SPM 0677

Purpose
The purpose of this document is to specify the technical requirements for Single Mode
Optical Fibre (SMOF) cable, hereafter referred to as the Cable.
The Cable is required for carriage of telecommunications services by way of optical
transmissions over distances ranging from a few metres to over 100 kilometres. The
cable is to be suitable for operation in the general rail environment including areas
electrified with 1500V DC or High Voltage AC and locations where fire and life safety are
an issue.

Scope & Application


The scope of this document includes SMOF Cable with construction suited to the
following installations:

General Installation - Cable suitable for general installation in the rail


environment by way of direct burial, hauling into underground ducts, hauling into
above ground steel troughing and laying in ground level concrete troughing.

Fire Safe - Cable for installation in underground stations or other underground


facilities and tunnels where fire and safety are a primary concern.

Blown Cable - Cable for installation by way of air/gas blowing through


continuous conduits.

The scope of this specification does not include the following optical fibre cables:

Multi Mode Optical Fibre

Aerial Cable - (Aerial SMOF may be included in a later revision of this


specification or a separate specification in future.)

Fire Resistant - (Fire Resistant SMOF may be included in a later revision of this
specification or a separate specification in future.)

Internal use building horizontal and riser cable

Pre-terminated SMOF tie cables - (These are the subject of a separate


specification).

This specification is applicable to both procurement and type approval assessment of the
Cable

General Requirements

5.1

Cable Construction

5.1.1

SPM 0677

The Cable shall incorporate an inner core comprising an inner cable sheath containing
the following elements:
a) A central strength member.
b) The specified quantity of SMOF cores which shall generally be Single Mode Low
Water Peak fibres meeting ITU-T Recommendation G652.D.
c) The specified quantity of additional SMOF Non-Zero Dispersion Shifted fibres
meeting ITU-T Recommendation G655.
d) Loose tubes containing either 6 or 12 fibres per tube.
e) Solid fillers replacing loose tubes where there are less than the full cable capacity
of fibres is required.
f)

Core Blocking. (to prevent the migration of water along the cable core)

g) A black polyethylene inner sheath.


5.1.2

The Cable inner core may contain other wrapping or strengthening elements designed
to improve cable performance subject to full details being supplied for RailCorp
engineering assessment and acceptance.

5.1.3

General Installation cable shall incorporate the following outer sheath elements:

a) An insect resistant jacket

b) A rodent resistant layer

c) A polyethylene outer sheath

5.1.4

Fire Safe cable shall incorporate the following outer sheath elements:

a) An insect resistant jacket

b) A rodent resistant layer

c) A Low Smoke, Fire Retardant, Zero Halogen outer sheath

5.1.5

Blown cable shall incorporate the following outer sheath elements:

a) An insect resistant jacket as the outer sheath

5.1.6

The Cable shall not contain any metallic or electrically conductive elements.

5.1.7

The Cable shall not contain any multi mode optical fibre.

Cable sizes and configurations other than stock standard may be used only where
required to meet a particular engineering design approved by the owner of this
specification or delegated approval authority.

Tube Filling

The buffer tube shall be fully water-blocked with thixotropic jelly or equivalent
material, having a drop point of 80C.

Fillers

Fillers shall be:


a) Used where less than the full cables capacity of fibres is required
b) Solid and of the same diameter as the tubes
c) Placed in sequence after the last tube and before first.

Core Blocking

Core blocking shall:


a) Fully water-block the inner cable core
b) Preferably use dry block technology with such materials as tapes, yarns
or equivalent, loaded with super absorbent polymers.

The Polyethylene Outer Sheath shall be:


a) Made of polyethylene of appropriate thickness to meet the requirements
of this specification
b) Meet the requirements of AS 1049 as being suitable for external exposed
applications

and across other cables while not producing excessive drag

The Low Smoke Zero Halogen Outer Sheath shall be:
a) Made of materials suitable for use in underground locations where fire
and life safety are an issue
b) Of appropriate thickness to meet the requirements of this specification
c) Meet the requirements of AS 1049 as being suitable for external protected
applications
d) Sufficiently high in density to allow the cable glide smoothly through ducts
and across other cables while not producing excessive drag
e) Light blue and in colour.
The Low Smoke Zero Halogen Sheath shall meet the following standards
requirements:
a) Halogen content may not exceed 0.5% or 5 mg/g tested in accordance
with AS/NZS 1660.5.3
b) The limit values of acidity of combustion gases are 4.3 for pH and 10 S
for conductivity tested in accordance with AS/NZS 1660.5.4
c) When tested using a 27m volume smoke chamber in accordance with
AS/NZS 1660.5.2 the smoke emission must result in not less than 60%
light transmittance.

5.5

Mechanical and Environmental

5.5.1

The Cable shall generally be designed to meet the harsh environmental conditions that
are expected in the heavy railway industry with a service life of at least 40 years when
correctly installed and maintained to supplier recommendations and practices.

5.5.2

Elements within the cable shall meet the Mechanical and Environmental characteristic
requirements tabled below:

Cable Marking

5.6.1

All marking and labelling on the cable, cable drum and any other packaging shall be in
English language only.

5.6.2

The outer sheath of the cable shall be indelibly marked with a sheath message as
follows:
a) In black print of minimum 3mm print height
b) Printed at every metre length of the cable
c) Not include markings of customers other than RailCorp

5.6.3

The sheath message shall be in the following format and description:

Packaging and Delivery


6.1.1

The Cable shall be delivered free of joints in lengths as ordered by RailCorp with both
ends sealed with heat shrink end caps.

6.1.2

Where the Cable is delivered in lengths less than that ordered, RailCorp reserves the
right to refuse delivery and/or payment for such lengths. All costs for shipping such
lengths shall be at the suppliers expense including any scrapping or return shipping
costs.

6.1.3

Where a drum contains a length in excess of the length ordered by RailCorp, RailCorp
shall only pay length that was ordered.

6.1.4

The Cable shall be delivered on drums with:


a) Durable robust construction including reinforcing battens designed to protect the
Cable from damage during storage, shipping, handling, reeling and unreeling
b) Bark free timber where constructed from timber
c) Fasteners such as nails, screws and staples positioned so that they cannot
damage the cables even if improperly fixed
d) The spindle hole greater than 75mm

e) A protective housing providing access at least 2m of the inner cable end for
testing purposes
6.1.5

Cable drums shall be indelibly marked and labelled by stencilling on both drum flanges
as follows:
a) Clearly laid out for reading in a store yard or field installation environment
b) Not include any user company or organisation name other than RailCorp

6.1.6

Cable drum labelling shall include the following detail:


a) The word RailCorp
b) Manufacturers name or logo
c) Manufacturers product code
d) ACMA A-Tick compliance label
e) Month and year of manufacture, in the format for example of SEP 2011
f)

Length of the Cable in metres

g) Cable description including fibre count, fibre specification and cable construction
type
h) Gross weight of the cable, drum and any other packing
i)

How to access the MSDS

Documentation
7.1.1

All supplier documentation shall be in English language

7.1.2

The supplier shall provide documentation as follows:

a) Cable Product Data sheet(s) for each cable configuration included with each

request for quotation and/or tender


b) Cable test sheet(s) delivered with each drum of cable
c) Material Safety Data Sheet to be made available on request and freely available
by user access to the supplier internet site

7.1.3

The Cable Product Data sheet(s) shall include the following detail as a minimum:

a) Cable description

b) Cable cross-section showing all the various physical cable elements with

diameters and radial thickness as appropriate:


c) The materials used for construction of each cable element
d) Cable mass in kg per 1000m
e) Outside diameter and tolerance in mm
f)

Minimum bend radius at no load and full load in mm

g) Maximum allowable tensile strength during installation in kN


h) Crush resistance - short term and long term in kN/100mm

j) Refractive index of the cabled fibre for each type of fibre used (for OTDR
calibration)
7.1.4

The Cable Product Data sheet(s) shall have data clearly laid out in a manner similar to
the sample shown in Appendix 1.

7.1.5

The Cable Test Sheet(s) shall include documentation as follows:


a) Product code / name
b) Cable description
c) Cable identification number as printed on the cables outer sheath
d) Drum and/or batch numbers
e) Tests performed
f)

Test results including dates tested and tester sign off. These documented results
shall include as a minimum:

Attenuation of each fibre at the wavelength in table A section A14.

Detail of any localised attenuation discontinuity if applicable.

Results of any batch mechanical and environmental test if applicable.

Regulatory & Quality Assurance


8.1.1

The Supplier shall have a Quality Management System that is certified to ISO 9001.

8.1.2

The cable shall be produced for the Australian market and meet the requirements of
AS/ACIF S008

8.1.3

The Cable shall be current production release with extensive proven field operation
within Australia

8.1.4

Cable materials shall be non toxic and dermatologically safe and comply with the
European Union Directive 2002/95/EC on Restriction of the use of Hazardous
Substances in Electrical and Electronic Equipment (RoHS).

8.1.5

The interpretation of tolerances shall be in accordance with AS 2706

8.1.6

Prior to delivery, the cable shall be performance tested including the following
mandatory tests:
a) Water Penetration Test on each batch length of cable (refer to Table C item C6)
b) Attenuation of Fibre in Finished Cable for all fibres in each drum length of cable
(refer to Table A item A14)
c) Maximum Allowable Attenuation Discontinuity (Point Loss) for all fibres in each
drum length of cable (refer to Table A item A15)

9.1.1

The manufacturer of the cable shall warrant that for ten years from the date of supply
that the cable shall be free from all defects resulting from faulty design, faulty
materials, faulty manufacturing process or poor workmanship.

9.1.2

The supplier shall be responsible for:


a) all costs associated with the replacement of cable found defective within 5 years
from delivery
b) replacement of cable found defective after 5 years and within 10 years from
delivery

10.1.1

The following information shall be supplied with any Request for Tender and/or for
Type Approval.
a) A clause by clause statement of compliance with this specification
b) Cable Product Data Sheet(s)
c) ISO 9001 Quality Management System certification
d) AS/ACIF S008 product certification
e) A statement on the toxicological characteristics of the cable components including
detail on how to freely obtain the Material Safety Data Sheet
