing the transformer core after a resistance test.
The TRM-203/403 also has a make-beforebreak test mode that can be used to test the
Load Tap Changer (LTC) or Voltage Regulator
contact test sequence. The TRM-203/403 produces a Dynamic-Resistance graph of the LTC
or Voltage regulator contact under operation. An
opened contact can be detected visually from
this resistance chart.
The TRMs built-in LTC/Voltage regulator can be
used to conveniently change the LTC/voltage
regulator tap position from the TRM-203/403
front panel.

CBCT

programmable DC power supply

The Vanguard Circuit Breaker Coil Tester (CBCT) is a variable voltage DC power
supply designed specifically to test substation circuit-breaker Open and Close
coils. The CBCT uses the substations DC power supply to electronically generate a programmable output voltage from 5% to 95% of the source voltage. The
CBCT can maintain up to an 80A test current while maintaining 2% or better
voltage regulation during the circuit breaker coil operation. The CBCT provides
a safe and convenient method for testing minimum operating voltages of Open
and Close coils.

The CBCT provides one pulse and one continuous DC

output. The units builtin short-circuit protection feature protects the coil under test if the current exceeds
80 amperes or if the current drawing duration is more
than 500 milliseconds. A general purpose single channel
timer is also available for checking circuit breaker operating time or for any other timing application.

Input Voltage
The CBCTs input voltage range is from 20 to 300 Vdc.
The input circuit is also protected from a reversed polarity connection.

Output Voltage

CBCT Status Display

The output voltage is programmable from 5% to

95% of the input voltage and is set using the dial
on the front panel. Output voltage regulation is
better than 2% under load. Two DC outputs (one
continuous and one pulse) are available on the
CBCT. Both outputs are capable of sourcing up
to 80 amperes. These outputs are protected
against short-circuit conditions and will not
exceed 80 amperes or a duration of 500 milliseconds.

The CBCT features a back-lit LCD screen (20

characters by 4 lines) that is viewable in both
bright sunlight and low-light levels. The input
and output voltages are displayed on the screen
during testing. If a power supply fault condition
occurs, a red FAULT LED light is illuminated on
the front panel and a corresponding message is
displayed on the LCD screen.

The built-in, single channel timer can be used

to verify circuit-breaker timing parameters or
for any timing application. The timing range is
from 0.000 to 999.000 seconds with an accuracy of 0.1 milli-seconds. The timing results are
displayed in both milli-seconds and cycles. The
timer can be started by circuitbreaker coil initiation or can be triggered by the dry or wet contact input. The timer can be stopped by either
the dry or wet contact input.

MCCB-250
molded case circuit breaker tester
The MCCB-250 is a programmable, high-current source designed specifically
for testing molded-case circuit breakers as well as thermal, magnetic, or solidstate overload motor-protection relays.

MCCB-250 connections

Built-in Timer

Current Source

The MCCB-250s built-in timer can test the

time-delay characteristics of protection relays and molded-case circuit breakers. Once
the test is initiated, the current source and the
timer are automatically turned on at the next
zero-crossing point of the AC. The timer stops
when the MCCB-250 input detects a change
in the dry contact or voltage input, or detects
the removal of the test current. The test results are then displayed in milliseconds and
fractions of cycle(s) on the units back-lit LCD
screen (20 characters by 4 lines).

The MCCB-250 has 4 current-source outputs

(5 A @ 120 Vac, 25 A @ 24 Vac, 120 A @ 6
Vac, 250 A @ 3 Vac) that conduct the test
current through the high-impedance load circuits. Each current source can tolerate shortduration over-loads up to 4 times the rated
current (1000 A max). This feature is used
for testing the instantaneous trip element of
molded-case circuit breakers. When using
this feature, the selected test current is displayed on the LCD screen. When the MCCB250 is used as a current source, the currentflow time (the current-on period) is displayed
on the LCD screen.

External Current Input

The MCCB-250 also provides an external current input (0 10 A). Both internal and external current source readings can be viewed at
the same time.

CT-3500 S2
digital circuit breaker analyzer

The CT-3500 S2 is Vanguards second generation, stand-alone, digital, microprocessorcontrolled, circuit-breaker timer. It measures the elapsed time from the instant a
breaker coil is energized to the instant of opening or closing of a circuit-breakers dry
contacts. In addition to timing a breakers contact response time, the CT-3500 S2 can
also time relays or other switching functions that use an initiating trigger voltage (30300 Volts DC or AC). The timer-triggering voltage starts three independent electronic
timers. Each timer is individually stopped by its respective dry-contact closing or opening. The CT-3500 can fully analyze the timing of all circuit breaker operations (Open,
Close, Open Close, and Close Open). Timing results are displayed in milli-seconds
and cycles on the units back-lit LCD screen and can be printed on the built-in 2.5-inch
wide thermal printer.

DIGITMR S2
digital circuit breaker analyzer

The Vanguard DIGITMR S2 is an inexpensive, easy to use digital circuit breaker

analyzer. The DIGITMR S2 can be operated stand-alone or can be computercontrolled. It can fully analyze a circuit-breakers performance by testing the
contact time, stroke, velocity, over-travel, and contact wipe. Contact and motion analysis can be performed for all breaker contact operations (Open, Close,
Open Close, Close Open, and Open Close Open). Timing results are recorded and displayed on the 240 x 128 pixels back-lit LCD screen and can also
be printed on the built-in 4.5" wide thermal printer.

On-line Timing Mode

Diagnostic Capabilities

In addition to the conventional off-line timing mode,

the DIGITMR S2 also offers an optional on-line timing mode. In this mode, the DIGITMR S2 captures the
breakers trip or close time, the trip/close coil current
fingerprint, and the battery supply voltage while the
breaker is still in service. The trip/close time is derived
from the time of trip, or close coil initiation, to the breakers bushing current breaker-make as detected by an AC
clamp-on current sensing probe.
The on-line timing mode can detect a breakers operating conditions with little or no down time. In this
mode, the first trip operation time of the breaker is captured. If a breaker has been in service for a long period
of time and sitting in close position, the first trip time of
the breaker may be slow possibly due to a sticky mechanism. The on-line mode is very useful in such cases
because traditional breaker timing may not detect this
condition since several operations may have occurred
before the first timing test is conducted.

The DIGITMR S2 can perform diagnostics on

its internal electronics. Diagnostics can be performed to verify contact cable connections and
to test the travel transducer's electronics.

Open/Close Coil Current

Monitoring
A built-in Hall-Effect current sensor records the
circuit breakers operating coil current amplitude and duration. The circuit breakers operating-coil waveforms (effectively, a performance
fingerprint or current profile) can be used as
a diagnostic tool for analyzing a circuit breakers
performance.

Internal Test Record and

Test Plan Storage
The DIGITMR S2 can store up to 200 test records and 100 circuit breaker test plans in Flash
EEPROM. A test plan comprises of all circuit
breaker performance specifications (Stroke, Velocity, and Contact Time). When a test plan is
used, the DIGITMR S2 compares the test results
for the circuit breaker against its performance to
generate a Pass/Fail report.
Test plans are generated using the included
Windows-based Circuit Breaker Analysis application. Test plans can be transferred to the
DIGITMR S2 via the USB or optional Bluetooth
interface, or by using an external USB Flash
drive. Up to 999 test records and 999 test plans
can be stored on an external USB Flash drive.

DIGITMR S2 PC
digital circuit breaker analyzer

The Vanguard DIGITMR S2 PC is an inexpensive, easy to use digital circuit breaker analyzer that is designed to be used with a PC. This inexpensive analyzer offers the most cost-effective method for testing circuit breakers. It can fully analyze a circuit-breakers performance by testing the contact time, stroke, velocity,
over-travel, and contact wipe. Contact-motion analysis can be performed for all
breaker contact operations (Open, Close, Open Close, Close Open, and Open
Close Open). The DIGITMR S2 PC offers three dry-contact channels (for timing circuit breaker main and insertion resistor contacts), one digital transducer
channel (to monitor CB contact motion), and two voltage monitoring channels.
CB Analysis Software

On-line Timing Mode

Option
An optional on-line timing mode is available for
the DIGITMR S2 PC. In this mode, the DIGITMR S2
PC captures the breakers trip or close time, the trip/
close coil current fingerprint, and the battery supply voltage while the breaker is still in service. The
trip/close time is derived from the time of trip, or
close coil initiation, to the breakers bushing current
breaker-make as detected by an AC clamp-on current
sensing probe.
The on-line timing mode can detect a breakers
operating conditions with little or no down time. In
this mode, the first trip operation time of the breaker
is captured. If a breaker has been in service for a long
period of time and sitting in close position, the first
trip time of the breaker may be slow possibly due to
a sticky mechanism. The on-line mode is very useful in such cases because traditional breaker timing
may not detect this condition since several operations may have occurred before the first timing test
is conducted.

The DIGITMR S2 PC comes with the

Windows-based Vanguard Circuit Breaker
Analyzer Series 2 (VCBA S2) software. This
software is used to perform circuit breaker
timing tests from the PC and to create test
plans for specific circuit breakers.
A test plan comprises of all circuit breaker
performance specifications (Stroke, Velocity,
and Contact Time). When a test plan is used
to perform a test, the DIGITMR S2 PC compares the test results with the circuit breaker's
performance defined in the test plan to generate a Pass/Fail report.

Open/Close Coil Current

Monitoring
A built-in Hall-Effect current sensor records
the circuit breakers operating coil current
amplitude and duration. The circuit breakers
operating-coil waveforms (effectively, a performance fingerprint or current profile)
can be used as a diagnostic tool for analyzing
a circuit breakers performance.

CT-8000 S3
digital circuit breaker analyzer

The CT-8000 S3 is Vanguard's fourth generation EHV circuit breaker analyzer. The CT-8000 S3
is available with 3 (part number 9103-UC) or 6 contact timing channels (part number 9104UC). The CT-8000 S3 can fully analyze a circuit breaker's performance by measuring the main
contact and resistor contact time, stroke, velocity, over-travel, bounce back and contact wipes.
Also, an outstanding feature of the CT-8000 S3 is the ability to perform dynamic resistance
tests on circuit breaker contacts.

Dynamic Contact Resistance

Breaker Stroke and Velocity

Breaker Initiate Features

The CT-8000 S3 can perform dynamic-resistance tests

using a 200-ampere, built-in, DC power supply. One
channel is available for performing a dynamic contact
resistance test. The resistance measuring range is from 1
micro-ohm to 1,999 micro-ohms. The resistance chart can
be used to analyze the circuit-breaker contact condition
during the CB operation. This important feature can help
detect circuit-breaker contact erosion or other contact
problems that cannot be detected in static resistance
tests. The CT-8000 S3 can also be used as a 200-ampere
micro-ohmmeter to test circuit-breaker contact resistance
and bus connections, or can be used for other applications
where a low-resistance measurement is required.

Three dedicated digital travel transducer channels are available on the CT-8000 S3 for measuring circuit-breaker contact stroke, velocity,
over-travel, and bounce back. With the use of
the Vanguard digital travel transducers, neither
calibration nor setting is required. Circuit breaker
contact velocity is calculated based on contacts
travel distance over a period of time. Special formulas to calculate velocity is also accommodated
by the CT-8000 S3. Special feature is also available to Slow-Close test the circuit breaker and
obtain a test result report.

A built-in solid-state initiate device is used to operate a breaker from the CT-8000 S3. Operational
modes include OPEN, CLOSE, OPEN-CLOSE,
CLOSE-OPEN, and OPEN-CLOSE-OPEN. Multiple
operation like OPEN-CLOSE, CLOSE-OPEN, and
OPEN-CLOSE-OPEN can be initiated by using a
programmable delay time (in milliseconds) or by
sensing a specific breaker contact condition.

Contact Timing Input Channels

The CT-8000 S3's dry contact timing channels (up to 6
channels) are used to time the circuit breaker main contacts. Each main contact timing channel is capable of
detecting the main contact and insertion resistor contact
time. Timing results are displayed in milliseconds and
cycles. The CT-8000 S3's timing window is selectable
between 1 second, 10 seconds, and 20 seconds.

Resistor Type
Transducer Inputs
The CT-8000 S3 offers 3 resistor type transducer input
channels. These input channels are used to interface
with any resistor-type transducers to monitor the circuit
breaker motion. Transducer resistance ranges from 200
Ohms to 10K Ohms.

Voltage Monitoring
Channels
The CT-8000 S3 features three voltage monitoring input channels (V1, V2, and V3). The V1
voltage channel is dedicated to monitoring the
substation DC supply or coil voltage (0-255 V, DC
or peak AC). The nominal and minimum DC supply voltage levels are recorded and printed on the
tabulated report. An analog waveform showing
the DC power supply is plotted on the graphical
report. The two digital voltage input channels,
V2 and V3, are dedicated to monitoring voltage
on/off status presence or absence of the circuit
breaker auxiliary switches. Digital waveforms
showing V2 and V3 activity are plotted on the
graphical report. Three timing events of the V2
and V3 activities are recorded and printed on the
tabulated report.

OPEN/CLOSE Coil Current

Monitoring
One built-in, hall-effect sensor records the OPEN/
CLOSE coil current amplitude and waveform. The
circuit breakers coil current waveform, effectively, a coil performance fingerprint or current
profile, can be used as a diagnostic tool for analyzing the circuit breakers performance.

Computer Interface
The CT-8000 S3 can be computer-controlled
via the USB or optional Bluetooth interface.
Windows-based Circuit Breaker Analysis
Software is provided with each unit. Using this
software, circuit breakers can be timed from the
PC. Test records can be retrieved from the CT8000 S3 and then stored on the PC for future
analysis and report generation. Circuit breaker
test plans can also be created on the PC and
transferred to the CT-8000 S3. Additionally, test
records can be automatically exported in Excel,
PDF, and XML formats.

Diagnostic Capabilities

The CT-8000 S3's built-in 4.5" wide thermal

printer can print the breaker contact analysis results in both tabular and graphic formats.

The CT-8000 S3 can perform diagnostics on its internal electronics. Diagnostics can be performed to verify
contact cable connections and to test the travel transducers electronics.

User Interface
The CT-8000 S3 features a back-lit graphic LCD
screen (240 x 128 pixels) that is viewable in direct sunlight and low-light levels. A rugged 44key "QWERTY"-style membrane keypad is used
to control the unit and input information.

Internal Test Record and

Test Plan Storage
The CT-8000 S3 uses Flash memory to store up
to 200 test records internally. Test records can
be recalled and printed on the unit's built-in 4.5"
wide thermal printer. Test records can also be
transferred to a USB Flash drive or exported to a
PC via the USB port or Bluetooth (optional) with
the included Windows-based software.
Up to 100 circuit breaker test plans can be stored
in the CT-8000 S3's Flash memory. A test plan
is comprised of all circuit breaker performance
specifications (contact time, stroke, velocity,
etc.). When a test plan is used with a timing test,
a Pass/Fail report is generated by comparing the
actual performance with the specifications in the
stored test plan. Test plans can be transferred to
the CT-8000 S3 from a USB Flash drive, or from a
PC via the USB port or Bluetooth (optional).

Optional Features
On-line Timing Mode
In addition to the conventional off-line timing mode, the CT-8000 S3 also offers an
optional three-phase on-line timing mode. In this mode, the CT-8000 S3 captures
the breakers trip or close time, the trip/close coil current fingerprint, and the battery
supply voltage while the breaker is still in service. The trip/close time is derived from
the time of trip, or close coil initiation, to the breakers bushing current breaker-make as
online timing probes detected by a AC clamp-on current sensing probes. Trip/Close current waveforms are
part no 9103-OT
also captured by an external clamp-on DC current probe.
The on-line timing mode can detect a breakers operating conditions with little or no
down time. In this mode, the first trip operation time of the breaker is captured. If a breaker has been in service
for a long period of time and sitting in close position, the first trip time of the breaker may be slow possibly due
to a sticky mechanism. The on-line mode is very useful in such cases because traditional breaker timing may
not detect this condition since several operations may have occurred before the first timing test is conducted.

Dual Ground Testing Mode

With the optional dual ground testing mode, the CT-8000 S3 can measure a CB contact
time with ground being applied to both sides of the bushings. The clamp-on probe is
connected to one side of the CB safety ground straps, and an AC signal is coupled to this
strap. A sensor on the probe will detect a change in the induced AC signal when the CB
contact is opened or closed.

insulation resistance meter
The IRM-5000P is a microprocessor-based, high-voltage, insulation-test ohmmeter. The rugged and portable IRM-5000P is ideal for use in electric utility
substations and for industrial applications. This sophisticated insulation tester
uses a dual-microprocessor design. One microprocessor is dedicated to the
control of the power supply and measuring circuitry, while the second is dedicated to the user interfaces and printer control. To ensure operator safety, the
microprocessors communicate via an optical link, thus isolating the operator
controls from the dangerous high test voltages inside the unit.

portable relay test set

The RFD-200 S3 is a portable relay test set that delivers performance

verification testing of electromechanical, electronic, and microprocessorbased protective relays in their operating installations. The RFD-200 S3
is a rugged test set suitable for testing a variety of protection relays operated in both indoor and outdoor environments. The units ergonomic
design and intuitive control panel layout make it ideal for first-time users
who have little or no training.
Built-in Digital Timer

AC Voltage Source

Ampere Meters

The RFD-200 S3s digital timer features independent

start and stop trigger inputs designed to measure the
time between event transitions and to display the
elapsed time in both milli-seconds and cycles. The RFD200 S3s timer has three different trigger inputs Internal Trigger, Dry-Contact, or Wet-Contact. The Internal
Trigger can start or stop the timer by sensing the application or removal of the units voltage or current source.
The Dry-Contact can trigger the timer by detecting a
change in state of the dry-contact input. Similarly, the
Wet-Contact can trigger the timer by detecting a change
in state of the voltage input. Thus, the three inputs can
trigger the timer by the presence or removal of the units
voltage or current source or by changes in voltage or
current states.

An AC voltage source is available for testing relays up to 250 Vac. The AC voltage source output can be programmed to synchronize with the
RFD 200 S3s timer.

The test current is displayed on the units backlit LCD screen that is viewable in both bright
sunlight and low-light levels. The current measuring range is from 0.00 to 250 A. A second
ampere meter is also available and can be used
to read an external current input. The external
current input is rated at 6 A max and is protected by a circuit-breaker.

DC Voltage Source
A 0 300 Vdc voltage source is also available.
The DC voltage source can also be programmed
to synchronize with the RFD-200 S3s timer.

Volt Meter
One volt meter input (0 to 600 V input range) is
available on the RFD-200 S3.

The RFD-200 S3 provides three power supplies

(24 Vdc, 48 Vdc and 124 Vdc) for powering solidstate or microprocessor-based relays.

An AC current source with three outputs (10A, 40A,

and 100A) provides test current to relays. The current
source output can be programmed to synchronize with
the RFD-200 S3s timer. After a test is completed, the
test current reading is latched and displayed on the LCD
screen. This feature reduces the possibility of overheating the relay coils.

The RFD-200 S3 features built-in power resistors for fine current adjustment.

PCI-600
portable relay test set

The PCI-600 is a programmable AC high-current source designed specifically

for utility-substation applications. This device is well suited for primary injection
testing of protective relays. This versatile device can also be used for testing
thermal, magnetic, and solid-state motor-protection relays and molded-case
circuit-breakers, as well as any application that requires a high-current source.

PCI-600 connections

Built-in Timer

Current Source

The PCI-600s built-in timer can test the timedelay characteristics of protection relays and
molded-case circuit-breakers. Once the test
is initiated, the current source and the timer
are automatically turned on at the next zerocrossing point of the AC. The timer stops when
the PCI-600 input detects a change in the dry
contact or voltage input, or detects the removal
of the test current. The test results are then
displayed in milli-seconds and fractions of a
cycle(s) on the units back-lit LCD screen (20
characters by 4 lines).

Test currents, ranging from 10 to 600 amperes,

can be set by using the rotary dial knob on the
control panel. The test current is then measured,
and the results are displayed on the LCD screen.
When the PCI-600 is used as a current source,
the current-on time (duration of current flow) is
displayed on the LCD screen.

External Current Input

The PCI-600 also has an external-current input (0 10 A). Both the internal current source
amplitude and the external current source measurement readings can be viewed at the same
time.

series of circuitbreaker test equipment. Since its beginning, VICs
product line has expanded to include microcomputer-based, precision
micro-ohmmeters, single and three phase transformer winding turnsratio testers, transformer winding-resistance meters, mega-ohm
resistance meters, and a variety of other electrical utility maintenance
support products.
VICs performance-oriented products are well suited for the utility
industry. They are rugged, reliable, accurate, user friendly, and
most are computer controlled. Computer control, with innovative
programming, provides many automated testing functions. VICs
instruments eliminate tedious and time-consuming operations, while
providing fast, complex, test-result calculations. Errors are reduced
and the need to memorize long sequences of procedural steps is
eliminated. Every VIC instrument is competitively priced and is
covered by a liberal warranty.
