Deduct 1 point for every wrong, incomplete or unclear measure.
The measures must be able to counteract stagnation in the decision making and the execution
thereof.
For instance:
The monetary flows are combined and one of the principals becomes responsible for the
expenditure thereof that principal also becomes the fixed contact point. The project
manager reports to that principal, and that principal is responsible for the decision making.
It does not matter how the principal sets that up with his fellow managers prior decision
deadlines and decision making processes must be set up and fitted into the project.
The project manager can check whether the project can be split into four partial projects,
in which each partial project has its own unique principal with his own budget
responsibility.
NB: from a broader project management perspective this answer is not exactly elegant,
but is correct within the small framework of this question.

Competing is not a good approach and will only escalate the conflict further, you have
already received a negative evaluation on this; your manager is upset about the fact that
you never accept what he says; this approach will not resolve the conflict.
Collaboration would mean that you and your manager discuss the subject. This would
allow your manager to get his point over and also allow you to state your opinion. The
emphasis should be laid on the points you both agree on, so that a mutual agreement can
be found. This approach is preferable.
Compromise, like the previous, only now both you and your manager give in.
To avoid in this case would mean that you let things go; this too is not a good approach
because your manager obviously considers it important enough to readdress the issue.
Accommodating would mean your manager is right. Depending on the nature of the
difference of opinion and/or whether the price you will pay for giving in is considered
acceptable, this is a good approach.
