Notice inviting Expression of Interest( EOI) for empanelment and business association for supply
of Digital Map Data of India, Web & Mobile based GIS application, GPS/GIS based Survey (
Property, Land Use & Land Cover Survey, Topographical Survey etc),Utility Mapping (OFC,
Electrical assets etc) GPS Based Navigation/Navigator and Location based services and application.

1.

ITI Limited, a Public Sector Undertaking under the Department of Telecommunications,


Ministry of Communications & IT is the leading Telecom Equipment Manufacturer /
Turnkey Solution Provider in India and a major supplier of telecom equipment to BSNL,
MTNL, Defence Paramilitary and Railways.
ITI Ltd invites EOI from eligible bidders for empanelment and business association for
supply of Digital Map Data of India, Web & Mobile based GIS application, GPS/GIS based
Survey ( Property, Land Use & Land Cover Survey, Topographical Survey etc),Utility Mapping
( OFC, Electrical assets etc), GPS Based Navigation/Navigator and Location based services
and application.

ITI plans to address requirements of Central and State Government and its
Bodies/Associations for Digital Map Data of India, Web & Mobile based GIS application,
GPS/GIS based Survey ( Property, Land Use & Land Cover Survey, Topographical Survey
etc),Utility Mapping ( OFC, Electrical assets etc) GPS Based Navigation/Navigator and
Location based services and application in partnership with ITI. For this purpose ITI wants to
empanel vendors and OEMs who will supply these systems in partnership with ITI.

3.1

The bidder shall be a registered body in India for the supply of Digital Map Data of India,
Web & Mobile based GIS application, GPS/GIS based Survey ( Property, Land Use & Land
Cover Survey, Topographical Survey etc),Utility Mapping ( OFC, Electrical assets etc) GPS
Based Navigation/Navigator and Location based services and application.

3.2

The bidder shall have strong financial performance during the last three years. The current
financial status of the Company should be adequately strong and viable to undertake large
scale projects independently. Copies of audited annual reports of the company shall be
submitted for the last three years.

3.3

The bidder shall have specialization & experience in the field of GIS Projects and Property
Survey and have the expertise to use the modern techniques for map survey. The details of
the works/projects executed by the party for the last three years shall be submitted along
with the bid document.
The bidder shall be a producer of Map Data Product and shall own IP rights of the same.
Alternatively the bidder should have an unambiguous agreement with the IP right holder to
provide such maps for the forthcoming projects.

The bidder shall provide an undertaking that it adheres with all the necessary government
guidelines for survey and map creation.

3.6

The bidder shall have their own map portal for providing continuous access for web based
GIS application.

3.7

The bidder shall have previous experience in the field of mobile based GIS/GPS application.
The Company should have the expertise to develop Mobile applications using map data and
the same should available for verification on android and Iphone platform.

3.8

The bidder shall agree to provide cause-by-clause compliance to ITIs Customers


specifications and any other technical requirements called for in their RFI/RFP/Tenders/
Proposals as and when issued.

3.9

The bidder shall comply to all clauses in the RFI/RFP/Tenders/Proposals on back to back
basis with ITI as and when these are released by ITIs customers.

5.

The offer/proposal shall contain the following documents:

5.1

Name of the organization ( Company /Partnership firm/Proprietorship etc) along with


Certificate of Registration/ Incorporation indicating the area/scope of business.

5.2

Sales Tax, Service Tax Registration Number and PAN Number.

5.3

Financial performance of the Bidder. Copies of the audited Annual Reports for the last three
years.

5.4

The offers can be submitted in the form of hard copy or soft copy. In case the offer is
submitted as soft copy, the same can be sent through e-mail with password protected.

5.5

The last date for receiving the offer is 5..00 PM on 19/12/2014 and will be opened on
20/12/2014

5.6

In case there are any clarifications/queries on this notification, please contact Shri. KRR
Singh at krrsingh_rbl@itiltd.co.in. All clarifications/queries shall be asked through e-mail
only and the last date for receiving the clarifications/queries is 5.00PM on 12/12/2014.

5.7

The offer shall include clause-by-clause compliance to all clause of this EOI along with other
documents as requested against specific clauses.

5.8

Period of Validity of offers: The offer shall remain valid for a period of at least 180 days
from the due date of offer submission. Offers valid for a shorter period shall be rejected.

5.9.

Late offer: Any offer received after the prescribed time line shall be rejected and shall be
returned unopened to the Companies.

5.10

Language of offers: The offers prepared by the Company and all the correspondences and
documents relating to the offers exchanged by the companies
shall be written in
English language.

5.11

The bidder shall be ready to give clarifications on any part of their offer to ITI.

5.12

Authorized Signatory: All certificates and documents received as part of the offer shall be
signed
by the Authorized Representative
(signing is not mandatory for technical
manuals).
The power or authorization, or any other document consisting of adequate proof of the
ability of the signatory to bind the Company shall be
submitted when demanded by
ITI. The compliance to the EOI clauses shall be signed by an authorized person of the
Company.

5.13

Cost of EoI: The Companies shall bear all costs associated with the preparation and
submission of offer against this EoI, including cost of presentation for the purposes of
clarification of the offer, if so desired by ITI. ITI will in no case be responsible or liable for
those costs, regardless of the conduct or outcome of the EoI process.

5.14

Amendment of EoI: At any time prior to the last date for receipt of offers, ITI, may, for any
reason, whether at its own initiative or in response to a clarification requested by a
prospective companies, modify the EoI document by an amendment. In order to provide
prospective companies reasonable time to take the amendment into account in preparing the
offer, ITI may, at its discretion, extend the last date for the receipt of offers and/or make other
changes in the requirements set out in the Invitation for EoI.

5.15

Disclaimer: ITI and/or its officers, employees disclaim all liability from any loss or damage,
whether foreseeable or not, suffered by any person acting on or refraining from acting
because of any information including statements, information, forecasts, estimates or
projections contained in this document or conduct ancillary to it whether or not the loss or
damage arises in connection with any omission, negligence, default, lack of care or
misrepresentation on the part of ITI and/or any of its officers, employees.

5.16

5.17

ITI reserves the right to suspend or cancel the EoI process at any stage, to accept, or reject
any, or all offers at any stage of the process and / or to modify the process, or any part thereof,
at any time without assigning any reason, without any obligation or liability whatsoever.

5.18

The bidder shall give willingness/confirmation to the following:

5.18.1

Back to back support to ITI for all RFI/RFP/Tender/PO conditions of ITIs customer as and
when these are released.

5.18.2

Back to back support for delivery, installation, operation, maintenance, warranty, AMC for
the supplied products.

5.18.3 Willingness to provide EMBG(Bid Guarantee), PBG(Performance Guarantee) as required by


RFP/Tender/Poof ITIs customer.
5.18.4 Willingness to agree for LD(Liquidated Damages) in line with ITIs customers
RFP/Tender/PO.
5.18.5 Willingness to accept payment terms of the customer on back to back basis with ITI( i.e. ITI
would release the payment as and when ITI gets the payment from the Customer).
5.18.6

Willingness to supply on temporary basis any testing equipments, required for the testing and
evaluation of the product by ITI or by ITIs customers, free of cost.

After technical scrutiny and evaluation, selected bidders will be empanelled for addressing
future business related with the supply of Digital Map Data of India, Web & Mobile based GIS
application, GPS/GIS based Survey ( Property, Land Use & Land Cover Survey, Topographical
Survey etc),Utility Mapping ( OFC, Electrical assets etc) and Location based services and
application. Such parties will be asked to submit their technical as well as commercial offers
as and when RFI/RFP/Tendrs are released by ITIs Customers.
