Implementation of Drought Relief Programme in Kurnnol, Prakasam and


Guntur districts on the lines of APREGS Role and responsibilities of various
functionaries - Instructions Reg.

The Government has taken up the Drought Relief Programme (DRP) in 91 mandals of
Kurnool, Prakasam and Guntur districts to ensure livelihood security of the people by generating

wage employment to rural households whose adult members are willing to do unskilled manual
work.
The roles and responsibilities of the various functionaries who are involved in the
implementation of the programme at various levels are as follows:
I. Village Level
(a)

Gram Sabha (GS): The Gram Sabha is to identify, prioritise and recommend
works to be taken up under DRP and to monitor and supervise these
works. The Gram Sabha has a crucial role to play in ensuring transparency
and accountability.

(b)

Gram Panchayat (GP): The Gram Panchayat has a pivotal role in the planning
and implementation of DRP. It is responsible for planning of works, issuing Job
Cards, allocating employment and monitoring the implementation of the Programme
at the village level. Approval of GP DRP plan as recommended by Gram Sabha.
GP should submit the approved works to MPDO. Execute such works for which GP
is the executing agency. GP shall also assess the labour demand.

(c) Panchayat Secretary (PS): Roles and responsibilities of Panchayat Secretary


include:

Facilitate Ward Sabhas and Gram Sabhas in identification of the works.


Facilitate Gram Sabha to give priority number to each work
Obtain estimates for the works included in the DRP Plan
Submission of DRP Plan to MPDO
Report labour demand to the MPDO and obtain work commencement letter.
Redress grievances.

At the Village level, the Panchayat Secretary is assisted by Field Assistant for implementing
and executing the Drought Relief Programme.
c) Panchayat Secretary
1. The Panchayat Secretary receives applications for issuance of Job Cards from wage
labour who have reported to work.
2. Issues Job Cards to the labour who has reported for work.
3. Display list of works taken up and also the no of persons provided wage employment,
the total wages paid to the workers, material consumed, on the GP notice board.
4. Ensure timely payments to the wage seekers/groups by promptly submitting the muster
rolls once in a week to the MPDO.
5. Maintain musters, all records and registers for accounting and Drought Relief
Programme (DRP) audit purposes.
6. Keep a copy of the wage pay orders available for public scrutiny at the Panchayat
Office.

7. Prepare an annual report on the implementation of the Programme.


8. Take up responsibility for maintaining the assets created.
d) Field Assistant
Instructions for appointment, role and responsibilities are issued separately.
The following registers have to be maintained at village level by the Field Assistant.

II. Mandal Level

(a)

Mandal Parishad: The planning and implementation responsibilities of the Mandal


Parishad include:
Review and monitor implementation of Drought Relief Programme in the Mandal.

(b)

Functionaries:
At the Mandal Level there will be Mandal Parishad Development Officer

(MPDO),

Mandal Engineer of Panchayat Raj/RWS Engineer and 1 Accounts Asst. cum Computer
Operator in the Mandal Computer Centre.
(c) Mandal Parishad Development Officer
The specific functions of the MPDO under DRP are:
1. Monitor the execution of works taken up by the Gram Panchayat and other agencies
within the Mandal.

2. Receives GP DRP plans, and scrutinizes the proposals and consolidates the plans
and submit to the PD, DWMA for setting administrative sanctions.
3. Get the detailed estimates prepared for the works to be taken up under DRP.
4. Maintaining a shelf of works (which are administratively and technically sanctioned).
On receipt of administratively sanctioned works from the Collector, the MPDO shall
feed into Computer and generate work ID and maintain the shelf of works.
5. The MPDO is responsible to issue work commencement letters to executing agency
for starting works from shelf of works, strictly following the priority assigned to each
work. The work commencement letters shall be issued to the executing agency with
in two working days after receipt of demand from GP.
6. Issues blank muster rolls to the GP along with work commencement letter.
7. Scrutinize musters and vouchers and issue pass orders and cheques for all the
works.
8. Make payments to material suppliers.
9. Maintain Paid Muster Rolls.
10. Receive funds from Collector for payment for works, remuneration to the Account
Asst. cum Computer Operator, maintenance of Mandal computer cell.
11. Opens accounts in the bank branches in the Mandal and deposits DRP funds
received from the Collector proportionately to the number of Job Card holders in the
service area of the branch.
12. Ensure prompt and fair payment of wages every fortnight to all laborers employed
under the Programme.
13. Liaise with Banks and Post Offices in making payments to labourers regularly.
14. Maintain proper accounts of the funds received, released and utilized at Mandal
level.
15. Obtain, consolidate progress reports, work completion reports, utilization certificates
from the Gram Panchayats.
16. Liaison between the GPs and the Mandal and also between Mandal and PD DWMA,
for all purposes of correspondence and communication.
17. Responsible for capacity building programmes for Field Assistants, Panchayat
Secretaries and Mandal Engineers.
18. Monitoring and reviewing implementation of the Programme with the Mandal
engineer (PR/RWS).
19. Ensures the transparency in implementation of the Programme by strictly following
provisions and the Right To Information Scheme as detailed below:
a) Ensures that the GP displays information on households issued Job Cards,
works started, wages paid and persons provided with wage employment etc.,
b) Ensure proper accounts of funds flow at various stages.
c) Ensures that the Muster rolls are read out at the time of closure.
d) Ensures every wage seeker should be provided wage employment.
20. Performing any other work as assigned to him/her by the Collector and PD DWMA.
21. Redresses grievances.
22. Should send programme reports to PD, DWMA/District Collector regulary.

Register and Records to be maintained:


Files for each work should have the following documents
1. Estimates.
2. Administrative sanction list can be kept in file and its number can be mentioned in other
files dealing with works having same admin sanction proceedings.
3. Technical Sanction.
4. All paid musters.
5. All Pay orders to wage seekers & material suppliers.
6. Work completion reports.
Registers:
1. Register of shelf of works
2. Muster roll issue register
3. Grievance register
Mandatory Meetings:
Weekly meetings have to be conducted with Mandal Engineer (PR/RWS) and all Panchayat
Secretary and all Field Assistants every schedule day preferably on Tuesday to monitor progress
of works, maintaining and closure of musters and M.Book sheets and payments.
(d) Mandal Engineer (PR/RWS)
The Mandal Engineer (PR/RWS) shall work as DRP Engineer. His functions include:
1. Prepare detailed estimates for all the works
2. Give technical sanction for works up to Rs 2 lakhs.
3. Check measure all the works for payment.

(e) Accounts Asst. cum Computer Operator


In a Mandal 1 Accounts Asst. cum Computer operator has to be positioned. They should have data
entry skills and have sufficient knowledge to trouble shoot any minor problems with the functioning of
Computers. They should also have aptitude for maintaining accounts.
Responsibilities:
1. Data entry into computer and generation of Job Cards, Technical Estimates, Work
Commencement letters, M. Book sheets, payment letters etc.

2. Make Finance and Account entries


3. Troubleshoot minor problems at MCC.
4. Liaise with DWMA to install any updates in the software.
5. Maintain Accounts Books, Registers and Files.
III. District Level
District Collector: The Collector shall be responsible for the overall coordination and
implementation of the Programme in the District in an efficient and transparent manner.
The Collector shall perform the following functions with the assistance of DWMA unit:
a) Collector is primarily responsible for implementation of the Programme in accordance with
the provisions of guidelines issued by Government from time to time.
b)

Specific functions of Collector are:


1. Accord administrative sanctions for the works included in the District DRP Plan and assign
executing responsibilities to various agencies like panchayats and line departments.
2. Release funds to MPDO.
3. Provide supportive guidance to DWMA unit and MPDOs.
4. Supervise and monitor the functioning of MPDOs and the line departments in the
implementation of the Programme.
5. Manage the funds and ensures proper accounting and auditing of the funds.
6. Ensures transparency, accountability and quality control and the execution and maintenance
of the works.
7. Conduct periodical inspection of works for quality control and vigilance.
8. Maintain accounts and get periodic audit done.
9. Redress grievances of applicants.

PD, DWMA:
Project Director, DWMA will work under the direction, control and superintendence of the
Collector. He/she shall be responsible for overall program management at the district level. The
specific responsibilities of the PD, DWMA are:
1. Responsible to disseminate all Government orders and instructions from CRD relating to
DRP to all the MPDOs, line departments and PRI bodies.
2. PD shall receive the consolidated list of works.
3. Responsible for Management Information System.
4. Assists District Collector in management of funds.

5. Maintenance of accounts and audit.


6. To report on DRP at various district level bodies such as GB of Zilla Parishad, DPC and
DRDA Governing Body.
7.

Assists the Collector in discharging his/her functions.

8. Coordination with various line departments.


9. Conduct periodical inspection of works.
10. Redressal of grievances and enquiry into complaints.
11. Responsible to ensure quality of works.
12. Responsible for collection and sending of reports.
13. PD shall maintain Grievance Register at district level
Executing Agencies: In addition to Panchayats, Line Departments can also be identified
as Executing Agencies. The line departments shall be responsible for following the
provisions of the Programme and to ensure quality of works that they execute. For the
works executed by the Executing Agencies, the estimates will be generated by the
software and the Muster rolls will be maintained by the FA. Pay orders for the works will
be issued by the MPDO.

Income Tax Inspector (ITI):


An ITI generally can be posted at either of the two types of seats which are transferable on cyclic
basis. Work related to assessment of tax or non-assessment of tax. When on an assessment seat he is
supposed to see the work related to assessment of income tax to be imposed on an individual,
partnership firm, company etc; and refund of it in case someone has deposited in excess. He also has to
see the work related to TAX DEDUCTION AT SOURCE (TDS) besides being accompanying a raid team.
An ITI on non-assessment seat generally has to do do clerical work though he too could be asked to
accompany a raid team.
His promotions in the order are ITO, Assistant Commissioner, Deputy Commissioner and so on. He is
posted in the pay band 9,300-34,800 with grade pay of RS 4,600. He is entitled for 30 liter of petrol if
posted on assessment seat. Also he gets a sim from the department on which all STD calls on every
type of BSNL/MTNL phone are free; and 400 minutes on other phones whether STD or LOCAL are free
for every month. This sim is provided to every ITI irrespective of the seat he is posted at.
To be eligible for promotion to the post of ITO (Group-B Gazetted) he has to pass the departmental
exam; but this exam is just for ELIGIBILITY; promotion is on the basis of SENIORITY only which
differs from zone to zone. After promotion to the post of Assistant Commissioner the transfer becomes
ALL INDIA LIABILITY. Before that the department can transfer him within the zone only unless he
himself is interested in the zonal transfer. This is a job without uniform.
EXAMINER:
This is an inspector post also; and posted in the pay band 9,300-34,800 with grade pay of RS 4,600.If
posted in Headquarter----Clerical/File workIf posted in the field----Executive work e.g. to examine the
goods imported or to be exported and assessing duty on that
This is not an uniform post.
His promotions in the order are Appraiser (Group-B Gazetted), Assistant Commissioner, Deputy
Commissioner and so on. There is a qualifying period of 3 years for the promotion to the post of
Appraiser; means he cant be promoted to that post before completion of three years service as
Examiner. This post is considered to be the best among all CGLE posts. One of the main reasons is
faster promotions as compared to the other posts of CGLE.
Examiner posts lie in 11 coastal cities only.

Preventive Officer (PO):


Again this is an inspector post also; and posted in the pay band 9,300-34,800 with grade pay of RS
4,600.If posted in Headquarter----Clerical/File workIf posted in the field (like an airport/coast etc)---Executive work e.g. prevention of smuggling, assessment of customs duty on goods, can arrest, seize ,
search, detain etc. on any kind of doubt of smuggling, and etc. Duty is round the clock (You have to
work in day/night shift).
Uniform (Ashoka Stambha with 2 yellow strips) is a must.
His promotions in the order are Superintendent (Group-B Gazetted), Assistant Commissioner, Deputy
Commissioner and so on. There is a qualifying period of 8 years for the promotion to the post of
Superintendent; means he cant be promoted to that post before completion of eight years of service as
PO. There is a departmental exam for confirmation; without passing in that he cant be made
confirmed; nor he can be promoted to the next post. Promotion period differs from zone to zone since
there is zonal seniority.
This post like the Examiner posts lies in 11 coastal cities only.
Central Excise Inspector
This is a post in the pay band 9,300-34,800 with grade pay of RS 4,600.If posted in Headquarter---Clerical/File workIf posted in the field (like a range etc)----Executive work e.g. augmentation of
central excise & Service tax etc, detection of evasion of taxes etc.
Uniform (khaki) is there but generally optional to wear.
His promotions in the order are Superintendent (Group-B Gazetted), Assistant Commissioner, Deputy
Commissioner and so on. There is a qualifying period of 8 years for the promotion to the post of
Superintendent; means he cant be promoted to that post before completion of eight years of service as
Excise Inspector. There is a departmental exam for confirmation; without passing in that he cant be
made confirmed; nor he can be promoted to the next post. Promotion period differs from zone to zone
since there is zonal seniority. These posts are everywhere in the country.
Assistant Enforcement Officer (AEO)
This is an inspector post also; and posted in the pay band 9,300-34,800 with grade pay of RS 4,600.If
posted in Headquarter----Clerical/File workIf posted in the field----Executive work e.g. prevention of
money laundering, to conduct searches of suspected persons, conveyances and premises and seize
incriminating materials (including Indian and foreign currencies involved), to arrest and prosecute the
person suspected to be involved in the act of money laundering, etc.
His promotions in the order are Enforcement Officer (Group-B Gazetted), Assistant Director, Deputy
Director and so on.
There are ten Zonal Offices of the Directorate at Ahmedabad, Bangalore, Chandigarh, Chennai, Cochin,
Delhi, Hyderabad, Kolkata, Lucknow and Mumbai. The Zonal Offices are headed by the Deputy
Directors. The Directorate has eleven Sub Zonal Offices at Bhubaneswar, Calicut, Guwahati, Indore,
Jaipur, Jalandhar, Madurai, Nagpur, Patna, Srinagar and Varanasi, which are headed by the Assistant
Directors.
Inspector of Posts (IP)
This is a post in the pay band 9,300-34,800 with grade pay of RS 4,600Inspector of posts is there with
every postal division. There must be 2 or more divisions in each district. This is the worst post SSC is
offering. Presently IP must go to canvass people for getting Postal Life Insurance and also they have to
aquire a huge sum for the department. Presently The Department of Posts has given instructions to all
circles to enhance their growth by 20 percent. All such burden comes on IPs.
SI in CBI
This is a post in the pay band 9,300-34,800 with grade pay of RS 4,200; but it's almost equal to the
total salary for the grade pay of Rs 4,600 as CBI executive staff is entitled to additional 25% on BASIC

PAY + DA and in addition to that salary of 13 months instead of 12 months each year. Forget about any
extra income as CBI keeps a strict watch on its people.
This is supposed to be a very powerful and influential post due to very nature of work. Any IT
Inspector/ Examiner or for that matter any other central govt servant will vouch for the fact that CBI is
a much feared organisation. I can't say about higher bureaucracy like IAS etc, but for middle and lower
level officers, once they come under the scanner, it is very difficult to get away.
Life in CBI is stressful due to heavy workload and deadlines there. Training duration is 32 weeks
involving physical training and training on criminal and anti-corruption laws. During the training the
daily physical activity includes 2 km run, PT, Drill in the morning and Games/Unarmed Combat Course
in the evening.
Friends, as it's generally thought it is not a 24 x 7 job; but sometimes the work streches beyond the
usual working hours i.e. sometimes one has to work till 8 or 9 pm. Usually on Saturdays, if the
workload is more, the work goes on as usual; though Sundays are spared. Also in some branches like
Special Crime etc, the job involves a fair bit of travelling especially in the starting years. The nature
and hours of work also differs from branch to branch and place to place. Some branches have less
workload and so the personnel can take it easy. No uniform required.
Sub Inspectors in CBI or for that matter any rank in CBI does not possess revolver/pistol. In a very few
cases, when a search is to be carried out in some dangenrous places, weapons are issued to the staff.
The officers of CBI themselves are not interested in carrying weapon.
Assistant CSS
This is a post in the pay band 9,300-34,800 with grade pay of RS 4,600.As this is now the lowest post
in CSS one is supposed to do every work that a clerk does; like typing, noting, drafting and all file
work. Without typing you cant do. I have learnt that SO, Under Secretary and even Deputy Secretary
has to do the same kind of work except some minor change.
An Assistant in CSS can be promoted to the next post i.e. SO (Group-B Gazetted) in two
ways.............one by taking departmental exam and passing it and secondly without. One becomes
eligible for the departmental exam after completion of 5 years of service.......means he could become
an SO after 6 years. Otherwise one generally gets promotion in around 10 years of service.
Status and Power wise this job is not considered to be rather good upto Under secretary level in CSS.
Means nothing much associated to this. Yeah NO CORRUPTION! An Assistant in CSS is posted in
various various ministries and is a DELHI job primarily.
Promotions........1. SO which is a group-B gazetted post with GP of Rs 4,800. An SO is fixed in the next
GP of 5,400 in Pay Band-II itself after completion of 4 years service as SO.2. Under Secretary with GP
of Rs 6,6003. Deputy Secretary with GP of Rs 7,6004. Director with GP of Rs 8,700
Assistant in Railway
This is a post in the pay band 9,300-34,800 with grade pay of RS 4,600.As I have learnt an Assistant in
Railway is generally posted at RAIL BHAWAN. Mind Rail Bhawan is in Delhi itself. If it's so it should be
better than CSS as an Assistant in Railway gets some additional benefits like; a little over double of the
bonus that the employees of other govt organisations get (around Rs 8,000 a year) and free All India
Railway AC Pass/es. Also you might be getting some kind of benefits in Ticket Reservation etc. As far
as promotion prospects here are concerned they might be a little slower than CSS. Yeah no much
corruption!
An Assistant in Railways gets 1 pass for family ( to and fro) anywhere in India free and 3 passes for
family (to and fro) in which he pays 1/3rd of the total amount of fare....all this is for tier-2 AC
ticket.....then railway has its own railway homes all over India; so u can stay there at a very cheap rate
if u using railway passes.
Assistant in MEA & Assistant (Cypher) in MEA
This is a post in the pay band 9,300-34,800 with grade pay of RS 4,600.The most sought after Assistant
post under CGLE due to charm of foreign posting and many other lucrative facilities like children's

education, accommodation etc and a very handsome salary of more than 1 lakh per month (perhaps
upto Rs 1,25,000). But one can be posted in countries like Afganistan, Pakistan, Irak, Libya too; but
nothing to fear on this count as while sending one to an other country on posting he is given a few
choices for the needed postings and he is posted according to those choices preferably. If one chooses
any of the countries mentioned he is given 50% more salary and his tenure there is counted as
DOUBLE; means he has to serve there for one and a half year which is counted equal to three years.
Cyphor Asst. is a little different from Asst. (general) because they have to do the task of coding and
decoding of some highly confidential language in addition. Cypher has night shifts also and has to work
for 6 days. A system of 2 days off and 2 days will be night shift.....so no Sat Sun like system.Cyphor
Asst gets more foreign postings than general Asst but the promotional avenues are better in General
Asst. In MEA the promotional chances are very less and one can go up to the level of Under Secretary
(US). He can be promoted to the next post in two ways-----i) Direct after 15-17 years ii) After 8 years
or so after clearing departmental exams.
An Assistant (General) is supposed to be posted generally 3 years in India and 3 years in foreign and
like this throughout his tenure of service whereas an Assistant (Cypher) is posted 3 years in India and
6 years in foreign and like this
DIVISIONAL ACCOUNTANT
This is a post in the pay band 9,300-34,800 with grade pay of RS 4,200.This post comes under CAG and
this organisation only allocate the states/zones to DAs. The allocation is made to different different
states' AG offices as per the position of merit and state preferences of an individual. They discharge the
role of Financial Advisers tothe Executive Engineers and ensure a measure of proficiency in the
accounting of public works transactions besides serving the needs ofinternal audit.
There are some departments in every state like agriculture; irrigation; etc. Each such department is
further divided into some divisions. The head of the accounting branch of such division is called
DIVISIONAL ACCOUNTANT. He has to see everything regarding expenses incurred on an item falling
into his area; make estimation of an expense to be incurred on an item and make budget regarding the
same; and etc. The final decision is to be taken by his seniors who normally dont make an objection on
the file put by the Division Accountant. All in all this post is reported to be very good. I have heard that
this post does not exist in Delhi.
The next promotional post is Divisional Accountant Officer.
Statistical Investigator-II
This is a post in the pay band 9,300-34,800 with grade pay of RS 4,200.Office Posting: All type of
clerical work like Noting, Drafting, Dispatching of documents, etc.; and Data Entry, Analysis,
Tabulation, Compiling and Editing of Data, Data Encoding etc.
Field Posting: Data collection of any type of area like agricultural, ration etc, preparing rough sketch
maps of areas to be enumerated etc. When on a field work he is entitled for certain allowances; Rs 500
or roundabout.
Promotions: Statistical Investigator-I (Group-B Gazetted), Assistant Director, Deputy Director, Joint
Director and so on.
AUDITOR
This is a post in the pay band 5,200-20,200 with grade pay of RS 2,800.He has to pass a confirmatory
exam first to be confirmed. He becomes Sr Auditor automatically after the completion of three
CALENDER YEARS service as Auditor subject to his confirmation. The pay-band for Sr Auditor is 5,20020,200 and grade pay of Rs 4,200. But an Auditor can also appear in the SAS Exam after two years of
qualifying service at the post if he is confirmed. After passing the exam he becomes AAO (Assistant
Audit Officer) which is a Group-B gazetted post in the pay-band 9,300-34,800 with grade pay of Rs
4,800. But while on this post of AAO he has to pass certain departmental exam which has papers that
are extremely difficult in nature. If they are not passed within a certain period he is subjected to be
demoted to the Auditor post again. BIG DRAWBACK!

An Auditor can also to be asked to go on official tours sometimes which may run for good 9 months
period even.
Tax Assistant in CBDT
This is a post in the pay band 5,200-20,200 with grade pay of RS 2,400.Tax Assistant in CBDT can be
posted at two levels-----------either in assessment of tax or in non-assessment. When he is posted in
assessment he is supposed to do the work related to assessment of the income tax of an individual or a
partnership firm or a company or as the case maybe; and he is to feed that data in the computer. He
could also be asked to do any clerical work like work related to DIARY AND DISPATCH, noting, drafting
etc. He could also be asked to accompany the RAID team. When he is posted at a seat that belongs to
non-assessment he is supposed to do only clerical work. He also gets a SIM from the department on
which all STD or LOCAL calls on any phone of BSNL or MTNL are totally free. On phones of other
companies he can make free calls upto 400 minutes a month; whether local or STD or both types. This
SIM is provided to every TA in CBDT irrespective of type of the seat he is posted at.
Promotions:Sr TA, ITI, ITO (Group-B gazetted); Assistant commissioner and so on.
His next promotion is to the post of Sr TA for which 3 years of service is a qualification; means he cant
be promoted to that post before 3 years of his tenure in the post of TA. Besides a departmental exam
(in the name of DEPARTMENTAL EXAM FOR MINISTERIAL STAFF) too is a must to pass for promotion.
He can appear in this exam anytime after his joining; according to the schedule declared. But this exam
is just eligibility; means he can be promoted only according to his seniority. After promoted to Sr TA he
is promoted to ITI. For being promoted to ITI there is a departmental exam too which TA also can take
but anytime after passing the departmental exam for Sr TA.
