President's 2009 Report
First of all, I would like to
thank all of you for your
continued cooperation
and confidence. Our
community is composed of
230 single family units (SFUs)
and 320 townhomes
(THMs). It is one we all are
proud of. We surely are!
This annual report covers
what the Board of Directors
has done for the year, and
is also indicative of future
undertakings.
The Windsor Manor
Development Challenge
We came to know for the
first time about the Windsor
Manor development on
November 20,2007. It is
located on the southwest
side of Southampton Drive
at Sir Douglas Drive in our
subdivision. It will create 89
single family residential
units. Their ingress and
egress will be Southampton
Drive. You can imagine the
traffic burdens we all will
have to bear.
Since 2007, the
Association Board of
Directors has exerted all
efforts - aiL not just best - to
get the county government
to hear our mind and feel
our heart. For no South
Hampton resident would

love to make South
Hampton Drive an unsafe,
crowded lane for anyone,
including the future Windsor
Manor homeowners.
The basic flaw of the
county planners is found in
their inability to look
beyond South Hampton
Drive.
Thus, we brought forward
the following possible
routes, namely:
One: Construction of new
road leading to Ruth
Swann Library into 210.
Two: Use of Kreedon Road
into 210.
Three: Use of Jenny Lane
into 210.
Four: Use of Warehouse
Landing Road into 210.
This year we have raised
the environmental
impropriety of the
proposed housing
development. From
certain indications, it
appears that the county
higher-ups (the
Commissioners) are
interested to look into it.
Indian Head Science
and Technology Park
OHSTP)
Still unknown to a
multitude of Bryans Road
residents - who, when
properly informed, would
surely love to join the
current conversation - is
the Indian Head Science
and Technology Park
(IHSTP). Our mind as your
Board is to articulate in
unmistakable language -
from all sides - the best
sense we can and must
make out of it.
The IHSTP is one Charles
County project. All the
noblest intensions,
notwithstanding, that has
the cutting edge, literally
speaking. It is bound to but
all the trees along its path.
Contrary to Schumpeter's
economic worldview,
creative destruction
remains destruction - no
matter how one defines
innovation. That is the
clearest call made by the
opposition so for.
The IHSTP is an approved
county project elegantly
branded as a science and
technology park - an
indispensable adjunct to
globalization now
mushrooming in all
countries, inclUding Third
World countries. When a
country enters the
globalization stage,
construction of science
and technology parks
ceases to be predictable.
It is absolutely certain.
The park will be
developed between
Maryland Route 210 (Indian
Head), Route 227, and
Route 224. Covering nearly
260 acres, it will be a show
window of sophisticated
office, research, and
manufacturing buildings
occupying 1.3 million
square feet of land - where
the trees used to be before

the forest denudation. One
enterprise in the area is
called energetics - a
science that deals with mild
explosives.
Incidentally, within a mile
from the park are two
schools where 700 students
know nothing about
energetics. Nearby is a
day care center where
children are too innocent
to know the difference
between energy and
energetics.
From the looks of it, the
project is a done deal. A

Corporate Office Properties

Trust (COPT). They are all
innovators in the language
difference between of Schumpeter. The carrots
being dangled by the
energy and energetics." innovators are not
uncommon. We hear of
them in all board rooms of
commerce and industry.
They are:
One: The project will
create a new tax base for
the county. More taxes will
go to the coffers of Charles
County.
Two: it will create at least
1,500 new high-paying jobs.
Preferred employment for
Bryans Road residents, if
they qualify, seems to be
the conversation.
Three: commitment to
"green buildings". Where
have all the green leaves
gone? Pete Seeger, are
you still there?
Whether or not the
project will be an easy walk
in the park, is a matter of
time, or the economy.
Against the above
landscape is a weliing tide
of opposition from
concerned and worried
community residents and
organizations. Their main
argument is anchored on
Mattawoman Creek, which
runs 27 miles from
Brandywine through
Accokeek and into Indian
Head. No wonder some
organized groups from
Prince George's County
are also at war with the
project.
A second argument
comes from common
sense. Any development
always attracts company.
Migration is inevitable to
nearby areas. Traffic mess
becomes colossal as a
result; a price to pay, so say
the innovators.
There is a third mind. It is
not an argument
against...it is an option that
has not entered the
discussion. It is to
concentrate science and
technology parks in
Waldorf. They call it smart
growth.
The project proponents
love to ask the universal
question: why go against
progress? Sounds like a
good question. The
opponents, on the other
hand, are not against
progress. They only oppose
projects that go against
them and their peace of
mind.
Our Involvement
It is my wish to listen to our
fellow homeowners. Theirs
may yet be the better
wisdom. Incidentally, I
have started attending
meetings of businessmen
doing business along Indian
Head. Another group is the
Bryans Road Improvement
Committee, which
comprises a larger universe
of members. There is but
one purpose: to entice
commerce and industry -
as well as other endeavors
- to respect homeowners'
interests.
There is no better time
than now to take a
common stand. It is
election season. County
bureaucrats - current and
aspiring - bear a new aura,
a new disposition. They are
more unlikely to be
insensitive to us and to
what we say. And that is
not an understatement.
Next year, we would like
to persuade more
homeowners to take an
active role in the
improvement of our
community. Join a
committee such as clean-
up, neighborhood watch,
student scholarship, events,
and the like.
A committee formed this
year is the parking
committee. There is but
one rationale and it is to a
bad situation. The work is
now on stream. There are
obstacles along the way.
But we are confident we
will eventually overcome
them. To all of us who love
South Hampton, all things
work together for good!
Financial Condition of the
Association
Your fees are used to
maintain the property
common areas, utilities,
and storm drain ponds.
They are also spent for
professional services such
as management agency,
legal, auditing, and
research. Other expenses
include fidelity insurance.
The greatest financial
challenge remains the
continuing delinquency of
some homeowners. I
repeat - some
homeowners. Our policy is
to discuss matters with
delinquent homeowners
who, we believe, would like
to settle accounts without
need of litigation. Both the
association management
agent and lawyer have
been instructed to
implement the directive.
Our association remains
financially stable. Our cash
in bank consists of CDs,
savings, and operating
accounts.
Once more, I want to

When It Snows .....

Our roads are maintained by Charles County Government. What you should know....when it snows -- County
and its contract forc~s concentrate on keeping primary County roads and major residential neighborhood
streets passable. These roads are cleared down to bare pavement as soon as possible atter a storm is over.

Plowing generally begins when snow becomes 1 to 3 inches deep and the temperature indicates there will be
no melting. Even otter plowing, snow that has been hard packed by traffic often remains on the street, and the
plows are unable to remove it completely. In this type of situation, a mixture of sand and salt is spread to
provide adequate traction.

During our last snow, which we experienced near record snow falls, the County experienced challenges during
the snow removal process. The SHHOA quickly went into action and assisted the residence with a snow removal
contractor to complete the job and treat the roads.

WHAT YOU CAN EXPECT WHEN IT SNOWS

• It takes a minimum of 12 hours following the end of a 3" to 4" snowfall to plow and/or treat every
County road once.
• Atter a 5" to 7" snowfall, you can expect primary and major residential County roads to be plowed
within 18 to 24 hours. At this time, one pass will be made through major neighborhood streets.
Please be patient. Streets are plowed according to their priority and reviewed at the end of each
season. County employees work around the clock until all 1,600 miles of County maintained streets are
passable.

PLOWING AND HOW YOU CAN HElP

Clearing driveways and entrances is the responsibility of the property owner. We appeal to our residents to
clear sidewalks in front of their homes as soon as the storm has ended.
We recommend:
-- If you have a driveway, use it. The more cars off the street, the better the job the County and
the SHHOA can do and the less likely it is that your car will be plowed in, splashed by salt spray, or
be the victim of a collision.
