PREFACE
Increasing urbanization is emerging as the most pervasive and dominant challenge
facing our country, today. Urban population in India has grown from 78.9 million in
1961 to 286 million in 2001 and is estimated to be doubled in the next 25 years. Cities
and towns are centres of economies, investments, technology, innovations, economic
growth and tertiary jobs. They are also the hope of millions of migrants from the rural
hinterlands and settlements. With growth of the service sector and subsequent rise in
migration of rural folks in search of jobs and better opportunities, the population
pressure on cities is escalating at a unsustainable and alarming rate.
An estimated 25% of urban population (810 Lacs in 2001) still subsists on income that
is below the poverty line. Eighty percent of their meagre earning goes towards meeting
the basic human needs, leaving very little for meeting the cost of living in an
increasingly monetized society. Most of them live in slums and squatters settlements in
inhuman conditions which deny them dignity, shelter, security and the right to the basic
amenities. Urbanization is accompanied by sustained population growth due to large
scale from rural areas to urban centres leads to mushrooming slums in all the cities and
towns of India.
NSSO has adopted the following definition of slums: A slum is a compact settlement
with a collection of poorly built tenements, mostly of temporary nature, crowded
together usually with inadequate sanitary and drinking water facilities in unhygienic
conditions.
As per the definition of the Dr. Pronab Sen Committee Report on Slum Statistics/
Census, A slum is a compact settlement of at least 20 households with a collection of
poorly built tenements, mostly of temporary nature, crowded together usually with
inadequate sanitary and drinking water facilities in unhygienic conditions
With the relentless growth of urban population and difficult economic environment for
the poor, the housing problem will further worsen unless strong measure are taken to
ameliorate the living conditions of vast majority of vulnerable section of the society. For
the consideration of social and economic growth, and constitutional mandates it is
necessary to break away from past trends and practices and to take decisive action for
inclusive urban development.
Over the years, several programmes have been launched by the Government to
eradicate the problem of housing for the poor, such as IHSDP, BSUP, RAY. JnNURM with
its separate sub-mission on the urban poor comprising the Basic Services for Urban

Poor (BSUP) and the Integrated Housing and Slum Development Programme (IHSDP)
has been successful in achieving the overarching aim of focusing State attention on the
problems of inequity in urban areas, and drawing budgetary resources to the welfare of
the urban poor. Among these, Rajiv Awas Yojana (RAY) has emerged as a milestone.
The main focus of RAY is an integrated approach aimed at bringing within the formal
system those who are forced to live in extra-formal spaces and in denial of right to
services and amenities available to those with legal title to city spaces, and at
correcting the deficiencies of the formal system of urban development and town
planning that have failed to create conditions of inclusiveness and equity; so that,
henceforth, new urban families, whether by way of migration or natural growth of
population, have recourse to housing with municipal services, and are not forced to
create encroachments and slums and live extralegal lives in conditions of deprivation of
rights and amenities.
Under RAY, a whole city, all slums approach is adopted, rather than a piecemeal,
isolated approach, to ensure that all slums within a city, whether notified or nonnotified, in small clusters or large, whether on lands belonging to State/ Central
Government, Urban Local Bodies, public undertakings of State/ Central Government,
any other public agency and private land, are covered; a holistic assessment is made of
the size and scope involved; and available land is put to the best use by designing slum
specific solutions and negotiating the best possible utilization of the land.
In each slum, an integrated approach is taken, with provision of infrastructure, basic
civic and social amenities and decent housing, with attention to planning the layout,
total sanitation (with provision of individual toilets and water supply to each household)
and provision of adequate green spaces as per town planning norms.

OBSERVATIONS:

As indicated, the land use of the proposed sites is under the process of conversion from
hilly area to residential. The exact status in this regard needs to be clarified.

DPR duly signed by competent administrative and technical authority at SLNA and ULB
level needs to be submitted.

Proper Justification for number of houses i.e 2016 rental houses needs to be furnished. The
criteria for selection of beneficiaries need to be clearly established.

The cost index of 12.84% has been taken over RUIDP SOR 2011. The necessary govt order

50%:50%, within the ceiling cost of Rs 5 lakhs per DU.

Annexure I
Project Brief
Jodhpur has been chosen as one of the towns for development of Rental housing scheme under
RAY. These proposed sites are located in Ward No. 1 within Jodhpur Municipal Corporation. Total
area of the project is 4.60 Ha. Total DUs to be developed are 1008 in number. Each Dwelling unit
has a carpet area of 25.11 Sqm and Built up area of 35.37 Sqm. Each dwelling Unit has one
bedroom, one living room, one kitchen, one w.c. and a bath. All the required physical
infrastructure components such as water supply, sewerage, drainage, roads, electricity as well as
social infrastructure components such as Green spaces, Anganwadi, primary school and
Livelihood-cum-Community centre have been proposed. The total cost of the project is Rs.
5738.62 Lacs. For this project, the cost for housing is Rs 4408.29 Lacs (Without Contingencies)/ Rs.
4584.62 Lacs (with contingencies) and cost for infrastructure is Rs 846.87 Lacs (without
contingencies)/ Rs. 880.74 Lacs (with contingencies). The total project duration is 18 months.

ABSTRACT
India has shown significant growth in population since independence and has been
growing at a much faster rate since last few decades.

1951 to 31.16 percent in 2011.

The growing population has been attributed to natural increase as well as large scale
migration of the people for work education, quality of life, services, etc. With limited
employment opportunities and sources of income generation, equitable distribution of
resources and services has been an issue for quite a long time. Thus in the past three
decades (1973-2004), the numbers of the urban poor have risen by 34.4 percent and
the shares of the urban poor in the total from 18.7 percent in 1973 to 26.8 percent in
2004-05.This has resulted in growth of informal settlements or slums.
According to Census 2001, the total slum population was 42.6 million, forming 15
percent of the countrys total urban population. Formation of slums is an urban
phenomenon confined to big cities and towns. 41.6 percent of the total slum population
resides in cities with population over a million (Census 2001). Informal settlements
occupy one-third of the city spaces: 34.5 percent of the population of Mumbai, Delhi,
Kolkata, and Chennai live in slum settlements.
These settlements are marked by people with low income level (mostly BPL) with most
of their earnings spent on food, energy and shelter, living in an environment in which
crime, ill-health and disease frequently raise demands that draw them deeper into
vulnerability and poverty.
Thus, urban population growth areas and the accompanying challenges demand
concerted policy attention. Few approaches to address urban poverty alleviations are
Swarna Jayanti Shahari Rozgar Yojana (SJSRY), Jawaharlal Nehru National Urban
Renewal Mission (BSUP & IHSDP) and the most recent Rajiv Awas Yojana (RAY).
1.2
PROJECT BACKGROUND
Rajiv Awas Yojana envisages a Slum-free India with inclusive and equitable cities in
which every citizen has access to basic civic and social services and decent shelter. It

aims to achieve this vision by encouraging States/ Union Territories to tackle the
problem of slums in a definitive manner, by a multi-pronged approach focusing on:
a. Bringing all existing slums, notified or non-notified, within the formal system and
enabling them to avail the same level of basic amenities as the rest of the town;
b. Redressing the failures of the formal system that lie behind the creation of slums
and;
c. Tackling the shortages of urban land and housing that keep shelter out of reach
of the urban poor and force them to resort to illegal solutions in a bid to retain
their sources of livelihood and employment.
Thus, the main focus of RAY is an integrated approach aimed at bringing within the
formal system those who are forced to live in extra-formal spaces and in denial of right
to services and amenities available to those with legal title to city spaces, and at
correcting the deficiencies of the formal system of urban development and town
planning that have failed to create conditions of inclusiveness and equity; so that,
henceforth, new urban families, whether by way of migration or natural growth of
population, have recourse to housing with municipal services, and are not forced to
create encroachments and slums and live in conditions of deprivation of rights and
amenities.

requires the existing slums in a city or town to be remodelled so that the residents are
provided with a minimum level of housing and access to basic urban services with a
standard that the residents of the rest of the city/ town enjoys. Therefore the objective
requires two simultaneous actions:
The Project cycle of RAY constitutes three stages, which are interlinked:
Preparation of Slum Free City Plan, also referred to as City Plan of Action
Preparation of Detailed Project Report (DPR) and obtaining approval/ sanction. The
mechanism/process of sanction is covered under the relevant Government Order.
This report gives us a Comprehensive & Integrated Detailed Project Report (DPR) for
development of rental housing scheme for 1000 households at Bhuri beri, which is one
among 217 slums located in Jodhpur.

DURATION OF RAY
The duration of Rajiv Awas Yojana will be in two phases: Phase-I, for a period of two
years from the date of approval of the scheme and Phase-II which will cover the
remaining period of the Twelfth Five Year Plan 2013-17 RAY will be run in a Mission
Mode.

IMPLEMENTATION STRATEGY
The project Rajiv Awas Yojana directs Integrated development of all existing slums,
notified or non-notified, i.e., development of infrastructure and housing in the slums/
rehabilitation colonies for the slum dwellers/ urban poor through simultaneous actions
such as:

The
preparation
of
Slum-free
City
Plan
will
broadly
involve
Slum
Securing Cartosat II/ latest satellite images from NRSC/ ISRO and preparation of
base maps for the whole city and its fringes using the images;
Identification and inventory of all slum clusters of all descriptions in the urban
agglomeration with the help of satellite image and other available data;
Inventory of all possible vacant lands in each zone of the urban agglomeration
that could be used for slum development/ rehabilitation development purposes;
Development of Slum Map of every slum within the city and its fringes using GIS
with Cartosat II images, ground level spatial data collected through total station
survey, collating spatial information with respect to plot boundaries, network of
basic infrastructure like roads, sewerage, storm drainage and water lines, etc.
and superimposing this on the satellite image and importing them into GIS
platform as the first step towards the preparation of Slum Development Plans
and Slum Free City Plan. This may be undertaken with the help of technical
partners of NRSC/ ISRO/ other technical institutions/ agencies

Entry of data from Slum Surveys in the web-enabled MIS application (to be
provided by MoHUPA), compilation and collation of data, preparation of Slumwise, City and State Slum Survey Database and Baseline Reports. The MIS will
assist developing a robust Slum and Slum Households Information System.
(Guidelines and software for development of the MIS will be issued by the
MoHUPA)
Integration of Slum MIS with GIS Maps to enable the preparation of GIS-enabled
Slum Information System that is to be used for the preparation of meaningful
Slum Development Plans and Slum-free City Plan using a city-wide/ zone-based
approach.(Guidelines and software for development of GIS platform and its
integration with the MIS will be issued by the MoHUPA)
For each slum identified, Slum Development Plan to be decided based on models

TYPE OF PROJECT
This report has been prepared to create Rental Housing Scheme in Bhuri beri slum of
Jodhpur as a preventive measure towards formation of new slums. The site location and
scope of work have been finalized after discussions with Jodhpur Municipal Corporation
officials. Under this project, creation of G+II structure housing stock along with all allied
social and physical infrastructure would be taken up.

SCOPE OF WORK
The following details have been covered by the consultant in accordance with the
guidelines and have been made available in the DPR:
Topographical surveys of the proposed sites using Total Station, including survey
of properties, physical and social infrastructure, and services.

Rental Housing Scheme is a preventive measure to check the formation of new slums
and expansion of existing slum pockets by providing the urban poor with affordable
housing facilities.
1.9.1 ELIGIBILITY
The eligible beneficiaries of the Rental Housing Scheme under RAY will be slum dwellers
of Jodhpur city residing on rental/ tenant basis and poor migrating population. Priority
in allotment will be given to those rental slum dwellers and migrants who belong to BPL
category.

tourists. It is located 335 km West from the state capital Jaipur and 200 km from the
city of Ajmer. It was formerly the seat of a Princely State of the same name, the capital

many palaces, forts and temples, set in the stark landscape of the Thar Desert.

CLIMATE
Jodhpur has extreme climatic conditions with hot summer and colder winters. Jodhpur is
situated in arid region. The mean monthly temperature varies between 26 C and 45C.
The highest recorded temperature is 48.9 C and the lowest being 2.2 C.
The city receives very less rainfall as it is situated on the leeward side of Aravalli Range.
It receives average annual rainfall of 366 mm; the range varies between 300500 mm
annually. But since 1990s the rainfall pattern has changed and the average rainfall has
increased to400mm. This may be due to the increase in humidity and
Government initiatives like afforestation. The city is subjected to dust storms as it is in
close proximity to the Thar Desert.

The population of Jodhpur city (Census 2001) was 8,60,818. As per the provisional
Census 2011, the current population is 10,33,918. The decadal rise in population is
20.1%.

HOUSING SCENARIO
As per Census 2001, there were total 1,45,510 households in Jodhpur Municipal
Corporation area and 1,48,101 households within the Urban Agglomeration area. The
average household size is 6 in the city. Presently there are total 1,72,320 households in
the Jodhpur Municipal Corporation and more than 27% of that constitutes the slums.
There is an acute shortage and need of housing within the city as well as in the urban
agglomeration due to increased migration and rapid industrialization around the city.
This has also resulted in increase in real estate business in Jodhpur. Renting a property
is now a very profitable business. Due to growth of Real Estate sector in Jodhpur,
property industry has created a remarkable position in India. That is why renting
property and also PG Accommodation business has captured a major role. Renting of
residential flats & apartments, Bungalows & villas, are in high demand position in
property market in Jodhpur.
Housing stock generation through public bodies has also started through various
housing schemes and township developments. But the current pace is not enough to
accommodate the present population as well as the future population. Hence, private

participation is very essential in developing the housing stock of the city. This has also
increased with the new policies and schemes of the Central as well as the State
Government, especially for the EWS and LIG population.

The city generates about 160 MLD of sewage per day. At present, two sewage
treatment plants exist in the city. One plant (Capacity: 20 MLD) is situated at Nandari
and is treating the sewage collected from the Punjla zone, whereas another plant
(Capacity: 50 MLD) is situated at Salwas and is treating the sewage collected from Pal
and Jhalamand zones. Therefore out of 160 MLD sewage generated from the city, the
treatment capacity available at present is about 70 MLD.
Two STPs, one at Salawas (Capacity: 50 MLD) and another at Basni Benda (Capacity:
40 MLD) location have already been sanctioned. The combined capacity of the proposed
STPs would be vital for meeting the deficit (90 MLD).
Almost 47 wards are fully sewered, 11 wards are partially sewered while remaining are
unsewered, of the total of 65 wards of the city .Based on the ward coverage of the
system, it is estimated that approximately 7.00 lacs population is presently being
covered with sewerage system. Total length of the existing sewer lines is about 430 km
and the fair estimated value of these assets is about Rs. 65 crores.
Jodhpur has a land fill site and compost plant with pre-processing unit, post
2.9.4 ELECTRICITY
The main source of supply of power to Jodhpur is Kota Atomic Power Station, Bhakra
Beas Project, Rana Pratap Sagar and Jawahar Sagar Dams. Jodhpur is connected by
132 kV lines with Bhilwara and Pali. 220 kV lines connect it with Bhilwara and 220 kV
Kota-Beawar line is extended upto Jodhpur district.

parking and traffic indiscipline. Bus system, both public and private, is inadequate in
terms of comfort and frequency.

Slum Free City Plan of Action for Jodhpur has been prepared to make the city a slum
free city by providing housing and basic services to all poor and slum households. The
main purpose of this scheme is to support poor people get access to housing and basic
services vital for development of individuals and society, as a whole.
3.2
After receiving consent from the Department of Urban Development and Housing, Govt.
of Rajasthan, a meeting with the local authorities (Jodhpur Municipal Corporation and
Jodhpur Development Authority) was conducted and an agreement was signed. A list of
217 notified and non-notified slums was collected from JoMC.
3.3
There are 217 slums in Jodhpur City, as identified by the local Municipal body. The total
number of households in these slums is 46,682, housing a total population of 2,65,443.

3.4
The success of a project like SFCPoA depends heavily on the level of participation of the
stakeholders (In this case, the slum dwellers, ULB officials, CBOs and NGOs).
Environment building through community participation by conducting stakeholder
meetings, community consultations and workshops is one of the pivotal aspects of RAY.

Involving the stakeholders in the process of preparation of SFCPoA ensures that point of
view and needs, demands and expectations of all the sides are taken care of, or at least
considered.
M/s NF Infratech Service Pvt. Ltd., with the help of JoNN officials and local NGOs
conducted several stakeholder meetings, group discussions and transect walks to feel
the pulse of the local people, to gauge the existing situations and to know what the
beneficiaries have had to say about this scheme. The interactions were very insightful
as they helped us decide our course of action for the SFCPoA of Jodhpur city. Ward
Councilors, elected members of the public, were also involved in the process of
interaction.

A vacant land chunk in Bhuri beri slums has been selected as the site for development
of rental housing scheme under RAY by the Jodhpur Municipal Corporation (Jodhpur
Nagar Nigam). It is a path breaking approach being taken up by Central Government,
State Government and JoMC, as there is a felt need to embark on this project with the
aim of evolving, demonstrating and establishing models that can thereafter be scaled
with a key objective to incentivize innovation and encourage new approaches and
solutions that can demonstrably improve the quality and quantity of shelter and
services for the poor.
4.2
Large chunk of vacant land available, in possession of JoMC, which would ensure
that no existing households are disturbed during constructions
Many mining areas are present in the vicinity. Hence, people migrate from
surrounding villages and towns in search of jobs. Since they do not have access to
cheap rental housing, they end up forming new slums or settle in existing slums.
This development would ensure that new migrants get access to highly subsidized
rental housing accommodation.

Since the site is located on the outskirts of the city, there is a stark absence of
proper infrastructure facilities and planned development. This new planned
development would ensure other moderated development in the surrounding areas
in the future.

4.3
INNOVATIVE APPROACH
The proposed rental housing scheme at Bhuri beri in Jodhpur would use a number of
innovative approaches which are as follows:
This project is being with strong community participation with their demonstrable
involvement and participation in Design, Planning and Implementation.
There is use of cost effective design and technologies such as local stones, local
methods of construction (After discussion with local ULB).
Local body would establish a Monitoring Agency to identify, modify and register new
migrant population into the city with their socio-economic profile as proactive
indicators to prevent new slums.
There can be formation of Self Help Groups and funds for beneficiaries, which can be
used for their betterment.
Priority would be given to poorest of poor people, especially those dwelling below
poverty line and to female-headed families (Where they are the only earning
members).

This Rental housing scheme would act as a preventive measure against formation of
new slums.
4.4
PROJECT NEED
The site for the proposed development has been selected after detailed discussions with
Jodhpur Municipal Corporation (JoMC). The site is located in the fringe area of Jodhpur
city (Ward 1) and the land is under the ownership of Jodhpur Municipal Corporation.
With increase in industrialization and urbanization, more and more people flock to cities
in search of jobs. Jodhpur, like all cities around India, has seen a considerable increase
in migrant population in the last couple of decades. The situation of formation of new
slums is getting worse. There is an immediate need to take preventive or pre-emptive
action to create Rental housing and urban services in Jodhpur city for prevention of
formation of new slums. The same can be used as rental accommodation for the new
migrants as rental accommodation. As per RAY guidelines, all towns under RAY would
be eligible; and rental housing units for new migrants would also be permissible.

Under this project, development of housing with G+II pattern, physical infrastructure
such as Roads, Drainage, Sewerage, Solid Waste, Street Lighting and basic social
infrastructure such as anganwadi, community hall, small shops, etc. would be taken up.

As per the Socio Economic Survey conducted for RAY and Census 2011, total slum
households in Jodhpur are 46,364, which is about 33.4% of the total households in the
city (1,38,587). With more investment in the region and development of industries and
other business centres, the formation of new slums is not likely to deter. Thus, this
project of 1008 dwelling units, at a place where there are lots of mining areas, would
act as a preventive measure to slum growth in Jodhpur city.
4.5
LOCATION
The site is situated with city municipal limits (Ward 1) and is located about 1.5 km from
MDR 104, and about 3.5 km from NH 114.
As per the proposed land use plan of Jodhpur Master plan 2023, the site lies in hilly
area. A few other slums such as Kaliberi Ambedkar colony, Beldar basti, are situated
nearby. The surrounding 5-6 km radius has numerous stone and marble mines and
stone cutting and processing units. This prompts people from rural areas to come to
Jodhpur in search of jobs. This phenomenon has given rise to numerous slums all over
the area, Bhuri beri being one of them.

4.6
The total area under the limits of Bhuri beri basti is 21.15 Ha, out of which 4.60 Ha
would be utilized for development of rental housing scheme (1008 DUs). As per the
Master Plan documents, the site lies on Hilly area. Necessary action is under process at
official level to convert the land use to residential.

units. Each unit comprises the following:

Given the urgent necessity for redevelopment of existing slum areas and rental housing
schemes, the strategy for implementation of RAY projects should be one with sufficient
flexibility to the States and ULBs to decide their pace of implementation and models for
arranging land, resources, housing, partnerships, with incentives of Central support
attached to the condition that they proceed systematically, with careful preparation,
and commit to development of conditions which promotes for inclusive planning and
sustainable urban growth.
Flexibility will be given to states and cities in deciding solutions specific to the
requirements of each slum, whether upgrading, redevelopment, or in unavoidable
cases, relocation. The decision and site selection for development of rental housing
schemes lies with the ULB. Multiple choices and models for housing will be encouraged
that
permit
beneficiary-led
and
incremental
housing;
private
partnerships
in
reconstruction of slums and shelter, with or without incentives involving land use or
viability gap funding.
The beneficiaries would not be charged any amount for construction of rental dwelling
units. All cost would be shared between Centre, State and ULB. The ULB would charge
monthly rent from allottees with proper rent agreement as per State Rent Policy,
keeping in the mind that the rent should not be more than 25% of his/ her monthly
household income.
Central funds under all components will be released in three installments as Additional
Central Assistance. The first installment of one-third will be released to State
Government or its designated State Level Agencies following the sanction of the DPRs of
the Slum-free City projects by a Central Sanctioning-cum-Monitoring Committee
(CSMC). Subsequent installments will be released after Utilization Certificates for at
least 70% of the earlier Central releases and also that of the State/ ULB share are
received; and also taking into consideration the pace of expenditure and overall
availability of Central funds lying with the State release of installments shall also be
subject to achievement of reforms, or milestones agreed upon for implementation of
reforms as envisaged in the Memorandum of Agreement.
It would be expected that the Urban Local Body will take into account the provisions of
the City Development Plan, City Sanitation Plan, etc. while planning its interventions
under RAY so as to achieve synergy with ongoing schemes/programmes.

Private sector participation will be emphasized under RAY, for slum redevelopment, as
well as for creation of new Rental housing stock through optimal use of land use and
other concessions.

The management of Rental housing is not merely property management and Operations
& Maintenance of the infrastructure services. The major issue is to maintain the balance
of the social well beings, ecological care within the provided framework of Jodhpur
Municipal Corporation and sustain the same with due attention and care.
Due diligent care should be taken by the Maintenance Agency for upkeep of civil,
mechanical and electrical components through normal repairs, so that the systems
function at designed capacity for their design period, and malfunctioning of components
can be prevented.
The main functions of the Maintenance Agency shall be to look after the following
components:
1. Water Supply Network: Related installations, operations and maintenance.
2. Sewage Disposal Networks: Treatment installations and their operation and
maintenance.
3. Solid Waste Management: The responsibility of the Maintenance Agency would
be to collect, carry, sort out and finally dispose the solid waste. Though the
maintenance agency proposes to associate a NGO/ CBO for this solid waste
management, yet the system and methodology proposed is detailed here under:
a. The maintenance agency will provide separate bags to its residents and other
occupiers for collecting decomposable and non-decomposable wastes. The
residents and other occupiers shall be made responsible to keep waste in
these separate bags in their houses, a daily regular and reliable service shall
be provided to collect the waste. Providing doorstep collection of waste
through contained tricycles with active participation of the community shall
do the primary collection.

The beneficiaries can form a Resident Welfare Association which would be responsible
for maintenance of buildings and community facilities. The maintenance of common
facilities such as Roads, Parks, Sewerage, Drainage, Water supply, etc. should be
treated as part of the city-wide infrastructure maintenance. The local implementing
authority, JoMC would look after the O&M of such infrastructures.
A separate cell can be created in JoMC whose main task would be to monitor the
conditions of these facilities created under RAY. People of benefited slums can approach
this Cell, in case of complaints or guidance.
