RFP for NOM Introduction Course Enabling Functions Academy

Introduction
The purpose of this Request for Proposal (RFP) is to invite the preferred business partners to
present a proposal for designing and developing an eLearning course New Operating Model
for I&O processes using the base content provided by Philips along with this RFP.

Project purpose
This course will be an introductory course for the new operating model within IT
Infrastructure and Operations. As a result of a current IT transition, this is a new to-be
implemented model and the employees have very limited knowledge about it. There is no
available course on this and Philips would like an eLearning course that will enable employees
to bridge the gap and quickly. The goal of this course is to create awareness about the
procedures and processes in the new operating model. The course will be taken by a global
audience, the audience will include people both internal and external to Philips.
Departmental challenge:Since this is a to-be implemented model, it is required to create awareness and knowledge
among people about the processes and procedures of this model by the time it is
implemented.
Course objective:The New Operating Model for Infrastructure and Operations processes eLearning course aims
to create awareness and knowledge about the processes and procedures of the operating
model.
The target audiences for this course are:

Philips employees in the following functions:


Infrastructure and Operations department
MDTs
User Care A&P
Global PMO
IT (general)
Business
Suppliers
External

This training is being developed for the Enabling Functions academy under Philips University.
Scope of work

The proposed eLearning course will be a 60 mins knowledge level training.

This training is for 400 + employees across the globe.


This course will be developed in English language.
The eLearning course should be immersive, interactive and engaging.
The course should include audio, interactivities, knowledge checks (knowledge checks
are required at the end of every module).
The summative questions (Assessment) are required. No certification is required at to
be given to the learner.
The developed eLearning course should be device agnostic.
The following deliverables are expected from the business partner:
Project plan; Design Document (including Content Outline and mock ups of
the GUI, IDD, VSD, FSD); Prototype; Storyboards; Audio samples; Integrated
course (Alpha, Beta, Gold versions).
While working, the Philips brand guidelines must be adhered for graphic, language
and material preparation. This is already provided at the time of Orientation.
The course delivery date is 30th December 2014.
Do not use any proprietary tools for development of output
Philips follows a 70:20:10 learning model, we would appreciate some ideas on how
the 70% and the 20% could be implemented in this course. Pls take a judgment call
based on the entire cost of the project.
Philips requires the business partner to list the artifacts they can create to support
their 70 and 20 ideas. These artifacts can be Podcasts, nuggets, infographics, one
pagers, resources to download etc. If it adds cost to the project, we are ok with it.
Please adhere to this.
While drafting the solution, please inform the level (Level 1, 2, 3 of WBT
development) the strategy falls under. Very important point to be considered.

Communication plan

Philips would like to have a communication plan (SPOC, Escalation points, etc.) from vendors
to ensure proper information flow.

Delivery milestones
Philips would like to receive delivery milestones along with the detailed development plan.
This will help Philips understand the development process and check the need of any
interventions in between in the proposal

Payment milestones
The payment milestones has to be in line with Philips guidelines (three milestones and the last
one has to be the highest one)

Requirements for the proposal
1. Project management plan and timeline, taking into account the above timeframe, milestones, management structure, and a methodology for monitoring and evaluation of the
program. The project management plan should include the various milestones in development of the materials, the sign-off process, feedback mechanisms, and monitoring progress.
2. A detailed cost structure (development cost, etc.) needs to be provided.
3. Other assumptions made in preparation of the proposal.

Deadline
The deadline for submission of proposals is three days from the date of receipt.
