In respect of the PG complaint number, PJB/CO/2014/16235, of Sh. Jatinder Singh, it is hereby intimated that the
customer location was visited and the following observations & analysis were made:
1) The 3G signal strength at the customer location is very good. (Attached a "signal strength.bmp" snapshot for ready
reference).
2) The 3G speed received at customer location is very low as per our 3G standard of 2Mbps (attached a "speed.bmp"
snapshot for reference). The download speed at customer site is only 140 kbps.

3) As per the data reports for the date 01/11/2014 to 03/11/2014 it is observed that the High speed channel throughput
for the whole sector of UTA011 is around 450 Kbps.(attached excel "UTA011 report.xls" for reference). If on average 4
subscribers are using bsnl 3G in each sector then the average speed recieved by each customer shall be around 100
kbps, which is what the customer is getting at its location.
4) RF team has also checked the 3G speed at different locations in both cities Amritsar & Tarn Taran and found that the
average speed received is between 150 kbps - 200 kbps.(Attached are the excel "3G_speed.xls" &
"Data_drive_check.xls" for reference.
5) The issue of poor 3G speed being recieved by the customer, has been intimated several times to the
MSC/RNC/SGSN teams. (Attached are the mails "msc mail1-5" and the teams response for your reference)

In order to improve the BSNL 3G customer experience we hereby need to increase the node B throughput from existing
levels. This shall not be possible at RF end and needs to be done at the Node B/RNC/SGSN end by checking for errors
in backbone else increasing the backbone capacity of thenetwork.
