2 Overview

Overview

After WRFD-010638 Dynamic CE Resource Management is applied, the RNC calculates the
amount of credit resources that will be consumed by an admitted High Speed Uplink Packet
Access (HSUPA) UE using the following formula:
Rate = Max (GBR, Rateone RLC PDU)
where,
l

GBR stands for guaranteed bit rate.

Rateone RLC PDU is the rate at which one Radio Link Control (RLC) packet data unit (PDU)
is transmitted at one transmission time interval (TTI).

If the layer 2 enhancement function is enabled, the size of the RLC PDU in the preceding
formula equals that of the smallest RLC PDU. If this function is not enabled, the size of
the RLC PDU in the formula is fixed. For the size of the RLC PDU in the formula, see
HSPA Evolution Feature Parameter Description.

The RNC uses the preceding formula to ensure HSUPA user experience.
However, after the preceding formula is applied, the channel element (CE) usage on the NodeB
side is lower than the credit resource usage on the RNC side for the following reasons:
l

The NodeB calculates the CE usage based on actual user data rates.

An actual user data rate is usually lower than the GBR or Rateone RLC PDU.

The penetration rate of 2 ms TTI HSUPA UEs is high.

As a result, the RNC may reject new UE access requests when the CE usage on the NodeB side
is low, which limits the RNC's capability to perform admission control based on credit resource
usage. To enhance the RNC capability, you can use the CE Overbooking feature.
CE Overbooking works as follows:
l

The NodeB calculates the amount of CEs that will be consumed by an admitted UE, includes
the calculated amount into a private information element (IE) in the Common Measurement
Report message, and sends the report to the RNC at an interval specified by the
TenMsecForUlBasicMeas(BSC6910,BSC6900) parameter.

The RNC calculates credit resource usage based on the reported amount.

This feature maximizes the RNC's capability to perform admission control based on credit
resource usage.

Figure 2-1 shows the working principle of CE Overbooking.

When the penetration rate of 2 ms TTI HSUPA UEs is high, the average HSUPA service
throughput is low, and this feature provides the following benefits:
l

Reduces the amount of credit resources that will be consumed by admitted UEs.

Increases the number of admitted UEs and the number of 2 ms TTI HSUPA UEs.

Increases uplink cell throughput when Uu and Iub resources are sufficient.

This feature takes effect only on uplink CE resources and HSUPA UEs.
Before enabling this feature, Dynamic CE Resource Management must be enabled. For details
about Dynamic CE Resource Management, see the HSUPA Feature Parameter Description.

Technical Description

The CE usage that the NodeB periodically calculates and reports to the RNC involves the
predicted CE consumption of R99 UEs and that of HSUPA UEs. Because this feature applies
only to HSUPA UEs, the RNC calculates the amount of credit resources that will be consumed
by admitted R99 UEs based on the maximum bit rate (MBR).
Table 3-1 describes the methods for calculating the credit resource usage before and after this
feature is activated and presumes that the Dynamic CE Resource Management feature has been
enabled.

Credit Resources That Will Be Consumed by Admitted UEs

Activated

The NodeB calculates the amount of credit resources consumed by


admitted UEs as follows:
l For 10 ms TTI HSUPA UEs:
The NodeB adjusts the amount of credit resources that will be
consumed by each admitted UE based on the UE data rate. The
adjusted amount does not exceed the credit resource amount
corresponding to Rateone RLC PDU.
l For 2 ms TTI HSUPA UEs:
The NodeB adjusts the amount of credit resources that will be
consumed by each admitted UE based on the UE data rate and the
setting of the CERSVFOR2MSUSER parameter. The adjusted
amount does not exceed the credit resource amount corresponding to
Rateone RLC PDU.
NOTE
CERSVFOR2MSUSER indicates the minimum number of CEs reserved for
admitted 2 ms TTI HSUPA UEs. The parameter value ranges from 1 to 8 with a
default value of 4 (unit: CE). If this parameter is set to a value beyond its value
range, the system uses the default parameter value. A smaller value of this parameter
leads to a larger number of admitted users. In this case, the call drop rate may
increase and user experience cannot be guaranteed. A larger value of this parameter
leads to a smaller number of admitted users. In this case, the call drop rate does not
increase and user experience can be guaranteed.
In the uplink, one CE equals two credits.
In the downlink, one CE equals one credit.

Specifically, the CE Overbooking feature provides the following benefits:


l

The credit resource usage of admitted UEs is reduced.

The amount of remaining credit resources increases.

More UEs can be admitted.

More HSUPA UEs are allocated with a 2 ms TTI during a PS best effort (BE) service setup
or reconfiguration.

The probability that a cell enters the basic congestion state due to insufficient credit
resources is reduced.

The number of admission-CE-based dynamic TTI adjustments from 2 ms to 10 ms is


reduced for BE services.

Credit Resource-based CAC

Upon receiving a service setup request, the RNC makes an admission decision based on credit
resources as follows:
l

For a radio resource control (RRC) connection setup request, the admission is successful
if the remaining credit resources at the local cell group (if any) and NodeB levels are
sufficient for the request.

For a handover service, the admission is successful if the remaining credit resources at the
local cell group (if any) and NodeB levels are sufficient for the service.

For other types of services, the RNC checks whether the amount of the remaining credit
resources at the local cell group (if any) and NodeB levels is greater than or equal to the
UlHoCeResvSf(BSC6900,BSC6910) parameter after new services are admitted. If so, the
admission is successful.

The CE Overbooking feature performs service admission and optimization based on the
preceding decision procedure. Activating this feature brings the following advantages:
l

The amount of NodeB-reported credit resources decreases.

The amount of remaining credit resources on the RNC side increases.

The RNC can admit more users.

Table 4-1 shows how to calculate the number of CEs required for admitting HSUPA UEs when
CE Overbooking is activated and when CE Overbooking is not activated.

In Table 4-1:
l

The GBR of BE services (background and interactive services) is specified by the


UlGBR parameter in the SET USERGBR (RAN11.0) and SET UUSERGBR (RAN12.0
and later) commands.

The HsupaInitialRate parameter is under the SET FRC command in RAN11.0 and the
SET UFRC command in RAN12.0 and later.

Assume that one RLC PDU contains 320 bits. Rateone RLC PDU is 32 kbit/s for a 10 ms TTI
HSUPA UE and 160 kbit/s for a 2 ms TTI HSUPA UE.

When CE Overbooking is not activated, the VS.LC.ULCreditUsed.Mean counter provides


the consumption of CE resources for UE admission. When CE Overbooking is activated,
the VS.NodeB.ULCreditUsed.Mean counter provides the consumption of CE resources for
UE admission, but the VS.LC.ULCreditUsed.Mean counter still works without any
changes to its calculating method. The value of the VS.LC.ULCreditUsed.Mean counter
is not used for CE resource-based admission control.

CeReservedForNonEnh2msQos provides the minimum number of CE resources reserved


for 2 ms TTI HSUPA UEs. This number is specified by the REVDPARA4 parameter in
RAN14.0 and the CERSVFOR2MSUSER parameter in RAN15.0 and later.

In this figure, CE resource consumption for UE admission by SRBs is excluded. For such
consumption, see CE Resource Management Feature Parameter Description, regardless
of whether SRB over DCH or SRB over HSUPA is applied. For HSUPA services, if SRBs
are carried over DCHs, each SRB consumes an extra CE.

Assuming that there is a 2 ms TTI HSUPA UE whose actual rate is 32 kbit/s and the
conditions for the UE are as follows:
The UE transmits 40-byte packets using SF4 (mapped to 8 CEs) during 20% of its online
period, and does not transmit any data for the rest of time.
CeReservedForNonEnh2msQos under the REVDPARA4 parameter (RAN14.0)
orCERSVFOR2MSUSER (RAN15.0 and later) is set to 1.
The average CE consumption of the UE is 8 x 0.2 + 1 x 0.8 = 2.4. For mapping between
the SF and the CE consumption, see CE Resource Management Feature Parameter
Description.

The NodeB baseband board uses different processing specifications for users with different
uplink bearer services, for example, HSUPA TTI 2 ms services, HSUPA TTI 10 ms services,
and R99 services. CE Overbooking enables the network to admit more users. Therefore, it is
good practice to enable PerfEnhanceSwitch(BSC6900,BSC6910):
PERFENH_CELL_HSUPA_CAP_CHANGE_OPT_SWITCH. When multiple users access
the network,
l

If PerfEnhanceSwitch:
PERFENH_CELL_HSUPA_CAP_CHANGE_OPT_SWITCH is disabled, the system
attempts to admit all new users using the highest service bearers supported by the terminal.
In this way, accessed users occupy too many uplink processing specifications and therefore
the total number of accessed users decreases.

If PerfEnhanceSwitch:
PERFENH_CELL_HSUPA_CAP_CHANGE_OPT_SWITCH is enabled, the NodeB
baseband board dynamically selects proper uplink service bearers for users to maximize

the number of accessed users according to actual NodeB processing specifications. If the
NodeB baseband board load is higher than 82%, new user supporting 2 ms TTI is only
allowed to set up services with 10 ms TTI. If the NodeB baseband board load is higher than
87%, new user supporting HSUPA is only allowed to set up services on R99 channels.

Basic Congestion based on NodeB Credit


Resources
Basic congestion at the local cell group or NodeB level is triggered when the following condition
is met:
Remaining uplink credit resources at the local cell group or NodeB level < Credit resources
mapped to UlLdrCreditSfResThd(BSC6900,BSC6910)
where
UlLdrCreditSfResThd(BSC6900,BSC6910) can be set by running the MML command ADD
UNODEBLDR.
CE Overbooking brings the following advantages:
l

Increases the remaining uplink credit resources.

Relieves basic congestion because the preceding condition is less likely to be met.

TTI Selection During PS BE Service Setup or


Reconfiguration
When a PS BE service is set up or reconfigured, TTI selection is implemented. The TTI for an
HSUPA UE is set to 2 ms if all the following conditions are met:
l

The UE and the NodeB support 2 ms TTI.

MAP_HSUPA_TTI_2MS_SWITCH under the MapSwitch(BSC6900,BSC6910)


parameter is set to ON.

Credit resources are sufficient.

If DRA_BASE_RES_BE_TTI_RECFG_SWITCH and
DRA_BASE_RES_BE_TTI_INIT_SEL_SWITCH under the DraSwitch
(BSC6900,BSC6910) parameter are set to ON, one of the following conditions must be
met:
The ResourceOption(BSC6900,BSC6910) parameter is set to RTWP, and the Uu
resources are sufficient.
The ResourceOption(BSC6900,BSC6910) parameter is set to Iub, and the Iub
resources are sufficient.
The ResourceOption(BSC6900,BSC6910) parameter is set to CE, and the CE resources
are sufficient.

The TTI for an HSUPA UE processing BE services is switched from 2 ms to 10 ms when all the
following conditions are met:
l

The credit resources at the local cell group or NodeB level are smaller than those specified
by UlTtiCreditSfResThd(BSC6900,BSC6910), indicating that the credit resources are
insufficient.

The UE throughput is lower than the product of UpRatioFor2msTo10msBaseCE


(BSC6900,BSC6910) and BeHsupa2msTtiRateThs(BSC6900,BSC6910).

CE Overbooking brings the following advantages:


l

Increases the remaining uplink credit resources.

Reduces the probability of admission-CE-based dynamic TTI adjustment from 2 ms to 10


ms.

After CE Overbooking is activated, it is recommended that


DRA_BASE_ADM_CE_BE_TTI_RECFG_SWITCH under the DraSwitch
(BSC6900,BSC6910) parameter be set to ON. If
DRA_BASE_ADM_CE_BE_TTI_RECFG_SWITCH is set to ON, the TTI for an HSUPA
UE can be switched from 2 ms to 10 ms when CE resources are congested. If
DRA_BASE_ADM_CE_BE_TTI_RECFG_SWITCH is not set to ON, CE resources may be
insufficient to transmit one RLC PDU, which may result in Traffic Radio Bearer (TRB) reset
and increase the call drop rate.

Network Impact

System Capacity
CE Overbooking reduces the uplink credit resources consumed by online users. In cells with a
large number of 2 ms TTI HSUPA UEs, this feature reduces the uplink credit resource
consumption by 10% to 40%. A cell is regarded as having a large number of 2 ms TTI HSUPA
UEs when the average number of these UEs is greater than or equal to 5.
This feature impacts on system capacity in the following scenarios:
l

In scenarios where a large number of admission rejections occur due to severe congestion
of uplink credit resources, CE Overbooking enables more UEs to be admitted. CE
Overbooking also increases the average cell throughput if Uu and Iub resources are
sufficient.

In scenarios where TTI switching or load reshuffling (LDR) frequently occurs due to basic
congestion of uplink credit resources, CE Overbooking reduces the number of TTI
switching or LDR events or increases the number of 2 ms TTI HSUPA UEs.

In scenarios where uplink credit resources are sufficient, CE Overbooking increases


remaining credit resources.

Network Performance
CE Overbooking has the following impact on network performance:
l

In scenarios where a large number of admission rejections occur due to severe congestion
of uplink credit resources, CE Overbooking allows more UEs to be admitted and increases
the radio access success rate. (This is because CE Overbooking takes the uplink traffic
volume into consideration when calculating the remaining credit resources, therefore
increasing the availability of credit resources.) However, when more UEs transmit data
simultaneously, the HSUPA call drop rate may increase due to congestion of CE and Uu
resources.

In scenarios where TTI switching or LDR frequently occurs due to basic congestion of
uplink credit resources, the number of 2 ms TTI HSUPA UEs increases because CE
Overbooking increases the availability of credit resources. However, 2 ms TTI HSUPA
UEs have poorer anti-interference capabilities than 10 ms TTI HSUPA UEs. Therefore, the
call drop rate may increase in poor coverage because 2 ms TTI HSUPA UEs are more
vulnerable to call drops than 10 ms TTI HSUPA UEs.

NOTE

After CE Overbooking is enabled, the amount of credit resources consumed by admitted UEs is related to
the actual UE rate. If the amount of credit resources consumed by admitted UEs is large due to high actual
UE rate, the handover success rate and the RRC connection setup success rate may decrease because the
reserved resources may be consumed by admitted UEs. This problem has a low probability of occurrence
and network performance is generally not affected.

After CE Overbooking is enabled, there is a possibility that admission rejections increase


over the Iub interface if a large number of UEs has accessed the network. However, CE
Overbooking does not affect the UE access success rate.
Before CE Overbooking is enabled, the RNC updates the consumption of CE resources for
UE admission upon UE access or release.
After CE Overbooking is enabled, the NodeB updates the consumption of CE resources
real-time for UE admission, calculates the average consumption of CE resources every 640
ms and reports to the RNC every 1s. During the report interval, the RNC cannot learn about
the accurate consumption of CE resources, resulting in information inconsistency between
the RNC and the NodeB. Therefore, there is a possibility that some UEs are admitted by
the RNC but fail to be admitted by the NodeB.

Engineering Guidelines

10.1 When to Use CE Overbooking


To improve RNC's capability to perform admission control based on credit resource usage, CE
Overbooking should be enabled in a network that meets all the following conditions:
l

There are a large number of smart phones, especially 2 ms TTI HSUPA UEs.

Credit resources are insufficient.

The RAN has rejected the access request of a UE due to uplink credit resource congestion.

The average data rate of 2 ms TTI HSUPA UEs is less than or equal to 150 kbit/s.

10.2 Required Information


Before deploying CE Overbooking, collect the values of the following counters on the live
network:
l

VS.HSUPA.UE.Mean.CATx (x 6): measures the number of HSUPA UEs that support


the 2 ms TTI in a cell. When there are a large number of 2 ms TTI HSUPA UEs in a cell,
this feature provides noticeable gains. A cell is regarded as having a large number of these
UEs when the average number of these UEs is greater than or equal to 5.

VS.LC.ULCreditUsed.Mean: measures the uplink credit resource usage in a cell. When the
uplink credit resource usage of a network is high, the average number of consumed uplink
credit resources across cells under a base station during a busy hour exceeds 70% of the
purchased credit resources, and possibly the maximum number of consumed uplink credit
resources in a cell equals to the number of the purchased credit resources. In this case,
uplink credit resource congestion will easily occur.

VS.LCC.LDR.Num.ULCE: measures the number of LDR events triggered by uplink credit


resource congestion in a cell. When the counter value is large, uplink credit resources are
experiencing severe congestion.

VS.HSUPA.TTI2to10.ADMCE.Succ: measures the number of TTI switching events


triggered by uplink credit resource congestion in a cell. When the counter value is large,
uplink credit resources are experiencing severe congestion.

VS.HSUPA.RABEstabTTI10ms.AdmCE.Succ: measures the number of successful RAB


establishments for TTI switching from 2 ms to 10 ms triggered by uplink credit resource

VS.HSUPA.TTI2msUserNumber.x (x = 0 to 5): measures the proportion of 2 ms TTI


HSUPA UEs whose average rate is lower than 150 kbit/s. The larger the proportion
indicated by VS.HSUPA.TTI2msUserNumber.0, the more the low-rate 2 ms TTI HSUPA
UEs on the network, and the greater the gains of this feature.

10.3 Deployment
10.3.1 Requirements
l

Dependencies on Hardware
The 3900 series base station must be configured with the WBBPb, WBBPd, WBBPf,
or UBBPd board.
The DBS3800 must be configured with the EBBC or EBBCd board.
The BTS3812E, BTS3812A, and BTS3812AE must be configured with the EBBI,
EBOI, or EULPd board.
NOTE

The CE Overbooking feature can still be activated on a NodeB when the NodeB is not configured as
above. However, this feature is beneficial only when the NodeB is configured as above.

10.3.2 Activation
Using MML Commands
Perform the following steps to activate CE Overbooking:
Step 1 After the license is activated, the feature has been activated.
Step 2 (Optional) Run the NodeB MML command SET NODEBALGPARA to set the minimum
number of CEs required for admitting 2 ms TTI HSUPA UEs. In this step, set 2ms User
Minimum Admission CE.
Step 3 (Optional) Run the RNC MML command SET UCORRMPARA. In this step, select the
PERFENH_CELL_HSUPA_CAP_CHANGE_OPT_SWITCH check box under the
Performance Enhancement Switch parameter.

available for use. However, you can perform the following steps on the CME to improve feature
performance:

When configuring the CE Overbooking feature on the CME, perform a single configuration first, and then
perform a batch modification if required.
Configure the parameters of a single object before a batch modification. Perform a batch modification
before logging out of the parameter setting interface.

Perform either of the following operations to check whether the CE Overbooking feature has
been successfully activated:

Check the values of the new counters VS.NodeB.ULCreditUsed.Mean,


VS.NodeB.ULCreditUsed.Max and VS.NodeB.ULCreditUsed.Min. If any of the values is
not 0, this feature has been successfully activated.

Check the value of the real-time tracing item "Adjusted UL NodeB CE used" on the RNC.
If the value is not 65535, the feature has been successfully activated. "Adjusted UL NodeB
CE used" indicates the number of consumed by admitted UEs on the NodeB level after CE
Overbooking is activated.

Start an Iub interface tracing task on an RNC LMT. In the tracing results, check whether
the NBAP_AUDIT_RSP message contains the "cE-overbooking-capable" IE. If so, this
feature has been successfully activated.

10.3.4 Deactivation
Deactivate the license for CE Overbooking on the U2000.

PS RAB setup failure rate, CS RAB setup failure rate, and RRC connection setup failure
rate caused by uplink CE resource congestion. These failure rates can be calculated using

When this switch is turned on, the procedure specific to
AMR service establishment takes effect. 2.

PERFENH_SRB_OVER_HSUPA_TTI10_SWITCH:
When this switch is turned on, the uplink SRBs of
HSUPA 10 ms non-conversational services are always
carried on DCHs, and the original parameter Type of
Channel Preferably Carrying Signaling RB is invalid.
When this switch is turned off, SRBs for HSUPA 10 ms
non-conversational services can be carried on HSUPA
channels when the original parameter Type of Channel
Preferably Carrying Signaling RB is set to HSUPA or
HSPA. The switch is set to OFF by default. 9.
PERFENH_HSUPA_TTI2_ENHANCE_SWITCH:
When this switch is turned on, the single-user peak-rate
improvement algorithm of HSUPA 2 ms TTI is enabled.
When this switch is turned off, the algorithm is disabled.
The switch is set to OFF by default. 10.
PERFENH_UU_P2D_CUC_OPT_SWITCH: When
this switch is turned on, the P2D cell update confirm
message simplification algorithm takes effect. When
this switch is turned off, the algorithm does not take
effect. By default, this switch is turned off. 11.
PERFENH_RL_RECFG_SIR_CONSIDER_SWITCH
: This check box controls whether the RNC considers
the converged SIRTarget value that is used before radio
link reconfiguration in outer loop power control

PERFENH_H2F_OPT_SWITCH: whether to enable
the optimized algorithm for HSPA UE state transition
from CELL_DCH to CELL_FACH (also referred to as
H2F state transition). When the switch is turned on, the
optimized H2F state transition algorithm is enabled, and
event 4A measurement of traffic volume or throughput
is added to the state transition procedure. The added
event 4A measurement prevents an H2F state transition
when data is being transmitted. 14.
PERFENH_PSTRAFFIC_P2H_SWITCH: When the
switch is turned on and a CELL_PCH/URA_PCH-toCELL_DCH (P2D for short) state transition is triggered
for a PS service, the PS service can be set up on HSPA
channels after the state transition. When the switch is
turned off, PS services can be set up only on DCHs after
a P2D state transition. This switch is turned off by
default. 15.
PERFENH_VIP_USER_PCHR_MR_SWITCH:
When this switch is turned on, VIP UEs report their
transmit power to the RNC when required and
periodically measure signal quality of intra-frequency
cells. In addition, these UEs measure the downlink
BLER, the NodeB measures the uplink SIR, and the
RNC records the measurement results. 16.
PERFENH_TX_INTERRUPT_AFT_TRIG_SWITCH
: Switch for including the Tx interruption after trigger
IE in the uplink 4A traffic volume measurement control
message. When this switch is turned on, the uplink 4A
traffic volume measurement control message from RNC
includes the Tx interruption after trigger IE for UEs that
are in the CELL_FACH or enhanced CELL_FACH
state and processing PS BE services. The value of this
IE can be changed by running the "SET
UUESTATETRANS" command. 17.

PERFENH_CELL_HSUPA_CAP_CHANGE_OPT_S
WITCH: The NodeB baseband board uses different
processing specifications for users with different uplink
bearer services, for example, HSUPA TTI 2 ms
services, HSUPA TTI 10 ms services, and R99 services.
When serving a large number of users, the system
cannot guarantee that all users can access the network
with the highest service bearer supported by UEs. This
switch controls whether the RNC allocates
corresponding channels for new users based on the cell
capability reported through the NodeB private interface.
When this switch is turned on, the RNC dynamically
selects an appropriate uplink service bearer and
allocates corresponding channels for new users to
maximize the system capacity based on the actual
NodeB processing specifications. When this switch is
turned off, the optimization process is disabled. 18.
PERFENH_HSUPA_TTI_RECFG_PROC_OPT_SWI
TCH: Whether to use the optimized TTI switching
algorithm for BE services When this switch is turned
off, the optimized algorithm does not take effect. The
original mechanism is implemented. When this switch
is turned on, the optimized algorithm takes effect. After
HSUPA services are configured or reconfigured with 10
ms TTI due to network resource (admission CEs,
RTWP, consumed Iub bandwidth, or consumed CEs)
congestion or insufficient coverage, these UEs cannot
change to use 2 ms TTI if no data needs to be
transmitted. 19.
PERFENH_DOWNLOAD_ENHANCE_SWITCH:
Whether to activate the algorithm for increasing the
single-threaded download rate. 20.
PERFENH_OLPC_BLER_COEF_ADJUST: Switch
for adjusting the BLER coefficient specific to CS
services based on the best cell's uplink load status. When
this switch is turned on, the outer loop power control
algorithm uses the target BLER set by the OMU board
if the best cell's uplink load status is LDR or OLC. If the
status is neither LDR nor OLC, this algorithm uses this
target BLER after being divided by five. 21.
PERFENH_EMG_AGPS_MC_DELAY_SWITCH:
Whether to enable the function of delaying the sending
of an RRC_MEAS_CTRL message containing AGPS
information when an emergency call is made. When this
switch is turned on, the RNC delays the sending of this
message until the emergency call is successfully set up.
When this switch is turned off, the RNC sends this

DRD procedure and channel switchover from E-DCH
or HS-DSCH to DCH are not triggered if messages
transmitted over the Uu and Iub interfaces do not arrive
in time. When this switch is turned on, the DRD
procedure and channel switchover from E-DCH or HSDSCH to DCH are triggered if messages transmitted
over the Uu and Iub interfaces do not arrive in time. 25.
PERFENH_CELL_CACLOAD_BROADCAST_AM
END: Whether to consider CE or code resource usage
when determining the resource status of a cell whose
serving boards or CP sub-systems are different from
those of its neighboring cells. When this switch is turned
on, the RNC determines the resource status of such a
cell based on power, CE, and code resource usage. If
power, CE, or code resources in a cell become
congested, the RNC determines that the cell experiences
resource congestion. When this switch is turned off, the
RNC determines the resource status of such a cell based
on power resource usage only. 26.
PERFENH_MBDR_TARCELLSEL_OPT_SWITCH:
When this switch is turned on, candidate cells are ranked

Whether to preferentially admit PS services of UEs
involved in LTE-to-UMTS CS fallback. When this
switch is turned on: If a UE involved in a LTE-to-UMTS
CS fallback is processing a non-real-time PS service,
the channel type and initial data rate for the PS service
are determined by the "NRTInitRateforL2U" parameter
in the "SET UFRC" command during service
admission. If the UE is processing a real-time PS
service, the UE follows the standard access procedure.
If the access attempt fails and the "PreemptAlgoSwitch"
in the "SET UQUEUEPREEMPT" command is turned
on, the UE can preempt radio resources of existing UEs
in the UMTS cell. When this switch is turned off, the
UE follows the standard access procedure for the PS
service. 30.

transmit power to the RNC when required and

cells. In addition, these UEs measure the downlink

switch controls whether the RNC allocates
corresponding channels for new users based on the cell
capability reported through the NodeB private interface.

selects an appropriate uplink service bearer and
allocates corresponding channels for new users to
maximize the system capacity based on the actual
NodeB processing specifications. When this switch is
turned off, the optimization process is disabled. 18.

TCH: Whether to use the optimized TTI switching
algorithm for BE services When this switch is turned
off, the optimized algorithm does not take effect. The
original mechanism is implemented. When this switch

HSUPA services are configured or reconfigured with 10
ms TTI due to network resource (admission CEs,

Whether to activate the algorithm for increasing the

PERFENH_OLPC_BLER_COEF_ADJUST: Switch
for adjusting the BLER coefficient specific to CS
services based on the best cell's uplink load status. When
this switch is turned on, the outer loop power control
algorithm uses the target BLER set by the OMU board
if the best cell's uplink load status is LDR or OLC. If the
status is neither LDR nor OLC, this algorithm uses this
target BLER after being divided by five. 21.
PERFENH_EMG_AGPS_MC_DELAY_SWITCH:
