Chinese Railway Passenger Reservation System

1. Introduction
The purpose of this project is to develop a project plan and system prototype for the Chinese
Railway Passenger Reservation System in order to win the contract to build that system. The
proposed project management team will include Sewit Adams, Chilgee Lee, Albert Lu, Monica
Nudurumati, and Kevin Wang, who are all experienced software project managers. This project is
sponsored by the AsiaPac marketing manager.

2. Background
The Chinese Government is poised to greatly expand their outdated railway system. Rails the
primary form of transport in China and in order for the economy of that country to expand at the
governments targeted rate, the system will need to improve. As a part of the planned railway
infrastructure enhancements the Chinese government is planning to reservation model. This new
system will need to meet the current railway demands as well effectively scale to the level of
predicted usage.

3. Objectives
The main objective of this project is to build a project plan and an operational prototype of an
automated Railway Reservation System in 90 days with the goal of winning the contract to
build the actual system for the Chinese Railroad Ministry. A secondary objective is to leverage
our work on the reservation system to compete for similar projects in other South East Asian
countries.

4. Scope
Completion of this project will be limited to a project plan and a working project prototype for the
Chinese Railway Reservation System. The prototype reservation system will include only three
cities: Guangzhou, Shanghai, and Nanjing. It will be evaluated in a live setting during off-peak
hours and needs to have the following capabilities:

Seat assignment at the time of reservation

Track ticket sales by buyer

Be capable of handling at least 25,000 reservation per day.

Generate five predefined management reports.

In addition, the design of the reservation system shall consider future application to other East Asia

countries.
This project is not intended to produce a full-blown automated railway reservation system. On the
other hand, successful completion of the project plan and prototype will allow us to complete for
the final project.

5. Budget and Schedule Summary


While the schedule will be refined once project requirements have been fully compiled we have
enough information and experience with similar projects to conclude that, given the resources and
constraints described in this document, the initial prototype and project plan will be complete
within 30 days of the project start date. The final project plan and prototype will be ready 90
days from the project start date.

6. Assumptions, Risks and Constraints

The Chinese government will not allow programmers from other countries to be used
on this project. Since the project management team does not speak the language,
communication will pose a challenge. Additionally, the Chinese programmers are not
experienced with object oriented technologies which will likely increase development
time if object oriented technologies are used.

The project will have to utilize the CRM hardware and software, which will likely be
sufficient

7. Resources
The CRM will provide all programmers, hardware, software, and other equipment that will be
used on this project. In addition, they will provide a project facilitator to aid in assist with
government meetings, travel arrangements, and other administrative needs.
