This volume is an output of the UNU-WIDER research project on Evolving New Market Economies in Europe and
Asia: Integration into the World Economy. Emphasizing the lessons to be drawn from the Chinese experience, the
introductory chapter interweaves analysis with a description of Eastern European, and particularly Hungarian, reactions
to the process of transition and its social cost. Three of the chapters are devoted to the international organizations and
their response to the transition. These assess UN assistance, the role of the IMF, and consider the transition economies
in the Uruguay Round and the WTO. The final two chapters depict the stark contrast between Europe as it emerged
after the First World War and the collapse of two empires, and Europe as it revives following the end of the Cold War,
the division imposed upon it at Yalta, and the fall of the Soviet empire. Although the creation of new stateswith its
train of territorial, monetary and institutional changeis common to both periods, division and the segmentation of
markets were the mark of the first. What singles out the second, instead, is transcontinental integration, together with
the transition from plan to market in the East.

The Evolutionary Dynamics of Chinas Small- and Medium-Sized Enterprises in the 1990s

This study explores the development of Chinas small and medium enterprises. Since 1992, the SMEs have in all
sectors (state, township, village, and private) conducted a series of radical and successful reforms of their ownership
and governance structures. Innovative arrangements, including joint-stock cooperative, joint-stock partnerships, grafted
joint ventures and small corporatization have been used. In the state sector a new round of reform has been led by local
governmentsmainly counties and citieswhich since the early 1970s have gradually come to control all small, and a
large proportion of medium-sized state-owned enterprises. While reform in the state sector has been a response to the
present financial and business difficulties, the ownership reform in the township and village enterprise (TVE) sector is
an active response to potential or foreseeable future difficulties. The TVE growth miracle has continued, and private
and household-run enterprises have experienced very rapid growth since the new reform era opened in 1992. The
authors conclude that the Chinese experience indicates the desirability of adopting a dual-track strategy, which requires
active government policy engagement and works to supply incentives to induce a market-learning evolution of the
existing institutions, and to develop new market organizations and institutions in a way that combines new marketoriented elements with the existing organizational and institutional capital.
