Assists the SSM or Duty Officer, in sending advisory text messages and/or email messages to
the PCV community and/or Wardens.
Receives information from Volunteers, via email, phone calls, and text messages and in person,
regarding their whereabouts, and is responsible for entering all required information into the
VIDA database. This is a key task that must be undertaken a variety of times on a daily basis.
Maintains and updates Staff Duty Rosters. Serves as the go-between person in the transfer of
duty phone/binders, and ensures that the next serving staff is aware of upcoming duty officer
responsibilities. In addition, is responsible for updating and posting the Duty Officer List on
the respective office bulletin boards.
Assists the SSM with maintaining/updating of volunteers site locator files.
In coordination with the SSM, maintains and updates the contents of the Emergency Action
Plan.
Maintains geographic maps of PCV site locations in the PC conference room
Assists in other administrative tasks, as directed by SSM

Participates in staff meetings (both general staff meetings and senior staff meetings at the
discretion of the CD), discussions and activities and makes recommendations for changes in program
policy and procedures as they relate to Volunteer safety and security.

Establishes and maintains open communication with both the regional PCSSO and the Safety
and Security Desk Officer, informing them of both problems and progress in the country, such as
major incidents, changes in crime data and other information on new policies or programs affecting
safety and security.

Develops and maintains contact with Embassy security staff and local law enforcement to
obtain crime updates and information needed for assessing the security of existing and potential
Volunteer sites.

Under guidance from the CD, serves as post's primary safety and security
contact/intermediary with other non-governmental organizations, volunteer sending organizations
(i.e. VSO, JICA/JOCV, SNV, UNV, etc.) and other development

Information sharing:

Assists in the development and organization of safety and security resources such as
manuals, books, leaflets, pamphlets, slides, videos, and memos and makes their contents and Peace
Corps policies known to staff and Volunteers.

Maintains post crime statistics.

Training:

15%

Assists the Safety and Security Manager (SSM) with the review of training sessions.

Assist the SSM or in absence of the SSM delivers training sessions at PST, IST, COS
conferences /or other training/meetings that fall within the SSMs responsibility. Key tasks include:
Sending invitations to the events to PCVs, keeping track of responses and following up on
those who have not yet responded.
Analyzing/developing Safety and Security Surveys.
Making photocopies of needed materials, and gathering together required resources,
materials and equipment for the event.

Site Selection and Monitoring

Works with the Peace Corps Medical Officer (PCMO) and Associate Peace Corps Directors
(APCDs) to develop and maintain Volunteer site and housing selection criteria and procedures.
Participates in site visits as appropriate.
Updates village and home-stay safety and security checklist, guidelines and policies.

Provides advice to APCDs regarding site placements and/or Volunteer site changes.

Incident Reporting and Response:

Works closely with the SSM to follow up on incidents reported by Volunteers. Typical
procedures include follow up with police on Volunteer property damaged; (reimbursement for
stolen properties)

Helps coordinate PCV and local Police contacts/communication in the incident reporting
process as needed.

Assists the SSM in communicating to the CD about difficult safety and security issues that
may involve the Office of Inspector General (OIG). Coordinates follow-up activities as appropriate.

TDY:
The Contractor is subject to worldwide availability and may be requested by the Peace Corps to be
reassigned or transferred permanently to another Peace Corps Post/Headquarters or perform
temporary duties (TDY) as required and to travel to other assignments within Peace Corps as
assigned. Any such reassignment or transfer shall be subject to agreement of the Contractor. The
Statement of Work as defined will remain the same; however the duties may be subject to change as
determined by the Contracting Officer.

Other Duties

In collaboration with the SSM and CD, follows-up on recommendations from PCSSO visits.

In collaboration with the SSM/CD/DMO/PCSSO/General Services Officer (GSO), follows


up on Regional Security Officer (RSO) security recommendations for the Peace Corps office.

Under the direction of the SSM coordinates quarterly Emergency Office Drills.

Performs other safety and security duties as assigned by the Country Director.

When the SSM is on leave, the SSA will serve as the Acting SSM until the SSMs return.
Education, Skills, Abilities,and Language Proficiency:

University degree in social science, law, security, management


Demonstrated computer skills required especially MS Word, Excel, PowerPoint and Outlook.
Demonstrated capacity for perceptive analysis and the ability to write logically and speak
effectively are required. A high degree of professionalism, discretion, organizational, strong
team work and excellent interpersonal skills are essential in addition to sound judgment.
Level IV (Fluent) speaking, reading and writing in French and English is required including one
commonly spoken local languages. English language skills will be tested.

KNOWLEDGE/EXPERIENCE:
*Minimum of 3 years work experience in safety and security related work
environment and with rural based NGO projects or multicultural organizations.

Experience in an office environment, strong verbal and written communication skills


Ability to undertake several tasks at the same time and work with limited supervision.
Proven ability to plan and manage logistics schedules under pressure
Active listening skills with emphasis on group dynamics
Ability to liaise with appropriate authorities
Understanding of safety and security issues in the Host Country environment
Familiar with Government of Host Country public safety and entities
Ability to effectively communicate with diverse group (Volunteers, staff, police, etc)

Demonstrated stand up training skills


Experience in working with maps and technology tools
Valid drivers license with a clean driving record is an advantage.
* Must be available to travel throughout the country.
Strong understanding of the American vs. Burkina cross-culture with knowledge of
the Peace Corps philosophy and approach to Volunteer/Trainee Safety and Security is
required.
Good facilitation skills for adult learning with computer literacy in Microsoft Word
and PowerPoint.
Basic knowledge of local law and criminal justice system including law enforcement
operations.
Experience working with Americans is an advantage.
