RATIONALIZATION PLAN

PROVINCIAL TRAINING CENTER MALILIPOT

I. Introduction
Background
The completion of the Albay TESDA Rationalization Plan in support for local
training for Technical Education And Skills Development CY 2004-2005 is an initiative
of TESDA, Province of Albay Office. This Plan was formulated in partnership the local
government units of the Province of Albay and also the cooperation and sincere support
of stakeholders in the sub-sectors. Significantly, the demand for labor and specific labor
skills indicates the structure of an economy. In the case of the Province of Albay, this
notion poses grave implications. The Statistics show that the structure of the local
economy remains basically unchanged. The reports that agriculture absorption of labor
has been diminishing steadily. Yet, there has been no significant increase in productivity
that may be attributed to higher use of advance technologies.
To address these changes that will influence future industrial technologies, the 6
local government units of the 1st District of Albay forged a partnership with TESDAAlbay Provincial Training Center located at Basud, Malilipot, Albay to offer four (4)
-trade courses: Automotive Mechanics, Electricity, Welding and Plumbing and at the
same time a skills training on Livelihood programs.
Objectives of the Rationalization Plan
1. To serve as the guiding direction for TESDA Albay provision of technical
assistance to build the capacity of LGUs and other sub-sectors to undertake its
role of TESD training functions.
2. To increase employment opportunities through adoption of enterprise-based
programs
3. To encourage establishment of micro enterprises, like service shops, etc.
4. To rationalize the integration of the initiatives to the Provincial TESDA priorities.
II. Analysis of Service Area

b. Analysis of TVET Provisions


Existing TVET Providers
There are five (6) Private TVIs, one (1) Tesda School and the Provincial Training
Center Malilipot , total of eight (8) TVET Providers in the 1st District of Albay.

There are thirteen (20) courses offered by the private TVIs in the district, namely:
1. 6 months Caregiver Course
2. 6 months Stenography
3. 6 months Typewriting Course
4. 1 year Computer Programmer
5. 2 year Garments Technology (Dressmaker)
6. 1 year Garments Technology (Tailor)
7. 1 year Cosmetology (Hair Science)
8. 1 year Data Encoder
9. 2 year Computer Secretarial
10. 2 year Computer Programmer
11. 2 year Hotel and Restaurant Management
12. 2 year Executive Secretarial Course
13. 3 years Network Technician
14. 2 years Associate in Entrepreneur
15. 2 years Bus, Mgt.
16. 2 years Acctng. Tech.
17. 2 years Drafting Tech.
18. 2 years Electronics Tech.
19. 2 years Architectural Tech.
20. 10 mos. Seafarers
Out of 20 offered courses in the district, 80% of it are non-IT courses.

III. Analysis of Internal Capacity


Personnel
The Provincial Training Center, Malilipot consist of Six (6) staffs, four are
teaching personnel, two are the admin personnel.

Facilities and Equipment

The Center has an area of almost One Thousand square meters (1000 sq. m.)
including the perimeter fence. One building was constructed to accommodate the welding
and automotive trade and it includes the Adminstrative Office. The other building was
also occupied by the electrical and plumbing trade. The Center are equipped with training
equipments and learning materials and it has also a Basketball court for recreation of the
trainees.
